Challenges to Achieving Universal Health Coverage Throughout the World: A Systematic Review

  • Objectives: No systematic review has explored the challenges related to worldwide universal health coverage (UHC). This study reviewed challenges on the road to UHC. Methods: A systematic electronic search of all studies that identified the challenges of worldwide UHC was conducted, without any restrictions related to the publication date or language. A hand search and a bibliographic search were also conducted to identify which texts to include in this study. These sources and citations yielded a total of 2500 articles, only 26 of which met the inclusion criteria. Relevant data from these papers were extracted, summarized, grouped, and reported in tables. Results: Of the 26 included studies, 7 (27%) were reviews, 6 (23%) were reports, and 13 (50%) had another type of study design. The publication dates of the included studies ranged from 2011 to 2020. Nine studies (35%) were published in 2019. Using the World Health Organization conceptual model, data on all of the challenges related to UHC in terms of the 4 functions of health systems (stewardship, creating resource, financing, and delivering services) were extracted from the included studies and reported. Conclusions: This study provides a straightforward summary of previous studies that explored the challenges related to UHC and conducted an in-depth analysis of viable solutions.

  • 본 연구는 제주 문화경관 관리방안의 일종으로 돌문화경관자원의 우선순위를 도출하여 그 중요도를 평가하는 것이 목적이다. 제주의 대표적 돌문화경관에 대해 한 중 전문가를 대상으로 각 자원의 중요 우선순위를 평가하였으며, 분석방법으로 AHP 기법을 사용하였다. 평가기준에 대한 중요도 분석결과, 한 중 전문가 모두 탁월한 보편적 가치(ⅲ_문화적 전통이나 문명의 독보적 또는 적어도 특출한 증거)를 가장 중요하다고 평가하였다. 그리고 각 평가 기준에 대한 자원의 중요도 및 전체에 대한 종합 중요도에서는 양국 전문가 모두 밭담을 가장 중요한 경관 자원이라고 평가하였다. 본 연구의 결과는 향토자원의 중요도에 관한 비교 및 보전 관리 입장에서의 자원에 대한 우선순위를 도출함으로써 제주경관 관리 측면에서의 정량적인 정보를 제공할 수 있을 것으로 보며, 제주 돌문화경관자원의 보전 및 문화유산관리 측면에서 기초적 도움이 될 것으로 본다. 하지만 한중 비교연구로서 세계적 보편적 가치를 일반화하기에는 한계가 있다고 보며, 이는 본 연구의 한계점으로 사료된다.

  • Purpose : The guidelines of establishing convenience facilities for the handicapped have not consistently been provided to the identical criteria in walking facilities. Thus, transportation poor had difficulties in walking environment. Method : This study aims to suggest the practical direction of guidelines of establishing tactile walking surface indicators. To do this, this study examines the problems of the current guidelines for establishing facilities, and then analyzes international criteria, with comparing criteria used in German. Therefore, findings from those analyses can provide the secure and convenient environment for walking to transportation users, in particular blind and vision-impaired people, the handicapped, the child, and the elderly and the weak. Results : For the improvement of tactile walking surface indicators, the clear criteria of establishing tactile walking surface indicators is proposed, considering the characteristics of walking environment. Then, the sample items corresponding to the various situations need to be exemplified. To provide more secure environment walking for transportation poor, the establishing criteria partially adopted ideas from Universal Design also need to be developed. Implication : The proposed detail drawing of tactile walking surface indicators need to be tested by transportation users due to high safety in walking circumstance, and also the guidelines of continuously maintaining tactile walking surface indicators also needs to be studied.

유니버설디자인 기반 도시철도역사 편의성 평가방법 개발 - 수서역을 대상으로 - (Development of Convenience Evaluation Method of Urban Railway Station based on Universal Design - Focusing on Suseo Station -)

  • 최근 전 세계적으로 기존의 교통약자에 대한 배려보다는 장애 유무나 연령 등에 관계없이 모든 사람들이 제품, 건축물, 환경, 서비스 등을 보다 편하고 안전하게 이용할 수 있도록 설계하는 유니버설디자인 개념이 도입되고 있다. 도시철도역사의 경우 도시생활의 거점이 되는 중요한 시설이며, 다양한 이용자(임산부, 고령자, 장애인, 유아 등)가 존재하기 때문에 유니버설디자인 개념을 도입한 시설 정비는 중요하다. 본 연구는 국토 교통과학기술진흥원의 "도시철도역사 이용객 편의성 향상 기술 개발" 과제의 일부로 5개년도 중 마지막 연차 과제로 UD 기반의 시설물 편의성 평가 기준 및 방법을 개발하고 테스트베드역을 선정하여 이용자 편의성 향상을 평가하는 것이 목적이다. 이를 위해 도시철도역사 시설물의 UD 원칙(평가기준)을 수립하고, UD 적용성을 평가할 수 있는 평가기준 및 체크리스트를 공간별로 개발하고, 해당 평가방법론의 실제 적용을 위해 테스트베드역사(수서역)를 3차년도에 선정, 4차년도에 UD 설계기준을 적용하여 개선한 후 5차년도(현재)에 UD 기반 테스트베드 역사 편의성 향상을 점검하고자 하였다. 테스트베드역사(수서역)의 UD 가이드라인 개선 전/후 현장 조사 수행 후 공동연구기관/철도운영기관/전문가를 대상으로 5점 리커트 척도로 평가한 결과 약 50.3%의 편의성 향상을 보였다. 또한 UD 원칙에 따른 적용 여부를 평가한 결과 개선 전 평균 약 1.8점 ${\rightarrow}$ 개선 후 4.2점으로 약 48.7% 개선되어 전체적으로 UD 가이드라인의 설계기준이 잘 적용된 것으로 나타났다. 본 연구에서 제시한 UD 기반 평가기준 및 방법론은 향후 도시철도역사 시설물의 UD 적용 여부를 평가하는 정량적인 방법으로 향후 도시철도역사 UD 가이드라인 적용에 따른 평가시 활용 가능할 것으로 판단되어진다.

