VE, rather than just cost reduction tool, have established as a value enhancement tool of the construction industry. Value improvement types of VE proposal can show the effect of VE activities, also acts as an important element in which the owner adopts a proposal and confirms the results of the VE activities. However, problems in the process of quantification for VE proposal and ambiguous standards in classification of value improvement types is need to be supplemented. Accordingly, This study suggests the plan for establishing of numerical range criteria for classification of value improvement types of VE proposal. Implementing this plan will be able to improve the reliability and availability for VE activities.

The technical proposal bidding system emphasizes the evaluation of the construction company's technical capabilities, with the aim of improving the quality and cost-effectiveness of the construction. However, in the VE analysis and proposal process for technical proposal bidding, the ideas are often reused from similar past construction projects, and the application of new construction technologies/methods is often lacking. Therefore, this study proposes a methodology for managing VE proposal information by integrating it into a BIM model using parametric modeling. This research developed database based on the existing VE proposals and new construction technology/method information from the Korea Institute of Civil Engineering and Building Technology. And by using parametric modeling, the proposed method integrate the VE database with BIM model. The methodology proposed in this study is expected to improve the reliability and effectiveness of VE-related idea proposals in technical proposal bidding.

Since its introduction in Korea, design VE has widely been used as a means to enhance values in the construction industry. However, a greater emphasis is still placed on cost reduction in approach attitudes and performance evaluations on the implementation of design VE. In this regard, this study presented a performance evaluation method for cost, function, and value of VE proposals. Numerical criteria on the increase and decrease of cost and function that can classify the value enhancement type of VE proposals were proposed based on the performance evaluation method. It is expected that the use of numerical criteria for the type classification of VE proposal, and cost and performance evaluation method proposed in this study will make it possible to conduct a clear and more intuitive evaluation of VE proposal. However, it is appropriate to use the numerical criteria as a guideline to apply the new performance evaluation method for VE proposals. Therefore, it is necessary to conduct a statistical analysis with a wider range of users after the repeated application of the findings of this study, and thus to carry out research for presenting the numerical criteria for various types of users.

우리나라 경제성장의 핵심 원동력이었던 건설업은 오늘날 환경부하량 배출이 가장 많은 산업으로 류되고 있다. 이에 건설업은 친환경을 실현하고자 많은 노력을 기울였지만 그 효과는 미비한 실정이다. 본 연구는 사업 초기단계에서 친환경 VE가 적용이 가능하면 건설업의 친환경 효과가 클 것이라 판단되기에 발주자의 친환경 VE 의사를 파악 할 수 있는 NIA 모델을 개발 후 시뮬레이션 하였다. 경북북부권 환경에너지 종합타운 조성 민간사업의 제안 보고서를 기반으로 친환경 VE 의사를 묻는 20문항을 시뮬레이션 한 결과 50%의 친환경 의사가 있음을 도출 할 수 있었다. 본 연구의 결과는 친환경 VE 의사를 도출하기 위하여 설문조사를 한 후 NIA를 활용하여 건설 초기단계에서 친환경적인 설계를 위한 의사결정시 판단자료로 제공 될 수 있을 것이다.

Value Engineering(VE) process is going to make a series of improvements for the effective construction project management or optimal proposal to improve quality, performance improvement, cost reduction and customer satisfaction. For making the quality model based on better than the architecture that is required in the VE, such a project promoting creative plan, functionality and constructability reflecting the materials and improved construction methods and building life cycle for reviewing the smooth progress of the construction projects may be necessary for management techniques. This study is to establish a management plan in the educational facilities construction process through education institution's recent orders completed by VE case study.

