Improvement on Management of Non-point Source Pollution for Reasonable Implementation of TMDL - Focusing on Selection of Non-point Source Pollution Management Region and Management of Non-point Source Pollutant - (수질오염총량관리제의 합리적인 시행을 위한 비점오염원관리 개선방안 - 비점오염원 관리지역 선정 및 비점오염물질 관리를 중심으로 -)

  • For effective implementation of total maximum daily load (TMDL), this study presented the improving plans of non-point source pollution management including the classification of non-point source pollution, calculation of non-point source pollution load (generated, discharged), selection of non-point source pollution management regions and management of non-point source pollutant. First of all, the definition of point source pollution and non-point source pollution based on the legal and scientific viewpoint should be precisely classified and managed. Especially, the forest, grassland and river without occurrence of environmental damage by activity of business and human should be separately classified natural background pollutants. The unit for generated and discharged non-point source pollution should be preferentially changed according to actual condition of watershed. The calculation methods of generated and discharged non-point source pollution should be corrected consideration on the amount and duration of rainfall. While the TMDL is implemented, non-point source pollution management regions should be selected in the watersheds exceed the targeted water quality standards by the rainfall. The non-point source pollution management regions should be selected in the minimal regions where have high values of discharged non-point source pollution density in the urban area, farmland and site area except forest, grassland in the whole watershed. The non-point source pollutant treatment facilities, which take into consideration non-point source pollution load per unit area, duration of the excess concentration, realizable possibility of treatment, effectiveness of treatment cost versus point source pollutant, should be established in the regions with a large generated non-point source pollution load and a high concentration of water quality exceed the targeted water quality standards by the rainfall.

A Study on the Spatial Structure of Eupchi(邑治) and Landscape Architecture of Provincial Government Office(地方官衙) in the Late Joseon Dynasty through 'Sukchunjeahdo(宿踐諸衙圖)' - Focused on the Youngyuhyun Pyeongan Province and Sincheongun Hwanghae Province - (『숙천제아도(宿踐諸衙圖)』를 통해 본 조선시대 읍치(邑治)의 공간구조와 관아(官衙) 조경 - 평안도 영유현과 황해도 신천군을 중심으로 -)

  • 'Sukchunjeahdo' illustration-book, which was left by Han, Pil-gyo(韓弼敎 : 1807~1878)in the late Joseon Dynasty, includes pictorial record paintings containing government offices, Eupchi, and Feng Shui condition drawn by Gyehwa(界畵) method Sabangjeondomyobeop(四方顚倒描法) and is the rare historical material that help to understand spatial structure and landscape characteristics. Youngyuhyun(永柔縣) and Sincheongun(信川郡) town, the case sites of this study, show Feng Shui foundation structure and placement rules of government offices in the Joseon Period are applied such as 3Dan 1Myo(三壇一廟 : Sajikdan, Yeodan, Seonghwangdan, Hyanggyo), 3Mun 3Jo(三門三朝 : Oeah, Dongheon, Naeah) and Jeonjohuchim(前朝後寢) etc. by setting the upper and lower hierarchy of the north south central axis. The circulation system is the pattern that roads are segmented around the marketplace of the entrance of the town and the structure is that heading to the north along the internal way leads to the government office and going out to the main street leads to the major city. Baesanimsu(背山臨水 : Mountain in backward and water in front) foundation, back hill pine forest, intentionally created low mountains and town forest etc. showed landscape aesthetics well suited for the environmental comfort condition such as microclimate control, natural disaster prevention, psychological stability reflecting color constancy principle etc. and tower pavilions were built throughout the scenic spot, reflecting life philosophy and thoughts of contemporaries such as physical and mental discipline, satisfied at the reality of poverty, returning to nature etc. For government office landscape, shielding and buffer planting, landscape planting etc. were considered around Gaeksa(客舍), Dongheon(東軒), Naeah(內衙) backyard and deciduous tree s and flowering trees were cultivated as main species and in case of Gaeksa, tiled pavilions and pavilions topped with poke weed in tetragonal pond were introduced to Dongheon and Naeah and separate pavilions were built for the purpose of physical and mental discipline and military training such as archery. Back hill pine tree forest formed back landscape and zelkova, pear trees, willow trees, old pine trees, lotus, flowering trees etc. were cultivated as gardening trees and Feng-Shui forest with willow trees as its main species was created for landscape and practical purposes. On the other hand, various cultural landscape elements etc. were introduced such as pavilions, pond serving as fire protection water(square and circle), stone pagoda and stone Buddha, fountains and wells, monument houses, flagpoles etc. In case of Sincheongun town forest(邑藪), Manhagwan(挽河觀), Moonmujeong(文武井), Sangjangdae(上場岱) and Hajangdae(下場岱) Market place, Josanshup<(造山藪 : Dongseojanglim(東西長林)>, Namcheon(南川) etc. were combined and community cultural park with the nature of modern urban park was operated. In this context, government office landscape shows the garden management aspect where square pond and pavilions, flowering trees are harmonized around side pavilion and backyard. Also, environmental design technique not biased to aesthetics and ideological moral philosophy and comprehensively considering functionality (shielding and fire prevention, microclimate control, etc.) and environmental soundness etc. is working.

