This paper presents one possible approach for liberalization of the radio spectrum based around spectrum usage rights (SURs) which are technology and usage neutral. This is challenging technically because of the complexity of defining rights which are flexible and technology-neutral while retaining sufficient safeguards against interference. The work presented here is part of an ongoing process of defining and testing SURs. Of com is currently considering SURs, though is not committed to implementing them at this stage, and will issue further discussion documents on this area in due course.

DRM 기술이 적용된 콘텐츠를 이용하는 것은 사용자의 편의성을 감소시키기 때문에 사용자는 이러한 콘텐츠를 사용하는 것을 기피하게 된다. 따라서 본 논문에서는 DRM 기술이 적용된 디지털 콘텐츠를 구입하는 사용자들이 서로 간에 디지털 콘텐츠를 자유롭게 매매하도록 하는 새로운 유통 모델을 제안한다. 이는 사용자를 유통 객체에 포함시켜 건전하게 콘텐츠를 유통시키도록 유도한다. 이를 위하여 본 논문에서는 기존의 디지털 티켓이나 쿠폰에 적용되는 방식을 기반으로 패키징된 콘텐츠와 사용권한을 양도하는 방식을 제안하고 이중양도(double transfer), 사용권한의 위조 및 변조(forgery and modification) 가능성, 사용권한 및 콘텐츠의 재생성(reproduction)에 관한 안전성을 논의한다.

인터넷 기술 및 디지털 콘텐츠 편집 소프트웨어의 발전으로 인해 점점 많은 수의 1인 미디어 창작자(크리에이터)들이 다양한 콘텐츠들을 생산하고 공유하고 있다. 그러나 1인 미디어 활성화를 위해서는 콘텐츠의 사용, 판매, 편집, 재가공 등 다양한 거래 유형별 이용권한(라이선스) 생성과 함께 콘텐츠 사용 모니터링, 라이선스 거래 추적 등의 핵심 기술이 1인 미디어 플랫폼에서 지원되어야 한다. 본 논문에서는 ODRL(Open Digital Rights Language) 온톨로지(ontology)에 기반하여 다양한 수준의 디지털 콘텐츠 이용권한 및 이용추적을 명세할 수 있는 Policy 클래스 확장 모델을 정의하고 모델의 성능을 평가하기 위한 사용자 인터페이스 프로토타입을 구현하였다. 본 논문의 제안 모델은 개인 창작물 공유 플랫폼의 라이선스 관리 모듈 구현의 핵심 요소로 참조될 수 있다.

With the development of the 4th industry, big data using AI is being used in many areas of our lives, and the importance of data is increasing accordingly. In particular, as various services using personal information appear and hacking attacks that exploit them appear in various ways, the importance of personal information management is increasing. Personal information must be managed safely even when collecting, retaining, using, providing, and destroying personal information, and the rights of information subjects must be protected. In this paper, an analysis was performed on the notification of usage history during the protection of the rights of information subjects using the MyData model. According to the Personal Information Protection Act, users must be periodically notified of the use of personal information, so we notify each individual of the use of personal information through e-mail or SNS once a year. It is difficult to understand and manage which company use my personal information. Therefore, in this paper, a personal information usage history notification system model was proposed, and as a result of performance analysis, it is possible to provide the controllability, availability, integrity, source authentication, and personal information self-determination rights.

Due to the rapid popularization of mobile multimedia devices and the Internet as well as the realization of high-speed data transmission and large-volume data recording media, high quality content distribution and ubiquitous information services are making progress and a new type of information distribution and network sharing service has gradually emerged into the market. It is capable of utilizing terabyte sized home servers also in private homes. Under these circumstances, in distribution of content over shared networks, it is crucial to establish DRM (Digital Rights Management) technologies to protect the content from illegal copying and usage. A truly successful DRM system must be built on open worldwide specifications and provide maximum interoperability and user acceptance. An open interoperability of DRM is able to construct highly expandable PKI based DRM, targeting usage between systems, considering the expansion of recent content distribution services and clients This document gives protocol specifications for the exchange of rights information between the DRM module, description of specifications for rights information and encrypted content formats.

