Biosafety and Biosecurity Programme: Its Implementation, Requirements and Continuous Development at the Nanyang Technological University in Singapore

  • In Singapore, biosafety and biosecurity measures are controlled by the Biological Agents and Toxins Act (BATA) and other requirements by regulatory agencies. The law prohibits and otherwise regulates the possession, use, import, transhipment, transfer, and transportation of biological agents, inactivated biological agents, and toxins that are of public health concern. The law also defines the facility requirements for high risk biological agents and toxins. The containment facility (BSL 3) is a minimum requirement to handle biological agents that falls under Schedule 1 (Risk Group 3). The Nanyang Technological University School of Biological Sciences Biosafety Level 3 Facility (NTU-SBS BSL 3) was designed specifically for research involving potential hazardous biological materials. The facility requires yearly re-certification by an approved facility certifier to meet the local requirements and international biosafety standards for a containment facility in many instances. On the other hand, most NTU researchers conduct biological projects involving biological agents with low or moderate risk groups (Risk Groups 1 and 2 or biological agents described in schedule 3 and 4 of BATA) and GMOs, which need only a BSL 2 laboratory. BSL 2 laboratories are yet to be legally certified or registered in Singapore. Institutional Biosafety Committee (IBC) identifies the requirements; defines a minimum standard in the safe control of biological risks and registers all BSL 2 laboratories in the NTU. Therefore, under the guidance of the IBC, the University Biosafety and Biosecurity Programme includes the audit and certification program as a unique and an internal exercise to bring NTU biosafety to a higher level.

접근성이론과 GIS 공간분석기법을 활용한 행정기관의 입지선정 (A Site Selection of Public Facility Based on An Accessibility Theory & GIS Spatial Analysis Technologies)

  • 공공시설은 지역주민의 일상생활과 경제활동에 직접적인 영향을 미칠 뿐만 아니라 국가의 경제발전에 필수적인 시설이기 때문에 모든 사람이 공감하는 객관적인 평가기법에 의한 입지결정이 매우 중요하다. 본 논문은 접근성이론과 GIS 공간 분석 기법의 접목을 통해 공공시설 후보지 평가모형을 적용하여 현재 검토되고 있는 충남도청 후보지들의 적정성을 평가 하였으며 연구 결과 다음과 같은 사실을 알 수 있었다. 첫째, 충남 도청후보지로 신청한 12개의 후보지 중 타 지역에서부터 평균 접근시간이 가장 양호한 후보지는 철도망과 도로교통망이 잘 구축된 CH 후보지, CH/AS후보지, AS후보지 순으로 양호한 것으로 평가 되었다. 둘째, 충남 전 도민들의 총 통행시간을 최소로 하는 후보지는 CH/AS후보지, CH, AS 후보지 순으로 분석되었다. 셋째, 후보지간의 평균접근 시간은 접근성이 양호한 지역 순으로 높게 나타나는데 비해 총 인 통행시간은 인구밀도가 높은 후보지와 이와 인접한 후보지 순으로 높게 평가되었다. 넷째, 최적후보지 1,2,3순위 모두 CH, AS지역에 속해 있어 후보지 입지결정에 있어 교통의 접근성과 인구 인구밀집도가 주요결정 요인이 되는 것으로 나타났다.

  • Nitrogen dioxide ($NO_2$) is an important urban pollutant in Korea. Expecially, diesel vehicles are responsible for the most traffic rated nitrogen oxide ($NO_X$) emission, including nitric oxide (NO) and nitrogen dioxide ($NO_2$). Though nitrogen oxide ($NO_X$) emission from vehicle was applied a strict enforcement of emission standard, the specific $NO_2$ fraction in $NO_X$ ($NO_2/NO_X$) from various types of diesel vehicles was not understood. In order to investigate the fraction of $NO_2/NO_X$, the vehicle emission study was carried out at the facility of Transport Pollution Research Center (TPRC), National Institute of Environmental Research (NIER), Korea. Three different types of diesel vehicles(VAN, SUV, passenger) were tested on the NIER driving mode. The result of $NO_2/NO_X$ ratio was over 0.1 for all test vehicles and the highest $NO_2$ emission was observed at the van vehicle. The observation was showed that the emission trend of $NO_2/NO_X$ for passenger and SUV vehicles were inversely proportional. Also, as the emission standard has been strengthen, the emission rate of $NO_2$ has been decrease.

한강하구지역의 항만시설 개발대안에 대한 연구 (A Study on the Development Alternatives for the Port Facility in the Han River Estuary)

  • 본 연구의 목적은 남한과 북한간의 화물운송을 위한 해상운송과 항만서비스를 위한 협력적인 관리계획을 수립하고 한강하구와 서해 접경지역에 해상운송과 항만개발의 번영을 신속히 실현하는 방안을 제공하는 것이다. 특히 해상평화공원을 둘러싼 환경을 보존하기 위한 노력을 개발계획에 반영하는 것이다. 본 연구의 취지는 한강하구지역의 번영은 보존을 병행한 해상운송과 항만서비스의 개발을 통해서 가능하다는 것을 보이는 것이다. 수로, 지역, 비용 및 운송의 조건을 고려하여 서울 인근에 대한 항만으로 4곳의 항만대안을 제안하고 항만개발을 위한 대안 분석을 수행하였다.

