U-Eco City 테스트베드 구축사업은 U-Eco City사업 단의 타 핵심과제에서 개발된 요소기술과 타 연구과제의 기술을 테스트베드에 적용하여 각 기술의 현장 적용 시 문제점을 파악하고 보완체계를 수립해 나감으로써 기술의 완성도를 높이고자 하는 것이 목표이다. 이와 함께 테스트베드 구축의 경험을 바탕으로 국내 지방자치단체 및 해외 시장에 U-Eco City 건설 경험을 체계화하여 이를 판매하고자 하는 목표가 있다. 이를 위해서는 U-Eco City 적용 기술 평가, U-Eco City 테스트베드 대상지에 대한 종합시설계획 수립, 상세계획 수립, U-Eco City 테스트베드 구축 및 모니터링 등 전 과정의 경험과 지식을 체계화하고, 이를 국내 및 국외 시장에 적용할 수 있는 U-Eco City 구축 가이드라인의 작성이 필요하다. U-Eco City 테스트베드 구축의 1차년도 연구목적은 U-Eco City 구축 가이드라인 작성을 위한 기초연구를 수행하는 것으로 기존 U-City 추진상의 문제점을 분석하고, 생태도시와 U-City와의 연계성을 파악하였으며, U-City 구축 단계를 체계화하고, 단계별 고려사항을 정리하였다.

The development of the Information Technology(IT) has brought enormous change to the human life, not even only to the politics, economy, society, and cultures, but all the way through the people's consciousness and cultural patterns. However, the information society resulted information inequality issues and especially to those disabled people, who have more difficulties on the technology adaptation, the "digital divide" symptom is significantly found. At present the rapid development of IT has gone beyond the level of the information society and it is accelerating the ubiquitous society that will combine people, computers, and all objects into one. And during the time of ubiquitous the "digital divide" will still exist. This research is focused on the digital divide of disabled people that were insufficiently covered in the research of digital divide and ubiquitous. From the empirical study of the effect that the disabled contributes on the service usability in U-City, the factors of background of the digital divide, and the difference of such factors in types of sex, ages, disabled types, and disabled class, and finally how the ubiquitous divide of the disabled affects have been researched. Based on the proposed study model and by analyzing the model by structural equation, following resulted was gained. (1) With the TAM (TAM : Technology Acceptance Model), which is commonly used in the studies of IT devices and services, the digital divide of the disabled cases cannot be identified sufficiently since it is not eligible for Using Intention of U-City Services. (2) In case of the disabled, the mental factors like willingness to overcome the impediment and accessibility like environment to meet the information services and ability to access the services are more effective on Using Intention of U-City Services rather than TAM.

유비쿼터스 도시(ubiquitous city, U-City)는 도시건설에 정보통신기술(ICT)이 접목되어 시민 삶의 질을 제고하고 도시를 효율적으로 관리하는 스마트한 도시의 개념을 내포한다. 유비쿼터스 도시의 건설 등에 관한 법률은 U-City의 구성요소로 도시통합운영센터, 지능화시설, U-City 기반시설 등을 제시하나 구체적 기준이 부재한 상태이다. 이로 인해 지자체들이 자의적 판단과 현실적 제약으로 U-City를 차별적으로 구축하고 있어 지자체 U-City의 질적 향상 및 품질 제고를 위한 노력이 필요한 시기이다. 지난 1-2차 연구단계에서는 U-City의 구성요소인 유비쿼터스 계획, 기술, 기반시설, 서비스 수준진단목표로서 안정성, 연결성, 목적부합성, 발전성을 기반으로 전반적 평가항목들을 검토하였다. 이 연구는 3차 단계로 지역현실에 맞게 지자체의 U-City 수준을 진단하기 위해 갱신 및 시범 적용이 가능한 실질적이고 구체적인 평가지표를 단계별로 소개한다. 연구결과를 통하여 U-City의 스마트화를 위한 지속적인 발전 및 고도화를 촉진하기 위해 자생적인 지역단위의 U-City로 정착할 수 있고 U-City의 재활성화 촉진에 기여할 것으로 기대된다.

본 연구는 u-City의 해외시장 선점과 관련된 현황을 분석하고 이를 바탕으로 효과적인 u-City 국가 전략 방안을 모색하는데 목적이 있다. 국외의 u-City 수출시장이 초기 시장이기는 하지만 크게 확대될 것으로 예측되기 때문에 u-City에 관련된 표준화를 선도하고 해외 홍보활동과 기술선진국들과의 협력 등의 전략을 통해 u-City 시장 선점을 위한 준비가 필요한 시점이다. 따라서 본 연구에서는 현재 u-City 시장선점과 관련된 정책 현황을 살펴보고, u-City 해외시장과 관련된 여러 현황들을 토대로 u-City 해외시장 선점과 관련된 SWOT 분석을 실시한 후 분석 결과를 토대로 (1) 지속적 현황 파악, (2) 국내 및 국제 네트워크 연계, (3) 국제 개발 협력, (4) 핵심 기술력 확보라는 4 가지 u-City 해외 시장 선점을 위한 전략들을 제안하였다. 본 연구는 기본적으로 문헌연구를 중심으로 관련 전문가들의 검토과정들을 거치는 방식으로 수행되었으며 차후 u-City 종합계획 수립에 반영될 수 있도록 논문의 실용성에 대한 부분도 고려되었다.

