The Cost Structure of the Lines of Urban Railway (도시철도 노선의 비용구조 분석)

  • The purpose of this study is to estimate the degree of cost inefficiency for the urban railway lines of a metropolitan city operated by public institutions in Korea and identify the causes of this inefficiency. To this end, we assume that the urban railway lines produce the output of train-km by putting three production factors of labor, electric power and maintenance and set the variable cost function model with the translog function to make a stochastic cost frontier analysis. Based on estimated result, we conclude that the cost savings for 6 years of all lines are about 6,672 hundred million won and top five lines with high inefficiency are Busan Line1, Daegu Line1, Daejeon Line1, Gwangju Line1, and Daegu Line2. The causes of inefficiency are attributable to labor and maintenance factors. The results of this study can be useful in case of finding the priorities of measures and specific plans for reducing labor and maintenance costs in the urban railway operation.

  • This study found that that dynamics of intensity of use and economic theory of derived demand can both be accommodated through an extensive translog demand model. The basic idea in this recognition is that the skewed life cycle empirical pattern of intensity of use plotted against per capita income is of lognormal form and this lognomal intensity of use model can be mathematically transformed into an eqivalent simple translog intensity of use model. Empirical results showed that this extensive traslog model, which is a flexible function and includes both the classical case of fixed coefficients and the dynamic case of varying coefficients of the explanatory variables, gave better forecasts than the original intensity of use model and other conventional models.

Analysis of Marginal Productivity and Return to Scale Using Estimation of Production Function in Offshore Fisheries (근해어업 생산함수 추정을 이용한 규모수익 및 한계생산성 분석)

  • The production of Korean offshore fisheries has been gradually decreasing due to the severe depletion of offshore fisheries resources caused by excessive fishing efforts. The production of the offshore fisheries in 2016 was the lowest since 1975. So the federal and local governments in Korea adopted and implemented various fisheries management plans and policies in order to restore fisheries resources. However, these plans and polices have not been successful in re-establishing fisheries resources. Thus, in order to accurately diagnose the situation with regard to offshore fisheries, this study sought to estimate not only the return to scale by fishing gear of offshore fisheries, but marginal productivity of individual fishing gear based on production factors derived from offshore fisheries production functions. The study was organized in the following manner. First of all, this study estimates production functions of offshore fisheries. The Cobb-Douglas and the translog production functions are adopted as offshore fisheries production functions. Specifically, the functions are estimated by crew, vessels, and offshore resource as production factors. The offshore resource is estimated by the Clarke Yoshimoto Pooley model based on the surplus production model. Secondly, the fisheries production functions are extended to the fixed-effect model and the random-effect model with panel data. Thirdly, this study analyzes the return to scale of offshore fisheries and the marginal productivity of the production factors from the estimated offshore fisheries production function. In conclusion, this study suggests plans and countermeasures for productivity improvement by group (labor intensive or technology intensive) based on the characteristics of individual offshore fishing gear.

The Economies of Scale and Scope in the Medical Service Industry of Korea and Its Policy Implications (한국 의료서비스산업의 규모 및 범위의 경제와 그 정책적 시사점)

  • The purpose of this study is to investigate the economies of scale and scope in the medical service industry of Korea using the multiple output translog cost function. The results show that the single-product scale economy (SSE) estimated is highly significant and less than one, implying that Korean medical service institutes are on average enjoying the product-specific scale economy in providing their services. In addition, the ray scale economies (RSE) reflects the overall economy of the scale in individual firm, showing less than one. Thus, the medical service industry in Korea is generally operating in the region of increasing returns to scale. The findings provide evidence of the economy of scope, in particular, with the joint production of inpatient and outpatient services as well as inpatient and administrative services.

An Analyzing the Cost-Saving Effect of R&D Investment: Focusing on the ICT Industry (연구개발투자에 따른 비용저감 효과 분석: ICT산업을 중심으로)

  • The purpose of this study is to estimate the cost-saving effect of R&D investment in the ICT industry. As is well known, the R&D investment induces both the product innovation and the process innovation, in turn leads the effect of creating profit and cutting cost. However, it appears that studies concerned with the cost-saving effect of R&D investment have been unproductive, while most existing studies concentrate on the topic involved with the creating profit of R&D investment. Therefore, we extend the effect of R&D investment to a framework of the cost-saving focusing on the ICT industry. To empirically analyze the effect, we built a simultaneous three-equation model comprising a translog cost function and two cost share equations, and employed the SUR analysis. As a result, we found out that the cost-saving effect on the total cost is statistically significant. In addition, we examined relationships between the R&D investment and each cost of production elements. The results show that on the one hand, the R&D investment and the intermediate good cost have the substitution relationship. On the other hand, the complementary relationship is observed between the R&D investment and each labor or capital cost.

