Application of GIS to Typhoon Risk Assessment (지리정보시스템을 이용한 태풍 위험 평가)

  • Damages from typhoon events have contributed more than 60 percent of total economic and social loss and the size of loss have been increased up to 800 million dollars per year in Korea, It is therefore necessary to make an effort to mitigate the loss of natural disasters. To facilitate the evaluation of damages in advance and to support the decision making to recover the damages, scientific methods have been adopted. With the effort, GIS data can provide various tools. Three components of hazard mapping are estimation of hazard, inventory for vulnerable features, and fragility of each feature. Vulnerability of natural disaster can be obtained by relation between loss and meteorological data such as precipitation and wind speed. Features can be categorized from other GIS data of public facilities and private properties, and then social and economic loss can be estimated. At this point, GIS data conversions for each model are required. In this study, we build a method to estimate typhoon risk based on GIS data such as DEM, land cover and land use map, facilities.

Development of Bridge Design Guidelines in Kangwondo Mountain Area (강원도 산간계곡형 교량 설계 지침 개발)

  • The purpose of this study is development of bridge design guidelines in Kangwondo mountain area. Much damages heve been wrought by Typhoon Rusa(2002), Maemi(2003), Ewinniar(2006) and severe rain storm in July 2006 in Kangwondo mountain area. The partial cause of these much damages are not consider the regional and geomorphologic condition of river in Kangwondo mountain area. Most of the bridge damages were caused by severe wash out the foundation of pier and abutment. As other reasons, dead trees, branches of the trees and floating materials were catched by pier and deck which make difficult or cut off the flow. Design guidelines are presented by analysis the types and reasons of damages of the disaster.

Preliminary study on Typhoon Information Contents Development for Pre-disaster Prevention Activities (사전방재활동을 위한 태풍정보 콘텐츠 개발에 관한 기초 연구)

  • This study intend to induce citizen's voluntary preliminary disaster prevention activity to reduce damage of typhoon that occurs every year. For this purpose, a survey was conducted to develop Typhoon information contents. The number of samples used in the survey was set to 500 people, and citizens living in Jeju, Busan, and Jeonlanam-do were surveyed for areas with high typhoon disasters in order to develop practical and efficient information. The survey consisted of perception about natural disaster, how to get and use weather information, satisfaction with typhoon information and requirements. The general public perceived the typhoon as the first natural disaster. As a result of responding to the method of obtaining and utilizing weather information, the frequency of collecting weather information at the time of issuance of typhoon special report is higher than usual. The purpose of using weather information is clear and the response rate is high for the purpose of disaster prevention. The medium mainly collecting weather information is Internet portal site and mobile phone besides television. The current satisfaction with typhoon weather information is 34.8%, in addition to the accuracy of prediction, it is necessary to improve the information (that is content) provided. Specific responses to the content were investigated not only for single meteorological factors, but also for possible damage and potential countermeasures in the event of a disaster such as a typhoon. As can be seen from the above results, people are requested to provide information that can be used to detect and cope with disasters. The development of new content using easy accessible media will contribute to the reduction of damages caused by the typhoon that will occur in the future, and also to the disaster prevention activity.

Typhoon Path and Prediction Model Development for Building Damage Ratio Using Multiple Regression Analysis (태풍타입별 피해 분석 및 다중회귀분석을 활용한 태풍피해예측모델 개발 연구)

  • Since typhoon is a critical meteorological disaster, some advanced countries have developed typhoon damage prediction models. However, although South Korea is vulnerable to typhoons, there is still shortage of study in typhoon damage prediction model reflecting the vulnerability of domestic building and features of disaster. Moreover, many studies have been only focused on the characteristics and typhoon and regional characteristics without various influencing factors. Therefore, the objective of this study is to analyze typhoon damage by path and develop to prediction model for building damage ratio by using multiple regression analysis. This study classifies the building damages by typhoon paths to identify influencing factors then the correlation analysis is conducted between building damage ratio and their factors. In addition, a multiple regression analysis is applied to develop a typhoon damage prediction model. Four categories; typhoon information, geography, construction environment, and socio-economy, are used as the independent variables. The results of this study will be used as fundamental material for the typhoon damage prediction model development of South Korea.

Wind and Flooding Damages of Rice Plants in Korea (한국의 도작과 풍수해)

  • The Korean peninsular having the complexity of the photography and variability of climate is located within passing area of a lots of typhoon occurring from the southern islands of Philippines. So, there are various patterns of wind and flooding damages in paddy field occuring by the strong wind and the heavy rain concentrated during the summer season of rice growing period in Korea. The wind damages to rice plants in Korea were mainly caused by saline wind, dry wind and strong wind when typhoon occurred. The saline wind damage having symptom of white head or dried leaves occurred by 1.1 to 17.2 mg of salt per dry weight stuck on the plant which was located at 2. 5km away from seashore of southern coastal area during the period(from 27th to 29th, August, 1986) of typhoon &Vera& accompanying 62-96% of relative humidity, more than 6 m per second of wind velocity and 22.5 to 26.4$^{\circ}C$ of air temperature without rain. Most of the typhoons accompanying 4.0 to 8. 5m per second of wind and low humidity (lesp an 60%) with high temperature in the east coastal area and southen area of Korea. were changed to dry and hot wind by the foehn phenomenon. The dry wind damages with the symptom of the white head or the discolored brownish grain occurred at the rice heading stage. The strong wind caused the severe damages such as the broken leaves, cut-leaves and dried leaves before heading stage, lodging and shattering of grain at ripening stage mechanically during typhoon. To reduce the wind damages to rice plant, cultivation of resistant varieties to wind damages such as Sangpoongbyeo and Cheongcheongbyeo and the escape of heading stage during period of typhoon by accelerating of heading within 15th, August are effective. Though the flood disasters to rice plant such as earring away of field, burying of field, submerging and lodging damage are getting low by the construction of dam for multiple purpose and river bank, they are occasionally occurred by the regional heavy rain and water filled out in bank around the river. Paddy field were submerged for 2 to 4 days when typhoon and heavy rain occurred about the end of August. At this time, the rice plants that was in younger growing stage in the late transplanting field of southern area of Korea had the severe damages. Although panicles of rice plant which was in the meiotic growing stage and heading stage were died when flooded, they had 66% of yield compensating ability by the upper tilling panicle produced from tiller with dead panicle in ordinary transplanting paddy field. It is effective for reduction of flooding damages to cultivate the resistant variety to flooding having the resistance to bacterial leaf blight, lodging and small brown planthopper simultaneously. Especially, Tongil type rice varieties are relatively resistant to flooding, compared to Japonica rice varieties. Tongil type rice varieties had high survivals, low elongation ability of leaf sheath and blade, high recovering ability by the high root activity and photosynthesis and high yield compensating ability by the upper tillering panicle when flooded. To minimize the flooding and wind damage to rice plants in future, following research have to be carried out; 1. Data analysis by telemetering and computerization of climate, actual conditions and growing diagnosis of crops damaged by disasters. 2. Development of tolerant varieties to poor natural conditions related to flooding and wind damages. 3. Improvement of the reasonable cropping system by introduction of other crops compensating the loss of the damaged rice. 4. Increament of utilization of rice plant which was damaged.

