Institutional Changes and Path Dependence to Private Parks - Focused on the Urban Park-Related Laws from 1967~2005 - (민간공원 관련 제도의 변천과 경로의존성 - 1967년부터 2005년까지 도시공원 법령을 중심으로 -)

  • This study was raised by the need to explain why the problems related to private parks have been sustained. In order to identify the fundamental cause, it is necessary to analyze the historical and institutional context of private parks. Therefore, the purpose of this study is to identify the direction of change in the private park system and to derive the characteristics of the system as it currently appears. The framework based on the historical institutionalism was divided into the Park Act (1967-1980), the former of Urban Park Act (1980-1993) and the late of Urban Park Act (1993-2005), and each was assessed using the analysis elements of the institutional environment and the outcomes of implementation. The analysis elements interpreted the path dependency, in which the inertia toward the choice of institution is maintained, despite the change in the environment. The institution took a special form of 'negative systeme' and secured profitability by expanding the types of park facilities while mitigating the criteria. Additionally, the designation of private park promoters as a landowner acted as a means of compensating those with property rights to unexecuted urban parks. The expectation effectiveness on urban park creation was insufficient and the environmental regulatory functions were weakened. Thus, historically, the private park system in Korea has experienced an 'institutional decoupling' as the purpose of the system and the results of actual outcomes are not consistent.

A study of the impacts of medical institution information on daily medical expenses and medical expense reduction rate in convergence age (융복합시대에 의료기관 정보가 일당진료비와 삭감율에 미치는 영향에 관한 연구)

  • This research grasped the difference of between the daily medical expenses and the medical expenses reduction rate also the cause of change. In the centre, it was conducted in order to offer the necessary basic data to a recuperation pay management solution's establishment. This research surveyed across the country's urban region 50-general hospital's the infective enteritis disease for a year. Then it was conducted the average daily medical expenses and the average medical expenses reduction rate as a distinguishable survey that is a hospitalization and an outpatient the result is followed. The inpatient daily medical expenses correlated with the total number of medical institution personnel, and the outpatient daily medical expenses correlated with the number of beds.. Inpatient medical expense reduction rate was correlated with number of beds and the total number of medical institution personnel. The interaction between medical institution information and daily medical expenses was found to have a positive (+) effect on the total number of medical institution personnel, as well as the numbers of inpatients vs. outpatient. This research about the medical expense reduction rate and daily medical expense help medical institution's efficient, rational decision making and it will be an important basis of a priority recuperation pay's policy.

A Study on Related System of Building Greening in Japan (일본의 건축물 녹화 관련제도 연구)

  • In recently, building greening to improve the urban environment is a very important areas. Thus, in order to promote the building greening is needed for the arrangement of its related system. In this study, analyzed the related system in Japan and the results obtained are as follows. Related system in Japan are to promote the spread of compulsory and dissemination of guidance. And to promote the spread of dissemination of guidance are to allowed a system to be included in green area of the site required, plans to loan the costs of greening, plans to subsidize the cost of greening, tax reduction and exemption, incentive on floor area ratio, plant supply and other technical guidance system. In conclusion, in order to promote the building greening note the related system of Japan and our related system should be arranged.

Comparative Analysis of Risk Assessment Tools for Infectious Diseases (국외 감염병 위험도 평가체계의 비교분석)

  • Background: Emerging infectious diseases, such as Middle East respiratory syndrome or coronavirus disease 2019, pose a continuous threat to public health, making a risk assessment necessary for infectious disease control and prevention. Therefore, we aimed to investigate the risk assessment methods for infectious diseases used by major foreign countries and organizations. Methods: We conducted an investigation and comparative analysis of risk assessment and risk determination methods for infectious diseases. The risk assessment tools included the strategic toolkit for assessing risks, influenza risk assessment tool, pandemic severity assessment framework, and rapid risk assessment methodology. Results: The most frequently reported risk elements were disease severity, antiviral treatment, attack rate, population immunity, and basic productive ratio. The risk evaluation method was evaluated quantitatively and qualitatively by the stakeholders at each institution. Additionally, the final risk level was visualized in a matrix, framework, and x and y-axis. Conclusion: Considering the risk assessment tools, the risk element was classified based on the duplicate of each indicator, and risk evaluation and level of risk assessment were analyzed.

