Recently, due to worldwide industralization and urbanization, natural environment has been severly damaged and global warning is worsening. Heat wave, torrential rainfall, typhoon and other natural disasters continuously occur due to global warming. Policies such as carbon emission regulation are taken into effect to solve such problems. Such global trend has affected interest to natural ecosystem and developed as a concept of ecosystem-services. This study particularly focused on ground water storage capacity among various ecosystem-services such as climate control and soil formation. It is because Korea suffers from drought and flood every year. Therefore, this study aims to understand objective numerical value of ecosystem-services value regarding ground water storage capacity of biotop classes based on relationship among precipitation, amount of evapotranspiration, and runoff of 7 regions of Chilgok-gun, Gyeongsangbuk-do and to convert the value into economic value. The study calculated ground water storage capacity based on relationship among precipitation, amount of evapotranspiration, and run off. Calculated amount of each capacity was 29.26 million ton($30.2mm/m^2$), 430.46 million ton($140.4mm/m^2$), 11.30 million ton($150.1.0mm/m^2$), 33 milion ton($3.0mm/m^2$). Economical value of ecosystem-service by each biotop classes appeared 4,128,800 thousand KRW ($21.32KRW/m^2$) for agricultural biotop, and 60,403,600 thousand KRW ($98.52KRW/m^2$) for forest biotop, 1,572,800 thousand KRW ($104.4KRW/m^2$) for grassland biotop, and 47,600 thousand KRW ($2.18KRW/m^2$) for bare ground biotop. The result of this study like above, it will be used as important evidentiary material to preserve natural resource effectively from various development business and policies that damages natural eco-system. Also, it is judged that ecosystem-service value by each land coverage will be used as important material for preparing legalistic institution such as establishing natural environment preservation plan, budget for alternative forest resource creation cost.
BACKGROUND: A large scale of sediment load delivered from watershed causes substantial waterway damages and water quality degradation. Controlling sediment loading requires the knowledge of the soil erosion and sedimentation. The various factors such as watershed size, slope, climate, land use may affect sediment delivery processes. Traditionally sediment delivery ratio prediction equations have been developed by relating watershed characteristics to measured sediment yield divided by predicted gross erosion. However, sediment prediction equations have been developed for only a few regions because of limited sediment data. Besides, little research has been done on the prediction of sediment delivery ratio for asia monsoon period in mountainous watershed. METHODS AND RESULTS: In this study Tank model was expanded and applied for estimating sediment yield to Oship River of east coast. The rainfall-runoff in 2006 was verified using the Tank model and we derived good result between observed and calculated discharge in 2009 at the same conditions. In relation to sediment yield, the sediment delivery rate of 2006 was very high than 2009 regardless of methods for estimating sediment load. It was thought to be affected by heavy rainfall due to the typhoon. CONCLUSION(s): For estimating sediment volume from watershed, long-term monitoring data on discharge and sediment is needed. This model will be able to apply to predict discharge and sediment yield simultaneously in ungauged area. This approach is more effective and less expensive method than the traditional method which needs a lot of data collection.
A disaster can be defined in many ways based on perspectives, in addition, its types are able to classify differently by various standards. Considering the different perspectives, the disaster can be occurred by natural phenomenon that is like typhoon, earthquake, flood, and drought, and by the accident that is like collapse of facilities, traffic accidents, and environmental pollution, etc. Into the modern society, moreover, the disaster includes the damages by diffusion of epidemic and infectious disease in domestic animals. The disaster was defined by natural and man-made hazards in the past. As societies grew with changes of paradigm, social factors have been included in the concept of the disaster according to new types unexpected by new disease and scientific technology. Change the concept of social disasters, Ministry of Public Safety and Security (MPSS) has provided the regional safety index, which measures the safety level of a local government. However, this regional safety index has some limitation to use because this index provides the information for city unit which is a unit of administrative districts of urban. Since these administrative districts units are on a different level with urban and rural areas, the regional safety index provided by MPSS is not be able to direct apply to the rural areas. The purpose of this study is to determine the regional safety index targeting rural areas. To estimate the safety index, we was used for 3 indicators of the MPSS, a fire, a crime, and an infectious disease which are evaluable the regional safety index using an accessibility analysis. For determining the regional safety index using accessibility from community centers to public facilities, the safety index of fire, crime, and infectious disease used access time to fire station, police office, and medical facility, respectively. An integrated Cheongju, targeting areas in this study, is mixed region with urban and rural areas. The results of regional safety index about urban and rural areas, the safety index in rural area is relatively higher than in the urban. Neverthless the investment would be needed to improve the safety in the rural areas.
