The Impacts of the Traffic Demand Management Policies across the Different Income Classes in Seoul (교통수요관리정책의 소득계층별 효과 분석)

  • It is very costly to construct transportation facilities such as roads, bridges, tunnels, and public parking lots mainly because land price is very high in metropolis like Seoul. Private car oweners use these facilities more extensively than public transportation users. However, the government does not impose proper charges for using these facilities. Such improper charge causes traffic congestion and then decreases social welfare in efficiency and equity. To solve problem, many traffic demand management policies are used. Traffic management policies which are currently used or under consideration by the City Government of Seoul include the imposition of road tolls, increase of parking fees in public parking lots, increase of gasoline taxes, expanded implementation of bus only lanes, and shippujae, which requires one(1) non-driving day for 10 calendar days. This study examined the impacts of such policies on the different income classes using simulation analysis. We found that the impacts of market-oriented policies such as the imposition of road tolls and the increase of gasoline taxes is regressive. Also, we found that while the low and middle income private car users have incentive have incentive for public transportation use, the high income private car users have no incentive for public transportation use in many cases.

Transporter Scheduling Based on a Network Flow Model for Dynamic Block Transportation Environment (동적 블록수송환경을 위한 네트워크 흐름모형 기반의 트랜스포터 일정계획)

  • This paper considers a transporter scheduling problem under dynamic block transportation environment in shipbuilding. In dynamic situations, there exist the addition, cancellation or change of block transportation requirements, sudden breakdowns and maintenance of transporters. The transportation of the blocks in the shipyard has some distinct characteristics. Some blocks are available to be picked up at a specific time during the planning horizon while some other blocks need to be delivered before a specific time. These requirements cause two penalty times: 1) delay times incurred when a block is picked up after a required start time, and 2) tardy times incurred when a block shipment is completed after the required delivery time. The blocks are located at different areas in the shipyard and transported by transporters. The objective of this paper is to propose a heuristic algorithm based on a network flow model which minimize the weighted sum of empty transporter travel times, delay times, and tardy times. Also, a rolling-horizon scheduling method is proposed for dynamic block transportation environment. The performance of the proposed heuristic algorithms are evaluated through a simulation experiment.

  • In Korea, although the concept of dry storage system for PWR spent fuels first emerged in the early 1990s, wet storage inside nuclear reactor buildings remains the dominant storage paradigm. Furthermore, as the amount of discharged fuel from nuclear power plants increases, nuclear power plants are confronted with the problem of meeting storage capacity demand. Various measures have been taken to resolve this problem. Dry storage systems along with transportation of spent fuel either on-site or off-site are regarded as the most feasible measure. In order to develop dry storage and transportation system safety analyses, development of design techniques, full scale performance tests, and research on key material degradation should be conducted. This paper deals with two topics, structural analysis methodology to assess cumulative damage to transportation packages and the effects of an aircraft engine crash on a dual purpose cask. These newly emerging issues are selected from among the many technical issues related to the development of transportation and storage systems of spent fuels. In the design process, appropriate analytical methods, procedures, and tools are used in conjunction with a suitably selected test procedure and assumptions such as jet engine simulation for postulated design events and a beyond design basis accident.

  • Large-scale power converters consist of series or parallel module combinations. In these modular converter systems, the interleaving technique can be applied to improve capacitor reliability by reducing the ripple of the I/O current in which each module operates as a phase difference. However, when applying the interleaving technique for conventional three-level boost converters, the short-circuit period of the converter can be an obstacle. Such problem is caused by the absence of a low-level inductor of the conventional three-level boost converter. To solve this problem, a three-level boost converter with a low-level inductor is proposed and analyzed to enable interleaved operation. In the proposed circuit, the current ripple of the output capacitor depends on the neutral point connections between the modules. In this study, the ripple current is analyzed by the neutral point connections of the three-level boost converter that has a low-level inductor, and the effectiveness of the proposed circuit is proven by simulation and experiment.

  • The MAGLEV (Magnetically Levitated Vehicle) system, which is under commercialization as a new transportation system in Korea, is operated by means of unmanned automatic control system. Therefore the plan of train operation should be carefully established and validated in advance. In general, when making the train operation plan, the statistically predicted traffic data is used. However, traffic wave can occur when real train service is operated, and the demand-driven simulation technology is required to review train operation plans and service qualities considering traffic wave. This paper presents a method and model to simulate the MAGLEV's operation considering continuous demand changes. For this purpose, we employed the discrete event model which is suitable for modeling the behavior of railway passenger transportation, and modeled the system hierarchically using DEVS (Discrete Event System Specification) formalism. In addition, through the implementation and experiment using DEVSim++ simulation environment, we tested the feasibility of the proposed model and it is also verified that our demand-driven simulation technology could be used for the prior review of the train operation plans and strategies.