Two important concepts in VE are "function" and "cost." Cost can be expressed quantitatively. Unlike cost, the function can only be expressed qualitatively. Thus, to accurately evaluate the performance in VE analysis, it is required that the functional aspect should be considered a qualitative one. This study suggests a procedure of function oriented evaluation which can evaluate function enhancement of a VE proposal more logically and objectively. To conduct this study, problems were induced via case analysis, and solutions were found. In addition, the existing simple evaluation procedures were corrected, and a function enhancement evaluation procedure via function classification was suggested. For function classification, the use of the concepts, which were "intended function" and "additionally obtained function," was suggested. Function oriented evaluation procedure to VE proposals which is suggested in this study is expected to be a great help in treating valuable functions through VE job plan.

VE분석 결과물은 다양한 분야의 실무자들이 그들의 경험과 지식을 활용하여 생산한 실현가능성 높은 제안들이다. 따라서 과거 유사한 사업에서 수행되었던 VE분석 결과물은 조정 혹은 재가공 등의 과정을 거쳐 새로운 프로젝트에 효과적으로 활용될 수 있다. 이를 위해서는 과거 수행되었던 VE분석에 의해 생산된 중간결과물인 기능과 아이디어, 최종결과물인 제안내용을 일정한 체계에 따라 축적할 필요가 있다. 따라서 본 연구에서는 VE 과거 실적사례 수집을 위한 데이터 구성 체계를 수립하고, 데이터 추출 및 조정 과정을 제시하였다. VE 절차에 따라 데이터를 '대상', '기능', '아이디어', '제안' 카테고리로 분류하여 각 카테고리의 특성 및 수행방식에 따라 데이터 구성원칙을 수립하였다. 또한 본 연구에서는 VE 제안서 샘플사례를 바탕으로 각각의 카테고리의 데이터 추출 및 조정 방법을 제시하였다. 본 연구에서 제시한 VE 데이터 구축 방안에 따라 VE 실적사례 데이터베이스를 구축한다면, VE분석 각 단계에서 과거 VE사례를 유용하게 활용할 수 있으며, VE분석의 생산성을 크게 향상시킬 수 있을 것으로 기대된다.

In a rural house, it is necessary to make a quality model that choose effective design value engineering. So more effective models, this study examine requests of a rural house project designers, constructors, and tenants. Checked items are classified into four groups that working area, dwelling area, constructive and environmental parts. Each groups are also divided into detailed items for basic decisional elements. When basis points sets 10, it can be divided that working area parts 3pts, dwelling area parts 2.5pts, constructive parts 3pts and environmental parts 1.5pts. In this results, we can make a proposal of evaluation on additive value quality model for a rural house in design value engineering.

Globalization changes in market structures and consumer needs, as well as technology innovations force organizations to adopt new structures and collaborative networks to cope with rapidly changing environments. These Collaborative Networks are based on the Idea of virtual enterprise. A virtual enterprise(VE) is a temporary alliance of globally distributed independent enterprises that share core competencies and computer networks. This paper presents a proposal for a methodology to measure a key factor of success and risk First of all, we chose thirty experts' defines on virtual enterprise, fifteen are academic specialist and other fifteen are from industry. For this study we define twenty two factors determining VE's success and seventeen factors determining VE's risk using by Delphi method. And we built the influence model on virtual enterprise. A research model was established according to preceeding research and consensus on experts then the revised model of key factors on virtual enterprise. This survey was based on the Analytical Hierarchy Process (AHP). AHP is an approach to decision making that involves structuring multiple choice criteria into a hierarchy, the assessing the relative important of these criteria, comparing alternative for each criteria, and determining an overall ranking of the alternatives. A model was constructed as 3 level hierarchy. The hierarches are organizational, strategic, technical criteria. for success model on VE has 22 factors and 17 factors for risk model. They are selected by all 30 experts. 14 copies among 30 copies distributed to carry out on the Analytical Hierarchy Process (AHP). Consistency ratio confirm high validity and reliability of instrument and support theoretical model. The results of this study are summarized as follows. (1) This study presented success on VE influenced strategic criteria, and essential factor is Creating a value. Risk on VE influenced strategic criteria, and essential factor is Outcome/Distribution. (2) Its enable that ranking the criteria influence on VE. These are supported VE management and using guideline of VE.