최근 유비쿼터스 환경의 특성을 바탕으로 모든 자원을 지능화하여 네트워크화 함으로써 시간과 공간의 제약없이 어떤 서비스의 제공도 가능한 환경을 구현하여 국민 삶의 질 향상 및 창의성을 극대화하고, 산업생산성을 증대시킨다. 특히 유비쿼터스 컴퓨팅, 정보통신기술을 기반으로 도시 전반의 영역을 융합하여, 통합되고, 지능적이며, 스스로 혁신되는 공간을 구성하는 유비쿼터스 관련기술이 활발히 연구되고 있다. 본 연구에서는 유비쿼터스 시스템이 시설물에 적용될 때 필요한 기반 기술과 시스템의 종류에 알아보고 사례연구를 통해 유비쿼터스 시스템의 필요성과 기대효과를 분석함으로써 다중 이용 시설물에서 유비쿼터스 시스템을 구축할 수 있는 방안에 대해서 알아보고자 한다.

"The Act on Ubiquitous City Construction and etc." stipulates the regulations on the planning, construction and management of the u-City. As its national-level law system is about to take its effects, future new city developments are expected to have its legal basis to be built to meet u-City requirements. Also, it is anticipated that such needs would require much more planning techniques and strategies. In reaction to those upcoming needs, this study is to search for new IT infrastructure construction process of the u-City in reality. It is also to supply with the each step framework to execute the u-City projects in more structuralize and systemize manner. Therefore, with the u-City IT infra construction guide line v1.0, purpose of the establishment of comprehensive IT infrastructure construction process.

U-Eco City is promoted nation-wide by development of recent IT technology, method of effective countermeasure disasters, which real-time wire/wireless communication network, and 3D-Web GIS shall be connected that massive database, intelligent service be perceived. U&V-City is the four-dimensional future city that actualizes an intelligent daily ubiquitous computing service by embodying 3D-Virtual City, the reproduction of real world U-City while using Digital map, satellite image, VRML(Virtual Reality Modeling Language), which are presentation tool to describe city components and by efficiently catch and cope about nature and human disasters while employing EAI(External Authoring Interface) that provides HTML&JAVA, and interface for efficient removal/process of massive information/service and also by employing GPS/LBS/Navigation in support of the world-wide orientation concept, and RTLS(Real Time Location System).

도시의 궁극적인 목적은 '도시의 삶의 질 향상'이다. 이를 이루기 위하여 지역사회 합의,평가와 지역공동체의 비젼과 목표의 공유는 물론 지역 및 커뮤니티의 컨텐츠 생산 및 유통 소비의 최적화가 요구된다. U-City에서 서비스의 내용인 콘텐츠의 공유에 대한 요구와 필요성이 증가하고 있다. 온톨로지는 공유를 전제로 의미적 관계를 설정하기 위한 도구로서 이러한 변화에 대응하는 온톨로지 기반 U-Service 모델 설계가 필요하다. 본 연구는 유비쿼터스 환경에서 온톨로지 위치기반 콘텐츠를 최대한 표현할 수 있도록 하는 지도의 생성 및 서비스 구현의 가능성을 밝혀보았다.

U-City의 계획, 건설 및 운영 관리를 지원하기 위한 "유비쿼터스도시의건설등에관한법률(이하 'u-City법')" 이 제정, 공포되었다(2008.3.28). 이러한 법제도적 기반을 바탕으로 u-City 통합운영센터(이하 '운영센터')는 u-City는 일반도시가 u-City로 변모하기 위한 필수 구현요소로서의 의미를 갖게 되었다. 본 연구의 목적은 운영센터의 성공적 구현을 위한 법적 기반 조성의 일환으로 이제까지 거론된 운영센터의 제반 현안을 기능 및 그 구현을 위한 적정한 입지를 중심으로 재정리하고, 운영센터의 성공 구현을 위한 제도정착의 기본방향과 추진전략을 제시하는데 있다. 본 연구의 결론으로서 운영센터의 성공적 제도화 정착을 위해서는 기능유형의 분류 및 표준화, 사업위계별 센터의 기능부여, u-City서비스 및 기반시설 등 운영센터 제도화에 요구되는 기초 관련용어 및 상호관계 규정 등의 필요성이 제시되었다. 또한 센터의 기능 및 입지의 구체화에 따른 재원확보방안 및 SPC 등 민간참여에 의한 운영센터 실행력 확보방안과 법제도적 측면에서 운영센터 설치관련 의무규정 명확화 등이 제시되었다.

최근 IT산업 기술의 발전으로 U-City가 전국적으로 추진되는 가운데 유비쿼터스를 효과적으로 구현하기 위해 도시 구성요소 표현 매체인 수치지도(map)와 위성영상, 인터넷 가상세계구현 표준 언어인 VRML(Virtual Reality Modeling Language)를 이용하여 현실세계의 U-City를 그대로 모사한 3차원 3D-가상도시 개념을 정립하였다. 가상도시(V-City)에서는 USN기반의 수많은 데이터베이스 자료와 지능형 서비스정보를 언제 어디서나 상황인지 하기 위하여 실시간 유, 무선 통신 네트워크와 연계시킨 가상도시 개념을 통해, 방대한 양의 유비쿼터스 정보와 서비스를 효율적으로 제어, 처리하기 위한 HTML 자바 애플릿과 인터페이스를 제공하는 EAI(External Authoring Interface)방식을 채용하여 RFID/USN으로 구축된 도시 생활정보를 효율적으로 연동시킴으로써 지능화된 유비쿼터스 컴퓨팅 생활서비스를 구현하는 전 세계 공간 위치 개념의 GPS, LBS, 내비게이션 시간개념의 RTLS와 함께 4차원개념의 유비쿼터스 가상도시(U&V-City) 시스템을 제안하였다.