Court's Criteria for Judging Research Misconduct and JRPE Goals

  • Purpose: Focusing on Supreme Court precedents, we intend to establish criteria for judging research misconduct. Research design, data and methodology: In addition, I would like to propose the criteria for judging research misconduct by the KODISA, which applies the court's standards well in practice, and guidelines for preventing research misconduct. Research design, data and methodology: After classifying the case of research misconduct into six cases, the court's judgment and practical application will be reviewed. Results: First, research misconduct that has passed the disciplinary prescription can be punished. This is because the state of illegality continues to this day. Second, even if there were no punishment regulations at the time of research misconduct, it can be retroactively punished with the current punishment regulations. This is because research ethics is a universal and common standard and does not change. Third, if there is a fact that infringes on intellectual property rights, it is presumed unwritten intentions. Therefore, the act of taking and using the work of another person without permission or proper citation procedure, even if it is unintentional and for the public interest, is a research misconduct. Fourth, if there is an inappropriate citation notation, the intention of research misconduct is presumed. It is the judgment of the court that even if a quotation is marked, if it is incomplete, it is recognized as plagiarism. Fifth, if the author uses the work of another person without proper source indication, it is plagiarism even if the other person who owns the copyright agrees to it. The understanding or consent of some parties does not justify research misconduct in violation of public trust. Sixth, it is a research misconduct to create a new work without citations for one's previous work. In addition, even if there is a citation, if the subsequent writing is not original, it is a research misconduct. Conclusions: Academia should clarify the scope of research misconduct by referring to the Research Ethics Regulations of KODISA, and deal with research results that lack the value as creative works similar to those of research misconduct.

국내외 친환경건축물 인증제도 실내 환경 관련 부문 비교분석 및 개선안 연구 (A Study on the Comparative Analysis and Improvement of Indoor Environmental Factor in Green Building Rating Systems)

  • To promote environmentally responsible architectural practice, many nations have established their own green building rating system. Among other criteria, recently the indoor environmental quality section has been paid great attention due to Sick Building Syndrome, as this believed to caused by polluted indoor environment. In this context, indoor environmental quality is one of very important sections of each green building rating system and closely related to the very happiness of building users. The goal of this research is to compare and analyze the indoor environmental sections of three green building rating systems, GBCC, LEED v2.1, and BREEAM Office 2005, and find a direction for the improvement of GBCC. First, the three rating systems are analyzed in general to compare the importance of indoor environmental factors in each system. Second, the indoor environmental factors are reclassified within related sub-categories for the comparable analysis. Finally, based upon the comparable analysis, directions for the improvement of GBCC are as follows: 1. GBCC's h4r Environment Section needs to clarify its VOCs criteria based upon types of finish materials. 2. Sound Environment Section's noise control criteria needs to be revised based upon types of building usages and application method. 3. An indoor lighting related section needs to be included in GBCC, as even though light is the one of the most important factors in indoor environment, it has not been included in GBCC yet. 4. The sub-section of Confortable Indoor Environment Section related to the resting space and the universal accessibility are not in accord with the goal of green building rating system. These items need to be dealt within general building codes. 5. The rating evaluation structure and process need to be streamlined.

게임 인터랙티브 스토리텔링 설계에 관한 연구 : The Elder Scrolls 5 Skyrim을 중심으로 (Study of Game Interactive Storytelling Design : Focusing on The Elder Scrolls 5 Skyrim)

