The Analysis of the U.S. Navy Surface Forces Strategy and the implications to Republic of Korea Navy (미(美) 해군 수상함부대 전략 평가 및 한국 해군에게 주는 시사점)

  • After finishing Cold War, the U.S. Navy's ability to Sea control has been gradually eroded last 15-20 years. The global security environment demands that the surface Navy rededicate itself to sea control, as a new group of potential adversaries is working to deny U.S. navy command of the sea. China has been increasing their sea denial capability, such as extended anti-surface cruise missile and anti-surface ballistic missile. To cope with this situation, the U.S. Naval Surface Forces Command has announced Surface Forces Strategy: Return to Sea Control. It is a new operating and organizing concept for the U.S. surface fleet called 'distributed lethality'. Under distributed lethality, offensive weapons such as new ASCMs are to be distributed more widely across all types of Navy surface ships, and new operational concept for Navy surface fleet's capability for attacking enemy ships and make it less possible for an enemy to cripple the U.S. fleet by concentrating its attack on a few very high-value Navy surface ships. By increasing the lethality of the surface ships and distributing them across wide areas, the Navy forces potential adversaries to not only consider the threat from our carrier-based aircraft and submarines, but they now consider the threat form all of those surface ships. This idea of using the distributed lethality template to generate surface action groups and adaptive force package and to start thinking about to increase the lethal efficacy of these ships. The U.S. Navy believes distributed lethality increases the Navy's sea control capability and expands U.S. conventional deterrence. Funding new weapons and renovated operating concept to field a more lethal and distributed force will enable us to establish sea control, even in contested area. The U.S. Navy's Surface Forces Strategy provides some useful implications for The ROK Navy. First the ROK Navy need to reconsider sea control mission. securing sea control and exploiting sea control are in a close connection. However, recently the ROK Navy only focuses on exploiting sea control, for instance land attack mission. the ROK Navy is required to reinvigorate sea control mission, such as anti-surface warfare and anti-air warfare. Second, the ROK Navy must seek the way to improve its warfighting capability. It can be achieved by developing high-edge weapons and designing renewed operating concept and embraced new weapon's extended capabilities.

  • The U.S. has recently developed Free and Open Indo-Pacific strategy and Distributed Lethality strategy based on a common perception that they are responding to China's threats. In the future, it is anticipated the following. Strengthen cooperation of the U.S.-India-Vietnam navy, Maximizing the combined combat power between the U.S. and regional navies, Improving its ability to restore damage control, Economic cooperation between the Pacific and Indian countries. The meanings given to the Korean navy are as follows. First, South Korea should pursue cooperation with the Indian Navy, which will grow into a regional balance on China's growth. The growth of the Indian navy is expected to increase cooperation with other Pacific countries. The government should seek ways to promote cooperation with india navy in various fields. Secondly, it is a joint drill between the U.S. Navy and the Korean Navy. Recently, the Korea-U.S. joint drill has not been conducted and many changes are expected to be made regarding the implementation of the joint drill in the future. Therefore, it is necessary to respond to possible changes in the naval relationship between Korea navy and the U.S. navy Also, due to distributed lethality strategy, preparations for operations and training with U.S.navy will be necessary. Lastly, it should contribute to cooperation among regional countries in preparation for maritime territorial disputes. The growth of the Chinese navy and the territorial disputes in the East and South China sea has raised the possibility of accidental military clashes at sea. Therefore, the government should make efforts to create multilateral security cooperation systems that can continue to promote the prevention of armed conflict.

  • U.S. Navy had constructed 27 aegis cruisers from USS Ticonderoga(CG-47) and has been constructing aegis destroyers from USS Arleigh Burke(DDG-51). The aegis warships are the core anti-air forces of U.S. navy since 1983, the year of first aegis cruiser launching. U.S. Navy has been modernizing aegis warships to cope with advanced air threats. In this paper, it is reported that current status and analyzed report of U.S. Navy's aegis warships and aegis modernization plan.