Localized unprecedented torrential rain and heavy rainfall cause repeated damages and make it difficult to detect and predict the landslide caused by heavy rainfall. To analyze the landslide characteristics of Inje area this study used satellite images photographed after the occurrence of landslide caused by the typhoon Ewiniar occurred in July, 2006, and for GIS analysis purpose, interpreted the satellite images (SPOT5) visually to digitize into developing parts, water traveling parts and sediment parts. For analysis of spatial characteristics, landslide areas obtained from visual interpretation of digital map, 3rd & 4th forest vegetation maps and detailed soil map and grids were overlaid and analyzed. As a result, in regard to topographic features, landslide occurred at places, of which average slope is $26.34^{\circ}$, had south, south-east, south-west aspects and average altitude of 627m. From hydrological analysis, it was found out that water traveling area rapidly spread approaching water traveling area and sediment area. From forest type analysis, it was found out that landslide occurrence was high in pine woods, and in terms of girth class attribute, landslide occurred in small-sized woods, in which the crown occupancy of trees that have the diameter at breast height, 6~16cm, was greater than 50%. From the analysis of soil series, landslide areas constitute 37.85% of OdF and 37.35% of SmF, which had sandy loam soil and excellent drainage capacity. Through this study, landslides in Inje area were characterized and SPOT5 images of 2.5m resolution could be used. But there was a difficulty in determining water traveling parts adjacent to urban area.
The eastern coastal area having variability of climate is located within Taebaek mountain range and the east coast of Korea. It is therefore ease to cause the wind damages in paddy field during rice growing season. The wind damages to rice plant in this area were mainly caused by the Fohn wind (dry and hot wind) blowing over the Taebaek mountain range and the cold humid wind from the coast. The dry wind cause such as the white head, broken leaves, cut-leaves, dried leaves, shattering of grain, glume discolouration and lodging, On the other hand the cold humid wind derived from Ootsuku air mass in summer cause such symptom as the poor rice growth, degeneration of rachis brenches and poor ripening. To minimize the wind damages and utilize as a preparatory data for wind injury of rice in future, several experiments such as the selection of wind resistant variety to wind damage, determination of optimum transplanting date, improvement of fertilizer application methods, improvement of soils and effect of wind break net were carried out for 8 years from 1982 to 1989 in the eastern coastal area. The results obtained are summarized as follows. 1. According to available statisical data from Korean meteorological services (1954-1989) it is apperent that cold humid winds frequently cause damage to rice fields from August 10th to September 10th, it is therefore advisable to plan rice cultivation in such a way that the heading date should not be later than August 10th. 2. During the rice production season, two winds cause severe damage to the rice fields in eastern coastal area of Korea. One is the Fohn winds blowing over the Taebaek mountain range and the other is the cold humid wind form the coast. The frequency of occurrence of each wind was 25%. 3. To avoid damage caused by typhoon winds three different varieties of rice were planted at various areas. 4. In the eastern coastal area of Korea, the optimum ripening temperature for rice was about 22.2$^{\circ}C$ and the optimum heading date wad August 10th. The optimum transplanting time for the earily maturity variety was June 10th., medium maturity variety was May 20th and that of late maturity was May 10th by means of growing days degree (GDD) from transplanting date to heading date. 5.38% of this coastal area is sandy loamy soil while 28% is high humus soil. These soil types are very poor for rice cultivation. In this coastal area, the water table is high, the drainage is poor and the water temperature is low. The low water temperature makes it difficult for urea to dissolve, as a result rice growth was delayed, and the rice plant became sterile. But over application of urea resulted in blast disease in rice plants. It is therefore advise that Ammonium sulphate is used in this area instead of urea. 6. The low temperature of the soil inhibits activities of microorganism for phosphorus utilization so the rice plant could not easily absorb the phosphorus in the soil. Therefore phosphorus should be applied in splits from transplanting to panicle initiation rather than based application. 7. Wind damage was severe in the sandy loamy soil as compared to clay soils. With the application of silicate. compost and soil from mointain area. the sand loamy soil was improved for rice grain colour and ripening. 8. The use of wind break nets created a mocro-climate such as increased air. soil and water temperature as well as the reduction of wind velocity by 30%. This hastened rice growth, reduced white head and glume discolouration. improved rice quality and increased yield. 9. Two meter high wind break net was used around the rice experimental fields and the top of it. The material was polyethylene sheets. The optimum spacing was 0.5Cm x 0.5Cm. and that of setting up the wind break net was before panicle initiation. With this set up, the field was avoided off th cold humid wind and the Fohn. The yield in the treatment was 20% higher than the control. 10. After typhoon, paddy field was irrigated deeply and water was sprayed to reduce white head, glume discolouration, so rice yield was increased because of increasing ripening ratio and 1, 000 grain weight.

