  • The purpose of this study is to perform an analysis on the design methods of the "UR Housing Stock Renewal Design Competition" for Hanahata No.27 Housing by the UR Renaissance Agency in Japan. The analysis is done by looking at the aspects of lifestyle, demographics, environment, and community changes. The results are as follows: 1) Since demographic changes are caused by low fertility, aging populations need the support of locally-based social welfare facilities of which the architectural aspect can be examined. 2) Changes in lifestyle, such as diversity of family composition, flexibility of work, and improvement of leisurely activities require residents to have public spaces and facilities 3) Since environmental changes caused by deteriorated housing need the conversion of awareness about housing estates as a social asset. 4) To revitalize the community, houses, public facilities, and communal outdoor spaces must be connected. The results of this study are expected to serve as clues to the future direction of sustainable conversion in Korea.

  • This short paper is about the background, progress, achievement as well as the direction of Urban Regeneration (UR) Policy since 2013 in Korea. The UR in Korea has been recognized and initiated late compared to UK, Japan as well as many other countries that have achieved economic growth earlier than Korea. In 2013, the Special Law on UR established and the UR project has begun in earnest. However, there are still a number of pending issues required to be resolved for the regeneration of declining cities. After reviewing the background of UR in Korea, we would go through the progress and achievement of UR and then we look at the follow-up measures required to be resolved in short period as well as longer term for successful UR.

일본 UR도시기구의 안심주공간사업자참여제도를 통한 지역복지거점시설 정비사례 연구 (A Case Study on the Local-based Welfare Facilities of Urban Renaissance Agency in Japan by Business Entry System for Stable Living)

  • The purpose of this study is to analyze local-based social welfare facilities to respond to secular change of the UR rental housing estates in Japan. The selected case studies for the analysis are Hibarigaoka, Hamakousien, Turumai UR rental housing estates constructed around 1960's. The analysis was done through UR website, MLIT (Ministry of Land, Infrastructure, Transport and Tourism) and MHLW (Ministry of Health, Labour and Welfare) policy report, and related literature. These case studies are connected with housing policy as well as welfare policy and performed to Stable Living Creation Project by Business Entry System for Stable Living. The types of local-based social welfare facilities are classified by welfare corporation and medical corporation. The results are as follows: 1) The implementation of cooperative and participative system not only the private sector (welfare and medical Corporation, etc.) but also the public (MLIT, MHLW, UR Renaissance Agency, Local government, etc.). 2) Repurposed of land through rent and transfer of land for local-based social welfare facilities in the process of housing stock renewal utilization. 3) The pursue of regional revitalization through attached to multi-generation facility or local community space for elderly in local-based social welfare facilities.

일본 UR임대주택단지의 커뮤니티활성화 지원실태에 관한 고찰 (A Consideration of the Present Status of Support for Community Revitalization in the Japanese UR Rental Housing Complex)

  • This study aims to analyze community support methods and specific attainments of UR rental housing complex S in Japan and examine the present state of community formation.. UR rental housing S is part of the community revitalization support project launched by UR Urban Agency for creating exchanges among residents in the rental housing complex and in this study, the community support project from February to November 2013 was considered. As community revitalization support tasks, five types of events and exchange meetings were held. While the events and exchange meetings continued, even the residents who did not join the residents' association began to make an exchange with each other and their identity as residents enhanced, which means there was a change in the sense of community. Moreover, it is thought that a good solution to maintaining the chance for the events and exchange meetings after the support project is that residents of the younger generation actively cooperate in management as the residents' association members. 5 years after the support project, the present condition of activities of complex residents was examined, but the Residents' Association was disbanded due to the aging of residents, a growth in residents and low participation rates of the younger generation. Besides, there is a complete absence of community activities in the complex now.

주거단지의 지속전환을 위한 기존 수목 보존과 활용 - 일본 UR도시기구의 그린뱅크 시스템을 중심으로 - (A Study on the Preserving, Replanting and Recycling of Reconstruction Estates' Existing Trees for Sustainable Conversion - Focused on the Case of Greenbank System by UR Agency in Japan -)

  • There are many existing trees are to be damaged by reconstruction of large housing estates. The purpose of this study was to find out sustainable conversion methods of Greenbank system by UR Agency. Greenbank system is divided 3 parts as Preserving, Replanting, Recycling of Existing trees. Literature and institutional review and site survey of 5 reconstruction housing estate were the methods for the following findings. The results are follows. Firstly, Because of feasibility of reconstruction, existing trees are preserving at boundary space of reconstruction housing estates. Secondly, existing trees are preserving at inner space for remember of resettlement as symbolic trees. It is conformed by residents participation with UR Agency and city official. Thirdly, Preserving and replanting trees are recorded signboard in the reconstruction housing estates, and preserving of trees are developed as Green workshop by residents. Fourthly, Besides Preserving and Replanting trees, the other trees are recycling as bench, play equipment, planter, etc. And it is remained symbol of reconstruction housing estates. Fifthly, District planning as a institutional, Guidelines as a noninstitutional method are very efficiently for preserving trees. But a part of this study can be adapt reconstruction housing estates in Korea. The results of this study are expected to serve some clue for dealing with the practice of sustainable conversion in housing estates.