Types and Characteristics of Slope Failure induced by the 15th Typhoon, Rusa (태풍 루사 영향에 의한 사면 붕괴 유형 및 특징)

  • Many human lives and properties have been damaged by the annually occurring natural disasters. Among them, a typhoon accompanying a gale and a localized torrential downpour induce a first order damages. In this study, states, scales and other characteristics of slope failure induced by the typhoon Rusa, which damaged the whole Korea peninsular on August 30th for 3 days, were analyzed. In addition, permanent measures for slope failure are conducted to prepare natural disasters. Since the key factor on the slope failure is considered to be a rainfall. The characteristics of domestic rainfall and typhoon are investigated, and then failure forms and some characteristics of slope failure are analyzed. By comparing with the data of existing slopes, the hazard of slope failure is examined. There fundamental results could be applied to the future measures of slope failure.

Compatibility for the Typhoon Damages Predicted by Korea Risk Assessment Model Input Data (한국형 재해평가모형(RAM)의 초기입력자료 적합성 평가)

  • This study was conducted to investigate the correlation between the distribution chart and input data of the predicted 3-second gust and damage cost, by using the forecast field and analysis field of Regional Data Assimilation Prediction System (RDAPS) as initial input data of Korea risk assessment model (RAM) developed in the preceding study. In this study the cases of typhoon Rusa which caused occurred great damage to the Korean peninsula was analyzed to assess the suitability of initial input data. As a result, this study has found out that the distribution chart from the forecast field and analysis field predicted from the point where the effect due to the typhoon began had similarity in both 3-second gust and damage cost with the course of time. As a result of examining the correlation, the 3-second gust had over 0.8, and it means that the forecast field and analysis field show similar results. This study has shown that utilizing the forecast field as initial input data of Korea RAM could suit the purpose of pre-disaster prevention.

The Characteristics of Disaster by Track of Typhoon Affecting the Korean Peninsula (한반도 영향 태풍의 이동경로에 따른 재해 특성)

  • The purpose of this study is to examine the characteristics of disaster associated with typhoon passed through the sea areas excluding the South Sea around the Korean Peninsula. First, Korean peninsula-affecting typhoons were divided into their track patterns of passing through the Korean West Sea and East Sea based on typhoon data from 1951 to 2006 provided by Regional Specialized Meteorological Center(RSMC)-Tokyo. Then, annual and monthly frequency and intensity of typhoon in each pattern was examined. In particular, typhoon related damages during the period of 1973 to 2006 were analyzed in each case. Results showed that since early 1970, in the West Sea case, typhoon becomes weaker without significant change in frequency, while in the East Sea case, it becomes stronger with an increasing trend. It is also found that the high amount of typhoon damage results from the submergence of houses and farmlands in the East Sea case, while it is due to the breakdown of houses, ships, roads and bridges in the West Sea case. In addition, it is revealed from the analysis of rainfall and maximum wind speed data associated with typhoon disasters that the main cause of occurring typhoon disasters seem to be qualitatively related to strong wind in the West Sea case and heavy rainfall in the East Sea case.

Estimation of Storm Surges on the Coast of Busan (부산연안에서 폭풍해일고의 추정)

  • Each year, the coast of Busan is badly damaged, due to storm surge. The damages are greatly dependent upon the local peculiarities of the region in which the storm surge occurs. So, in order to prevent/reduce recurrence of the disaster due to the storm surge, it is very important to investigate the fluctuation characteristics of the storm surge height, related to the local peculiarities at each coastal area in which the occurrence of the disaster is expected. In this paper, using the numerical model, the storm surge was simulated to examine its fluctuation characteristics at the coast of Busan Typhoons of Sarah (5914), Thelma (8705) and Maemi (0314), which caused terrible damage to the coastal areas alongthe coast of Busan in the past, were taken as an object of the storm surge simulations. Moreover, the storm surge due to virtual typhoons, which were combined with the characteristics of each proposed typhoon (Maemi, Sarah, Thelma), compared to the travel routes of other typhoons, was predicted. As expected, the results revealed that the storm surge heights are enhanced at the coastal region with the concavity like a long-shaped bay. Also, the storm surge heights, due to each typhoon, were compared and discussed at major points along the coast of Busan, related to the local peculiarities, as well as the characteristics and the travel route of the typhoon.
