Effect of Inadequate Design on Cost and Time Overrun of Road Construction Projects in Tanzania

  • Completing road construction projects within the budget and time has been a problem for the Tanzania National Roads Agency (TANROADS); and the major problem highlighted in almost all projects being inadequate design. However, the extent to which inadequate design contributes to both time and cost overruns and its causes remained under-studied. The objective of this study is therefore to determine the extent of the effect of inadequate design, its causes and remedial measures. The methodology used in this study includes reviewing recent projects completion reports, holding roundtable discussions with consultants and TANROADS officials and analyzing the information. Cost and time overruns for the reviewed projects averaged 44% and 26% respectively. Similarly, the extents to which inadequate design contributes to cost and time overruns were on average found to be 61% and 85% respectively. The overruns are predominantly related to problems that occurred during the design process. To alleviate the problem, TANROADS is advised to improve the management of design projects, enhance the process of reviewing design reports, improve the design process including introducing Road Safety Audit and geometric design manuals, and increase staff to match the work-load.

ITS기반 도로교통 안전시스템 정착을 위한 아.태 지역의 공동 대응방안

  • 아시아의 도시교통사고는 빠른 인구증가와 경제성장으로 인한 자동차 보급 확대로 인해 OECD 국가에 비해 2${\sim}$3배 높은 수준으로 교통사고절감을 위한 대안 마련이 시급한 실정이다. 이에 본고에서는 ITS기반 도로교통 안전시스템의 정착을 통해서 아시아 도시의 공통된 교통안전문제를 해소하기 위한 공동대응방안을 제시하고 있다. 이를 요약하면, 첫째, 도로사고와 ITS관계를 규명하고 사고요인을 도로상에서 제거할 수 있는 ITS기술을 소개하였다. 교통사고원인의 95%가 운전자관련인자로 나타나 운전자관련 ITS요소기술(HMI 등)의 개발이 시급한 것으로 나타났다. 또한 현재 도로 안전분야에서 적용 가능한 실용기술로는 돌발상황관리시스템, 충돌경고시스템, 비상연락시스템, 단속시스템 등인 것으로 판단된다. 둘째, ITS기반 도로교통 안전시스템의 조기 정착을 위해서는 기존 조직 법 제도의 정비가 필요하다. 아시아 도시에서는 ITS 도입 초기 정부주도형으로 추진하는 것이 바람직한데, 이를 위해서는 정부조직 내 ITS 전담기구 (Headquarter)를 신설하고, 도로안전 ITS관련 법령 및 ITS Master Plan에 근거한 권한과 사업, 예산을 확보해야한다. 또한 인프라 및 ITS 구축 운영과 함께 RSA(Road Safety Audit)와 같은 선진안전제도 시스템을 벤치마킹하여 국내 현실에 맞도록 접목시켜 나가야한다. 셋째, 교통관제 (광역)정보센터, 버스센터, 구간속도단속 등 혁신적인 도로안전사업을 지속적으로 발굴 확충하여 노하우를 축적해야 한다. 넷째, 아시아 도시의 공통된 교통문제를 해소하기 위한 공동대응방안을 마련하기 위하여 각국의 노하우를 전파하고 공유하는 창구로 아시아 태평양지역 ITS포럼을 더욱 육성해야 하겠다.

  • With increasing the quality of life in proportion to the national income, we have had cars as more convenient and safe means of transportation for a long time. The more we have the benefits from cars, the more seriously we should consider problems such as the destruction of the environment by air pollution, traffic accidents, parking problems, traffic congestion, etc. as social cost caused by the increase of cars. Among them, the traffic accidents are very serious, especially the accidents of the business cars occurs five times more than those of the private cars. Therefore if we analyze the cases of the various kinds of syst.em, test the results and apply them to business cars, we will reduce the traffic accidents of business cars.

  • Worldwide, air transport demand of this century is expanding rapidly, and each countries' demand is also increasing. Thus a number of low-cost carriers emerged in existing air transportation business sector and airman qualification check work regarding aviation safety management is increasing too. As the remedy for the result of aviation safety audit by ICAO and FAA in 2001 that governmental activity for aviation safety had been performed by a small number of aviation safety inspectors, airman qualification inspection system implemented by airlines was improved and the government has established the system that authorized airman qualification inspectors check airmen qualification with airlines according to the international trend. This study suggests the need of improvement of airman qualification inspection system that existing inspection system as the means of safety management can be transferred to Operations Safety Inspection(OSI) activity which is compliant with international standards.

  • In this paper to prevent human errors analyzed the causes of railway accidents and human error in last 5 years(2007~2011). The 2nd Railway Comprehensive Safety Plan currently being implemented in the safety business for prevention of human error. The accidents are often resulted from multiple causes with hardware failure and human errors. And prevention of human error associated with the implementation details of the priority projects, 14 projects were selected by draw. Then Analytic Hierarchy Process(AHP) methodology was used to select what projects were effective to human error.