This study aims to analyze the effect of typhoons on pear production. Pears are typical fruits that are vulnerable to typhoon damages, so typhoons are negatively associated with pear productivity. However, relatively less pear damages by typhoons in the main pear production area, comparing to the average in Korea, have been reported. The main production area seems to adopt better agricultural techniques or practices to cope with natural disasters such as typhoons. Thus, this study tests the hypothesis that there are differences of production losses due to typhoons between the main pear production area and the rest using the stochastic frontier analysis. The main production area is defined by Location Quotient Index (LQI), and we found that LQI had a significant effect to decrease the productivity losses in the main production areas, which shows that those production areas alleviated the pear production loss due to typhoons.
From a historical point of view, while the Warsaw Convention was passed in 1924 to regulate the unified judicial responsibility in the global air transportation industry, protection of airline consumers was somewhat lacking in protecting air carriers. In principle, the air carrier does not bear any obligation or liability when the aircraft is not operated normally due to natural disasters such as typhoon or heavy snowfall. However, in recent years, in developed countries such as the US and Europe, there has been a movement in which regulates the air carriers' obligation to protect their passengers even if there is no misconduct or negligence. Furthermore, the legislation of such advanced countries imposes an obligation on the airlines to compensate the loss separately from damages in case the abnormal operation of the aircraft is not caused by force majeure but caused by their negligence. Under this historical and international context, Korea is also modifying the system of aviation consumer protection by referring to other foreign legislation. However, when compared with foreign countries, our norm has a few drawbacks. First, the airline's protection or care obligations are mixed with the legal liability for damages in the provision, which seems to be due to the lack of understanding of the airline's passenger protection obligation. The liability for damages, which is governed by the International Convention or the Commercial Act, shall be determined by judging the cause of the airline's liability in respect of the damage of the individual passenger in the course of the air transportation. However, the duty to care and the burden for compensation shall be granted to all passengers who feel uncomfortable with the abnormal operation regardless of the cause of the accident. Also, our compensation system for denied boarding due to oversale is too low compared to the case of foreign countries, and setting the compensation amount range differently based on the time for the re-routing is somewhat unclear. Regarding checked-baggage claim, it will be necessary to refund the fee only from the fact that the baggage is delayed without asking whether there is any damage occurred from the delayed baggage. This is the content of the duty to care, which is different from the current Commercial Act or the international convention, in which responsibility is different depending on whether the airline takes all the necessary measures in order to prevent delaying of the baggage. The content of force majeure, which is a requirement for exemption from the obligation to care passengers on the airplane, shall be reconsidered. Maintenance for safe navigation is not considered to be included in force majeure, and connection to airplanes, airport conditions are disputable. According to the EC Regulation, if the cause of the abnormal operation of the airline is force majeure, the airline's compensation obligation is exempted but the duty to care of airline company is still meaningful. Furthermore, even if the main role of aviation consumer protection is on an airline, it is the responsibility of government agencies to supervise the fulfillment of such protection obligations. Therefore, it is necessary for the Korean government to actively take measures such as enforcing incentives for airlines that faithfully fulfill their obligation to care and imposed penalties on the contrary.
