A Study on the Evaluation of Value for Money in Private Provided Infrastructure with a Focus on BTO Projects (BTO 민간투자사업의 화폐적 투자가치 평가)

  • This study has examined the allocation of risk in Korea's private provided Infrastructure(PPI) with the following contents (1) Developing a quantitative risk allocation model for Korea's PPI and (2) examining the implication of changes in the minimum revenue guarantees (MRG) clause of government legislation using the developed empirical model. The model of this study adopts and extends H. Yamaguchi's model developed in 2002. To investigate Korea's actual risk allocation deals, the author incorporated the MRG framework. The payment related to the MRG is indeterminable. Hence. the average MRG rate was calculated using probabilistic risk analysis. The risk allocation model is applied to the two eases to validate the model and evaluate the project's VFM(Value for Money). As the revenue guarantee rate is lowered, the government subsidies are increased. This in turn worsens VFM. The same relationship is true when the revenue guarantee Period is shortened.

Development of Maintenance Management System Module in BTL Project for Educational Facilities (교육시설물 BTL 사업의 유지관리 시스템 모듈 개발)

  • According to the public information of the Ministry of Education & Human Resources Development, the construction project of educational facilities from 2005 to 2007 will use BTL (Build-Transfer-Lease) contract. Budget of those projects will be the worth over 13 trillion won. In this research, the estimation standards for the public health maintenance expenses are established which is the part of the operation and maintenance cost in the total BTL project cost. Also, a system core module using the developed standard was introduced in this paper. A comparative analyses were conducted with the several possible estimation case to validate the system developed.

Dust/smoke detection by multi-spectral satellite data over land of East Asia (동아시아 지역의 육상에서 다중채널 위성자료에 의한 황사/연무 탐지)

  • In this study, the dust/smoke detection algorithm was developed with a multi-spectral satellite remote sensing method using Moderate resolution Imaging Spectroradiometer (MODIS) Level 1B (L1B) data and the results were validated as RGB composite images of red(R; band 1), green(G; band 4), blue(B; band 3) channels using MODIS L1B data and Cloud-Aerosol Lidar with Orthogonal Polarization Satellite Observations(CALIPSO) Vertical Feature Mask (VFM) product. In the daytime on March 30, 2007 and April 27, 2012, the consistencies between the dust/smoke detected by this algorithm and verification data were approximately 56.4 %, 72.0 %, respectively. During the nighttime, the similar consistency was 40.5 % on April 27, 2012. Although these results were analyzed for limited cases due to the spatiotemporal matching for the MODIS and CALIPSO satellites, they could be used to utilize the aerosol detection of geostationary satellites for the next generations in Korea through further research.

Detection and Classification of Major Aerosol Type Using the Himawari-8/AHI Observation Data (Himawari-8/AHI 관측자료를 이용한 주요 대기 에어로솔 탐지 및 분류 방법)

  • Due to high spatio-temporal variability of amount and optical/microphysical properties of atmospheric aerosols, satellite-based observations have been demanded for spatiotemporal monitoring the major aerosols. Observations of the heavy aerosol episodes and determination on the dominant aerosol types from a geostationary satellite can provide a chance to prepare in advance for harmful aerosol episodes as it can repeatedly monitor the temporal evolution. A new geostationary observation sensor, namely the Advanced Himawari Imager (AHI), onboard the Himawari-8 platform, has been observing high spatial and temporal images at sixteen wavelengths from 2016. Using observed spectral visible reflectance and infrared brightness temperature (BT), the algorithm to find major aerosol type such as volcanic ash (VA), desert dust (DD), polluted aerosol (PA), and clean aerosol (CA), was developed. RGB color composite image shows dusty, hazy, and cloudy area then it can be applied for comparing aerosol detection product (ADP). The CALIPSO level 2 vertical feature mask (VFM) data and MODIS level 2 aerosol product are used to be compared with the Himawari-8/AHI ADP. The VFM products can deliver nearly coincident dataset, but not many match-ups can be returned due to presence of clouds and very narrow swath. From the case study, the percent correct (PC) values acquired from this comparisons are 0.76 for DD, 0.99 for PA, 0.87 for CA, respectively. The MODIS L2 Aerosol products can deliver nearly coincident dataset with many collocated locations over ocean and land. Increased accuracy values were acquired in Asian region as POD=0.96 over land and 0.69 over ocean, which were comparable to full disc region as POD=0.93 over land and 0.48 over ocean. The Himawari-8/AHI ADP algorithm is going to be improved continuously as well as the validation efforts will be processed by comparing the larger number of collocation data with another satellite or ground based observation data.