Forest Vegetation Structure in Maruguem(the Ridge Line) Area of Dakmokryeong to Daetjae, the Baekdudaegan (백두대간(닭목령-댓재 구간) 마루금 주변의 산림식생구조)

  • The purpose of this study was to analyze forest vegetation structure in Marugeum (the ridge line) area between Dakmokryeong and Daetjae in Baekdudaegan through vegetation classification, importance value, species diversity, and CCA using the data that were collected from 245 quadrates through Braun-Blanquet vegetation survey method from May to September in 2017. The results of the forest vegetation classification identified 8 vegetation units with Quercus mongolica community group at the highest level. Q. mongolica community group was classified into the Cornus controversa community, Buxus koreana community, Sasa borealis community, Abies nephrolepis community, and Q. mongolica typical community. C. controversa community was further classified into Quercus dentata group, Filipendula glaberrima group, Larix kaempferi group, and C. controversa typical group. The result of the important value analysis showed that Q. dentata had the highest importance value at 19.1% in vegetation unit 1 while Q. mongolica had the highest importance value at 22.7%, 38.3%, 25.6%, 41.3%, 27.9%, and 41.6% in vegetation unit 2, 4, 5, 6, 7, and 8, respectively, and L. kaempferi had the highest importance value at 27.6% in vegetation unit 3. As such, Q. mongolica species generally represented the communities of Marugeum (the ridge line) area of Dakmokryeong to Daetjae in Baekdudaegan. The results of species diversity showed that vegetation unit 1 and 2 were 3.305 and 3.236, respectively, which were relatively higher than other vegetation units. It was considered that this result was due to the influence of high emergence of present species. The results of the CCA analysis of the correlations between biotic environmental factors and vegetation types showed that vegetation unit 1 was mainly correlated with the megaphanerophyte ratio and vine plant ratio. In the correlations between abiotic environmental factors and vegetation types, vegetation unit 7 was significantly correlated with altitude. From the perspective of ecological management, vegetation unit 5 represented by B. koreana community was inhabited by a variety of plants due to the species composition and location environment due to the geological characteristics that are typical of limestone area. Vegetation unit 7 represented by A. nephrolepis community was typified as subalpine vegetation widely distributed by relict species and endemic species. We concluded that it is necessary to manage these vegetation units with an ecologically differentiated approach.

Soil Erosion Risk Assessment in the Upper Han River Basis Using Spatial Soil Erosion Map (분포형 토양침식지도를 이용한 한강상류지역 토양유실 위험성 평가)

  • This study was conducted to evaluate soil erosion risk with a standard unit watershed in the upper Han river basin using the spatial soil erosion map according to the change of landuse. The study area is 14,577 $km^2$, which consists of 10 subbasins, 107 standard unit watersheds. Total annual soil loss and soil loss per area estimated were $895{\times}10^4\;Mg\;yr^{-1}$ and 6.1 Mg $ha^{-1}\;yr^{-1}$, respectively. A result of analysis with a subbasin as a unit showed that annual soil losses and soil loss per area in Namhan river basins was more than in Bukhan river ones. Predicted annual soil loss according to the landuse ranked as Forest & Grassland > Upland ${\gg}$ Urban & Fallow area > Paddy field > Orchard. Upland area covered 6.2% of the study area, but the contribution of total annul soil loss was 40.6% and that of Forest & Grassland was 44.2%. As a evaluation of soil erosion risk using the spatial soil erosion map, we could precisely conformed the potential hazardous region of soil erosion in each unit watersheds. The ratio of regions, graded as higher "Moderate" for annual soil loss, were respectively 8.7%, 7.9% and 7.8% in 1001, 1002 and 1003 subbasins in Namhan river basin. Most landuse of these area was upland, and these area is necessary to establish soil conservation practices to reduce soil erosion based on the field observation.

