Understanding the Perceptions of Stakeholders in Environmental Conflict - Public-Supported Private Rental Housing Conflict in Busan Sasang-gu Jurye 3 District - (환경갈등에 있어 이해관계자들의 인식에 관한 연구 - 부산 사상구 주례 3지구 민간임대주택사업사례를 대상으로 -)

  • The purpose of this study is to understand the perceptions of stakeholders in environmental conflicts. The private rental housing project in Busan Sasang-gu Jurye 3 District, which took place in 2017 is one of many cases of environmental conflicts between developers and local residents. The case is considered as a typical failure of collaborative governance that has consequently caused negative impacts to both local residents and government. To understand why local residents could not come to consensus even though the majority of them were against the development project, we analyzed residents' perceptions and subjective opinions towards environmental conflicts. This study adopted 'Q methodology' to investigate human subjectivity. The results showed three distinguished types of subjectivity structures. Each type was named as 'collaborative governance advocates', 'public administration distrusters', and 'current local government supporters' based on their characteristics. Participants in all three types showed opposition to environmental damages that can be caused by the private rental housing development, but they revealed different perspectives on the importance of public participation and institutional responsibility in the process of decision-making. This study makes better understand what makes it difficult to build collaborative governance as a means of overcoming environmental conflicts.

The Relationship among Different Types of Intra-team Conflict and Their Effects on Commitment in R&D Teams (연구개발 팀에서 팀 내 갈등 간의 관계와 갈등이 몰입에 미치는 영향에 관한 연구)

  • Teams play an indispensable role in helping an organization achieve its goal. Since constant interaction among team members is the cornerstone of team competitiveness, it is necessary for the team members to commit themselves to shared goals-team commitment, a type of positive, emotional attitude of team members. Constant interactions among team members, however, inevitably breed a byproduct called conflict. Though intra-team conflict has both positive and negative effects on team performance, little research has been done to clarify the roles that relationship, task and process conflicts play in team commitment. This research is an empirical investigation of the relationship among the three types of conflicts - relationship, task and process conflicts - based on data collected from 232 R&D teams of 13 Korean companies. The analysis suggests that, while relationship conflict has a negative impact on team commitment, task and process conflicts have no significant impact on team commitment. As for the relationships among those three types of conflict, process conflict has positively influenced task, and relationship conflicts and task conflict also has had a positive impact on relationship conflict. Based on these results, this study has presented its implications and directions for future research.

The Effects of Organizational Structure of Hospital on the Conflict Patterns of Human Resources (의료기관 조직구조가 인적자원의 갈등양상에 미치는 영향)

  • The purpose of this study is to explore how the organizational structure of hospitals affects the pattern of conflicts between human resources at hospitals and then to present basic data necessary for conflict resolution. Research data were collected from the personnel of 14 hospitals in P city in Korea. The findings of the study are summed up as follows. First, administrative workers and with fewer years of service thought of the organizational structure as organic. Second, organizational conflict was found to be higher in those at older ages, with more years of service and in middle management positions. Next, as for conflict patterns between occupation types, nurses showed more conflicts with doctors and administrative workers, while administrative workers and public health personnel had more conflicts with nurses. Last, of the organizational structure factors, 'Subdivision of work,' 'Decision making method,' 'Opinion collection process,' 'Codification of responsibilities and rights' and 'Documentation of duties' were found to have negative effects on conflict patterns. Therefore, the findings imply that for decrease in organizational conflicts, hospitals need to be reorganized to have a more organic structure and take such differentiated measures for conflict resolution that consider characteristics of human resources, such as one's age, years of service and position.

