Questionnaire on Marine Safety and Vessel Traffic Services in Philippine Coastal Waters (Part 2)

  • Part 2 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters presents the alternatives to risk reduction, modifying the VTS, the qualification and competency of a VTS operator and effectiveness of the services and assistance rendered by VTS. This study finds that majority of respondents chose "Improved education and training of mariners" as the best alternative to risk reduction and the "Strict enforcement of ship safety regulations" as the best alternative based on the respondents' ranks last served onboard and areas of familiarity. In modifying the VTS, the areas with VTS chose to "Improve or upgrade" and for those without, is to "Implement" the system. The best VTS system is the "Port and Approaches" type and the PCG is selected to operate, maintain and supervise the system. As a VTS operator, the necessity of shipboard experience is considered "Essential" and the experiences include "Ship-handling and Communication", and "Management level" experiences. The effectiveness of the assistance and services rendered by VTS are considered "Very Important". Based on these findings, this study recommends improvement of education and training of mariners and users of the waterways including the training of VTS operators manning the VTS centers, strict enforcement of ship safety regulations along the busy and main ports of the country and installation of VTS system with the most appropriate type with the supervision of PCG.

  • 본 연구는 부산항 관제구역 내 관제 관련 준사고 사례를 분석하고 그 자료를 바탕으로 준사고에 대한 기준 정립 및 준사고 보고제도의 필요성을 알아보고 이를 활성화하는 방안을 제시하는 데 그 목적이 있다. 본 제도를 시행함으로써 유사사고의 재발 방지, VTS의 순기능 부각, 신규관제사 및 전입관제사의 교육 및 역량 강화에 기여할 수 있음을 파악하였다. VTS 준사고 보고제도의 효용성, 제도를 시행함에 있어 필요한 사항 등의 파악 등이 포함된다.

  • 최근 국내 ·외에서 발생한 대형 유조선의 기름유출사고는 해양환경에 막대한 피해를 입혀 엄청난 경제적 손실을 불러일으키고 있다. 또한 오염사고의 확산 범위가 항만 및 인접 수역에 이르고 있다. 따라서 선박교통관리제도는 그 관할 구역이 점차 확대되는 개념으로 변해가고 있다. 우리나라는 VTS를 전국 14개 항만에서 운영하고 있으나, 관제범위가 항만중심이다. 하지만 선진 외국에서는 주요 수로 및 연안 해역을 관제범위로 하는 연안VTS를 운영되고 있다. 따라서 우리나라에도 선박의 교통밀도가 높은 연안해역 및 수로의 선박교통을 관리할 필요성이 대두되고 있다. 이 연구는 선박의 교통밀도가 높고 해양사고가 빈발하고 있는 목포해역에 대해 해상교통조사를 실시하고, 해양사고를 조사·분석하여 연안VTS 센터 및 레이더사이트의 위치를 제안하고자 한다.

IVEF 서비스 구현을 위한 클라우드 기반 VTS 통합 플랫폼 개발 (Development of Cloud-based VTS Integration Platform for IVEF Service Implementation)

  • 국제항로표지협회(IALA)는 선박의 안전하고 효율적인 운항을 위해 2016년에 선박교통관제서비스(VTS) 운영을 위한 VTS 매뉴얼 권고지침을 제시하였으며, 한국해양경찰청(KCG)은 IALA VTS 매뉴얼 및 VTS 관제사의 교육훈련 지침에 근거하여 2022년까지 전국 항만 및 연안 수역에 총 19개의 VTS 센터를 설치·운영하고 있다. 또한, IALA는 효율적인 e-Navigation 시스템 서비스와 관제 당국의 안전하고 효율적인 VTS 서비스 지원을 위해 2011년에 VTS 간 데이터 교환 표준인 Inter-VTS Exchange Format(IVEF) 서비스권고안(V-145)을 제시했다. IVEF 서비스는 선박 정보교환을 위한 공통 프레임워크로 일곱 개의 기본 IVEF 서비스(BISs) 모델을 제시하고 있으며, VTS 서비스 제공자는 IVEF 표준을 이용하여 공동 운항구역에 대한 VTS 정보공유를 통해 보다 안전하고 효율적인 VTS 서비스를 제공할 수 있다. 본 논문에서는 KCG에서 수행하고 있는 클라우드 기반 VTS 통합 플랫폼 및 개발 서비스를 BISs의 데이터 모델, 상호작용 모델, 인터페이스 모델에 근거하여 제시했다. 또한, IVEF 서비스 구현을 위한 클라우드 VTS 통합 플랫폼 테스트 베드를 구축하고, IVEF 서비스의 주요 기능을 구현한 결과를 보였다.

