Study concerning the Scope of Merchandise under the U.S. Antidumping Law through Case (사례를 통한 미반덤핑법상 상품의 범위에 관한 연구)

  • Dumping describes the practice of international price discrimination whereby a producer or exporter sells merchandise in an export market at less than fair value. The U.S. antidumping statutory framework is embodied in the Tariff Act of 1930. The Act states that "dumping" refers to the sale or likely sale of goods at less than fair value. 19 U.S.C. $\S$ 1677(34). The Commerce Department and the Commission are jointly responsible for administering the antidumping law. Commerce determines whether foreign merchandise is being sold in the United States at less than fair value, and the Commission determines whether a domestic industry producing a product like the imported merchandise has been materially injured or threatened with material injury by reason of imports of that product. Recently, in U.S. v. Eurodif, the Supreme Court held the question whether the Commerce can reasonably determin that foreign merchandise has been sold within the meaning of the antidumping law in U.S.. Should 19 U.S.C. Section 1673, which calls for "antidumping" duties on foreign goods, but not services, that sell at less than fair value in the U.S., apply to imported low enriched uranium? Yes. In a unanimous opinion written by Justice David H. Souter, the Supreme Court held that the Commerce Department's view of imported low enriched uranium, as the sale of goods rather than services, was permissible. It reasoned that, since 19 U.S.C. Section 1673 did not specify whether it applied to the production of low enriched uranium, it was left to the reasonable interpretation of the Commerce Department to determine. Accordingly, the Court found the Commerce Department interpreted the statute reasonably.

  • Sensor network configurations are for a specific situation or environment sensors capable of sensing, processing the collected information processors, and as a device is transmitting or receiving data. It is presently serious that sensor networks provide many benefits, but can not solve the wireless network security vulnerabilities, the risk of exposure to a variety of state information. u-Healthcare sensor networks, the smaller the sensor node power consumption, and computing power, memory, etc. restrictions imposing, wireless sensing through the kind of features that deliver value, so it ispossible that eavesdropping, denial of service, attack, routing path. In this paper, with a focus on sensing of the environment u-Healthcare system wireless security vulnerabilities factors u-Healthcare security framework to diagnose and design methods are presented. Sensor network technologies take measures for security vulnerabilities, but without the development of technology, if technology is not being utilized properly it will be an element of threat. Studies suggest that the u-Healthcare System in a variety of security risks measures user protection in the field of health information will be used as an important guide.

  • Through USN field Test Projects launched in 2005, 9 USN application service models such as u-Ocean, u-Construction, u-Farm, u-Hospital has been deployed. We conducted technical, industrial, economical feasibility tests to verify those services. This thesis will cover briefly the current situation of USN industry domestically and internationally. It will show the future prospect of convergence service model based on USN in conjunction with research details and results from previous USN field Test Projects.

  • We consider regularity questions arising in the degenerate elliptic vector valued variational inequalities -div(|▽u|p-2∇u)$\geq$b(x, u, ∇u) with p$\in$(1, $\infty$). It is a generalization of the scalar valued inequalities, i.e., the obstacle problem. We obtain the C1,$\alpha$loc regularity for the solution u under a controllable growth condition of b(x, u, ∇u).

  • The output of Korea's livestock industry represents about 40% of the total agricultural production, making it the most high value-added sector in the entire agricultural and forestry industry. However, the fatal epidemics such as foot-and-mouth disease and avian influenza spurs demands for the advanced management of livestock production with IT technologies. U-Livestock means the application of ubiquitous technologies to livestock production. In this study, U-Livestock service models are established on the basis of the life cycle of livestock by using local and overseas cases. The objectives, contents, and structures of service models are required to be designed in detail respectively. The integration of such service models is expected to he1p modernize the livestock industry and raise the productivity of sector.