  • Normal Operation Safety Survey (NOSS) is a safety management tool used by air traffic control organizations to measure data related to threats and errors to proactively prevent accidents before they occur. NOSS was developed to be applied to the air traffic control field according to the concept of Line Operation Safety Audit (LOSA) conducted by airlines to reduce human errors in the cockpits. Safety management based on data is crucial for the prevention of control-related accidents, and the competency of observers for this is important for the successful implementation of NOSS. Based on LOSA implementation experiences and expert interviews, this paper introduces the international NOSS methods and discusses the key factors required for effective observation and the implementation methods and implications of NOSS observer training.

  • Since out of a lot of traffic problems traffic accidents cause damage to life and properties of people, it stands out as one of traffic problems which needs improvement, and the loss due to traffic accident negatively affects not only the parties to the accident but also the national economy. Thus, continual concern of the government toward traffic safety is getting bigger and lately each local government is preparing a basic plan for traffic safety and vitalizing traffic safety policies. As expanding the responsibility and role of local governments for traffic safety, traffic safety measures which are based on the characteristics of each local government should be studied. Most of analytical methods in the existing traffic accidents prediction models with macroscopic vision focus on socioeconomic variables such as local population and the number of registered vehicles, and present a great deal of prediction error when they are applied in practice. In this context, this study proposed a traffic accident prediction model in respect of macroscopic level for autonomous districts (administrative districts) of Seoul City. The model development was not based on the entire city but on the type of local land usage (development density) whose relationship with traffic accident frequency was analyzed.

The Comparison Study on Observational Before-After Studies: Case Study on Safety Evaluation on Highways (관찰적 사전·사후 평가연구 방법의 비교 연구: 공용중인 고속도로 안전진단사업 효과평가를 사례로)

  • This study is to perform empirical analysis on observational before-after studies in Naive Method, Comparison Group(CG) Method and Empirical Bayes(EB) Method, and to compare with their results and to propose ways to apply to evaluation researches. For this purpose, the evaluation of road safety audit executed on Y$\breve{o}$ng-dong freeway in 2005 and 2006 was performed. As a result, all three methods have showed improved effects due to safety treatments. The safety effectiveness of Naive method is the largest, CG Method is the second and EB method is the last. The results of Naive method are overestimated due to the trend of reducing traffic accidents and those of CG method are affected by the external casual effects of comparison group. In the EB method, as "regression to the mean" phenomenon are controlled by reference group's accident model, it's result is relatively more accurate than that of other methods. In the conduct of evaluation studies, the analysts have to understand the pros and cons of each evaluation method. And after leading the survey on accident trends of related all sites, evaluation analysis is performed to be able to minimize bias.

The Development of Neural Network Model to Improve the Reliability of the Demand/Effort Model for Evaluating Highway Safety (도로위험도를 평가하는 요구/노력모형의 신뢰도 향상을 위한 신경망 모형 개발)

  • Traffic accidents on highways are likely to happen when there is an imbalance in the complex relationships among key elements such as road geometries, driver related factors, and mechanical performances. The Demand-Effort Model (DEM), which evaluates highway safety, can be explained by the imbalance, which occurs when the level of demand of the driver's attention to the road environment exceeds that of the response from the driver. This study suggests a new model that improves the reliability of the current DEM through the reinterpretation on the physiological signals with the help of the Neural Network Model (NNM). The data were collected from 149 subjects, who drove a test vehicle on the Yongdong, Honam, and Seohaean Expressways in Korea. Three important results could be drawn from the recursive tests as follows; (1) Only 5 out of 10 parameters on the physiological signals which are currently used were proven to be meaningful through the Normality Test, Cluster Analysis, and Mann-Whitney Analysis. (2) The revised DEM, which internally uses the NNM, showed more reliable results than existing DEM. Group 1, which is based on the new DEM showed 80.0% of accuracy in measuring the level of driver's efforts, however, that of Group 2 based on the current DEM was 74.3%. (3) Field tests on the Honam Expressway showed lower 'type II error' with the new DEM (40.5%) than the old DEM (58.8%). The DEM is designed as a quick and easy way to determine highway safety prior to the minute road safety audit (RSA) by a professional audit team. Then a new DEM, which is based on the NNM, needs to be considered since it showed higher reliability and lower error.

A Statistical Fitness Test of Newell's 3-detector Simplification Method for Unexpected Incident Detection in the Expressway Traffic Flow (고속도로 돌발상황 검지를 위한 삼연속검지기 단순화 해법의 통계적 적합성 검정)

  • The objective of this study is to actualize a statistical model of the 3-detector simplification model, which was proposed to detect outbreak situations by Daganzo in 1997 and to verify the statistical appropriacy thereof. This study presents the calculation process of the 3-detector simplification model and realizes the process using a statistics program. Firstly, the model was applied using data on detector of the main highways on which there is no entrances or exits. Moreover, in order to statistically verify the 3-detector simplification model, accumulative traffics for 30 seconds period, which reflects the dynamic changes of traffics due to shock wave, were estimated for outbreak traffics and steady flow, and the error of acquired data was statistically compared with that of the actual accumulative traffics. As a result, the error ratio between steady and incident cumulative flows has reached its maximum after 2-3 hours from an accident. Moreover, the incident traffic flows by accidents and the stade flows are heterogeneous in terms of their dispersion and means.