A Study on the Characteristics of Ecosystem Change and Management in Urban Wetland - Focusing on the Dunchon-Dong Ecological and Scenery Conservation Area, Seoul - (도시 습지 자연생태계 변화 특성 및 관리방안 연구 - 서울시 둔촌동 생태·경관보전지역을 대상으로 -)

  • The present study has monitored the changes in the biodiversity of Dunchon-Dong ecological and landscape conservation area after the restoration of the wetland, identified and analyzed the threats to the ecosystem, and presented a management plan accordingly. In this area which was forests and rice paddies in the past, apartment reconstruction is currently underway, with some hinterland forests and wetlands remaining. When we look into the change in the floras, the total number of species was 193 in 2000 before the restoration, it decreased from 2004 to 2006, and as of 2019, it was 149, showing an increasing trend. The result of comparing the species that emerged before and after the restoration showed an increase in Cyperaceae herbs such as Carex maximowiczii and Carex dispalata growing in wetland areas within forests and Schoenoplectiella juncoides and Schoenoplectus tabernaemontani growing in areas within wetlands where shallow water is maintained. As a result of analyzing the change in the area ratio of each type of extant vegetation, the wetland native herbs formed the power at the highest ratio after the restoration. The change in the power of the wetland native herbs was on an increasing trend until 2007, after which it decreased much in 2010 and then gradually increased, showing values of 26.6% in 2000, 44.6% in 2002, 49.0% in 2005, 53.3% in 2007, 28.7% in 2010, and 37.3% in 2019. The cause of the decrease in 2010 was judged to be due to the vegetation management conducted to secure open water and remove organic matter in freshwater reservoirs. The amphibia which emerged from 2000 to 2019 was a total of 9 species including Hynobius leeshii, Bufo gargarizans, Kaloula borealis, and Rana uenoi. As a result of the changes in the emerging wild birds, the species diversity index before the restoration was 0.9922 in 2000, and the species diversity index after the restoration gradually increased to 1.2449 in 2005, 1.2467 in 2010, and 2.2631 in 2019. The amphibia and wild birds inhibiting in the Dunchon-Dong forest and wetland were judged to have increased through continuous wetland maintenance such as naturalized plant removal management, native plant maintenance, and open water securing management. For the ecosystem preservation management of the Dunchon-Dong ecological and landscape conservation area, it was suggested to minimize the impact of the Dunchon-Dong reconstruction project, reorganize the indiscriminate access roads adjacent to the wetland, and reorganize the main entrance to the wetland. For ecosystem restoration management, systematic restoration and ecological buffer planting were suggested to be carried out at the time of construction fence demolition.

A Study on the Vegetation Landscape and Management Methods of Buyongdae on Hahoe Village, Andong (안동 하회마을 부용대(芙蓉臺) 일원의 식물상 및 관리방안)

