Although the large supply of multi-family housings played a very important role in forming the urban structure and allocation of functions, and also enhanced the whole level of housing environment, it caused several problems relating to physical form such as isolation of housing estate, inhumanity of the exterior space, and mismatch with the urban structure. To handle these problems, the purpose of this study is to analyse design elements which have a direct impact on physical forms, thereby understand the characteristics of planning. Therefore design elements are reformed into respective analyzing indices. This study analyzes design elements based on analysing indices. Thus, several important results were found from the Factor Analysis and after classifying housing estates into several types, the study found the characteristics of planning within each type of housing estates.

System requirements (SRs), which describe the technical attributes to be satisfied by a desired system, serve as a fundamental guideline for system development. Standard methods and processes to define SRs are suggested in systems engineering literature. But in practice, we encounter many difficulties in defining and managing SRs since there are few experiences on development of complex systems in accordance with systems engineering processes of development. In this paper, to expanding SRs management experiences in a working-level, we reviewed problems occured in SRs defining process in 'Urban MAGLEV Train Project', and analyzed our activities to adjust and solve the problems.

Urban redevelopment make a short term effects without consideration about resident‘s lives. so, there are many problems and planners solve the problems to improve urban redevelopment based on resident leaded direction. The purpose of this research is to find inherent district which is character by residents. Most of them could be explained in relation to life, religious leadership, traditional cultural heritage and democratic movement. Group interviews at a field site were carried as the main methodology by people who have an intimate knowledge of the place facts. This research has implication on a cognitive and emotional community map of residents compared to the just physical and geographical map. The places and place recognition activities and movement can be a basic foundation for residents participation in improving their housing neighborhood environment.

Farmland conservation function of 'The Farmland Act' has been being weakened according as farmland conservation system came to the dualizing condition. Overall land use issues including farmland are determined by 'The National Land Planning Act'. In this process, much farmland has been disappeared unilaterally. Above all, 'The National Land Planning Act' recognized farmland as land for development rather than looking in conservation perspective. Formulating with a 'urban(rural) plan', 'The National Land Planning Act' brings means and development methods in a variety of setting. So 'The Farmland Act', the center of farmland conservation system, lose an effect of its conservation functions. Farmland is a kind of facility made with heavy investment for agricultural purpose definitely. Therefore conversion of recognition that farmland must not be undermined indiscriminately in dimension such as urban planning facilities.

This study attempts to explain the income and consumption problems of urban low-income consumers and to explore factors of their poverty. For the purpose of this study, interviews were conducted with 124 low-income home managers. All the subjects live in Seoul and Inchon. The major findings are: First, low-income families seriously suffer from low income and small property. And the degree of economic hardship is the most serious with wife-working families whose husbands have no job or are dead. Second, low-income consumers have low budgeting and purchasing skill. Third, low-income consumers have 'doing' orientation but have fatalistic value orientation. This study suggests that it is necessary to develop an integrative measurement of economic hardship. It also suggests that low level of low-income consumer's skill can be well explained in terms of man-nature value orientation.

Having been speed development of The Information Technology, Local Governments have been constructed the GIS(Geographical Information System) for supporting regional development. This paper will intend to find the problems of constructing spatial DB, the scheme of solving the problems. In addition, this paper will intended to present the direction of establishing spatial DB, which reviewed the case of Naju City on constructing GIS.

Recently, amount of High-Rise Mixed-use Building is Increasing based on Preference of comfortable residence and good view. Government policies were turned to prefer about High-Rise Mixed-use Building because of decreased real estate Condition. But these changes have revealed that it has many maintenance problems for example- efficiency, economic, environmental problems. This paper suggests that the Database System based on various alternatives and real case. And it will be a tool in the scientific decision and value analysis from the facility management to make optimized decision.

Recent impervious pavements on roads and sidewalks cause rainwater to not penetrate into the ground, deplete groundwater, or flood the rivers, causing urban flood damage. In order to solve these problems, the amount of installed pitcher block is increasing, but the existing pitcher block is made with cement base and causes many problems. In the cement permeable block, the efflorescene phenomenon occurs due to the acid component, and the pore of the permeable block is clogged and the permeability is lost. As a result, the service life of the pitcher block is shortened and the replacement period is shortened. The purpose of this study is to analyze the basic properties of polymer concrete by replacing cement with polymer in order to solve the problem of cement - based concrete permeable block.

The nature of ill-defined planning problems makes expert systems difficult to acquire and represent knowledge for decision making in urban planning processes. In order to resolve these problems, a case-based reasoning method was applied to develop a spatial analysis system for urban planning. A case study was conducted in a residential land use planning process. The result of the study revealed the effectiveness of reasoning by the spatial analysis system and the possibility of its future application. More accumulation of information on other successful cases should be sought to yield better results

Smart city has effect toward its sustainability. Citizens should be viewed as co-creators of cities, not consumers. From this point of view, citizen responsibility and ethics should be emphasized. Now, Smart cities are becoming more important than ever. From now on, urban development is divided into two major categories. One side is the development based on smart city, and the other is urban development that revives the old city. As the city grows bigger and bigger, many problems arise and there are many problems. This tendency must become stronger in the future. But, Stones shall be dressed to exact size and shapes before being laid. Until now, No attempt has been made to declare about Citizen Spirit in Fourth Industrial Revolution. In the era of the Fourth Industrial Revolution, in order to become a leading country of Smart City, we must first complete the spiritual revolution. From this aspect, this study proposes the "Declaration of the Fourth Industrial Spirit Revolution".
