Specialist Groups' Perceptions and Assessments on Urban Development Impacts of the EXPO 2012 Yeosu Korea (2012여수세계박람회의 도시발전효과에 대한 전문가 집단의 인식과 평가)

  • The purpose of this study is to analyze the specialist groups' perception and assessment on the urban development impacts by the EXPO 2012 Yeosu Korea, hosted from May 15 to August 15, 2012. In general, the specialist group positively evaluate about the urban development impacts of the 2012 Yeosu EXPO. They assess considerably positively, in particular on the enhancement of accessibility toward the capital region from Yeosu city, the vitalization of the local economy, the improvement of the city image, the invigoration of tourism resulted from the expansion of tourists accommodation facilities. In addition, they appraise that the urban development of Yeosu city would be advanced about 9.5 years in the wider transportation network and about 9.4 years the improvement of urban residential environment through hosting of the EXPO. They agree with that the image of Yeosu city as a site of marine tourism was significantly improved after the EXPO.

Relationship between the Changes in Policy Tools of the Central Government and the Local Fiscal Structure: Focused on the Changes in the Transaction Taxes

  • This study aimed to determine the changes in the local fiscal structure brought about by the change in the transaction tax, including the acquisition tax, by the central government. The review of the analysis results proved the following. First, the government's transaction tax exemption policy effectively influenced the expansion of the local fiscal budget. Transaction tax exemptions such as acquisition tax exemptions would not contribute to the expansion of the local fiscal budget in the short run, but may do so in the long run. Second, the review of the effect of the transaction tax exemption policy by the central government on the local fiscal structure confirmed that its impact on the local fiscal structure may vary depending on the timing of such tax exemption. Third, the overall local fiscal structure as a result of the transaction tax exemption by the central government was confirmed to have been influenced more by the fiscal capability of the local government than by the income level of the local residents. In conclusion, the stimulation of real estate transactions using tax tools may positively influence the overall fiscal structure of local governments, but it would also put pressure on the fiscal management of local governments because it is largely influenced by the fiscal capability of the local governments.

  • Greater expansion and more frequent operation of the railroad transportation system anticipated due to its characteristics including low cost, safety and mass transportation. Recently, effects on the railway structures due to expansion of newly constructed road, construction of subway, city gas pipeline, communication network, electric power network and construction of other railway underground crossing in accordance with urban planning and organization has influenced safe operation of trains. Accordingly, standard for selection of construction method that will enable construction of more economical and rational subway underground crossing structures by preventing problems occurring at the time of above construction works and accidents in safe operation of trains due to construction in advance is definitively necessary. Although there are numerous construction methods that can be applied at the time of construction of railway underground crossing, there are much difficulties in selection of appropriate construction method that considers characteristics of each construction method on non-excavation type construction method, train operation plan of number of operational routes and on-site circumstances. Therefore, this research aims to present rational standard for selection of construction method for such, and standard for slowdown speed and interception of train when passing the areas of slowdown in sectors under construction.

External Environment Analysis of Target Countries for Overseas Expansion of Long-life Housing (장수명주택 해외진출을 위한 대상국가의 외부환경분석)

  • Currently, the Korean construction industry is shifting its interest to the overseas construction market because of a stagnating domestic market. In the meantime, the international housing construction market is expanding with respect to new city development projects that are supported by population growth and urban migration. Despite the Korean construction industry's expertise in new city development, technology, and systems for apartment supply, the share of Korean players in the international housing construction market is continuously decreasing. As a measure to overcome this situation, the authors of this study considered the paper "The Development of a Cost Effective, Long-life Housing Model and Construction of Testbed," which is currently in progress as a part of national project. Through literature review and interviews with experts, the authors determined that there are "column+minimum interior (infill)" apartments that are similar to the long-life housing in some areas of China, Southeast Asia, and Russia. Candidate countries expected to be feasible for the entry of long-life housing were selected by determining the top countries that have already entered the long-life housing market and analyzing those selections through additional specific techniques.   • Korean city had been rapid developed through high industrialization and rapid economic growth after the 1970's. The city development process was guaranteed the fulfillment of city function through the city expansion based on New Towns and satellite cities rather than the reformation of existing city. This city expansion caused by degrading of city, being backward and producing many problems. To solve this problems, it was considered the rehabilitation of retarded function with rejuvenation such as a special law accelerating urban renaissance and reorganization project. Also a fire protection performance did not satisfied the required conditions of modern FPP system, such as the function deterioration of building facilities, the technological development with FPP facilities, changed fire laws and building occupancy for social needs. Insufficiency of requirements depreciated the building value and intimidated a safety of residents. To solve this problem, the improvement of FPP was essentially required and also strongly recommended an analysis and a comparative study between the required FPP of existing building and it improving effective FPP. Therefore, purpose of this study is that establish the basic data to construct a system to analyze and compare the building FPP.