  • Foodservice industry and distribution business could make mutual prpgress when they join forces in responding to environmental uncertainty in an efficient manner. The purpose of this study was to examine the relational characteristics of domestic food service businesses and distribution firms in conjunction with the distribution channels and ensuing conflicts between them, to present possible alternatives on and how they should communicate with each other to achieve a satisfactory result. The relational characteristics and ensuing conflicts of food service businesses and distribution firms appeared to be significantly characterized by incongruities of target, role and perception. The types of relational characteristics that were triggered by the disagreement of roles and perception combined to decrease the intensity of the relational commitment. A satisfactory transactional relationship served to ease their conflicts caused by perceptual disagreement, and the soos of conflicts that were rooted in the discord of roles and of perception that increased the degree of relational commitment. As for relational performance, relational commitment, satisfaction with distribution channel and satisfaction with suppliers allowed them to maintain their relationship on a long-term basis.

A Qualitative Study on the Adaptation Process of Middle-Aged and Elderly Couples with Retired Husbands (남편의 은퇴 이후 중노년기 부부의 적응과정에 관한 질적 연구)

  • This study examined the retirement adaptation process for middle-aged and elderly couples. Twelve couples who had experienced retirement were recruited by theoretical sampling. Data were collected through in-depth interviews and analyzed through the grounded theory approach of Strauss and Corbin (1998). This study showed the results of 124 concepts, 41 sub-categories and 17 categories indicated through an open coding process. As a paradigm in axial coding, the causal conditions in the adjustment procedures of elderly couples whose spouses are retired were 'retirement preparation,' 'retirement acceptance,' and 'marital satisfaction.' A central phenomenon was 'crisis and conflicts of twilight couples.' The contextual conditions that correspond to this phenomenon were 'psychological separation from adult children,' 'division of household labor,' and 'economic status.' The action/interaction strategies to control the phenomenon were 'recognition of marital relationships,' 'conflicts coping,' 'resolution methods,' and 'self-reflection.' The intervening conditions that facilitate action/interaction strategies were 'attitudes of husbands,' 'mutual awareness of couple,' 'health status,' and 'support systems.' The consequences were 'readaptation of marital relationships,' and 'unresolved conflicts,' and 'trying alone.' This research classified middle-aged and elderly couples' adaptation into three types such as mutual effort, separation & resignation, and conflicts vestige. The findings provide basic information to develop a retirement adaptation program for the middle-aged and elderly.

Freshwater Conflicts and Sustainable Policies in the Asia-Pacific Region : Cases of Seoul and Sydney (아시아-태평양 지역의 물 갈등과 지속가능한 정책 : 서울과 시드니의 비교)

  • The purpose of this paper is to outline a research agenda for the evaluation of the sustainability of freshwater policies, especially as they relate to large cities in the Asia-Pacific region, and to co-work a comparative study on the cases of Seoul and Sydney on the basis of the research agenda. The overall long-tenn aim of the present research is to develop a framework for sustainable urban freshwater policy in the Asia-Pacific region. The nature of freshwater policies for a sample of 16 large cities in the Asia-Pacific region will be critically evaluated for 5 years in the future. For the purposes of this research agenda, four main types of urban water conflict have been evaluated - jurisdictional conflicts, conflicts related to accessibility, sectoral conflicts and environmental conflicts. Of course, in reality, aspects of these four types of conflict invariably overlap. In the case study, the environmental conflict over fresh water of Seoul can be seen as a jurisdictional, sectoral and accessibility-related conflict between the central government and Seoul local government which want to regulate the lan-use with the water conservation zone around the Paldang Dam located at a upstream of the Han River on the hand, and the Yangpyong local governmant and its population within the conservation zone which have struggled against such a regulation, on the other. In the case study on the Sydeny water crisis in 1998, the environmental conflict over fresh water of Sydney in Australia can be seen as a jurisdictional conflict between the State government and the Sydney local government and the corporatized Sydney Water which have been responsible to supply fresh water on the one hand, and the Sydney population who have been suffered from the contaminated water, on the other. Over the past ten years, both globally and in the Asia-Pacific region, including in S. Korea and Australia, the concept of sustainable development has taken on a growing role in the determination of environmental policy. The balance for sustainable policy would be between the requirement to augment water supply to cope with projected future demands and the need to improve efficiency of water use.

