설계변경 시 VE 적용을 위한 예비연구 (Preliminary Study on Applying VE to Design Change)

  • Change requests occur persistently in the construction phase of a construction project. The law requires that the contract amount be adjusted in accordance with the relevant regulations when there is a change in the construction amount due to the design change in the construction contract. SAVE international, on the other hand, defines the value methodology as a systematic and structured approach to improving projects, products and processes. Design Changes in the construction projects require organizational efforts to improve value and quality. However, the law does not include change requests in which the VE object is fixed and related data is collected and function analysis can be derived in a short time. Therefore, it is necessary to apply VE to the design change procedure, which can further improve the value of construction work. The application derived from this study need to be presented as simply as possible without compromising the basic concept of VE. If the application is extended to the field and proved to be effective, it is expected to contribute to the overall value of construction work.

기술제안입찰을 위한 유지관리 및 에너지 비용 산출방식의 불확실성 분석 (An Uncertainty Analysis of Calculating Life Cycle Maintenance and Energy Costs for Technical Proposals)

  • 기술제안입찰의 주 평가요소 중 하나인 생애주기비용의 적정성은 평가의 전문성을 요하지만 평가에 필요한 시간이 절대적으로 부족하여 경험많은 평가자라 할지라도 단순한 수치 비교에 의한 상대평가에 그치는 경향이 많았다. 이에 본 연구에서는 기술제안입찰로 낙찰자를 선정한 실 사례와 기술제안서를 비교하고 110건의 기술제안입찰 제안서를 비교하여 생애주기비용 중 가장 변동 폭이 큰 유지관리 및 에너지 비용의 불확실성을 분석하였다. 또한 절감된 공사비 대비 유지관리 및 에너지 비용의 절감수준을 정규화하기 위하여 VE지수를 제시하였다. 프로젝트별로 상이한 수선 및 교체 주기, 수선과 교체의 중복, 비수선 항목, 그리고 기타 에너지비 등의 중복 적용이 VE지수의 불확실성을 가장 확대시키는 요인으로 분석되었으며, 이러한 요인의 중복을 제거한 유지관리 및 에너지 비용 산출법을 표본 기술제안 사업 35건에 적용하여 평균 1.38, 표준편차는 1.19를 가지는 VE지수 모집단을 도출하였다. 기술제안 입찰의 평가자는 다수의 제안안 중 가장 합리적으로 산출된 VE지수를 추정하기 위해, 특정 VE지수를 본 연구가 제안하는 모집단 분포에 비교하여 그 확률을 계산하는 결정론적 해석 방법 또는 불확실성을 고려한 확률론적 해석 방법을 사용할 수 있다.

  • VE는 공공건설사업의 예산절감과 기능향상, 구조적 안전, 품질 확보를 목적으로 하고 있다. 그러나 관련 내용이 설계의 경제성 검토 위주로 구성되어 있어 구조적 안전과 품질확보를 위한 검토가 미흡해 질 가능성이 문제점으로 지적되고 있고, VE를 단순한 원가절감방법으로 생각하는 인식으로 인해 VE 수행 시 비용절감에 치중된 대안이 제시되어 왔다. 이에 대한 개선방안으로 정부에서는 생애주기비용절감 가치향상 제안서를 도입하고 원안과 대안의 비용 점수와 기능 점수, 가치 변화를 명시하도록 하였다. 그러나 구체적인 방법과 기준이 제시되어 있지 않아 이론적 근거보다는 실무적 편의 위주의 방법이 사용되고 있다. 현행 방법은 원안과 대안의 비(比)를 이용하기 때문에 간단하고 사용이 편리하다. 하지만 현행 방법을 이용하여 평가 값을 점수화 하면 설계안 속성에 따라 다양한 값이 산출되어 광범위한 점수 분포를 나타낸다. 따라서 많은 양의 VE 안을 평가하여 수정 설계를 위한 최적 안을 선택하는 의사결정과정에서 평가자에게 혼란을 줄 수 있다. 이는 합리적인 의사결정을 저해하는 요소로서, VE대안의 비용과 성능 속성 정보를 이용하여 산출한 가치 점수의 신뢰성 및 객관성 검증의 어려움으로 이어진다. 본 연구는 VE 안 평가 시 의사결정의 효율성 제고를 위하여 기능 점수와 비용 점수 산출 절차와 방법을 고찰하여 문제점을 제시하고, 개선 방안으로서, 정규화 기반의 기능 및 비용 점수 산출 모델을 제시하였다.

지방대학 캠퍼스의 Barrier Free Design을 위한 설계VE 품질모델 및 가중치 제안 (A Proposal of the Quality Models and Additive Value Degrees for the Barrier Free Design in the Rural Campus Design Value Engineering)

  • In campus project, "Barrier Free Design" is the essential part for the handicapped. It is necessary to make a quality model that choose effective design value engineering objects. So more effective models, this study examine requests of the university students. Checked items are classified into four groups that movement, guidable, safety and territoria parts, and each groups are also divided into detailed items for basic decisional elements. When basis points sets 10, it can be divided that movement parts 2.93pts, guidable parts 2.31pts, safety parts 2.41pts and territoria parts 2.35pts. in this results, we can make additive value and quality model for barrier free design in campus design value engineering.