Traffic Signal Timing at Semi-Protected Left-Turn Intersections for Energy Saving (에너지절약을 위한 반보호 좌회전 교차로의 신호시간설계)

  • Transportation energy saving is a national concern because all national petroleum energy is imported. A number of intersections are operating as semi-protected intersections, which have left-turn signal but not exclusive left-turn lanes, because of limited roadways in urban areas. Since the traffic signal methods for the intersections having left-turn signal/lanes cannot be applied to the semi-protected intersection, it is needed to develop a new technique. The purpose of this study was to develop a traffic signal timing method at semi-protected intersections for energy saving and to computerize the method for the practical use. A probability model which could estimate left-turn utilization factors of through traffic during green signal was developed based on field studies. Employing the factors, macro-models to estimate vehicular average delay and proportions of vehicles stopped at the semiprotected intersections were developed. The calculated values of the delay model agreed well with the simulated values of a simulation model using SLAM Ⅱ, a simulation language. Using the two models and the idling fuel consumption rate and the excess fuel consumption per stop-go speed change of vehicles. a traffic signal timing method at semi-protected intersections for energy saving was developed and computerized. The method can be used for other measures of effectiveness such as minimum delay, minimum stop ratio, etc.

  • Marine traffics near Ulsan approaching waters are crossing and converged at the diverging point of No.1 route- No.2 route and No.1 route -No.3 route and are also concentrated at near No1. route approaching area and the headland of cape Gawnjeol. Because the number of berth will increase to 78 from 49 until 2011 due to additional developments, minor modification is expected for the water utilities. This study examined environmental conditions, marine accidental data, marine traffic capacity, traffic flow survery and fisheries zone status near Ulsan approaching water area. Finally, a questionaire survey was carried ou for experts and users to propose new plan.

  • A bonded warehouse is the warehouse located in bonded area. It functions not only as a general warehouse but also as a place for managing the work related to import and export bonded goods. As a general warehouse, it uses the rack system to store the goods and the folk lift truck to move the unitized goods. The operation of the storing system closely related to the efficiency of space uses in a warehouse and vehicle working. Thus, vehicle performance measured in distance units in the ware-house could be used as one of the key performance measure in warehouse system. This paper focuses on the operation efficiency of the bonded warehouse which uses rack system for the storing and the folk lift truck for moving goods. The method of load allocation for balancing the rack uses and vehicle operation for maximizing efficiency are the specific concerns in this paper. The simulation study is conducted to find a policy for efficient vehicle operation based on balanced rack utilization, and the favorable result for the system operation would lead the usable proposal in vehicle operation.

  • It is thought traffic flow management under the ubiquitous transportation system has great potential in view of individual vehicle data availability and V2V, V2I two-way communication environments. However, it is expected that deployment of the ubiquitous transportation system takes some time. Therefore it is necessary to evaluate the feasibility of the algorithm under the ITS environment. The speed management algorithm proposed in the previous research is revised to fit for the ITS data collection and information provision environment. And the feasibility of the algorithm is evaluated through simulation experiments.

Deflection calculation method on GFRP-concrete-steel composite beam

  • A calculation method was presented to calculate the deflection of GFRP-concrete-steel beams with full or partial shear connections. First, the sectional analysis method was improved by considering concrete nonlinearity and shear connection stiffness variation along the beam direction. Then the equivalent slip strain was used to take into consideration of variable cross-sections. Experiments and nonlinear finite element analysis were performed to validate the calculation method. The experimental results showed the deflection of composite beams could be accurately predicted by using the theoretical model or the finite element simulation. Furthermore, more finite element models were established to verify the accuracy of the theoretical model, which included different GFRP plates and different numbers of shear connectors. The theoretical results agreed well with the numerical results. In addition, parametric studies using theoretical method were also performed to find out the effect of parameters on the deflection. Based on the parametric studies, a simplified calculation formula of GFRP-concrete-steel composite beam was exhibited. In general, the calculation method could provide a more accurate theoretical result without complex finite element simulation, and serve for the further study of continuous GFRP-concrete-steel composite beams.