  • This study investigated flora and vascular plants area around Buyongdae where include optimum view point Okyeonjeongsa and Gyeomamjeongsa in Hahoe Village, Andong. Based on the findings, the aim of results was attempted to suggest the management plan of the vegetation area around Buyongdae which designated UNESCO World cultural heritage and folk village in Korea. The results of the study is as the following. All flora of this site, Buyongdae in Andong, were 301 taxa; 89 families, 217 genera, 251 species, 1 subspecies, 38 varieties and 11 forms. Vegetation of each of areas in site was classified Pinus densiflora as representative forest around Buyongdae, Quercus variabilis forest around Gyeomamjjeongsa and Koelreuteria paniculata forest in river cliff of Buyongdae. The 14 taxa(Polygala tenuifolia, Koelreuteria paniculata, and others) as the rare plants and the 7 taxa(Weigela subsessilis, and others) as endemic species were recorded in the surveyed site among the whole flora. The specific plants which is categorized to degree by the Ministry of Environment appeared as 32 taxa; degree IV was 4 species; Polygala tenuifolia, etc. and degree III was 10 species; Hypodematium glandulosopilosum, Pyrrosia petiolosa, etc. and degree I was 13 species; Hemiptelea davidii, Zizyphus jujuba var. jujuba, etc. Also, the 11 taxa were recorded in limestone area as the chamaephyte; Hypodematium glandulosopilosum, Celtis koraiensis, Siphonostegia chinensis, Artemisia gmelini, and others. The naturalized plants recorded as 25 taxa; Viola arvensis, Erechtites hieracifolia, etc. and invasion of Sicyos angulatus which is ecosystem disturbing plants. The naturalization rate(NR) was 8.3% and the urbanization index(UI) was 7.8% by field survey. For recovery of indigenous to traditional vegetation landscape in Buyongdae, Pinus rigida of upper-growth and Alnus sibirica of middle-growth need thinning. In addition, the site demands both sustainable management through long-term monitering and gradual elimination method for the naturalized plants including Sicyos angulatus where found in Kyumamjeongsa. Particularly, intentional planting for decoration and cultivation around Hwachunseowon, Helianthus tuberosus must be substitute with the native plants. Meanwhile, Polygala tenuifolia is potently demanded preventing habitate, confirming additional habitate, seed securing and preservation of gene resource internally or externally. Koelreuteria paniculata; denoting feature of river cliff, including Hypodematium glandulosopilosum, Siphonostegia chinensis, Zizyphus jujuba var. jujuba, Pyrrosia petiolosa, and Celtis koraiensis, also need an assertive preservation. Futhermore, Wisteria floribunda for. floribunda, located around Galmo rock to Chunggil course, remained by colonizing form, need preservation and observation for a while. Beside that, the information boards are required to educate visiting user about safe regulations on the narrow way in rock hill.

Plant Community Structure of the Soguemgang Valley in Odaesan National Park (오대산국립공원 소금강 계곡부 식물군집구조)

  • This study was carried out to the structure of plant community, and ecological succession sere of forest ecosystem in Soguemgang Valley, Odaesan National Park. Fifteenth plots(size is $20m{\times}20m$) were set up and the results analyzed by DCA which is one of the ordination technique showed that the plant communities were divided into seven groups which area community I(Quercus variabilis-Pinus densiflora community), II(Pinus densiflora community), III(Pinus densiflora-Quercus variabilis community), IV(Pinus densiflora-Quercus serrata community), V(Quercus serrata community), VI(Pinus densiflora-Deciduous broad-leaved plant community), VII(Cornus controversa-Carpinus laxiflora community). Shannon diversity index per $400m^2$ was to 0.7777 to 1.1440 and the age of Pinus densiflora 86 years old, Quercus variabilis was ranged from 66 to 87 years old, Quercus serrata was ranged from 51 to 62 years old, Carpinus laxiflora was 94 years old. In 2013, the succession trend was predicted Pinus densiflora${\rightarrow}$Quercus variabilis, Quercus serrata ${\rightarrow}$Cornus controversa, Carpinus laxiflora. The ecological sucession progress has declined power of the Pinus densiflora and the increased power of the deciduous broad-leaved and Quercus spp. in Soguemgang Valley, Odaesan National Park. Quercus serrata and Quercus variabilis communities that judged Pinus densiflora were progressing by direction of landform. The southern slopes vegetation were progressing for Quercus variabilis, the northern slopes vegetation were progressing for Quercus serrata. In flat Valley, mainly native species of Cornus controversa, Carpinus laxiflora are predicted ecological succession for deciduous broad-leaved tree community.

