A Study on Developing an Integrated Model of Facility Location Problems and Safety Stock Optimization Problems in Supply Chain Management (공급사슬관리에서 생산입지선정 문제와 안전재고 최적화 문제의 통합모형 개발에 관한 연구)

  • Given a bill of materials (BOM) tree T labeled by the breadth first search (BFS) order from node 0 to node n and a general network ${\Im}=(V,A)$, where V={1,2,...,m} is the set of production facilities and A is the set of arcs representing transportation links between any of two facilities, we assume that each node of T stands for not only a component. but also a production stage which is a possible stocking point and operates under a periodic review base-stock policy, We also assume that the random demand which can be achieved by a suitable service level only occurs at the root node 0 of T and has a normal distribution $N({\mu},{\sigma}^2)$. Then our integrated model of facility location problems and safety stock optimization problem (FLP&SSOP) is to identify both the facility locations at which partitioned subtrees of T are produced and the optimal assignment of safety stocks so that the sum of production cost, inventory holding cost, and transportation cost is minimized while meeting the pre-specified service level for the final product. In this paper, we first formulate (FLP&SSOP) as a nonlinear integer programming model and show that it can be reformulated as a 0-1 linear integer programming model with an exponential number of decision variables. We then show that the linear programming relaxation of the reformulated model has an integrality property which guarantees that it can be optimally solved by a column generation method.

An Analysis of Teacher's Perceptions on Safety Accident in Facilities for Children's Education (일부지역 유아 교육 시설의 안전사고에 대한 교사들의 실태 분석)

  • The purpose of this study was teacher's perception on young children's safety life, safety accident, and safety education and provided basic data of administrating teacher's education for young children's safety. Subjects of this study were teachers of young children attending for their education. 230 questionnaires were provided and 181 were collected and 170 were used for data analysis. Data collected were analyzed with SPSS WIN 2.0 program. The results of the study were as follows : 1. Regarding teacher's perception on types of young children's safety accident, play accident was high(70.0%). 2. With regard to teacher's perception on causes of accident, lacks of perception was high(64.1%). 3. Of transportation means in accident, 119 ambulance use was high(60.5%) 4. Regarding teacher' perception on accident prevention, direct attention of education by paramedics was high(48.2%).

Evaluation of Highway Design Alternatives Based on Reliability Criterion for Traffic Safety (신뢰도 기준에 근거한 도로설계 대안에 대한 교통안전성 평가)

  • It has been well known that traffic accidents occur under combined functional contributions of drivers, vehicles and road facilities, and that evaluation of safety levels for a specific road section or point is generally much complicated. Additionally, most of traffic accidents occur randomly implicating it is necessary to be evaluated in terms of probability theory. Thus, the evaluation model which reflects various characteristics and probabilistic distributions of traffic accidents has been necessary. The present paper provides a reliability based model with variables of probabilistic operating speeds and design speeds together which have been individually explaining associated characteristics in traffic accidents. Consequently, the model made it possible for speed management and road improvement projects to be evaluated in a common index. Application studies were performed in three cases. Through the studies, couples of facts were identified that the model successfully considered the probabilistic operating speeds and design speeds together and that then, the model evaluated road safety alternatives relatively which are complicatedly characterized and differently located.

Technical/Systemic Approach to Safety Assesment of Thermoprocessing Equipment Consuming LNG for Classification of Hazardous Area (LNG를 사용하는 설비에서의 폭발위험장소 적용 및 구분에 대한 제도/기술적 접근방안)

  • In the hazardous areas where explosive liquids, vapors and gases exist, electrical apparatus/equipment should have explosion-proof construction. The consuming of liquefied natural gas(LNG) has markedly increased in the industrial field, especially in aspect of some thermoprocessing equipment, boiler, dryer, furnace, annealer, kiln, regenerative thermal oxidizer(RTO) and so on. Because it has many merits, clean fuel, safety, no transportation/storage facility and so on. It is strongly recommend that the classification of hazards has to be decided to prevent and protect explosion which may occur in thermoprocessing equipment. In this paper, the operated thermoprocessing equipments in industrial area investigated and explosion risk assessment about LNG leakage from its facilities was performed through numerical calculation and computer simulation. Finally, we suggest the systemic/technical approach for safety assessments of thermoprocessing equipments consumed LNG fuel which are specially subjected to classification of hazardous area.

Analysis of Traffic Accident Severity by Aging Level (고령화 수준별 교통사고 심각성 분석)

  • Korea has entered to 'aged society', which the elderly people over 65 years old is over 14% of total population. This paper aims to analyze the traffic accident by aging level. In pursuing the above, this paper focuses on modeling the traffic accident severity based on three aging levels. The main results are as follows. First, the ratio of fatal and serious injured persons (FSI) is judged to increase according to increasing aging level. Second, the null hypothesis that there is no difference in FSI among three aging levels (aging, aged, and super-aged) is rejected. Four accident severity generalized linear models which are all statistically significant have been developed. Third, the common variables are analyzed to be median age, the number of hospital beds per persons, and turn signal usage ratio. Fourth, the differentiated traffic safety policies fitted to aging levels are required. The enforcement of traffic law violation and safety enhancement of motorcycle in the region of 'aging society', improvement of traffic facilities in the region of 'aged society', and expansion of transportation facilities in the region of 'super-aged society' are evaluated to be indispensable.