  • 현재 많은 샌드박스 게임들이 출시되고 있으며, 또한 많은 게임들이 샌드박스 게임의 요소를 게임 속에 추가하고 있다. 극도로 높은 자유도에 수많은 게임사용자들이 매료되었기 때문이다. 게임에 자유도를 제공하는 주요 요소 중의 하나가 바로 인터랙티브 스토리텔링이다. 이는 게임 설계 과정에서 매우 중요한 부분으로서 게임의 배경을 제공하고 게임의 현실성을 향상시키며, 게임 몰입도를 높여서 게임에 대한 게임사용자의 흥미를 오랫동안 유지시킬 수 있다. 게임 인터랙티브 스토리텔링 시스템의 주요 구성 요소로는 게임 배경 인터랙티브 스토리텔링과 게임 캐릭터 인터랙티브 스토리텔링이 있다. 이 두 가지 구성 요소는 모두 실제의 게임 모드에 따라 서로 다른 방향으로 진화할 수 있다. 본 연구에서는 성공적으로 게임 인터랙티브 스토리텔링을 설계한 게임인 The Elder Scrolls 5 Skyrim을 사례로 삼아, 게임 가운데 존재하는 대량의 인터랙티브 스토리텔링 사례 및 이에 대한 게이머의 체험을 분석하였다. 또한 분석 결과를 공통점에 따라 정리하였고, 이를 토대로 게임 인터랙티브 스토리텔링 설계의 보편적인 원칙들을 도출하였다. 그리고 게임에 대한 게임사용자의 주관적이고 직관적인 요소를 통해 명확한 인터랙티브 스토리텔링 설계 모델을 구축하고, 게임 인터랙티브 스토리텔링을 설계할 때 활용할 수 있는 정성적인 설계 기준과 틀을 마련하고자 하였다. 또한 샌드박스 게임에서의 보편적인 인터랙티브 스토리텔링 설계 방법을 모색하고 피해야할 사항들을 살펴보았다.

  • The root of cultural and artistic diversity of modern society goes hand in hand with the appearance of new art concepts that started during the social and cultural turmoil. These concepts crossed the boundaries of traditional and universal aesthetic concepts and value criteria. Since there is a close relationship between the fashion industry and the cultural flow of its times, the purpose of this study is to investigate the influences and applications of conceptual art, which became one of the big frameworks of contemporary art on fashion. The study thus sets out to develop and analyze the collections of Hussein Chalayan and Martin Margiela, who were fashion designers that pursued conceptual and ideal values, from the perspective of conceptual art. The goal was to examine the conceptual thoughts they sought after, and to understand their expressive determinations that they pursued conceptually as well as the superficial formativeness of their works. The characteristics according to the expressive methods and conceptual intentions of conceptual art that specified concepts and ideas were as follows: readymade symbolized objects, expanded intervention, data form from process of changing and implementation, and language as visual metaphors. Then those characteristics of conceptual art were used in this study to analyze the collections of Chalayan and Margiela. As a result, both designers applied and mixed many characteristics of the expressive methods of conceptual art. In modern society, art and fashion share a cultural identity and it can be said that it is an accurate reflection of the time. They are not separate genres. Just like the unique flow of modern society that creates new concepts through mixture and infusion of different disciplines, fashion is included in the domain of art. In addition, understanding and studying other disciplines can make a huge contribution to the growth and development of fashion.

패션쇼의 융복합 연출 특성에 관한 연구 - 루이비통 여성복 컬렉션을 중심으로 - (A Study on the Convergence Directing Characteristics of a Fashion Show - Focused on the Louis Vuitton Women's Collection -)

  • Convergence, a universal phenomenon in modern society, takes place in various ways throughout society, and the concept of convergence can also be observed in fashion shows. The concept of convergence is actively emerging in terms of fashion show directing. The purpose of this study is to suggest the development of fashion show directing by analyzing the convergence characteristics of fashion show directing through a Louis Vuitton fashion show, and to provide data on convergence in fashion shows. The object of the study is the women's Paris Pret-a-porter and women's cruise collection presented at the Louis Vuitton fashion show. The research method integrated the criteria for analysis and the characteristics of fashion show production through previous studies and a literature review. The characteristics of convergence production in Louis Vuitton fashion shows were identifeid through literature and visual data. In this study, the convergence of the Louis Vuitton fashion shows were divided into four categories: genre integration, sensory synesthesia, perspective diversification, and media scalability. First, the integration of genres enhanced the brand image and effectively conveyed the concept of the show. Second, the synesthesia of the senses expanded communication with the audience and increased the audience's immersion. It has also become a new way to experience fashion shows in person. Third, the diversity of perspectives changed and diversified the way audiences experienced fashion shows. Fourth, the scalability of the media means various ways in which the audience can experience fashion shows. Through this, it is possible to effectively convey information and experiences about fashion shows to the audience.

건강보험 기본급여의 우선순위 (Priority-setting in Expanding the Basic Benefit Package in Korean Health Insurance Scheme)

  • Universal health insurance normally requires a basic benefit package, whose design intersects with almost all other aspects of the health insurance debate. Despite its central importance, basic benefit package has not received the analysis it deserves in Korea. The issue of how to decide which health services should be delivered and to whom has been a matter for consistent policy debate. Many industrialized countries observed in this study have been dealing explicitly or implicitly with the basic benefit package. The methods vary from having a specific positive list of services (Bismarkian countries) to the use of guidelines (Beveridgian countries). The purpose of this paper is to form the underlying principles and process for determining what is included or left out by getting accurate and representative responses from health-related personnel. Mail survey is used. Economic burden for treatment, seriousness of disease and urgency of treatment are ranked at the first three priorities. Services that had been suspended because of financial crisis in health insurance scheme in 2001 were selected as items which should firstly be expanded into coverage. Diagnostic test against heart disease and vaccination were also selected as items which should additionally belong to the list of covered services.