Radiological Safety Assessment of Transporting Radioactive Wastes to the Gyeongju Disposal Facility in Korea

  • A radiological safety assessment study was performed for the transportation of low level radioactive wastes which are temporarily stored in Korea Atomic Energy Research Institute (KAERI), Daejeon, Korea. We considered two kinds of wastes: (1) operation wastes generated from the routine operation of facilities; and (2) decommissioning wastes generated from the decommissioning of a research reactor in KAERI. The important part of the radiological safety assessment is related to the exposure dose assessment for the incidentfree (normal) transportation of wastes, i.e., the radiation exposure of transport personnel, radiation workers for loading and unloading of radioactive waste drums, and the general public. The effective doses were estimated based on the detailed information on the transportation plan and on the radiological characteristics of waste packages. We also estimated radiological risks and the effective doses for the general public resulting from accidents such as an impact and a fire caused by the impact during the transportation. According to the results, the effective doses for transport personnel, radiation workers, and the general public are far below the regulatory limits. Therefore, we can secure safety from the viewpoint of radiological safety for all situations during the transportation of radioactive wastes which have been stored temporarily in KAERI.

공사구간 교통관리특성을 고려한 고속도로 교통사고 심각도 영향요인 분석 및 안전성 증진 방안 (Identification of Factors Affecting the Crash Severity and Safety Countermeasures Toward Safer Work Zone Traffic Management)

  • 공사구간에서는 교통류의 안전한 합류 및 통과를 위해 속도관리와 차로차단을 통한 체계적인 교통관리가 요구된다. 본 연구에서는 공사구간 교통관리특성을 교통안전분석에 반영하기 위해서 사고자료, 차량검기지에서 추출된 속도 및 교통자료, 공사 시 종점, 페쇄 차로 등의 정보가 포함된 공사장 이력자료를 활용하였다. 2010년부터 2014년까지 발생한 고속도로 공사구간 사고자료 중 총 231건의 사고에 대해 교통상황자료 및 공사장 이력자료를 매칭시킨 분석 대상 자료셋을 구축하고, 순서형 프로빗 모형을 적용하여 사고 심각도 영향 요인을 도출하였다. 분석결과, 속도, 차로 폐쇄에 따른 용량 감소량, 주의구간 내 사고 위치, 공사 작업 유형의 변수들이 공사구간 사고 심각도에 영향을 미치는 것으로 분석되었다. 분석결과를 바탕으로 6가지 공사구간 안전성 증진 방안을 수립하였다. 안전성 증진방안으로는 차로 합류 및 차단 방안, 주의구간 내 정보 제공 방안, 공사구간 속도 관리 방안, 공사구간 경고 정보 제공 방안, 공사구간 교통안전시설 도입, 공사구간 안전성 효과분석 및 모니터링 방안을 제시하였다.

  • Central government and local self-governing bodies are actively promoting bicycle-riding as a solution for transportation, environment, energy and health. They put lot of efforts in the practice of bicycle-related policies such as building bicycle-related infrastructure and creating task force team to improve the bicycle-related systems. However, there is no substantive improvement in the city rail operation agencies regarding the bicycle-related facilities and operation. The expansion of bicycle-related infrastructure in city rail stations is urgently required considering the increase in demands from the bicycle-riders for the facility and bicycle-related service improvement. Accordingly, this study suggests a bicycle-riding vitalization plan linking the city rail and bicycle by providing with a bicycle custody place in the city rail stations which will have comprehensive convenience facilities including the safe-keeping facility for bicycles.

우리나라 철도종합안전심사체계 개선에 관한 연구 (Study on the Improvement of the Integrated Railway Safety Audit System in KOREA)

  • According to Railway Safety Act, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railway Safety Audit (IRSA) and has implemented the safety audit to the Railway operation agencies such as Korea Railway (KORAIL) and the Railway facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the Railway operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system and to establish the consecutive improvement concept of IRSA. Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.

Zone을 고려한 2단계 시설배치 계획 최적화 (Optimizing Zone-dependent Two-level Facility Location Problem)

  • This paper considers a problem of locating both distribution centers and retailers in a zone-dependent two-level distribution network where either a distribution center or a retailer should be located in each zone. Customer demands of each zone should be satisfied directly from either its own distribution center or its own retailer being supplied from a distribution center of another zone. The objective of the proposed problem is to minimize total cost being composed of distribution center/retailer setup costs and transportation costs. In the analysis, the problem is proved to be NP-hard, so that a branch-and-bound algorithm is derived for the problem. Numerical experiments show that the proposed branch-and-bound algorithm provides the optimal solution efficiently for some small problems.

  • Selection of optimal railway line is taken into consideration include of the purpose of railway, geographical features and facility of management. This study performed opinions of specialists, checking of industrial environment, analysis of bid guideline to select the optimal line and executed AHP method to make quality model and choose weight factors. Therefore, this study executed about six categories which are the efficiency of transportation, facility of planning and construction, economical efficiency, coincidency of planning, the civil appeal and environmental standards, connection with system, and indicated the differences of other method by analyze into specific factors of each categories.