우리나라 선박교통제제도의 개선방안에 관한 실증연구 - 포항항을 중심으로 - (An Empirical Study on the Improvment of VTS in Korea)

  • The purpose of this study is to find out the impacts of VTS on the marine safety and users' opinion on the VTS which have been being operated in the port of Pohang for the last 3 years and is to suggest a guideline to the successful operation of VTS in the future. This study is based upon the questionnaire survey and the respondents include 236 masters/mates of merchant vessels who have visited the port of Pohang and 6 pilots who have been working in the port. From the questionnaire results, this study notes the following conclusions related to the VTS operations. (1) A few of the respondents (mainly foreigners) do not understand the entering procedure of the port and the fundamental concept of VTS. Accordingly, the more active VTS services have to be provided for the mariners. (2) It was found that themost dangerous factors in tehvicinity of the port were the floating materials, fishing nets, andillegal fishing activities inthe fairway. Therefore, the proper surveillance, stricter enforcement of Acts and the instructive education for the fishermen are required to avoid the risks. (3) A majority of the respondents agreed the VTS has contributed to the safety of vessel traffic, and they pointed out ' the assiatances in reduced visibililty conditions' is the most important task of VTS. The amount of 75.6% of the respondents answered that they have experienced the assistance from VTS more than 1 time since the system was established in the port of Pohang . Also 44.2% of the respondents considered they were able to avoid marine casualties such as collision, ramming or agrounding with the VTS assistances. (4) 49.2% of the respondents preferred the passive information services , while, 38.8% of them preferred the positive control advices in the case of encountering any potential risks. VTS iperators have to consider seriously when they provide the positive control advices of ship's course and speed. (5) A majority of the respondents confirmed that the prot and its approaches is suitable for the VTS coverge . To extend the service areas of the VTS and to improve radar detecting ability, the use of radar transponders are seen as the ideal method. (6) A minority of the respondents pointed out 'the improper orders or recommendatinos caused by the poor decision making' firstly, ' the language problem(sea-speaking in English)' secondly, as the deficiency of personal qualification. It seems, therefore, theat the personal efforts of the operators and systematic training programmes for them are necessary to solve the problems.

Verbotonal 법을 이용한 중학생 영어 학습자의 듣기 능력 향상에 관한 연구 (On Improving the Listening Ability of Middle School Students Using Verbotonal Method)

  • The necessity for improving the English listening ability of Korean learners has been emphasized since the ultimate goal of English education converted to CLT(Communicative Language Teaching) in Korea. Verbotonal Approach as an auditory-based strategy has been proved to be effective substantially in maximizing the listening skill of spoken foreign language. The purpose of this study is to find out an efficient way of improving listening ability for Korean middle school students by employing OFH(Optimal Frequency of Hearing) using Tonality Word Sentence Test, before & after using Listen II Verbotonal training unit based on VTS(Verbotonal System). The results of the listening tests showed that the listening ability of the subjects increased by 16.7% on the words and by 5.5% on the sentences after using Listen II, compared with before using Listen II and that the improvement rate of listening ability on the level of words is much higher than that on the level of sentences. From the results, we can come to a conclusion that training the listening skill with words in mid-tonality and low-tonality based on OFH might give a great positive effect in improving listening ability for Korean learners of English.