  • An ultrasonic sensor is one of most popular sensor used to navigate mobile robots within environments containing obstacles. But many navigation algorithm have studied because of the drawback of ultrasonic sensor such that poor directionality, frequent misreadings, specular reflections. Also, the most crucial drawback of this algorithm, that is VFF, VFM, EDM, PFM, WFM, GFM etc. has been that the mobile robot may become trapped in a local minimum. In this paper, we present a theoretical study of a navigation algorithm which integrals a heuristic-search local minimum (or trap) recovery method with a vector-field based method to maneuver cylindric mobile robots in unknown of unstructured environments. Also, an autonomous mobile robot uses dead-reckoning to estimate the current position and orientation of a mobile robot.

Feasibility Study of Hierarchical Kriging Model in the Design Optimization Process (계층적 크리깅 모델을 이용한 설계 최적화 기법의 유용성 검증)

  • On the optimization design problem using surrogate model, it requires considerable number of sampling points to construct a surrogate model which retains the accuracy. As an alternative to reduce construction cost of the surrogate model, Variable-Fidelity Modeling(VFM) technique, where correct high fidelity model based on the low fidelity surrogate model is introduced. In this study, hierarchical kriging model for variable-fidelity surrogate modeling is used and an optimization framework with multi-objective genetic algorithm(MOGA) is presented. To prove the feasibility of this framework, airfoil design optimization process is performed for the transonic region. The parameters of PARSEC are used to design variables and the optimization process is performed in case of varying number of grid and varying fidelity. The results showed that pareto front of all variable-fidelity models are similar with its single-level of fidelity model and calculation time is considerably reduced. Based on computational results, it is shown that VFM is a more efficient way and has an accuracy as high as that single-level of fidelity model optimization.

  • The objective of this research is to develop an assesment system for BTL Project. A new method for the prediction of construction and maintenance cost in the educational facilities has been considered and under development by the authors. This paper explains the current BTL assesment method used by most local district office of education and lists its potential problems. Main conceptual modules in the new Assesment System are shown in this paper. Also, viable results of each module are discussed in this paper.

  • PFI(Private Finance Initiative) for suppling SOC and public facilities instead of Government Infrastructure Project introduced from 1994. BTO(Build-Transfer-Operate) project had been major type of PFI system from 1994 to 2005. But after changed the Law of PFI on SOC, the BTL project newly introduced. In BTO system, the Government retrieves the investment through the operating income, but in BTL system, the government lease the facilities. As the BTO and BTL projects are widely adopted and implemented to ease the fiscal burden of government, but it has caused the tremendous fiscal burden each year over the period operation. Therefore this study attempted to analyze the question, that is, why government fiscal burden tipping? Hence, this paper, compares the difference of business structure between BTO and BTL project and explore the vicious and virtuous business structure, with the method of circular causal loop analysis. As a result, it has shown that there are some positive feedback and negative feedback loops cause the tipping and easing of government fiscal burden.

  • In January 2005, the BTL private investment project was introduced in the Korean construction market as part of the plan to provide high-quality public service and expand the required facilities in a timely manner. Nonetheless, problems such as the low earning rate at the beginning of the business, burden of service compared to the cost of the proposed business, and limitations of the local small and medium-sized companies in relation to their participation in the project arose. The LCC analysis system for the BTL projects was developed as part of efforts toward efficiently investigating the investment eligibility. Specifically, methods for LCC analysis were selected for each stage of the BTL project in relation to the requests of experts for military residential facilities and public educational facilities. Variables were then extracted to derive an accurate analysis value, LCC for the 5 cost items (initial investment cost, operating expenses, maintenance expenses, energy cost, and disposal cost), analyzed, and system enabling comparative analysis for single and multiple initiatives by year and item, developed. Thus, we have to clearly require the accumulation of data to examine the appropriateness of the results of LCC analysis based on data and results.

  • In case of the BTL project for current educational faculties, the proper standards to analyze those said educational standards lack, so it is very difficult to conduct an exact analysis and those improper standards are problematic when proper management and maintenance costs are calculated. In case of such educational facilities, as students have to use them safely for a long time and the quantity of their activities and the status of their physical growth based on individual classes, as well as the features for use by facility and the regional characteristics are different, other standards for maintenance and management must be considered unlike an apartment house. Thus, in this study, to set up the standards considering the features of educational facilities, the maintenance and management level suitable for educational facilities is presented by comparing and analysing that required to maintain and manage an apartment house, targeting the experts specializing management of educational facilities.
