The purpose of this study is to grasp the present state of a outdoor space planning and to analysis plan characteristics in based on regional characteristics in Housing complex plan. The analysis result of this study is as follows : first, we know that the right of regional characteristics is appearing variously every research workers. also an analysis about regional characteristics that should be considered in housing complex plan was insufficient. Second, regional characteristics can be classified into 5 factors. These are classified as a context of location, city link, life atmosphere, needs of locals and creation of image. Third, it has originality against other housing complex to graft items connected with 'U contest' on outdoor space planning. Also, it has affirmatively effected on image of Buk-gu and recognition of Dong beyn-dong and Seo beyn-dong. It is get out of the uniform design by a planning based on land and surrounding environment in arrangement and forms. Also residents have the satisfaction and pride in arrangement considering the climate of a region and security of the green space.

Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.

The purpose of this paper is to suggest policy implications for the development of climate change plan in city scale. For a comparative case study, Changwon city in Korea and Portland city in U.S.A. were chosen. Climate change plans of both cities were analysed and compared in the perspectives of framework, climate strategies, and implementation. The findings from the comparative case study are suggested for policy implications as the followings. Firstly, the framework should be more simple and clearly integrated from goal to action plans. Secondly, more caution must be exercised for the major GHG triggers and adaptation policy measures. Finally, establishment of clear timeline is the first step of leadership in climate change plan. Coordination agencies and sustainable assessment systems for monitoring each policies are essential for the successful implementation of climate change plan.

Carbon Neutral is one of the magnifying pan-governmental tasks which aim for stabilizing pan-global ecosystem. The purpose of this study is to estimates carbon neutral degree in cities by using capacity of carbon storage, which is carbon sinks, on forest and to develop an indicator that could be utilized in establishing policy related to climate change respond. When the carbon emitted from city has been absorbed or stored, the value of the indicator aiming to achieve carbon neutral could be drawn. The result and implication are as follows. First, while the annual amount of carbon emission in Gyeonggi S city was 18,787 thousand (tons), which was the highest, that of Gyeongbuk U city indicated the lowest with approximately 112 thousand (tons). Second, Gyeongbuk U city represented the largest capacity of annual carbon storage with about 16,748 thousand (tons), whereas the smallest figure was shown in Gyeonggi B city with 151 thousand (tons). Third, as result of the estimation of carbon neutral degree, the value of the indicator in Gyeonggi B city was 3% referring the lowest point, while that of other cities demonstrated over 100%. Forth, it has the possibility to suggest the fixed quantity when the plan for achieving carbon neutral of city is being processed. In the near future, after the completion of the construction projects of greenhouse gas inventory in all local governments, by utilizing the relative dates, the value of the indicator can be calculated and a more general conclusion could be drawn. Moreover, as expanding case studies to all domestic cities, generalness is in need.

Korea's GIS market has been proliferating since the 1990s, but still its scale and the structure require overall rearrangements. Recently as the needs and initiatives from central and local governments go stronger to drive 'u-City(ubiquitous City)' developments, there are much more demand of spatial information from sectors like city management, construction, environment and so on. Through the merge between GIS and the advanced Information and Telecommunication Technology, the introduction of new Ubiquitous IT is swiftly changing GIS market environments, so the GIS industry is to be prepared for this trend. The pioneering developments of Ubiquitous-related GIS technologies are expected to highly boost spatial data and related industries, and the pre-occupancy of those technologies in the world would enable the expansion of overseas export market. In the context of these epoch-making chances, by looking into the actual status of GIS industry, this study is to investigate the actual accomplishments to foster the GIS industry through Korea's National GIS Master Plan. Thereby, impending issues will be discussed to provide useful problem-solving suggestions.
The purpose of the study is to come up with counter plans to the spatial change caused by an aging society. To achieve the purpose of this study, research methods are conducted in the literature survey and the census data are compared. This study focuses on an aging society, the current status of space and related problems, based on political economic spatial concepts, and then presents five countermeasures as follows. First, the planning considering the aging populations. Second, increase in total fertility rate and increase population absorption. Third, increased economic vitality of the elderly due to increased participation in the production of senior citizens. Forth, establishment and implementation of regional development plan for the elderly. Fifth, needs to transform the spatial policies of the aged to prepare a large gap in space. The result of this paper proposes the need to change the living space policies and planning to avoid mismatching between them, reducing the aging speed simultaneously. The study is expected to contribute to the establishment of a space plan for areas where the aging population is rapidly increasing.
Objectives: This article intends to explore the major documents about inter-sectoral collaboration for physical activity promotion based on new paradigm. Methods: In addition to the documents after 1990s collected through several physical activity related projects of author, additional snowballing exploration has been done. Results: Globally extensive participation of stake-holders and partnership developed were strategically recommended and implementation strategy and good example were provided. In Europe individual, micro-environmental and macro-environmental specific role of major sectors were provided. Nationally series of Australian documents officialized inter-sectoral linkages from early times and Slovenian program showed examples of inter-sectoral evaluation and health indicators. U.S. national physical activity plan showed specific example of 6 guiding principles and 5 overarching strategies among 8 sectors for good inter-sectoral collaboration. In city level, healthy city approach activated. Conclusions: Various specific good examples of intersectoral physical activity collaboration could searched globally, regionally and nationally for application in Korea.
The traffic policy of a city in Korea has brought to many traffic problems by putting emphasis on the only side of mobility in the past that the personal transportation was put first in importance more than the public transportation. As the result of this policy, in the process that the traffic policy of large cities in Korea changes into accessibility, it is shown for re-lighting up the development of the public transportation to be going to be able to get many suggestions in searching for the desirable developing direction of the new means of transportation that will arrive at Korea in the future. Especially, compared with the policy of U.S.A. on the traffic plan that has concentrated on the road and the vehicle, and that of Europe that has put first in the walking and the public transportation system, it is considered as an important thing that the lesson is given to us about what is important for the desirable city development. Transportation can be divided into four; a railroad transportation. a road transportation, a marine transportation, and an aerial transportation.
The Spatial Image contents of Geomorphology 3-D environment is focused by the requirement and importance in the fields such as, national land development plan, telecommunication facility management, railway construction, general construction engineering, Ubiquitous city development, safety and disaster prevention engineering. The currently used DEM system using contour lines, which embodies geographic information based on the 2-D digital maps and facility information has limitation in implementation in reproducing the 3-D spatial city. Moreover, this method often neglects the altitude of the rail way infrastructure which has narrow width and long length. This As the results, We confirmed the solutions of varieties application for railway facilities management using 3-D spatial image contents and database design. Also, I suggested that U-city using railway modeling about matching methods of high density elevation value using 3-D aerial photo with laser data are best approach for detail stereo modeling and simulation.
Urban Data collected through Sensor Network is becoming crucial to understand and analyse a city. Thus, the Ubiquitous Sensor Network builds the foundation of the u-City development. This research aims to develop an energy monitoring application with an intuitive visualization environment which integrates energy usage information on top of urban geospatial information. Such a system will be able to facilitate effective energy supply plan at the early stages of urban planning, and eventually to encourage citizens to conserve energy by giving them real time monitoring information in an easy to understand visual environment. The system provides multiple layers of energy-related information coupled with the geospatial information layer in order to accommodate multiple viewpoints. On the other hand, the system provides logical Level of Detail control based on urban spatial information hierarchy. We defined the system concept and functions, and designed the data structure and the methods of information visualization. This paper presents the visualization methods, data structure, interactions scenarios which combines spacial information, E-GIS data and the energy related sensor data. Furthermore this research tries to introduce the concept of Social Sensor Networking to enhance the monitoring quality.