Cultural Exclusion and Negative Perception related to Naturalized Plants Derived from Academic Discussion (학술 연구 논의에서 발생하는 귀화식물의 부정적 인식과 문화적 배제)

  • This study suggests that some of the negative arguments related to naturalized plants raised in academic discussions are unreasonable through an analysis of trends in the academia's research on naturalized plants in South Korea. A total of 117 academic papers related to "naturalized plants" on the Korean Studies Information Service System (KISS) website were re-classified by space, the number of vascular plant species, the number of naturalized plant species, naturalization index (NI), and urbanization index (UI). Correlation between human interference and naturalized plant distribution, and between sizes of conservation areas and naturalized plant distribution were analyzed. According to the results, while there was a tendency between urban population and UI ($r^2$ = 0.70, p = .000), the number of visitors in national parks had no relation to either the NI or the UI (r = 0.028 and r = 0.013, respectively). Likewise, there was no correlation between national parks or conservation areas and naturalized plant distribution (r = 0.014, r = 0.17, respectively). The average NI and the UI of forest areas were approximately twice as low as those of national parks. In estimated regression equation, when one hypothesizes that the entire 4,952 taxa of plants growing in South Korea, the number of naturalized plants, combining paleo-naturalized plants and neo-naturalized plants, amounted to 2,398 taxa, 48.43%. In the academia, Korean Endemic Plants are less than one quarter of 4,952 taxa. Such results signify that, contrary to discussions in the academia, it is meaningless to distinguish between naturalized plants and native plants. In certain aspects, academic discussions on naturalized plants in Korea have proceeded in a manner similar to cultural exclusion by mono-culturalism in a multi-cultural environment.

Evaluation of Runoff and Pollutant Loads using L-THIA 2012 Runoff and Pollutant Auto-calibration Module and Ranking of Pollutant Loads Potential (L-THIA 2012 유출 및 수질 자동 보정 모듈을 이용한 유출/비점부하량 산정 및 비점오염 부하량 포텐셜 등급화)

  • Urbanization from agricultural/forest areas has been causing increased runoff and pollutant loads from it. Thus, numerous models have been developed to estimate NPS loading from urban area and Long-Term Hydrologic Impact Analysis (L-THIA) model has been used to evaluate effects of landuse changes on runoff and pollutant loads. However, the L-THIA model could not consider rainfall intensity in runoff evaluation. Therefore, the L-THIA model, capable of simulating runoff using 10-minute rainfall data, was applied to the study areas for evaluation of estimated runoff and NPS. The estimated Nash-Sutcliffe coefficient (NSE) values were over 0.6 for runoff, BOD, TN, and TP for most sites and watershed. The calibrated model was further extended to other counties for pollutant load potential evaluation. Pollutant load potential maps were developed and target areas were identified. As shown in this study, the L-THIA 2012 can be used for evaluation runoff and pollutant loads with limited data sets and its estimation could be used in identifying pollutant load hot spot areas for implementation of site-specific Best Management Practices.

Environmental Characteristics and Nature-friendly Planning Strategies for an Urban Stream - The Case of Chuncheon's Gongji Stream - (도시하천의 환경특성과 친자연적 계획전략 - 춘천시 공지천을 대상으로 -)

  • This study analyzed characteristics of natural and human environments in Chuncheon's Gongji stream, and suggested nature-friendly planning strategies for self-purification of water quality, biodiversity improvement and conservative waterfront recreation. The environmental analysis included streambed structures, floodplain soils, water quality, vegetation, wildlife, and human facilities. Natural colonization of vegetation for the middle section of the study stream was obstructed by a straightened concrete revetment of baseflow channel, and vehicle movement and concrete parking lots across the floodplain. These human disturbances also deteriorated the naturalness of the stream landscape and limited habitation of bird species. However, natural sedimented wetlands in half of the channel width for the lower section of the stream contributed to a desirable vegetational landscape and greater bird occurrence. Based on BOD measurements, water quality of the stream fell under class $II{\sim}III$ of the stream water-quality standard, but it was worse around sewage outlets due to incomplete sewage collection especially during the dry season. Dominant fish species included typical inhabitants of good water-quality streams that are tolerant of adverse habitat changes. Nature-friendly planning strategies were established based on analysis of the environmental characteristics. They focused on not merely spatial zoning and layout divided into four zones - preservation, partial preservation, conservation and use -, but close-to-nature channel revetment techniques, natural water-purification facilities, biotope diversification, and water-friendly recreation and circulation. Strategies pursued both renewal of stream naturalness and hydraulic stability of streamflow by minimizing transformation of natural channel micro-topography and biotope, and by reflecting natural traces of streambed structures such as revetment scour and sedimentation.
