In thisletter, we developed technology which can exclude effect of cloudsto perform remote waterbody detection based on Sentinel-2 optical satellite imagery to calculate the area of ungauged reservoirs and applied to the Hwanggang dam reservoir, a representative ungauged reservoir, to verify usability. The remote waterbody detection technology calculates the cloud blocking ratio by comparing the cloud boundary in the Sentinel-2 imagery and the reservoir boundary first. Next, itselects data whose cloud blocking ratio does not exceed a specific value and calculates NDWI (Normalized Difference Water Index) with selected imagery. In last, it calculatesthe area of the reservoir by counting the number of grids which have NDWI value considered as waterbody within the boundary of the target reservoir and correcting with cloud blocking ratio. To determine cloud blocking ratio threshold forselecting image, we performed the area calculation of Hwanggang dam reservoir from July 2018 to October 2021. As a result, when the cloud blocking ratio threshold wasset 10%, we confirmed that the result with large error due to clouds were filtered well and obtained 114 results that can show changes in Hwanggang dam reservoir area among 220 images.

The object of this study was to assess availability of meteorological drought index for agricultural dorught estimation in ungauged area of agricultural drought parameters which are reservoir water level and soil moisture. The IADI (Integrated Agricultural Drought Index) and the SPI (Standard Precipitation Index), which are the criteria for determining agricultural drought and meteorological drought, were calculated and compared. For this purpose, the droughts that occurred in the Baeksan reservoir in Gimje and the Edong reservoir in Suwon were evaluated by using the IADI and SPI drought indecies. In addition, we compared and analyzed the depth of drought based on the two drought indices. Evaluations derived form the IADI and SPI showed that the standard precipitation index tended to indicate the occurrence of drought earlier than the integrated agricultural drought index. However, the integrated agricultural drought index was better than the standard precipitation index at evaluating the severity of drought during the period of irrigation. The relationship between these two drought indices seems to be useful for decision making in the case of drought, and it is considered that more studies are needed to examine the applicability of these drought indexes.

In order to estimate release water from reservoirs located on ungaged watersheds, an algorithm was suggested based on hydrologic reservoir routing and real time calibrating watershed parameters. A prototype - simple computer program was developed to implement the algorithm with Genetic Algorithm technic. The program was applied to a mid-size reservoir and its ungauged watershed area using observed rainfall data, spillway gates operation data and reservoir water stage time series data under a existing storm event. The result shows that the algorithm and the prototype would be useful to simulate released water from reservoirs.

Reservoir storage and water level information is essential for accurate drought monitoring and prediction. In particular, the agricultural drought has increased the risk of agricultural water shortages due to regional bias in reservoirs and water supply facilities, which are major water supply facilities for agricultural water. Therefore, it is important to evaluate the available water capacity of the reservoir, and it is necessary to determine the water surface area and water capacity. Remote sensing provides images of temporal water storage and level variations, and a combination of both measurement techniques can indicate a change in water volume. In areas of ungauged water volume, satellite remote sensing image acts as a powerful tool to measure changes in surface water level. The purpose of this study is to estimate of reservoir storage and level variations using satellite remote sensing image combined with hydrological statistical data and the Normalized Difference Water Index (NDWI). Water surface areas were estimated using the Sentinel-2 satellite images in Seosan, Chungcheongnam-do from 2016 to 2018. The remote sensing-based reservoir storage estimation algorithm from this study is general and transferable to applications for lakes and reservoirs. The data set can be used for improving the representation of water resources management for incorporating lakes into weather forecasting models and climate models, and hydrologic processes.
To provide a reliable tool for runoff simulations of ungauged watersheds upstream of reservoirs, a daily runoff simulation model, Tank model, is restructured, the parameter regionalization of the model is conducted, and the model's applicability is evaluated. Taking into account the characteristics of runoffs from the watersheds, a three-tank model is employed. The percolation process of the model's third tank is eliminated, considering the water budgets of the watersheds, and its evapotranspiration component is improved, reflecting the conditions of meteorological observation in South Korea. The sensitivity analysis of the model shows that the model's behaviors, varying with a sensitive parameter, ${\alpha}$, are reasonable. The regional parameter estimation equations are determined, using the characteristics and land uses of the watersheds as variables. The model is applied for the runoff simulations of three watersheds and the water stage simulation of one reservoir, and the simulation results are then compared with the observed values, which prove to be in close agreement with the observations. In addition, the results from simulating inflows of twenty-four reservoirs using the model show that the averages of evapotranspiration rate and runoff rate are 42.8% and 56.6%, respectively, which are resonable. Consequently, it is concluded that the model is practically applicable to simulating runoffs from watersheds upstream of reservoirs, and simulated inflow data are useful for watershed management and reservoir planning, design, and operation.
Agricultural reservoirs supply water for various purposes such as irrigation, maintenance, and living. Since agricultural reservoirs respond sensitively to seasonal and climate changes, it is essential to estimate supply and inflow for efficient operation, and water management should be done based on these data. However, in the case of agricultural reservoirs, the measurement of supply and inflow is relatively insufficient compared to multi-purpose dams, and inflow-supply analysis in agricultural reservoirs through water balance analysis is necessary for efficient water management. Therefore, rainfall-runoff analysis models such as ONE model and Tank model have been developed and used for reservoir water balance analysis, but the applicability analysis for ungauged watersheds is insufficient. The ONE model is designed for daily runoff calculation, and the model has one parameter, which is advantageous for calibration and ungauged watershed analysis. In this study, the water balance was analyzed through the ONE model and the Tank model for 15 watersheds upstream of dams, and R2 and NSE were used to quantitatively compare the performance of the two models. The simulation results show that the ONE model is suitable for predicting the inflow of agricultural reservoirs with the ungauged watershed