The Relationship between Access to Usual Source of Care and Health Literacy: A Comparison between Urban and Rural Areas (상용치료원 보유와 건강정보 이해능력의 관계: 도시와 농촌 비교)

  • Objective: This study aimed to estimate the impact of having and the type of usual source of care on the health literacy of rural residents. Methods: Using data from the 2021 Korea Health Panel Survey, the regression model was estimated, in which the presence and type of usual source of care, categorized as medical institutions and primary care physicians, were incorporated as explanatory variables. The level of health literacy was used as the dependent variable. Additionally, statistical analysis was conducted to compare how socio-demographic backgrounds and the presence and type of usual source of care are associated with health literacy between urban and rural residents. Results: The effect of usual source of care on the level of health literacy was significant only when the service provider was the public health institution. However, this effect was smaller for rural residents than for urban residents. When the usual source of care was an internal medicine or Korean traditional medicine doctor, the level of health literacy increased than the other types of doctor. Conclusion: To improve rural residents' health literacy, it is necessary to enhance access to public health care service and provide education programs.

Analysis on the Amenity Resources of Open Space for Urban People (도시민을 위한 Recreation 공간의 Amenity 자원 분석)

  • IN urban areas, public outdoor recreation opportunities are limited, traditional funding sources are being eraded, and crowding as well as ecological damage appear inevitable, these developments may require new analysis on the prospective policy of park, with the evaluation of the trend of amenity resources and recreation values, 16 parks were taken as informants in Deagu city area, the data for this research were collected 2,942 samples by the on-site-interview. The abstracted results of amenity elements were revealed as institutions and resource types, the attraction of resources was about twice as much as that of institutions. The resources is to be classified into two items ; national resources and human resources. The former is about five times as mcuh atractive as the latter. The attraction of natural resources consists in the atmospheric factors(35%), the biological factors(28%), the topographical factors(19%), and the scenery factors(18%). While, the attraction of human resources consists in the cultural factors(54%), the social factors(46%). The attraction of the base institutions is very low. The attraction of the static institution is three times as much as that of that of the dynamic institution. The above tendency is a general trend in Daegu city. But when we are taking into consideration in datail, we find that there is great difference among the green tract of land of the park. When the amenity resources of one's destination was used for the value of recreation, the pattern of attraction variables as a physical characteristics could explain 58%. Based on those result, this study is a small but important guidence for decision makings concerning to the allocation of scarce amenity resources.

A Study on Collaborative Management in a Complex Boundary New Town: On the Case of Wirye New Town (복합경계 신도시의 협력적 관리 방안에 관한 연구: 위례신도시를 사례로)

  • Recently new town development projects are increasing including more than one local government such as provincial government new town and Wirye new town. Institution improvement for the development and management of complex boundary new town is necessary because present urban development institution is based on the new town of single local government. The concept of multi-level governance provide good conceptual frame in recognizing conflict issues and searching for a collaborative solution in Wirye new town. The purpose of this study is recognizing the conflict issues in the process of development and management and providing the collaborative management method using the conceptual frame of multi-level governance in Wirye new town. For this, we did interviews for the related persons and experts, reference research and professional forum. We drew some implications from the references about urban development and similar cases such as free economic zones. The main results of this study is as in the following. First, we categorised the main conflicts in the development and management in Wirye into 4 sectors, such school, administrative service, utility facilities and urban infrastructures. Then, we analysed the conflict issues of each categories and composed a conflict-structure of Wirye new town. Second, the structure of conflict in Wirye new town is composed of the confrontations between separated management and integrated management and between wide area management and local management. Third, for the cooperative management of Wiyre, we should construct multi-level governance in three dimensions of administrative council, local government association, and special management organization.