터널건설공법 선정을 위한 의사결정기법의 개선방안 연구 (A study on the improvement in decision making analysis for the selection of tunnel construction method)

  • 지하철 터널의 합리적인 건설공법 채택을 위해 최근 건설공법의 선정에 적용되고 있는 VE 및 LCC기법의 문제점을 분석하여 개선안을 도출하고자 정성적인 분석에 있어서 AHP기법을 통한 가능한 여러 대안들간의 상대적 중요도를 결정하는 방식으로 객관성을 확보하고자 하였다. 또한, 정량평가에 있어서는 경제적인 터널구조물 건설을 목적으로 설계단계에서 기존 LCC 기법에서 고려하지 못하는 건설공사에 따른 사회적 손실을 비용으로 환산하는 LCSC 평가기법을 제안하였다. 실제 지하철 ${\bigcirc}{\bigcirc}$공구에 적용사례를 통해 그 효용성을 검증하였으며, 검토결과 해당 공구에서는 정성평가 및 정량평가 항목 모두에서 개착공법 보다는 터널공법의 채택이 합리적인 대안으로 평가되었다.

  • Lights from cities have been a grateful outcome of industrialization and a barometer of how developed the city is. However, indiscriminate exposure to artificial lights caused displeasure to people, ecological crisis to the nature, and overuse of energy. for example, excessive light is cause serious diseases such as sleep disorders, cancer in human, declining populations caused by reducing the ability to reproduce for animals and Plant yield is reduced. Therefore, each local governments have came up with ordinances in accordance with the law "Light Pollution Prevention Act". Accordingly, we've analyzed current Chungcheongbuk-do's current states investigation and reduction method proposed for the light pollution act.

  • The present research has been conducted on the arranged form, the number and kinds, the area, the location of the rooms and the variation on exterior designs, based on a layout and a ground plan of each step, which are general plan, VE proposal and the final negotiation, for 11 elementary and middle and high schools that are designed in the way of BTL project. In consequence, it has been found out that there are some changes in the number and position of the rooms. However, the changes are not exceeding the overall arrangement form. This could not have led to the original aim, which is to induce creativity by PFI. It can be supposed that it is because the BTL system is stick to the old process, the method of financial investment and it is true to say that there needs to be solution for that.

  • We've investigated the characteristics on mariner's behavior in the collision situation through a full-mission ship handling simulator and considered that it's necessary to model the standard avoiding behavior of mariners in order to apply the obtained results more widely and effectively. Thus we described the contents of standard avoiding behavior taken by mariners in the collision situation and established the concept of the standard model based on human factors for collision avoidance in a previous study. As a following study, this paper is to propose the method of modeling on mariners' standard behavior for collision avoidance by analyzing the contents of mariner's information processing and the related factors using regression analysis. As a result, we confirmed the influence of relating factors to avoiding behavior in mariner's deciding decisions and proposed the modeling method of mariners' standard behavior for collision avoidance with a example of recognition model.

현행 환경영향평가 제도의 문제점과 개선방안 - 실무자적 관점에서 검토 - (A Study on the Issues and Improvement of the Existing Environmental Impact Assessment System - Evaluation in an operator Viewpoint -)

  • The Korean environmental impact assessment(EIA) system, and explored ways to improve it as a more efficient and viable institution relevant to the demand of our time and conditions in study. The first problem this study identified is found in the fact that the party to write up the assessment report is itself the business operator or the one who is planning to work out the business plan. This structure translates into placing an order with an agent for EIA report. The reporting job may br subcontracted to the agent at a cost far below the rate specified in the 'Standard for Estimate of Agency Fee for Environmental Impact Assessment.' This practice also causes the vicious circle of producing a report that is written to justify the project or business in question or it leads to rough-and ready and poor documentation to minimize the time required. Second, in order to achieve the goal of the plan or business, which is the target of EIA, the local residents tend to ve regarded as an obstacle. This means elimination of the local people from participating in the EIA or their opinion being frequently ignored. This is the seed of distrust and hostility that sometimes provoke disagreements or fierce conflicts. The first proposal to improve these problem is to improve the factors that cause poor documentation of the assessment report as well as improve the understanding of the EIA system. This study proposes the following measures for improvement. The agency cost for EIA should be paid by the business operator or a third party that can ensure faithful implementation of the payment. A system should be established to verify transparent estimation of the agency cost. In order to enhance the professional quality of EIA agents, there should be implementation of qualification test for industrial engineer of related engineers in addition to the current EIA Qualification Test. The second proposal for improvement is to improve the citizen participation process by instituting a legal framework to make clear the purpose of the briefing session for local residents, which is held as a procedure of EIA, and to ensure more positive publicity during the stage of listening to the opinion of the local community. For a smooth and rational communication process, a moderator and a communicator of opinion, as is the case in a public hearing, could be instituted to clearly get the purpose of the briefing session across to the residents and to help to carry out the explanation and Q & A sessions according to the categories of the opinion of the residents. At present, the notification of the public inspection of the draft of the assessment report and briefing session for the residents is made on the newspaper and internet network. But some people have difficulty with access to this method of announcement. A higher participation rate could be secured if a legal provision is added to specify putting up placards in specific places such as the entrance to the place for the briefing session for residents or the building of administrative agencies of the area concerned.
