A Model of Risk Management Plan in the Development Phase of Urban Regeneration Project

  • Recently, intensive urban redevelopment concentrated on new towns has reduced the number of settled population, and weakened various functions such as commercial, culture, education and welfare in old towns, and made the stagnation and declination of the entire or some parts of old towns. Urban regeneration project means renewing cities' functions in terms of physical, environmental, social, cultural, industrial and economic aspects or revitalizing the existing functions through improvement project in the entire or part of a city, which is now drawing keen attention from the public. However, urban regeneration project is huge in scale, needs long construction period and various complex facilities, and also characterized by complicated relations with many stakeholders. Due to such characteristics, there are many risks in the project. Therefore, systematic risk management is absolutely necessary to efficiently manage various risk factors inherent in urban regeneration project. The purpose of this research proposes a basic model to establish risk management plan and work process in order to help project participants to perform risk management more systematically and rationally in the development phase of urban regeneration project.

한국과 일본 녹지체계의 발전 특성에 대한 연구 (A Comparative Study on the Development Characteristic of Parks and Green Systems between Korea and Japan)

  • Japan has been tried to integrate Western planning theories into its parks and green systems in the past. However this effect has been regarded unsuccessful. One of reasons for this is that the green systems have been treated as an urban facility, instead as systems. Another reason has to deal with greenbelt's stationary and reservation characteristics that make difficulty to respond timely to the rapid urbanization. The parks and green systems in Korea was introduced in 1990 and began to be promoted fully with the 'Parte and Green Master Plan' established in 2005. However, due to its short history, incomplete aspects exist in its philosophy and methods for promoting the system. Based on these experiences, the current green zone plans in Japan considers the green structure as an independent institution and amenity plan, not a tool of urban planning, that can be a medium for realization of urban visions. And main characteristics of this approach are 1) classifying the green structure into four categories in order to respond to urban forms and purposes, 2) pursuing confirmity with urban planning, and 3) executing the landscape plan based upon core green areas. From reviews upon experiences of Japan as well as considerations on demands and conditions of green systems in Korea, we proposed the following five new strategies for the construction of the urban parte and green system in Korea. They are 1) to develop urban parks and green systems into a genre of urban development improving the quality and local competitiveness of cities rather than a means of urban planning; 2) to form the integrated structure of urban green zones; 3) to transform the urban parte and green systems into practical systems as the centers of localities; 4) to raise criteria for planning and execution plans for effective implementations of the urban parte and green systems, and 5) to provide specific guidelines for the construction of urban parks and green systems through organizing research groups or specialists.

도시개발사업에서의 외부공간계획에 대한 상대적 중요도 분석 (Analyzing the Relative Importance of Exterior Space in Urban Development Projects)

  • As a basic study to analyze the relative importance of external space in urban development projects, this study selects evaluation indicators for external space planning and then analyzes systematic external space planning through expert surveys. The scope of the study is to examine the criteria of evaluation items for external space derived from existing studies and to suggest the importance and priority of evaluation items. As a research method, we reviewed the legal and research literature on landscape planning and external space-related guidelines, and conducted a primary review of external space planning evaluation items analyzed by questionnaire. The reviewed items were again reviewed and selected through expert group discussions (FGI). The selected evaluation items were surveyed by expert groups and analyzed in depth using the hierarchical analysis method (AHP). Looking at the relative importance of the calculated sub-items, among the 17 sub-items, 'planning open space' (.096) is the largest, followed by 'pedestrianization' (.082), 'linking with adjacent buildings, streets, parks, and green areas' (.077), 'securing public space through various planning techniques such as linking with pedestrian paths' (.066), 'Plan the placement, form, and scale of buildings in consideration of the identity of the destination' (.065), 'Plan buildings, streets, parks, and green spaces in an integrated and holistic manner' (.065), 'Harmonize with the surrounding environment (landscape)' (.063), 'Harmonize with surrounding buildings and apply landscape planning in urban planning' (.063), 'Entrances and lower floors of buildings are planned as parks for users and pedestrians' (.060), 'Preserve and expand green areas and establish maintenance plans for urban greening' (.054), 'Form the basis for a comfortable life for urban residents by providing long-term development directions' (.047), 'Activate community activities and plan pedestrian environments and streetscapes considering human scale' (.047), 'Establish and propose basic directions for urban greening' (.046), 'Plan buildings, streets, parks, and green areas considering the hierarchy and characteristics of the landscape structure' (.045), 'Plan for integrated land use' (.045), 'Create green axes in connection without cutting them due to development activities' (.044), and 'Apply barrier free design' (.034).

일본 도시LDK형 주택의 평면유형에 관한 연구 - 평면구성요소의 조합을 통해서 - (A Study on the Plan Type of the Urban LDK House in Japan - By the Combination of Plan Composition Elements -)

  • In this research, a representative type of the housing plan was extracted on the basis of elements that exert the influence on the discrimination of the plan type, in other words, plan composition. Firstly, 'connection type of the room' and 'composition type of LDK (living room, dining room and kitchen)' were selected as elements of the plan type. Secondly, three forms of 'connection type of the room' became clear namely 'middle corridor type', 'living room centered type' and 'entrance hall type', as the factors that discriminate plan composition specifically. Thirdly, 'LD/K type' and 'L/D/K type' were confirmed as the factors in 'composition type of LDK'. Finally, four combinations of plan type, such as 'living room centered type-LD/K type', 'middle corridor type-LD/K type', 'living room centered type-L/D/K type' and 'entrance hall type-LD/K type' were confirmed as the representative types. These four combinations are the representative plan types of the urban LDK houses in Japan.