This study performs to evaluate adaptability of seashore filtering type seawater-intake which adapts dua1 filter well alternative for direct seawater-intake. This study varies filter condition of seashore free surface aquifer which is composed of sand layer then installs real size dual filter well and single filter well to evaluate water permeability and proper pumping amount according to filter condition. According to result of step aquifer test, it is analysed that 110.3% synergy effect of water permeability coefficient is happened compare to single filter since dual filter well has better improvement. dual filter has higher water permeability coefficient compare to same pumping amount, this means dual filter has more improved water permeability than single filter. According to analysis result of continuous aquifer test, it is evaluated that dual filter well (SD1200) has higher water permeability than single filter well (SS800) by analysis of water permeability coefficient using monitoring well and gauging well, it is also analysed dual filter has 110.7% synergy effect of water permeability coefficient. As a evaluation result of pumping amount according to analysis of water level dropping rate, it is analysed that dual filter well increased 122.8% pumping amount compare to single filter well when water level dropping is 2.0 m. As a result of calculating proper pumping amount using water level dropping rate, it is analysed that dual filter well shows 136.0% higher pumping amount compare to single filter well. It is evaluated that proper pumping amount has 122.8~160% improvement compare to single filter, pumping amount improvement rate is 139.6% compare to averaged single filter. In other words, about 40% water intake efficiency can be improved by just installation of dual filter compare to normal well. Proper pumping amount of dual filter well using inflection point is 2843.3 L/min and it is evaluated that daily seawater intake amount is about $4,100m^3/day$ (${\fallingdotseq}4094.3m^3/day$) in one hole of dual filter well. Since it is possible to intake plenty of water in one hole, higher adaptability is anticipated. In case of intaking seawater using dual filter well, no worries regarding damages on facilities caused by natural disaster such as severe weather or typhoon, improvement of pollution is anticipated due to seashore sand layer acts like filter. Therefore, It can be alternative of environmental issue for existing seawater intake technique, can save maintenance expenses related to installation fee or damages and has excellent adaptability in economic aspect. The result of this study will be utilized as a basic data of site demonstration test for adaptation of riverside filtered water of upcoming dual filter well and this study is also anticipated to present standard of well design and construction related to riverside filter and seashore filter technique.

BACKGROUND: Kiwifruit, which was introduced to Korea in late 1970s, is a warm-temperate fruit tree, whose leaves are easily damaged by wind because of their large size. To produce high quality fruits, efficient windbreak is necessary to protect leaves until harvest. In Korea, typhoons from July onwards usually influence the production of kiwifruit. Damages from typhoons include low fruit quality in the current year and low flowering ratio the following year. This study was conducted to investigate the effect of early defoliation of kiwifruit vines from July to October on the regrowth of shoot axillary buds the current year and bud break and flowering the following year. METHODS AND RESULTS: Scions of kiwifruit cultivar 'Goldrush' were veneer grafted onto five-year-old Actinidia deliciosa rootstocks, planted in Wagner pots (13L) and grown in a rain shelter. Kiwifruit leaves in the proximity of leaf stalk were cut by lopping shears to simulate mechanical damage from typhoon since only leaf stalks were left when kiwifruit vines were damaged by typhoons. Kiwifruit vines were defoliated from July 15 to October 14 with one monthintervals and degrees of defoliation were 0, 25, 50, 75 and 100%. All experiments were conducted in the rain shelter and replicated at least five times. Defoliation in July 15 resulted in a high regrowth ratio of 20-40% regardless of degree of defoliation but that in August 16 showed only 5.8% of regrowth ratio in the no defoliation treatment; however, more than 25% of defoliation in August 16 showed 17-23% of regrowth ratio. In September 15, regrowth ratio decreased further to less than 10% in all treatments and no regrowth was observed in October 14. Percent bud break of all defoliation treatments were not significant in comparison to 64.7% in no defoliation except for 42.1% and 42.9% in 100% defoliation in July 15 and August 16, respectively. Floral shoot in the no defoliation treatment was 70.2% and defoliation of 50% or less resulted in the same or increased floral shoot ratio in July 15, August 16, and September 15; however, defoliation in October 14 showed no difference in all treatments. In flower number per floral shoot, 2-3 flowers appeared in no defoliation and only 1 flower was observed when the vines were defoliated more than 50% in July 15 and September 15. In October 14, contrary to the floral shoot ratio, flower number decreased with increased defoliation. CONCLUSION(S): Therefore, it is suggested that dormancy of 'Goldrush' axillary buds, was started in August and completed in October. The effect of defoliation on bud break of axillary buds the following year was insignificant, except for 100% defoliation in July 15 and August 16. From July 15 to September 15, floral bud ratio was significantly reduced when more than 50% of leaves were defoliated compared to no defoliation. Also, the number of flowers per flower-bearing shoot the following year decreased by less than 50% when compared to no defoliation, and this decrease was more prominent in September 15 than July 15 and August 16.