Impacts of Conflicts Between Families and Work Places to Startup and Management (가정과 직장 간 갈등이 창업 경영 직무만족에 미치는 영향)

  • This study is to suggest a system to increase workers' job satisfaction by analyzing the impact of conflicts in their families and work places to the satisfaction of work and the effects of personality types affecting job satisfaction. For this study, a questionnaire targeting 450 workers was conducted. As a result of this study, firstly, it was revealed that both conflicts of the family-work place and the work place-family have statistically negative interrelationships and impacts with/on job satisfaction. In terms of sub-fact categories, it is revealed that work itself has more impacts than personal persuasion based on people's value. Secondly, the results of this study concerning the conflicts in a family and the workplace shows the same result with the previous studies. They are formed by mutual interactions of cause and effect. Thirdly, it turned out that differences in Enneagram Personality Types have statistically significant impacts on job satisfaction. The result also shows that thinking-centered personalities and behavior-centered personalities have more impacts on job satisfaction than emotion-centered personalities. Study result indicates that more wide use of a psychology consultation program for workers and their families, EPA(Employee Assistant Program). It also shows that introductions of personality trainning programs and personality coaching programs are required.

An Effect of the Group and Personal Factors on the Preference of the Conflict Handling Styles (집단적 요인과 개인적 요인이 갈등관리유형 선호에 미치는 영향에 관한 연구)

  • This study is to categorize five types of conflict handling styles that employees can take when conflict occurs. The five types are integrating, avoiding, dominating, obliging, and compromising. I found these factors that explain conflicts handling styles divided them into organizational structure, task group functioning and need styles and how certain factors explain different kinds of conflict handling styles without other factors. To measure conflict handling styles, this study used the scale of conflict style devised Rahim. Data were collected by the survey method from employees engaged in the service industry located Seoul, the Province of Gyeonggi, and the Province of Gangwon. In addition, in order to prove my hypothesis, I used hierarchical regression analysis method to find the pure explanation that each factors have without multicollinearity. According to the study's result, in a person's type of needs, if the need for achievement is high, they prefer integrating style. In contrast, if the need for achievement is low, they prefer avoiding style. Also, if the need for affiliation is high, the employees prefer compromising style. But if the need for affiliation is low and the need for dominance is high, the employees favor dominating style. However, in task group functioning, group homogeneity, group cohesiveness, and group goal clarity are high, or the confidence in peers and management is high, the employees prefer obliging style to other conflicts handling styles. As well as if group homogeneity, group cohesiveness, and group goal clarity are high, it was found that they prefer compromising style. Also, if the role conflict that is related to organizational structure is serious, employees prefer obliging style, but they have weakenss in explanation. To sum up these results, if the employees have obliging style that shows lack of concerns over themselves and at the same time, have high concerns to others, is affected by task group or organization. And we can infer that the other conflicts handling styles are effected by personal characteristic.

  • In the telecommunication system which is based on the existing PSTN(public switched telephone network), feature interaction has been an important research issue in order to provide seamless services to users. Recently, rapid proliferation of IP-based network and the various types of IP media supply services, the feature interaction from the perspective of application services has become a significant aspect. This paper presents conflict detection and resolution algorithms for designing and operating a variety of services that are provided through IP-based network. The algorithms use explicit service interactions to detect conflicts between a new service and registered services. They then apply various rules to reduce search space in resolving conflicts. The algorithms are applied to a wide range of realistic service provision scenarios to validate that it can detect conflicts between services and resolve in accordance with different rule sets. By applying the algorithms to various scenarios, it is observed that the proposed algorithms can be effectively used in operating an IP-based services network.

  • In this study, the structure and role of governance system, which can be adapted as a effective way to negotiate the water resources related conflicts, was presented and the features and a characteristics of the various types of citizen participation model was analyzed. Also, the scientific approach based on Shared vision model, Game theory and Institutional design theory was introduced and applied to current conflict issues in Korea. The governance system with engineering negotiation model, which is presented in this study, can be used effectively in the field of water resources related conflicts to provide the scientific alternatives by participation of water related stakeholders.