  • The core of the current constitutional amendment pursued by the Abe administration depends on the status of the Japanese Self-Defense Forces, which include the right to engage in war, in the legal and regular military positions. This is an important turning point for the Abe administration, which aims to become a normal country for Japan, and it is a series of steps that followed in the revision of the U.S. and Japan guidelines in 2015 and the overhaul of the security law in 2016. In this paper, we propose building "A navy Attractive to Alliances" as a way to secure Korea's maritime security under the current security environment. The term "attraction" refers to the alliance "first priority" especially in the United States. The way to do this is to transform the paradigm of the ROK-U.S. alliance into a naval hub in the vast seas, which will allow us to strengthen our national defense and even deter threats from neighboring countries. To this end, our navy needs to have a more active approach to U.S. East Asian strategy. If we can convince the United States to be a nation that contributes more to its East Asian strategy, it will only lead to a strengthening of the status of its alliance and expansion of its unilateral support and military capability against Japan, thus minimizing Japan's influence.

  • Neighboring powers in the Korean Peninsula have started to develop and operate aircraft carriers or equivalent forces to cope with rising North Korean nuclear and missile threats and also to show its national might. For example, the United States has added a aircraft carrier from the 3rd fleet to western pacific theater of operation, while Peoples Republic of China is undergoing operational test of Liaoning as well as preparing for christening of its 2nd aircraft carrier. Japan is flexing its muscle as well by deploying Izumo capable of operating F-35B to Southeast Asia to participate in multilateral exercises starting this year. It is a high time to know more about aircraft carriers or similar types in terms of maritime strategy and history. The U.S. has had by far the vast amount of experiences in utilizing aircraft carrier that it would be beneficial for us to examine U.S. perspectives and its application in the Korean Peninsula. It will provide us with insights to understand and predict what it would be like in times of crisis in the Korean Peninsula in the perspective of aircraft carrier's involvement. This paper intends to show some aspects of future conflicts in the Korean Peninsula and how the ROK Navy can best be ready for such situation. For research purpose, U.S. maritime strategy has been developed in stages ; establishment phase, WWI phase, WWII phase, Cold war phase, post Cold war phase. Each phase includes such factors as threats, strategic concept, applications, and ways to improve maritime strategy. Finally, the role of aircraft carrier based on past history as well as future conflict shines the importance to have power projection capabilities for the ROK Navy. The intrinsic nature of the navy in the world is to project power ashore just as history proved it.

  • The United States is constructing Missile Defense System to defend from elevated ballistic missile threat of Russia, China and North Korea. U.S. MD system is consists of IAMD concept by MDA centralized, and U.S. Navy takes charge detection, tracking and intercepting on the sea. In this paper, it is reported that concept, current state and plan of U.S. Navy Aegis Ballistic Missile Defense.

Lessons from 7th Fleet's Naval Ship Collisions to the Republic of Korea Navy (미 7함대 해군함정 사고 경과와 교훈)

  • The purpose of this study is to analyze the causes of a series of naval ship collisions in the United States 7 Fleet and diagnose the problems of the Republic of Korea Navy(ROKN). The ROKN should thoroughly analyze the lessons of the U.S. Navy's collisions and try to avoid the same cases in the future. In chapter 2, this article briefly explains how the USS Fitzgerald(DDG62) and USS John S. McCain(DDG56) have a collision with the civilian vessels. This paper uses three official documents published by the U.S. Navy in 2017 to get details of incidents. In chapter 3, this paper analyzes the cause of the two incidents. According to the official reports, two aegis ships have complex problems. First, executives significantly lacked the seamanship and qualification. Second, there were no organizational culture and teamwork to form the right decisions. Also, there was a structural problem inside the 7 Fleet itself. In chapter 4 and 5, this study applies some lessons to the ROKN. Especially, this chapter suggests policy recommendations to prevent the similar incidents from occurring in the ROKN. The ROKN should be aware of the possibility that the sorts of incident could occur any time.