Legal Problems and Improvement Measures Concerning the Monopoly of Housing Construction Sales Guarantee Business by Housing and Urban Guarantee Corporation (주택도시보증공사의 주택건설 분양보증업무 독점에 관한 법적문제점과 개선방안)

  • Issues have arisen over the monopoly of housing sales guarantees by the Housing and Urban Guarantee Corporation. If the Ministry of Land, Infrastructure and Transport appoints an additional guarantee institution, there is concern that the property protection between the two parties is insufficient due to excessive competition and the weakening of urban regeneration resources. It argues that housing supply policies for stabilization of the housing market can be smoothly implemented through monopoly projects. This is judged to be an abuse of market dominant position under the Fair Trade Act, and excessive restrictions on pre-sale guarantee requirements may cause delays in business and infringement of property rights of members. First, the establishment of a designation system for market dominant operators of the Fair Trade Commission enables new entry of private guarantee institutions. Second, it is necessary to improve regulations under Article 63 of the Fair Trade Act (consultation on the establishment of laws restricting competition, etc.). Third, through the establishment of the 「Rules on Housing Supply」 under Article 15 (2), the Minister of Land, Infrastructure and Transport can additionally designate a guarantee institution, thereby guaranteeing the right to select a pre-sale guarantee for the business entity. In addition, it is expected that at least one of a number of guarantee insurance companies can be designated to improve the efficiency of the distribution of social benefits, thereby lowering the volatility of housing prices. Improvement of Multi-Dimensional Urban Planning System for Urban Regeneration (도시재생 측면에서 입체도시계획의 기능과 제도 개선 방안)

  • The purpose of this study is to analyze the cases related to the multi-dimensional urban planning and its related systems that can contribute to the urban regeneration as the policies and projects for stereoscopic city increase. Through the case analysis, urban regeneration function and role of multi-dimensional urban planning are identified as connection of places, activation of local economy, expansion of infrastructure and supply of housing. In the institutional sector, private participation is hindered due to the ban on the establishment of the right to hold state property. In addition, it is difficult to utilize the three-dimensional urban space without land securing at a certain rate based on uniform installation standards of the two-dimensional land use plan, and the problem of insufficient interconnection between law and institution is derived. In conclusion, it should actively support and promote the promotion of the three-dimensional facility with the aim of diversifying the regional infrastructure structure and strengthening the urban function. In addition, development of stereoscopic and compound development should be promoted for old urban areas, and parking lots, underground shopping malls, parking lots, etc. should be installed using the subspaces of parks, schools, roads and traditional markets of old residential areas. Finally, cooperation between the central government, the municipalities and the private sector is necessary for the realization of these urban regeneration projects.

Differences in Oral Health Status between Rural and Urban Populations of Korean Elders: A Population-Based Study from the Korean National Health and Nutrition Examination Survey VI (2013~2015)

  • Background: Edentulism is associated with socioeconomic status, rural residence, and chronic disease, but no studies have investigated edentulism and residence factors together. All information that drives a better understanding of the factors related to edentulism plays an important role in the planning and delivery of appropriate dental services for the elderly by national and oral health professionals. This study was designed to investigate the prevalence of edentulism in adults aged over 60 years in Korea and to examine whether there are differences in dentate status between people living in urban and rural areas after controlling for sociodemographic and other related factors. Methods: The data for this study were collected from 2013 to 2015 as part of the Korea National Health and Nutrition Examination Survey VI, those individuals aged over 60 years and who had complete datasets were included (5,071). The number of teeth and residence status were categorized into two groups: edentate and dentate (1 or more); urban and rural. Multiple multivariate logistic regression analyses were sequentially applied to assess the association between dentate status and residence status after adjusting for potential confounders. Results: Rural areas, lower household income, and lower education levels were associated with a higher edentate rate. The number of teeth was lower in rural areas than in urban areas. After adjusting for various factors, statistically significant associations were present for women, low household income, low education level, poor perceived health status, and alcohol consumption in participants. Conclusion: Elders living in rural areas had poorer oral health than elders living in urban areas. The government will need to provide effective systems for promoting oral health for elders living in rural areas.