Experimental and numerical investigation of track-bridge interaction for a long-span bridge

  • Track-bridge interaction (TBI) problem often arises from the adoption of modern continuously welded rails. Rail expansion devices (REDs) are generally required to release the intensive interaction between long-span bridges and tracks. In their necessity evaluations, the key techniques are the numerical models and methods for obtaining TBI responses. This paper thus aims to propose a preferable model and the associated procedure for TBI analysis to facilitate the designs of long-span bridges as well as the track structures. A novel friction-spring model was first developed to represent the longitudinal resistance features of fasteners with or without vertical wheel loadings, based on resistance experiments for three types of rail fasteners. This model was then utilized in the loading-history-based TBI analysis for an urban rail transit dwarf tower cable-stayed bridge installed with a RED at the middle. The finite element model of the long-span bridge for TBI analysis was established and updated by the bridge's measured natural frequencies. The additional rail stresses calculated from the TBI model under train loadings were compared with the measured ones. Overall agreements were observed between the measured and the computed results, showing that the proposed TBI model and analysis procedure can be used in further study.

  • This study investigates investment attraction in manufacturing and reviews the current trend of Korean companies' overseas expansion, targeting Vietnam and Indonesia to create a demand-based overseas industrial complex. Furthermore, a survey was conducted with domestic companies located in industrial complexes to analyze the details of their intention to enter overseas markets. By linking the previously specified industrial sectors for investment attraction with the desired industrial sectors for overseas expansion and previously entered industries, measures to promote overseas industrial complexes are proposed. For instance, combining with already expanded industries, entering attractive fields to develop new markets, and deriving specialized strategies for each country. These strategies can be useful as basic resources when establishing plans that reflect the domestic and foreign needs of the key target countries to attract companies to overseas industrial complexes.

  • This study is aimed to present a direction of urban development around regional private university site through the case-study in Joongbu university. Regional private university is in the face of a difficult problem for expansion of campus because of increasing of students and a lot of non-planned development in the circumstance of university site. Therefore we need an planned-development for expansion of university campus. This study abstracted of a direction for development by analyzing the land-use behavior around Joongbu university site.

  • The rapid industrialization since the 1960s has caused considerable changes in the appearance of Korean cities. The huge demand and cityward tendency derived from the increase of population with such the expansion from 9 millions in 1960 to 43 millions in 2003, have resulted in number of problems such as the falling-off in the quality of life, amenity, and safety. And above all, the urban identities is not to be found obviously in the cities. With regard to these problems, the re-creation of cities should be emphasized to make environmental, economical, and social improvements and to restore human-oriented activities. In the course of making new improvements cities need to preserve the characteristics and maintain the concordance with their environments. In other words, the restoration of cities ought to be made in the aspect of continuity, which means the accession of genetic factors inherent in cities. In this background, concerning about the system on apartment house especially relating to environmentally sound restoration and comparing with that of Japan, this study proposes the direction needed in the development of urban space.

  • As the problem of destroying natural environment is emerging as a common social issue world widely, recently in the filed of architecture there has been increasing interests in environment-friendly architecture according to the awakening and understanding of environmental pollution. The social problem caused by pursuing affluent urban life is now making the quality of life an issue against the urban policy that has been simply emphasizing quantitative expansion only. Accordingly, development and popularization of such a type as environment-friendly low-rise house is being suggested as an alternative idea, because it can combine secured independent space, which is a merit of independent houses, and characteristic architectural shapes, making possible the development of large scale environment-friendly complexes. Based on the analysis of the examples of Environment-friendly low-rise house in other countries that are utilizing amenity concepts, such as environment, ecology, culture and history, the present research proposed an alternative idea for highly dense high-rise houses, by resolving the problems of low-rise house complex caused by the variable of ecological environment. An effort was made to understand the concept of low-rise house through theoretical investigation, and based on the analysis of domestic and foreign cases, a method for improving the problems was deduced as a conclusion.
