The Effects of Neighborhood Physical Changes caused by CPTED Project on Resident's Fear of Crime, Neighborhood Satisfaction, and Neighborhood Attachment in the Poverty Area - Focused on the Gamcheon 2-dong, Saha-gu, Busan - (CPTED 사업으로 인한 근린의 물리적 환경변화가 빈곤지역 주민들의 범죄두려움과 동네만족도, 동네애착 형성에 미치는 영향 - 부산 사하구 감천2동을 대상으로 -)

  • The purpose of this study was to empirically analyze the effects of physical environment change on the Crime Prevention Through Environmental Design (CPTED) project implemented in Gamcheon 2 Dong on the fear of crime, neighborhood satisfaction, and neighborhood attachment in the poor. In this study, the data collected through field surveys and questionnaires were analyzed using a structural equation model, specifically the SPSS AMOS 25 program. From the results of the analysis, it was found that the neighborhood satisfaction was enhanced by the improvement in the walking environment and the reduction in the neighborhood disorder level of the target area through the installation of major CPTED facilities. The results of the statistical analysis show that the reduction in the neighborhood disorder due to the CPTED project enhanced the neighborhood satisfaction and the level of neighborhood attachment in the local residents. In addition, the changes in the walking environment caused by the CPTED project had a positive effect on the neighborhood satisfaction, and as the degree of neighborhood disorder decreased, the neighborhood satisfaction increased and the local people's attachment level increased.

  • Interest and demand in heavy cargo logistics is increasing and becoming more diverse as economic scales have expanded and manufacturing activity has increased. Although cargo moves via maritime and/or land transportation, there is currently insufficient research on the actual condition of heavy cargo logistics. The purpose of this study is to carry out an in-depth analysis of heavy cargo laws, systems, logistics patterns, and current transportation status. By proposing measures to solve existing problems, this study aims to make an important and ongoing contribution to the scarcely studied field of heavy cargo logistics. The result of regression analysis on the main seven factors show that transportation frequency and law/system structure have a positive effect on working conditions. Furthermore, the result of correlation analysis on the main seven factors show that the cargo weight variable is highly positively correlated with cargo size. Also, the working conditions variable is highly positively correlated with the law/system structure. Detailed proposal measures to solve existing problems are summarized as follows. First, it is necessary to establish a clear concept of heavy cargo as numerous existing definitions differ. Second, laws and provisions relating to maritime and land transportation of heavy cargo need to be established and consolidated as current applicable legislation is insufficient. Third, the classification system for heavy cargo transportation needs improvement. Fourth, it is necessary to improve transportation performance statistics and the aggregate criteria system. Finally, the management system of heavy cargo also needs improvement.

Comparative Study of the Effects of the Intermodal Freight Transport Policies (인터모달 추진 정책과 효과에 관한 비교연구)

  • Purpose - The Korean government has devised intermodal transportation policies and granted subsidies to shippers and logistics companies that made a conversion of transportation means through the policies. This provides support by expanding the complex uniform railroad transportation and overhauling the deteriorated railroad facilities. As for 2013, however, the freight transportation percentage of railroad was 4.5% in tons and 8.5% in ton kilometers. Meanwhile, since the 1990s, developed countries such as the U.S. and Europe have been trying to expand intermodal freight transport with a legal and institutional support to build a logistics system corresponding with social and economic environmental changes. In this study, I set out to examine the effects of the intermodal freight transport policies in the EU and the U.S., and to explore the direction of setting up a rail intermodal transport system in South Korea. Research design, data, and methodology - The paper used a qualitative research methodology through the literature review. First, was an overview of Intermodal transportation in the EU, U.S. and UN. Second, it describes the development of transport in Europe and the U.S. with particular emphasis on intermodal freight transport. Third, it explores the direction of setting up a intermodal freight transport in South Korea. The last section contains concluding remarks. Results - As for the EU, it has been promoting integration between transport and intermodal logistics network designs while utilizing ITS or ICT and supports for rail freight intermodal by giving reduction to a facilities fee or subsidizing for rail freight in order to minimize the cost of external due to freight transport. On the other hand, as for the U.S., it has been made up of an industrial-led operating project and has been promoting it to improve accessibility between intermodal hubs and cargo terminals through intermodal corridor program, and an intermodal cargo hub access corridor projects, etc. Moreover, it has tried to construct intermodal transport system using ITS or ICT and to remove Barrier. As a result, in these countries, the proportion of intermodal freight transport is going to be the second significant transport compared with rail and maritime transport. An Effective rail intermodal transport system is needed in South Korea, as seen in the case of these countries. In order to achieve this object, the following points are required to establish radical infrastructure policy; diversify investment financing measures taken under public-private partnerships, legal responsibilities, improvement of utilization of existing facilities to connect the railway terminal and truck terminal, and enhancement service competitiveness through providing cargo tracking and security information that combines the ITS and ICT. Conclusions - This study will be used as a basis for policy and support for intermodal freight transport in South Korea. In the future, it is also necessary to examine from the perspective of the shipper companies using the rail intermodal transport, ie, recognition of shipper, needed institutional supports, and transportation demand forecasting and cost-effective analysis of the railway infrastructure systems improvement.