한.미.일 수출보험이 수출에 미치는 영향에 관한 실증분석 -전자무역을 위한 제도개선 중심으로- (A Comparative Analysis on the Effects of Export Insurance upon Exports in Korea, the United States, and Japan -Export Insurance for E-trading Promotion-)

  • Korean Government has provided special support to Korean export industry during past 40 years. However, due to the agreement on UR and appearance of WTO, the Government can't provide most of the subsidies which were allowed before WTO era. Hence, export insurance system became more useful tool since it's one of the few allowed subsidies under WTO. This study tries to find the impacts of export insurance systems on the exports in Korea, the United States, and Japan. Firstly, this study surveyed the export insurance systems of Korea, the United States, and Japan. Then, using a regression analysis it analysed the effects of export insurance systems upon the exports in Korea, the United States, and Japan respectively. The period of data is from 1980 to 1999. The results of the regression analysis for export insurance showed significant and positive effects of both Korean and Japanese but the United States showed insignificant and positive upon the exports.

아시아 공공주택기관의 사업특성 및 재무현황 비교 연구 : 한국, 일본, 싱가포르, 홍콩을 중심으로 (A Comparative Study on the Business and Financial Structure of Public Housing Agencies in Asia: Korea, Japan, Singapore and Hong Kong)

  • 본 논문은 최근 정책적 이슈로 대두되고 있는 한국토지주택공사(LH)의 부채문제 및 미래 역할과 관련하여 일본 도시재생기구(UR), 싱가포르 주택개발위원회(HDB), 홍콩 주택청(HA) 사례를 살펴봄으로써 시사점을 얻는 것을 목적으로 한다. 이를 위해 국가별 주택정책의 전개과정과 각 기관의 사업내용 및 재무적 상황을 구체적으로 파악하고 비교하였다. 그 결과 주택대량공급 정책의 재검토, 임대주택 수혜계층 범위 확대, 도시재생 활성화, 민간과 지자체와의 협력강화, 정책사업 수행을 위한 LH 자금조달과 사업 손실에 대한 정부지원 강화, 공공주택기관 부채에 대한 재인식 등이 필요하다는 결론을 도출할 수 있었다. 본 연구는 이론적 관점이 아니라 주택 및 도시문제 해결을 위해 우리나라와 유사한 정책집행체계를 운영하고 있는 아시아 국가의 공공주택기관 실태를 통해 정책개선 방향을 제안하였다는 점에서 의의를 가진다.

Housing / Urban Development Integrated with Flood-Control Reservoirs in Japan

  • The purpose of this paper is to introduce two integrated urban development projects in Japan that take full advantage of flood-control reservoirs: the Tetsugakudo Park Collective Housing Development Project and the Koshigaya Lake Town Project. The former project - implemented cooperatively by the Tokyo metropolitan government in charge of river management, Shinjuku and Nakano wards (in Tokyo) responsible for park management, and the Urban Renaissance Agency, a housing project developer - set a significant precedent for three-dimensional river use by realizing the three-dimensional integrated development of a flood control reservoir, a park, and collective housing. The Koshigaya Lake Town Project, launched as a drastic storm water management measure for a low-lying area often plagued by flooding, has achieved a sustainable coexistence between the waterfront environment and the urban living environment, with an artificial flood-control reservoir as the core for urban development. This project is fully committed to environmental coexistence through the optimal use of local environmental resources, with the cooperation of the central government, Saitama Prefecture and Koshigaya City.

한일간(韓日間) 논의 공익적(公益的) 기능별(機能別) 가치평가(價値評價) 비교분석(比較分析) (Comparative Analysis of Multi-functional Public Values of Paddy Fields in Korea and Japan)

  • Rice farming is not only the most important income resources of Korean farmers but also the roots of Korean traditional culture. Paddy fields have acted as an food supply base but also have contributed to the public multi-functions such as flood control, water conservation, controlling soil erosion, providing recreational and resting spaces, water purification, air cleaning, oxygen supply and air cooling and so on. The public multi-functions of paddy except rice production have not been evaluated before UR negotiation and starting WTO system. Under the drastic changes of rice economic settings as price decrease of rice and downward decrease of farm income, Korean and Japanese farmers might have lost their intention to grow rice in paddy fields without the direct payment system to compensate rice income decrease. To adapt the direct payment system, the total public value of multi-function of paddy should be identified in terms of money. According to the research results, the total value of multi-functional value of paddy in Korea were estimated 21,596thousand won which is higher than rice production value by 2.1 times. On the other hand the total value of Japanese paddy were amounted to 21,390 Yen which is more than that of Korea by 10times outstandingly. Likewise Japanese have evaluated the paddy field very important enterprise from the view point of food security and multi -functions of paddy to their socio-economic life and environmental sustainability in Japan.

일본의 농산물 수출촉진 전략과 우리의 대응 (A Study on Japanese Export Promotion Strategy for agricultural products and our countermeasures)

  • The Ministry of Agriculture, Forestry and Fisheries(MAFF) of Japan established the aim which exports the agriculture, forestry and Fisheries products amounting to a trillion Yen until 2013 in 2004, endeavoring to realize the aim in strengthening both overseas publicity activities and domestic product system. Such changes means that the Japanese agriculture is exchanging defence into attack and gives a important meaning to our agricultures which have a similar agriculture base as Japan. The countermeasures for agricultural products export promotion by MAFF is greeting a 5th year now and obtains a considerable result in agricultural products exports and the export item. Meantime, There are also opinions that the Japanese agriculture has to make efforts to cut the product cost by a large margin in order to prepares a competitive power. we have to consider the counter-measure which will be able to accommodate harmoniously both of two facts that first, Japanese Export Promotion Strategy for agricultural products is giving a hope in the Japanese rural society which have been considered that remaking will be impossible until now, and secondly, the agricultural reform which the cutting of cost and price of agricultural products will be possible in has to be promoted.