Currently, global warming has advanced by the usage of fossil fuels such as coal and petroleum. and the atmosphere temperature in the world of 100 years(1906~2005) has been risen $0.74^{\circ}C{\pm}0.18^{\circ}C$, IPCC announced that the global warming effect of last decade was nearly doubled compared to the changes($0.07^{\circ}C{\pm}0.02^{\circ}C$/10year) in the past 100 years. Moreover, due to the global warming, heat wave, heavy snow, heavy rain, super typhoon, were caused and are increasing to happen in the world continuously causing damages and destruction of social infrastructures, where concrete structures are suffering deterioration by long-term extreme climate changes. to solve these problems, the new construction technology and codes are necessary. In this study, to solve these problems, experiments on a variety of cases considering the temperature and humidity, the main factors of climate factors, were performed, and the cases are decided by temperature and humidity. The specimens were tested in compressive strength test and split tensile test by the curing age(3,7,28 days) morever, performance based design(PBD) method was applied by using the satisfaction curve developed from the experiment date. PBD is the design method that gathers the current experimental analysis and past experimental analysis and develops the material properties required for the structure, and carries out the design of concrete mix, and it is recently studied actively worldwide. Also, it is the ultimate goal of PBD to design and perform on structures have sufficient performance during usage and to provide the problem solving for various situations, Also, it can achieve maximum effect in terms of functionality and economy.

① NDSL에서 제공하는 모든 저작물의 저작권은 원저작자에게 있으며, KISTI는 복제/배포/전송권을 확보하고
있습니다.
② NDSL에서 제공하는 콘텐츠를 상업적 및 기타 영리목적으로 복제/배포/전송할 경우 사전에 KISTI의 허락을
받아야 합니다.
③ NDSL에서 제공하는 콘텐츠를 보도, 비평, 교육, 연구 등을 위하여 정당한 범위 안에서 공정한 관행에
합치되게 인용할 수 있습니다.
④ NDSL에서 제공하는 콘텐츠를 무단 복제, 전송, 배포 기타 저작권법에 위반되는 방법으로 이용할 경우
저작권법 제136조에 따라 5년 이하의 징역 또는 5천만 원 이하의 벌금에 처해질 수 있습니다.
제 14 조 (유료서비스)
① 당 사이트 및 협력기관이 정한 유료서비스(원문복사 등)는 별도로 정해진 바에 따르며, 변경사항은 시행 전에
당 사이트 홈페이지를 통하여 회원에게 공지합니다.
② 유료서비스를 이용하려는 회원은 정해진 요금체계에 따라 요금을 납부해야 합니다.
제 5 장 계약 해지 및 이용 제한
제 15 조 (계약 해지)
회원이 이용계약을 해지하고자 하는 때에는 [가입해지] 메뉴를 이용해 직접 해지해야 합니다.
제 16 조 (서비스 이용제한)
① 당 사이트는 회원이 서비스 이용내용에 있어서 본 약관 제 11조 내용을 위반하거나, 다음 각 호에 해당하는
경우 서비스 이용을 제한할 수 있습니다.
- 2년 이상 서비스를 이용한 적이 없는 경우
- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
