  • The population enumeration data from the decennial U.S. census are used in the apportionment of the U.S. House of Representatives and federal revenue sharing. The primary purpose of this study is to examine the various issues about the U.S. Census 2000. More specifically, this paper analyzes the sociopolitical implications of the racial and ethnic variations in net undercount rate in the census. In addition, we investigate the politics of race and ethnicity centering the census questions on race and use of sampling for adjustment of the enumeration data.

Transformation and Future Prospect in the U.S. Census: Focusing on 2000 Census Experience and 2010 Census Plans (미국 센서스의 변화와 향후 전망: 2000년의 경험과 2010년의 계획을 중심으로)

  • This paper discusses transformation of the US population census since 1990 and its future prospects by mentioning the 2000 census experience and the 2010 census plans. First, it examines the recommendations written for the 2000 census by the Committee on National Statistics, National Research Council, such as introduction of statistical estimation, response rate improvement, long form improvement, adjustment in differential undercount by race/ethnicity, alternative census methods, collection of small-area statistics in non-census years, and census frame enhancement, and describes how the US Supreme Court decision of 1998 led the Census Bureau to fail in conducting the US version of One Number Census which uses statistical estimation by matching actual enumerations from the Census main survey and post-enumeration survey. Second, it examines one key element of the 2010 U. S. census, say, the separation of long form from short form and describes the main features of American Community Survey, a rolling census which replaces long-form component of the traditional US "Decennial Census" Another element is MAF/TIGER Enhancement Program which aims to improve enumeration accuracy in the traditional short-form census and help the Census Bureau introduce a mobile computer system as part of high-tech census operation. In this paper, it is pointed out that the separation of long form from short form is not an accidental one which results from the US Supreme Court decision, but the Census Bureau at this time in 2008 worries about the accuracy of enumeration because it has failed to develop a mobile computer system and will have to canvass 115 million households by paper and pencil by hiring 600 thousand temporary census workers.

  • After every decennial census in the U.S., national surveys such as the Consumer Expenditures surveys are redesigned. The redesigned samples will be multi-stage systematic samples. Many sampling schemes have been proposed for comparison which requires the estimation and variance estiamtion formula. This paper deals with the surveys redesign research which concerns the sample design within the Primary Sampling Unit (PSU). In constructing the estimators it deals with the problem of which first stage inflation factor to use. The expected value of the proposed estimators is also derived.

A Study of the Census, Digital Maps, and GIS Applications of the Census Data for Urban and Environmental Analysis (도시·환경분석을 위한 센서스와 수치지도의 통합에 관한 연구)

  • The purpose of this study is to find out the ways to supplement the Census, the digital maps, and their integration in comparison with the U.S. Census and the TIGER file and in light of their usefulness for urban and environmental analysis in Korea. Recommendations in this study are: (1) to include questions on household income and housing price in the Census, (2) to implement a 1~5% sampling survey similar to PUMS in the U.S. Census, (3) to make the Census Tract as a minimum size unit of analysis through subdivision of current Eup, Myon, and Dong into 5~10 smaller units, and (4) to utilize the 1:5,000 scale digital maps completed by the Korea National Geographic Institute for the fast and efficient activation of digital maps instead of producing 1:1,000 or 1:1,200 scale digital maps through each city's effort.

Bayesian estimation of median household income for small areas with some longitudinal pattern

  • One of the main objectives of the U.S. Census Bureau is the proper estimation of median household income for small areas. These estimates have an important role in the formulation of various governmental decisions and policies. Since direct survey estimates are available annually for each state or county, it is desirable to exploit the longitudinal trend in income observations in the estimation procedure. In this study, we consider Fay-Herriot type small area models which include time-specific random effect to accommodate any unspecified time varying income pattern. Analysis is carried out in a hierarchical Bayesian framework using Markov chain Monte Carlo methodology. We have evaluated our estimates by comparing those with the corresponding census estimates of 1999 using some commonly used comparison measures. It turns out that among three types of time-specific random effects the small area model with a time series random walk component provides estimates which are superior to both direct estimates and the Census Bureau estimates.