라이선스 메커니즘은 DRM(Digital Rights Management) 시스템의 핵심 요소 중의 하나이다. 라이선스 메커니즘은 DRM 시스템의 자원(resources), 자원의 사용 주체(principals), 자원에 대한 사용 규칙(usage rules) 등을 명확하게 식별하고 강제하기 위한 핵심적인 기능을 담당하도록 설계된다. 하지만 기존의 라이선스 메커니즘들은 가정이나 회사의 어떤 부서와 같은 그룹 내의 멤버들이 어떤 컨텐츠론 공유하고자 할 때 공유에 관련된 융통성이 부족하다. 본 논문은 그룹에 등록된 여러 명의 멤버들이 DRM 기술로 보호된 디지털 컨텐츠를 안전하고 융통성 있게 공유할 수 있도록 하는 새로운 라이선스 메커니즘을 제안한다. 본 논문이 제안하는 멤버/그룹 라이선스 메커니즘은 그룹 라이선스, 멤버 라이선스, 허가들(grants)간의 파생 관계 등의 개념들을 도입하여 기존의 라이선스 메커니즘을 확장한다.

This study examines the economic effects of ill-defined property rights on the resource usage with special reference to the Korean Green Belt. Property rights are considered ill-defined, when their whereabouts are not clearly delineated, they are not assigned to those who utilize them most efficiently, and they are not exercised precisely. If properly, and they are not exercised precisely. If properly rights are ill-defined, it is more likely that economic agents pursue opportunistic and illegal behaviors and even their rational behaviors tend to bring about undesirable outcomes, and social conflicts occur around the assignment of the rights. Upon the completion of a case study, we found that the ill-defined property right system of the Korean Green Belt has, in fact, resulted in several problems in resource usatge. Inefficient land use, compromising reassignment of property rights, the prevalence of illegal activities, huge management costs, and the spread of social conflicts are the problems in question. These problems can be resolved by the realignment of property rights, since they are caused by the ill-defined property right system. To resolve such problems, we need to reassign properly rights so that their delineation may be complete and those who value them highest may exercise the rights, and social justice in terms of wealth distribution may be achieved.

연구배경: 방사선이용 및 원자력발전의 외향적 성장에 비해 국민이 우려하는 건강권, 환경권, 안전권, 알권리, 발전권, 생존권 등 기본권과의 관계 분석은 전무한 상태이다. 재료 및 방법: 방사선 및 원자력 관련 실정법 내용을 가능한 높은 수준의 권리보장이라는 최대주의적 관점에서 다수의 기본권 분석을 통해 삶의 질 향상을 위한 법률적 보완 방안을 도출하였다. 결과 및 논의: 한국 헌법에 방사선 및 원자력발전과 직접 관계된 기본권 내용은 최소한 12개 조항으로 다수의 권리와 관계된다. 방사선 및 원자력관련 실정법 14종에 헌법적 기본권이 다양한 조항으로 모두 반영되어 있다. 다수의 기본권이 함께 적용된 방사선 및 원자력 관련 실정법은 인간 삶의 질 향상 목적에서 생존권을 우선으로 한 건강권, 환경권, 알권리, 안전권이 작동되어야 하는 것인지, 생존권, 건강권, 환경권, 알권리, 안전권이 같은 크기로 작동되어야 하는 것인지에 대한 상대적 우위에 대해서는 신중한 결정이 필요하고, 인간영역에서 단시간에 평가하기에는 어려운 문제이다. 결론: 원자력, 방사선의 이용증진 측면과 위험 리스크 발생방지 측면 두 가지 목표를 동시에 조화롭게 추구해야 하는 정책은 우리나라 입장에서는 중요한 일이고, 권리 간 조화를 위해 올바른 가치판단이 필요하다.

본 논문에서는 전파기술의 발달에 따른 전파 정책의 변화를 분석한다. 특히 주파수 공동사용 기술 및 정책의 분석을 통하여 관련 전파법에 누락되어 있는 주파수 공동사용에 대한 정의를 제정하고, 면허권에 따른 주파수 공동사용을 분석한다. 또한, 대가 할당에 의한 배타적 주파수 이용권만을 규정한 전파법의 주파수 이용권의 범위를 주파수 할당, 지정, 사용승인으로 확대하고, 전파법 체계를 개정할 것을 제안한다.

The current settlement and distribution used in theme, background and signal music market other than conventional music is being carried out with either the comprehensive settlement method or the measured meter-rate settlement method in the payment process of collected user fees and compensation depending on the use-permission types. In this settlement and distribution process, however, the reliability issues are often being raised because of the difficulty of tracking rights due to changes in music source rights management information, etc, and the opaque settlement and distribution method itself. This paper proposes a new settlement and distribution platform using a blockchain for the reliable collection and distribution of copyright fees among music user group, monitoring organization group, trust organization group and copyright holders, based on the monitoring information of the theme, background and signal music usage. This platform also provides the transparency in settlement and distribution process among stakeholders through smart contract system.