  • In connection with the plan for improving the residential environment gradually by analyzing the present condition of the reconstruction and parcel form of the housing area in a inner area, the main objective of this research is to develop a cooperative urban housing model based on the neighborhood agreement. The parcel form has a structure that is inappropriate for individual reconstruction; thus, the substantial improvement only through the residential environment improvement project has its limitations. As an alternative plan to resolve such limitations, I proposed a system that enables step-by-step reconstruction within the small-scaled blocks through the annexation of the land based on the neighborhood agreement. Nonetheless, I realized that it is difficult to apply such reconstruction system to individual housing. Therefore, I presented a design concept on the cooperative urban housing project as a residential form for the reconstruction inside blocks. A model plan vouches for its effectiveness. To apply substantially the cooperative urban housing plan based on the neighborhood agreement, we need to supplement the sectional plan system.

  • Response and recovery plan is necessary to protect against urban flood which can cause damage on property and human life. In this research, urban flood response and recovery plans were studied to improve an establishment method for local autonomous entities. The result of this research will be applied to make a manual for forming response and recovery plan in Korea.

  • Decision progress, plan content and planning division title of the master plan of the green in Kamakura City Japan were described. Conservation of the green and various effectiveness of the measure for realizing the green creation plan and the future development were discussed. It was indicated that the cooperation between citizens land owners and administration of the country, prefecture and city was important.

국내 도시물류정책의 추세 분석과 발전 방향: 물류기본계획의 변화를 중심으로 (Trend Analysis and Development Direction of Domestic Urban Logistics Policy: Focusing on the Change of Logistics Master Plan)

  • 본 연구는 우리나라 도시물류를 대상으로 과거 추세를 분석하고 미래 변화를 전망하여 도시발전에 선제적으로 대응할 수 있는 정책 방향을 제시하였다. 연구 범위는 물류정책기본법에서 제시하는 국가물류기본계획과 지역물류기본계획의 변화를 중심으로 하였다. 연구 진행은 국가물류기본계획을 근간으로 과거부터 현재까지 도시물류와 관련된 정책 변화를 살펴봄과 더불어 장래 예상되는 물류환경 변화에 대응하는 국가의 정책기조를 파악하였다. 그리고 이를 서울시 도시물류기본계획의 내용과 접목시켜 앞으로 도시물류기본계획에서 계속 추진하거나 새롭게 추가해야 할 물류정책을 제안하였다. 정책 제안은 장래 물류환경을 정책적, 사회적, 기술적 변화로 구분하여 제시하였다. 분야별로는 도시계획(10개 정책), 교통계획·ITS(8개 정책), 물류기술·ITS(6개 정책) 및 법·제도(8개 정책) 등이다. 정책의 지속성으로 구분하면 현재 추진 중인 정책이 계속되어야 할 것은 15개, 앞으로 새롭게 도입해야 할 정책은 17개이다.

  • This study conducted a management system and business analysis related to urban and architecture in local small and medium cities. The current status of the management department of the master plans, which were established based on the laws related to the spatial environment and implemented projects based on them, was analyzed, and the problems were derived. The basic urban master plan of the local government is classified as a hierarchical higher plan than other plans established within the same city, but there was a problem in that the timing of each plan was different. As a problem, the contents of the sub-plan were not included in the upper plan, or the opposite phenomenon occurred. In addition, the management entity of the master plan and sub-projects was different. To solve this problem, it is necessary to form a consistent structure of systematic planning and management subjects. In addition, in the future planning stage, it is necessary to establish a master plan establishment system according to hierarchies. This study is meaningful in that it can be used to establish a master plan establishment system according to hierarchy in the future planning stage and to establish the same management entity as the master plan in the projects stage.

  • Since the industrial revolution, the global environmental problems such as greenhouse gas accumulation and the average temperature increase have caused people's attention. 'Low Carbon, Green Growth' was presented to cope with these global concerns, as one of main policies of 2008 in Korea. The paradigm of a green urban development is started to concern the whole city's energy problems owing to realize 'Low Carbon, Green Growth' in the urban side. The government established a nation's basic energy plan for 20 years, and some local cities made efforts to develop new renewable energy such as the solar, wind and water energy which are suitable to each city's character. As a part of these efforts, the concept of U-Eco city is newly appeared to reflect upon ubiquitous technique, urban ecology and the next generation energy system. However, urban plan is difficult to adopt this next generation energy system with existing laws, regulations and technical systems. The new executive and systematic system is needed to realize the U-Eco city U-Eco for the management of an efficient city. In this study, the authors investigate the concept of the next generation energy system and U-Eco city to realize the energy-efficient city plan and analyze problems to occur during the application of them in an existing city plan. Then, the authors show the remedies to deal with occurred problems.