A Study of Collaboration between the Census and GIS for Urban Analysis: Modification of Digital Maps and Establishment of Census Tracts (도시분석을 위한 인구주택센서스와 GIS의 연계활용방안 연구: 수치지도의 보완과 센서스트랙의 결정)

  • Digital maps produced in Korea are various in scale and include a lot of geographic and attribute data. In this study, it is argued that, to reduce the production cost and the difficulties for renewal, it is necessary to establish the already nationally drawn 1:5,000 scale digital maps as the base maps and simplify them as much as the TIGER files in the U.S. The comprehensive data included in the digital maps in Korea are mostly land use information, which are supposed to be established separately from the digital maps. The land use information system could be maintained and updated cheaply and frequently at the local government level. In response to common needs, the land use information could be imported to GIS and used for analyses. As technologies and societies changes, the Census questions and methodologies should be changed for better uses. Along with GIS, the Census would be developed and processed more reliably and efficiently. Also, it is recommended for Korean government to develop the Census Tract and Block Group system. Current Eup, Myon, Dong as basic units for Census information may not be useful or effective for micro level urban analyses and public service planning activities because of their large population and land areas. It is recommended that optimum population of a Census Tract be 5,000 and a Block Groups 1,500, and one Census Tract includes 1~9 Block Groups. It is recommend that Census Tract and Block Group boundary lines be decided flexibly in light of population, physical features, socio-economic attributes, and tradition. For urban analyses using GIS, socio-economic census data, city government's information such as parcel data and building permit data, survey data, and satellite image data could also be used. The existence of Census Tracts and Block Groups as well as GIS could help for the data and methods to be useful for urban analyses and public service provisions.

Response Rate and Community Context: Comparison of U.S. Census and the General Social Survey (사회조사 응답률에 영향을 미치는 지역의 경제.사회적 요인: 2000년 미국 센서스와 2002년 미국 종합사회조사 비교)

  • How much do people living in different communities vary in their survey responses? A few studies have examined the effect of the social environment on survey response. Making generalizations from these studies by looking at the effect of social environment on survey response is complicated due to differences in survey dimensions, including incentives, survey mode, types of response rates, and geographic levels. Using the 2000 Census Final Response Rates(CFRR) and the 2002 General Social Survey Response Rates(GSSRR) linked with the 2000 Census in the United States, we attempt to understand how community characteristics associated with survey cooperation vary between data sets. We found that people living in poor area are less likely to cooperate with the Census but more likely to cooperate with GSS, while people living in an area with more minors under 18 is more likely to cooperate with both Census and the GSS. By using two data sources with contrasting survey dimensions within the United States, our findings have implications for survey field operations and hopefully will invigorate studies about response rates in a Korean context.

  • This paper describes how the National Statistics Office Prepared Population and Housing Census in 2005. We focus on the methods of identifying living quarters and determining the enumeration districts. In the absence of the supports of the regional administrative offices, caused by the regulation change in 1999, the NSO devised several new techniques, such as using previous census DB, administrative records, GIS, and etc.. However, not-well-organized administrative system of the regional offices, particularly in terms of the use of IT technology, becomes one of the major bottleneck for identifying living quarters. In order for better preparation of Census, we seem to concern about not only the NSO's efforts to improve survey methods, but also the administrative system of the regional offices. This may indicates that we are at the stake of moving towards a more networked administrative system beyond the present organizational boundaries.

  • This paper aims to analyze the changes in the living arrangements of the elderly in Chejoo-do for the elderly housing supply by using census data. The conclusions are as follows; The rate of living alone and living with spouse only of the elderly have been increasing. The trend in county was higher than that in city. Living alone rate of the elderly of Chejoo-do was higher than that of Korean average. Even in the oldest old, living alone rate has been increasing in Chejoo-do. It is a unique phenomenon in Korea and similar with U.S. In Chejoo-do, it is strongly required to evolve elderly housing by universal design for living alone elderly in county as well as for living alone elderly in city.