  • U-Health is abbreviated from ubiquitous Health. Its final aim is "to improve the quality of life. To realize it, it is needed to generalize IT infrastructure such as the development of information-technology and construction of network. It is guaranteed to get medical care benefits unconsciously every time and everywhere based on this system. In this study, the environment of unconscious measurement was set up through ultra-violet instead of the existing Probe to wear with finger to follow this. TFT-LCD was included into module for display. U-Healthcare focused on the minimization and portable characteristic through the designed Zigbee communication module. Handled healthcare device was developed based on the U-Healthcare.

  • The combination of developed medical devices and the convergence of IT fusion technologies, health variables became to can be measured without discomfort in everyday life regardless of wherever and whenever. because various types of u-Health medical devices have been developed. Also, by considering the users, biological signals can be measured without difference with wearing general clothing, that conductive fabric is being used as smart clothing. However, considering that there is a growing prevalence of the devices and a great interest in the development of u-Health devices, it is urgent to establish performance evaluation. Accordingly, writing guidelines by force to raise checking before marketed or collecting checks after at the market for standard test methods for evaluating the performance. In this paper, it was studied that the possibility of using conductive fabric as electrodes for Wearable u-Health Devices through the material test of the ffabric.

  • As the Trump administration withdraws the Paris Climate Agreement and shows its antipathy toward free trade, the U.S.'s soft power is most likely to weaken and its behaviors could be perceived as acts to surrender the U.S. hegemonic leadership in the world stage. Hegemonic stability theory notes that the existence of a hegemonic power contributes to international stability in the sense that it provides international public goods. A lack of the U.S's leadership in international politics, however, could be recognized as its denial of a hegemonic status. Is it intentional or accidental? The U.S's denial of hegemonic roles is the byproduct of the Trump administration's "American First" policy, not the showcase of its intention to transit hegemony to others. What is noteworthy is that China targets a niche market of hegemony as the U.S. denies its roles as the international leader. Put it another way, China attempts to ride hegemony for free when the U.S. denies its hegemonic roles accidentally. Faced with a niche market of hegemony, China has begun to accelerate its national strategy to make "Chinese Dream" come true. To that end, China promised again to keep the Paris Climate Agreement and attempts to play more active its roles in Shanghai Cooperation Organization(SCO), Asia Infra Investment Bank(AIIB), and "One Belt, One Road". Despite all these efforts, the U.S. is most likely to withdraw its denial of hegemony any time soon. The U.S's resumption of Freedom of Navigation Operations(FONOPs) could be a precursor of the return to a hegemonic power's willingness. In this vein, it is noteworthy that the South China Sea serves as a quasi-war zone for hegemonic conflict.

Design of Speech Enhancement U-Net for Embedded Computing (임베디드 연산을 위한 잡음에서 음성추출 U-Net 설계)

  • In this paper, we propose wav-U-Net to improve speech enhancement in heavy noisy environments, and it has implemented three principal techniques. First, as input data, we use 128 modified Mel-scale filter banks which can reduce computational burden instead of 512 frequency bins. Mel-scale aims to mimic the non-linear human ear perception of sound by being more discriminative at lower frequencies and less discriminative at higher frequencies. Therefore, Mel-scale is the suitable feature considering both performance and computing power because our proposed network focuses on speech signals. Second, we add a simple ResNet as pre-processing that helps our proposed network make estimated speech signals clear and suppress high-frequency noises. Finally, the proposed U-Net model shows significant performance regardless of the kinds of noise. Especially, despite using a single channel, we confirmed that it can well deal with non-stationary noises whose frequency properties are dynamically changed, and it is possible to estimate speech signals from noisy speech signals even in extremely noisy environments where noises are much lauder than speech (less than SNR 0dB). The performance on our proposed wav-U-Net was improved by about 200% on SDR and 460% on NSDR compared to the conventional Jansson's wav-U-Net. Also, it was confirmed that the processing time of out wav-U-Net with 128 modified Mel-scale filter banks was about 2.7 times faster than the common wav-U-Net with 512 frequency bins as input values.
