  • Recently concerns on the energy future are rising in Korea after nuclear disaster of Fukushima in Japan last year. However, even after Fukushima disaster Korean government keeps on insisting nuclear oriented energy policy. Contrary to it, some of civil society's organizations(CSOs) including environment groups and progressive political parties are making strong voices for phase-out nuclear. As a way of phase-out nuclear activity researcher groups based on CSOs have presented several alternative energy scenarios against the official government scenario so that contest between the two senarios seems not to be avoided. This article aims to analyse the politics of expertise around energy scenarios in Korea by highlighting differences between two scenarios of government and CSOs in terms of epistemological and methodological base, value orientation, institutional foundation, and the socio-political contexts of scenarios. Our research shows that government's energy scenario is based on scientific-positivist epistemology, firm belief in value neutrality and forecasting method, and is built by neo-classical economists at government-sponsored research institutes in accordance with the 'Business As Usual' approach. In contrast, alternative scenarios of CSOs can be said to be based on epistemological constructivism, value oriented attitudes and backcasting method, and be built by collaboration of researchers and activists with different academic and social backgrounds after Fukushima nuclear disaster.

  • In the post-Cold War era, acquisition technique of high-resolution satellite imagery (HRSI) has begun to commercialize. IKONOS-2 satellite imaging data is supplied for the first time in the 21st century. Many researchers testified mapping possibility of the HRSI data instead of aerial photography. It is easy to renew and automate a topographical map because HRSI not only can be more taken widely and periodically than aerial photography, but also can be directly supplied as digital image. In this study matching size of IKONOS Geo-level stereo image is presented lot production of digital elevation model (DEM). We applied area based matching method using correlation coefficient of pixel brightness value between the two images. After matching line (where "matching line" implies straight line that is approximated to complex non-linear epipolar geometry) is established by exterior orientation parameters (EOPs) to minimize search area, the matching is tarried out based on this line. The experiment on matching size is performed according to land cover property, which is divided off into four areas (water, urban land, forest land and agricultural land). In each of the test areas, window size for the highest correlation coefficient is selected as propel size for matching. As the results of experiment, the proper size was selected as $123{\times}123$ pixels window, $13{\times}13$ pixels window, $129{\times}129$ pixels window and $81{\times}81$ pixels window in the water area, urban land, forest land and agricultural land, respectively. Of course, determination of the matching size by the correlation coefficient may be not absolute appraisal method. Optimum matching size using the geometric accuracy therefore, will be presented by the further work.

  • The high-speed steel (shorten as HSS) consists of Fe and several kinds of transition metal carbides. The cutting tools or wear-resistant materials made from HSS experience relatively high thermal shock because a coolant such as water or oil is flowed over the surface of heated HSS. The purpose of this research is to increase the hardness, strength, fracture toughness and thermal shock resistance of HSS. A possible strategy is to incorporate a hard ceramic material with high strength in HSS matrix. This paper describes the processing, microstructure and mechanical properties of the oriented unidirectional mullite fiber/HSS composite. The unidirectional mullite fibers of 10${\mu}{\textrm}{m}$ diameter were dispersed by the ultrasonic irradiation of 38 kHz in an ethylenglycol suspension containing HSS powder of 11${\mu}{\textrm}{m}$ median size. The dried green composites with 4-68 vol% fibers were hot-pressed for 2h at 100$0^{\circ}C$ in Ar atmosphere under a pressure of 39 MPa. The higher density was achieved in the composite with a lower content of fibers. The oriented unidirectional fibers were well dispersed in the HSS matrix. The average distance between the center of fibers in the cross section was close to the value calculated from the fiber fraction. No reaction occurred at the interfaces between HSS and mullite fibers in the composites. The composite with 13.6 vol% fibers showed 100 MPa of four point flexural strength at room temperature. The thermal expansion of composite with heating was influenced by the orientation of mullite fibers.

  • Titanium alloys are extensively used in high-temperature applications due to their excellent high strength and corrosion resistance properties. However, titanium alloys are problematic because they tend to be extremely difficult-to-cut material. In this paper, the powder synthesis, spark plasma sintering (SPS), bulk material characteristics and machinability test of hybrid $Ti_2AlC$ ceramic bulk materials were systematically examined. The bulk samples mainly consisted of $Ti_2AlC$ materials with density close to theoretical value were synthesized by a SPS method. Random orientation and good crystallization of the $Ti_2AlC$ was observed at $1100^{\circ}C$ for 10 min under SPS sintering conditions. Scanning electron microscopy results indicated a homogeneous distribution and nano-laminated structure of $Ti_2AlC$ MAX phase. The hardness and electrical conductivity of $Ti_2AlC$ were higher than that of Ti 6242 alloy at sintering temperature of $1000^{\circ}C{\sim}1100^{\circ}C$. Consequently, the machinability of the hybrid $Ti_2AlC$ bulk materials is better than that of the Ti 6242 alloy for micro-EDM process of micro-hole shape workpiece.

  • Although the term royal floors is broadly used in high-rise housing, it is hard to find any clear scholarly definition of this term or any in-depth study exploring people's perceptions of it. This study reviewed ongoing discussions about concepts and definitions regarding royal floors, collected opinions from high-rise housing residents and realtors about the term, and compared the opinions of these two groups. First, the statistically analyzed results verified five main factors affecting people's perceptions of royal floors: locational characteristics (i.e., daylight, view, orientation), 2) price characteristics (i.e., premium, price increase level, number of houses on urgent sale), 3) best location of apartment building (i.e., location within a neighborhood, unit size), 4) architectural characteristics of apartment complex (i.e., size of complex, housing type, size options of units), and 5) personal characteristics of respondents (i.e., personal concepts of the meaning of housing, lifestyles). Results from the analysis showed that realtors perceived strong relationships between royal floors and 1) locational and 2) price characteristic factors, while residents perceived strong relationships between royal floors and personal preference as well as three factors from the five identified above: 1) locational, 2) price, and 4) architectural characteristics. Third, in defining royal floors in a building, the past rule of 1/4 is no longer effective. Instead, the rule of 1/n has become more prevalent (i.e., 1/6 to 1/8). Fourth, royal floors can be defined as the 15th to 25th floors in a 30-story high-rise housing structure based on the agreement of 50% of residents and 70% of realtors.

  • This study suggests the need of 'policy design' that aims to develop visual contents with competitiveness in a global market by comparing and analyzing the programs of promoting the visual content industry of each local government. Moreover it focuses to derive a policy implication so that the local government in its role could develop and promote programs of the industry to enhance its competitiveness. The scope of the study covers local governments of the national capital region and the five metropolitan cities of Korea. The support programs on the visual content industry have been compared and analyzed in 2012. A case study of the policy program of the UK, USA and France has been conducted. In conclusion, we must recognize visual industry as regional strategic industry. The policy orientation, organizations and the scale of support should be designed to make the most of regional characteristics and lead to sustainable growth in response to a rapidly changing IT convergence technology and the new digital environment.