A Study on Theoretical Consideration to the Holding Power and Holding Power Coefficient of War Ship Anchor (함정 묘의 파주력과 파주계수에 대한 이론적 고찰에 관한 연구)

  • In this study, with the awareness of the limitations set in the currently operated calculations of holding power and the holding power coefficient of anchors of naval ships due to its simple application of a specific value, various factors that impact the holding power and its coefficient were verified based on existing data analysis of literature research and numerous experiment results from anchor manufacturers, research institutes and academic community in order to overcome the aforementioned limitations. In addition, holding power and holding power coefficient were compared and analyzed by the shape of anchors. As a result, we came to know that the holding power of AC-14 type anchor is stronger than that of ASS type anchor or U.S. Navy Standard type anchor which makes it possible to reduce the weight of the anchor and therefore ease the process of naval shipbuilding. Furthermore, we confirmed the fact that U.S. Navy Standard type anchor does not react sensitively to the weight change of the anchor. Lastly, we found out that Danforth type anchor's holding power coefficient is in inverse proportion to the weight. Moreover, instructions for managing anchor are arranged easily for your information. The results of this study is expected to provide anchor - operating naval crew with a reliable theoretical basis pertaining to an anchor's holding power and its coefficient and contribute much for the safety of their act of anchoring.

Historian Samuel Eliot Morison and Writing History of United States Naval Operations in World War II (해양사가 새뮤얼 엘리엇 모리슨(Samuel Eliot Morison)의 해전사 서술과 그 현대적 의미 - 『제2차 세계대전기 미국 해군 작전사』를 중심으로 -)

  • Samuel Eliot Morison (1887-1976) was one of the pre-eminent historians of his generation. He was not only a famous historian at that time, but also was promoted to the rank of Admiral in U.S. Navy Reserve. Fifteen volume History of United States Naval Operations in World War II was published between 1947 and 1962, was not only a comprehensive report on the Navy's projection of power over two oceans, but a classic of historical literature that stands as the definitive treatment of it subject. Although he was fifty-five when war come to America in December 1941. Samuel Eliot Morison was determined to play a role. A professor at Harvard at the time, he joined volunteering for duty in the Navy. An experienced sailor, Professor Morison had earlier sailed that same routes taken by Christopher Columbus while researching his biography, Admiral of the Ocean Sea, which appeared in January 1942 th much acclaim and later got a Pulitzer Prize. Thus Morison plunged into the war, crossing the Atlantic aboard a destroyer. He assumed himself as "Parkman on the sea", tried to follow Parkman's historiographic method, not only participatory history but also literary style. And during writing History of United States Naval Operations in World War II, He emphasized two principles, publicity and objectivity. In terms of publicity, he always worried about who read history and why. In his pamphlet, "History as a Literary Art", he asserted it is useless if readers do not read a history which historians wrote. So he thought historians have forgotten that there is an art of writing of history. Therefore, he built his narratives around brightly rendered visuals and used the present tense to describe actions he witnessed firsthand, he wrote of the U.S. combat in very vividly. But strongly driven by publicity, he sometimes lost his balance in writing the naval history. For instance, the naval history became the focus of criticism for its prejudiced comments about the commanders. Also some reviewers asserted he did not secure the objectivity on writing the naval history. Although he sometimes deliberately torpedoed the objectivity of his work for strengthening publicity, by writing an extensive U.S. naval history, he introduced maritime history and naval history to the public widely. Until in early twentieth century, U.S. historians usually had been focusing their effort to the traditional areas, for example politic, economy, and etc. His intensive effort on the operations of U.S. Navy in World War II aroused a public interest in maritime and naval history. In conclusion, through using literary style and realistic narratives, historian Morison wrote a naval history for all the people which could appealed to the public.