Mobile Source Emissions Estimates for Intra-zonal Travel Using Space Syntax Analysis (공간 구문론을 이용한 존내 자동차 배출량 추정 모형)

  • This study aims to develop a framework to estimate mobile source emissions with the macroscopic travel demand model including enhanced estimates of intra-zonal travel emissions using Space Syntax analysis. It is acknowledged that "the land-use and transportation interaction model explains the influence of urban structure on accessibility and mobility pattern". Based upon this theory, the estimation model of intra-zonal travel emissions is presented with the models of total travel distance, total travel demand, and average travel speed of intra-zonal trips. Thess statistical models include several spatial indices derived from the Space Syntax analysis. It explains that urban spatial structure is a critical factor for intra-zonal travel emissions, which is lower in compact zone with smaller portion of land area, lower sprawl indicator, and more grid-type of road network. Also the suggested framework is applied in the evaluation of the effectiveness of bicycle lane project in Suwon, Korea. The estimated emissions including intra-zonal travel is as double as the results only with inter-zonal demands, which shows better performance of the suggested framework for more realistic outcomes. This framework is applicable to the estimation of mobile source emissions in nation-wide and the assessment of transportation-environment policies in regional level.

  • The Project Risk Management is intended to result in the effective management by identifying in advance and mitigating all significant risks including project risks and opportunities during the entire project life cycle - from project inception to completion of construction. It is impossible to predict an exact budget and construction duration before finishing a project. So, Washington Department of Transportation mandates that workshop-based risk management is conducted for projects over specific cost. However, the domestic construction sites have depended on numerical risk analysis without any workshop and efficient risk management have not made. Therefore, in this study, we propose the effective risk management using the RBES program which is very useful for workshop-based risk management and pre & post mitigation, by workshop-based risk management techniques. This proposed risk management approach is applied to a domestic 'A' river recovery project. It is concluded that we may expect the effect to mitigate the total cost overrun problem and the construction duration delay effect in the project by identifying significant risks and by preparing effective risk mitigation strategies.

Accordingly, in order to promote the details of the final challenge of providing real-time information and the usefulness of this information collection is clearly for the railway sector by function of the components is necessary to distinguish. In this paper, the details of the plan goals, promoting convenient rail-based real-time information, to promote optimal gohyoeuleul railways, railway safety and comfort, was defined as three. Selection of each goal, because the direction of vision and ITS around the railroad center of road users by highlighting the benefits of the railroad's traffic information center user switching, real-time delivery of information diversity (enhanced content) that can increase the capacity of line train operating systems, enhancing the safety management system introduced in the monitoring system and is a railroad crossing. Because urban railway project in accordance with the goal of decreasing the annual rate of the train support, and the average passenger wait time savings, increased future demand for railway, rail safety, including securing the expected effects may occur.

Effect of Inadequate Design on Cost and Time Overrun of Road Construction Projects in Tanzania

  • Completing road construction projects within the budget and time has been a problem for the Tanzania National Roads Agency (TANROADS); and the major problem highlighted in almost all projects being inadequate design. However, the extent to which inadequate design contributes to both time and cost overruns and its causes remained under-studied. The objective of this study is therefore to determine the extent of the effect of inadequate design, its causes and remedial measures. The methodology used in this study includes reviewing recent projects completion reports, holding roundtable discussions with consultants and TANROADS officials and analyzing the information. Cost and time overruns for the reviewed projects averaged 44% and 26% respectively. Similarly, the extents to which inadequate design contributes to cost and time overruns were on average found to be 61% and 85% respectively. The overruns are predominantly related to problems that occurred during the design process. To alleviate the problem, TANROADS is advised to improve the management of design projects, enhance the process of reviewing design reports, improve the design process including introducing Road Safety Audit and geometric design manuals, and increase staff to match the work-load.

  • Recently, several national construction projects such as Chunsung Mt. section of Kyungbu High Speed Rail or Sapae Tunnel of Seoul Outer Ring Road have been delayed or suspended due to the objections of residents or environmental organizations. Considering the development of democracy, increased public participation and interests on environmental issues in Korea, the generation of these social conflicts may be natural phenomenon. However, it is necessary to find measures to effectively implement major construction project and save costs related to social conflicts. In this paper, PI techniques in the United States are investigated and in comparison, the weakness and improvement plans for Korea's current public participation system have been suggested.

Errors and Causes in Railroad Demand Forecasting (the Incheon International Airport Railroad) (철도수요예측 오차현황 및 원인분석에 관한 연구 (인천국제공항철도 사례를 중심으로))

  • It is a plan the government increases a railroad section SOC investment, and to activate railroad construction while a railroad wins the spotlight with green transportation. But an error of the demand forecast that is a base of a railroad investment evaluation follows in occurring big, there is it with an operation with an obstacle of a railroad investment. Case of the Incheon International Airport Railroad which went into operation recently, While a present transportation demand showed about 10% than a demand forecasted in a past conference, it was magnified in a social problem. A lot of research was gone on in road project about traffic demand forecast and error, a study to find out the error cause is an insufficient situation although errors of a railroad occurs big. So, this study looked for errors and causes about trip generation model and modes sharing model of railroad demand forecast but it was defined causes so that it can occur similar problems in the future. Especially it investigated causes after comparing rate of development plan for the realization and O/D size in trip generation model and after comparing rate of modes sharing of past and current and conducting a survey for airport users. In conclusion, it suggested method to reduce errors of railroad demand forecasting in the future.