A Study on the Field Management System for Traffic Safety Facilities in IoT Infrastructure (IoT 기반 교통안전시설 현장관리 체계 연구)

  • In order to trust and use autonomous vehicles, safe driving on the road must be guaranteed. For this, the first infrastructure to be equipped with autonomous driving is traffic safety facility. On the other hand, autonomous vehicles(Level 3) and general vehicles are driving on the road, it is necessary to additionally manage existing general traffic safety facilities. In this study, a field management system for traffic safety facilities based on autonomous driving infrastructure was studied, and a pilot field management system was implemented in the demonstration area(Pangyo). The pilot system consists of a GNSS(Global Navigation Satellite System) receiver, a field management equipment, and a field management app. As a result of field demonstration,, it was confirmed that traffic safety facility information was easily transmitted and received even in downtown areas and that could be efficiently operated and managed. It is expected that the results of this study will be used as reference materials for the spread of autonomous driving infrastructure to local governments and infrastructure construction in the future.

Comparing the Operation Cost of Washington Safety Rest Areas with Other States Using Performance-Based Method

  • In the United States, the Safety Rest Areas (SRAs) were introduced as highway roadside infrastructures in the early 1900s. The State Departments of Transportation (DOTs) operate/maintain their SRAs using different methods. The Washington DOT used the in-house workforce method for over 20 years, whereas some states moved to Performance-Based Contracting (PBC) from the in-house workforce to save cost primarily. Several existing studies claimed that using the PBC approach saved costs on several highway assets. Thus, the principal objective of this study is to compute and compare the unit operating/maintenance cost of SRAs using the in-house workforce method (in Washington state) with the PBC approach (in other states). The findings of this study show that the average annual cost using the PBC approach was much more than the average annual cost using the in-house workforce approach. The findings also show that in Washington state, the 'Labor Cost' category was a key expenditure, which is statistically higher than other categories. The 'Labor Cost' was followed by the 'Other Services', and then 'Materials and Supplies' and 'Equipment.' The study's findings indicated that outsourcing does not always save costs for agencies. The study findings may help transportation construction/maintenance professionals select a cost-effective approach for their future planning.

Maritime Safety System in China

  • China has integrated maritime safety system which positively and effectively ensures safe navigation and environmental protection. This paper gives brief account on maritime safety rules and regulations, adminstrations and management mechanism, navigation aids and facilities, maritime communication and GMDSS etc. China is a developing country with fast economical growth. With a long coastline of 18,000 kilometers, and 5,000 more islands, China has a fairly developed shipping industry. China also sits in IMO Council as A member. In China , there are over 200 ports with an annual hadnling capacity of over 10,000 tons of cargo ; there are over 4,000 coasters and ocean-going ships with more than 3 million seafarers of which 1/3 being officers ; there are an aggregate gross tonnage 17 million gt for merchant ships. China ranks No.5 shipping country in the world as shown by Lloyd's Maritime Information Services Ltd. 1995. The Chinese shipping industry plays an important role in both domestic transportation and foreign trade. The Chinese government always attaches great importance to maritime safety . Since 1949, and from the adoption of reform-opening policy, China has gradually formed an integrated maritime safety system.

A Study on the Importance of Safety Measurement Based on the Analysis of the Factors Leading to Serious Accidents Related to Chemical Industries (화학 관련 산업의 중대 재해 원인분석을 통한 안전관리 중요성에 관한 연구)

  • This study is an analysis of characteristics and the causes of serious accidents in chemical industry. The statistical analysis was focused on preventive facilities, equipment failures, accident materials and instabilities of workers and employment type. First, it showed that the highest number of the victims of accidents were involved in the industry of chemical materials and chemical products among the investigation of the manufactural industries. Also, particularly, they were investigated to be focused on the occurrence of the serious accidents in preventive facilities. Secondly, the most of the victims of serious accidents were found out not to be temporary or part-time worker but regular workers and most of the accidents occur in the form of big accidents involving more than 4 workers.

Anticorrosive Monitoring and Complex Diagnostics of Corrosion-Technical Condition of Main Oil Pipelines in Russia

  • Safety operation of main pipelines is primarily provided by anticorrosive monitoring. Anticorrosive monitoring of oil pipeline transportation objects is based on results of complex corrosion inspections, analysis of basic data including design data, definition of a corrosion residual rate and diagnostic of general equipment's technical condition. All the abovementioned arrangements are regulated by normative documents. For diagnostics of corrosion-technical condition of oil pipeline transportation objects one presently uses different methods such as in-line inspection using devices with ultrasonic, magnetic or another detector, acoustic-emission diagnostics, electrometric survey, general external corrosion diagnostics and cameral processing of obtained data. Results of a complex of diagnostics give a possibility: $\cdot$ to arrange a pipeline's sectors according to a degree of corrosion danger; $\cdot$ to check up true condition of pipeline's metal; $\cdot$ to estimate technical condition and working ability of a system of anticorrosive protection. However such a control of corrosion technical condition of a main pipeline creates the appearance of estimation of a true degree of protection of an object if values of protective potential with resistive component are taken into consideration only. So in addition to corrosive technical diagnostics one must define a true residual corrosion rate taking into account protective action of electrochemical protection and true protection of a pipeline one must at times. Realized anticorrosive monitoring enables to take a reasonable decision about further operation of objects according to objects' residual life, variation of operation parameters, repair and dismantlement of objects.