The implementation of drought measures in the upstream areas of river basins is seldom considered with respect to water supply. However, the demand for such measures is increasing rapidly owing to the occurrence of severe droughts, and interventions on streams and the water supply are needed. Physical interventions are an option to prevent streams from becoming dry and to maintain stream water flow, but dam construction is challenging because of environmental and ecological considerations. Here, a feasibility study was conducted to assess the potential effects of sand dams, which are widely used in arid regions in Africa. The SWAT-K model, which is a hydrologic model used for Korean watersheds, is used to estimate the flow rate of water in an ungauged watershed. The changes in water storage of the sand-dammed reservoir and in downstream flow rates are estimated for two types of sand dam (natural and dredged). The results show that sand dams are capable of increasing the downstream flow rate during normal conditions and of mitigating water supply problems caused by the withdrawal of water during drought periods.
This study selected major drought events that occurred in the Jeonnam region from 1991 to 2023, examining both meteorological and hydrological drought occurrence mechanisms. The daily drought index was calculated using rainfall and dam storage as input data, and the drought propagation characteristics from meteorological drought to hydrological drought were analyzed. The characteristics of the 2022-23 drought, which recently occurred in the Jeonnam region and caused serious damage, were evaluated. Compared to historical droughts, the duration of the hydrological drought for 2022-2023 lasted 334 days, the second longest after 2017-2018, the drought severity was evaluated as the most severe at -1.76. As a result of a linked analysis of SPI (StandQardized Precipitation Index), and SRSI (Standardized Reservoir Storage Index), it is possible to suggest a proactive utilization for SPI(6) to respond to hydrological drought. Furthermore, by confirming the similarity between SRSI and SPI(12) in long-term drought monitoring, the applicability of SPI(12) to hydrological drought monitoring in ungauged basins was also confirmed. Through this study, it was confirmed that the long-term dryness that occurs during the summer rainy season can transition into a serious level of hydrological drought. Therefore, for preemptive drought response, it is necessary to use real-time monitoring results of various drought indices and understand the propagation phenomenon from meteorological-agricultural-hydrological drought to secure a sufficient drought response period.
This study aims to assess the influence of climate change on the hydrological cycle at a basin level in North Korea. The selected model for this study is MRI-CGCM 3, the one used for the Coupled Model Intercomparison Project Phase 5 (CMIP5). Moreover, this study adopted the Spatial Disaggregation-Quantile Delta Mapping (SDQDM), which is one of the stochastic downscaling techniques, to conduct the bias correction for climate change scenarios. The comparison between the preapplication and postapplication of the SDQDM supported the study's review on the technique's validity. In addition, as this study determined the influence of climate change on the hydrological cycle, it also observed the runoff in North Korea. In predicting such influence, parameters of a runoff model used for the analysis should be optimized. However, North Korea is classified as an ungauged region for its political characteristics, and it was difficult to collect the country's runoff observation data. Hence, the study selected 16 basins with secured high-quality runoff data, and the M-RAT model's optimized parameters were calculated. The study also analyzed the correlation among variables for basin characteristics to consider multicollinearity. Then, based on a phased regression analysis, the study developed an equation to calculate parameters for ungauged basin areas. To verify the equation, the study assumed the Osipcheon River, Namdaecheon Stream, Yongdang Reservoir, and Yonggang Stream as ungauged basin areas and conducted cross-validation. As a result, for all the four basin areas, high efficiency was confirmed with the efficiency coefficients of 0.8 or higher. The study used climate change scenarios and parameters of the estimated runoff model to assess the changes in hydrological cycle processes at a basin level from climate change in the Amnokgang River of North Korea. The results showed that climate change would lead to an increase in precipitation, and the corresponding rise in temperature is predicted to cause elevating evapotranspiration. However, it was found that the storage capacity in the basin decreased. The result of the analysis on flow duration indicated a decrease in flow on the 95th day; an increase in the drought flow during the periods of Future 1 and Future 2; and an increase in both flows for the period of Future 3.