An Analysis of Optimal Production Scales by Greenhouse Types using Long-run Average Cost in Controlled Tomato (비닐하우스 토마토의 온실유형에 따른 장기평균비용을 고려한 적정 생산규모 분석)

  • The optimal greenhouse scales for controlled tomato should be studied because the increase of oil price and labor costs following the shortage of workforce makes greenhouse cultivation hard to gain profits. The purpose of this study is to estimate optimal production scales by greenhouse types for controlled tomato. The translog cost function is estimated based on the production cost survey data. The results can be summarized as follows: First, the average production cost of controlled tomato per kg decreases as the production scale increases. Second, according to the tomatoes farm of standard farming income data of RDA, the minimum production scale is 23 ton. Third, the estimated output of single-span greenhouse considering production scale with minimum average cost is 345 ton and production cost per kg is 1,476 won. The corresponding figures of multi-span greenhouse are 415 ton and 936 won, respectively. The study results can be used as basic materials for efficient decision making of tomato farmhouses and novice farmers. Also, the study shows that multi-span greenhouse should be encouraged to be built, since it requires lower marginal cost than single greenhouse. The results of this paper will help increase the income of farmhouses and cut expenses for the coming years.

A Study on Estimating Regional Water Demand and Water Management Policy (물 수요함수 추정과 지역 물 관리 정책 연구)

  • In Korea, water supply capacity and facility investments had been emphasized around the 1980s. The water pricing have gained focuses in water policy since the 1990s. This study analyzes a water demand and estimates the relation of water demand and other socio-economic variable, using econometric models on the city of Busan. Water price and income are two key elements to explain water demand. Modeling approach using translog function provides better results, and water demand responds positively to population and income. Energy and water prices are negative factors in deciding water demand. It is requested that water pricing needs to reflect more production costs. Alternative approaches such as water saving facilities by household and use of digital water information should be emphasized for efficient water management in a local community.

Economies of Scale and Scope in the Korean Railway Industry: A Generalized Translog Cost Function Approach (일반초월대수 비용함수모형을 이용한 한국 철도산업의 규모 및 범위의 경제성 분석)

  • Using a generalized translog multiproduct cost function model, this paper examines economies of scale and scope in the vertically-integrated Korean railway industry. The paper then conceptualizes that the Korea National Railroad (KNR) produces four outputs (passenger-kilometers, ton-kilometers of freight, average length of passenger trips, and average length of freight haul) using three input factors(labor, fuel and maintenance, and rolling stock and capital). Using time series data collected from the KNR's annual records for the years from 1977 to 2002, the simultaneous equation system consisting of a cost function and two input share equatins is estimated with the Zellner's iterative seemingly unrelated regression. The findings show that the cost function corresponding to a non-Cobb-Douglas, non-homothetic, and non-homogeneous production technology adequately represents the KNR's cost structure. On the other hand, the Korean railway industry experiences sizeable overall scale economies, which result from substantial product-specific scale economies associated with passenger-kilometers and freight ton-kilometers and from scope economies associated with their joint production. In addition, the magnitude of economies of scope is influenced largely by the ratio of passenger trips, and has increased over time as the former has increased while the latter has decreased.

Estimation of Industrial Water Supply Benefits Using Production Function Approach (생산함수 접근법에 의한 공업용수 공급편익 산정 방안)

  • Industrial water supplied by water resource project is essential input materials along with labor, capital and land for companies. It is very important to stably secure these input materials in order for the industry to generate additional values. If the supply of industrial water is stopped, it is known damage for the industry is greater than domestic water or agriculture water based on same amount of supply. Like this, the actual value of industrial water has been highly acknowledged from the intuitive perspective, but study on the value and benefits of industrial water has been rarely conducted. Therefore, this study verified the value of industrial water supplied from water resource project, and used marginal production value as a measure to estimate the benefits of industrial water in the analysis of economic efficiency. As a result of empirical analysis using Cobb-Douglas production function and Translog production function, industries' average marginal production value was $5,427KRW/m^3$ and $5,583KRW/m^3$ respectively. The marginal production value for eleven industries were estimated by using same method. The marginal production value by industries presented by this study will be used as important data to calculate benefits of industrial water in the future. Moreover, the result of this study will provide reasonable criteria for decision making on the allocation of water in emergency situation, and problem of resource supply from water resource project.

A study on Estimation of CO2 Abatement Cost in Korean Offshore Fishery (우리나라 근해어업의 CO2 배출 저감비용함수 추정)

  • This study has attempted environmental economic analysis on the cost structure of offshore fisheries based on fishery management data published by the Fisheries Research Institute to examine the effect of the environmental policy on the fisheries for the effective implementation of the Paris Convention. Under the assumption that both fisheries and carbon dioxide are simultaneously produced, the cost structure of offshore fisheries were analyzed. Cost function in a translog form was estimated and SUR (Seemingly Unrelated Regression) model was used for the analysis. Here, $CO_2$ emission of offshore fishery was calculated by using National Federation of Fisheries Cooperatives' data on supply of tax exemption oil (2003~2016). The cost function estimation showed that there is a weak disposition between catches and $CO_2$ emissions during the sample period, and the marginal abatement cost (MAC) is estimated at 1,457 won per year. In addition, for the same period, when 1% of $CO_2$ per horsepower is to be reduced MAC increases by 2.2%, and when 1% of $CO_2$ per 1 ton of catch is to be reduced, MAC increases by 1.4%.
