A Study on the Multilateral Environmental Cooperation (다자간 환경협력에 관한 연구)

  • This research emphasizes the necessity of building a multilateral environmental cooperation. The Process and Problems of multilateral environmental cooperation system are discussed, and some policy proposals are suggested. Especially for Northeast Asia, a comprehensive multilateral environmental cooperation system is required because of transborder pollutions. Within the contractual environment, international institutions can help the parties of conference to build up national capacity to cope with environmental threat.

A Study on the Transborder Characteristics of Forms in Baroque Space (바로크공간의 탈경계적 조형 특성에 관한 연구)

  • The visual expression system of space realized in Baroque aesthetics is basically grounded on the philosophical view to the world of the time, that is to say the changes of the thinking system in the Renaissance and ontology based on it. Structural aesthetics in Baroque freed from Plato's system of harmony but grounded on Leibniz's process philosophy formed a crucial background to highlight the formal nature of the whole and build a structure based on the inclusive principle of formativity. Also, to solve problems to realize the order and consistency of forms from the whole, Baroque adopted the nonlinear and nonphysical formative system as the principle of building space in works of art. Combining the order system of nature in the Renaissance with manneristic dynamicity as well as formative principle taking shape geometrically, it did establish a variety of aesthetic concepts based on the results of infiniteness and exaggeration expressed from the two forces, the Renaissance and mannerism. This study has found that such Baroque aesthetics did overcome classical planeness and draw continuous mobility from the structures and forms based on that with the transborder concepts of structures, the components of space, as an ultimate system of formative expression. Moreover, this author has drawn and analyzed with the cases of the 17th-century art and architecture the transborder elements manifesting the nature of diverse formative visual elements produced in artistic expressions with that principle of aesthetics, that is the intangible concept of Baroque. Based on that, this researcher intends to come up with technical solutions to solve a lot of environmental and architectural problems we are severely facing nowadays in terms of environmental, physical, and emotional aspects with the theoretical clues and results acceptable to this contemporary era.

A Policy-study on the Promotion of Environmental Cooperation in Northeastern Asia (동북아시아 환경협력 촉진에 관한 정책연구)

  • This research reviews the current state of the environmental problems in Northeastern Asia and emphasizes the necessity of building a sustainable regime of multilateral environmental cooperation. The Process and problems of multilateral environmental cooperation system are briefly discussed. This research stresses the importance of contractual environment that enhances the level of enforcement of international environmental agreement. Within the contractual environment, international regimes can support the parties of conference to build up administrative capacity and scientific technology to cope with transborder pollution problems. Some policy proposals such as cooperation among central governments and local governments, and the participation of NGOs are suggested.

  • Transborder data flow(TBDF) of personal information in Korea has been limited by current Privacy law which request data subject to give consent. As the IT industry is growing at an incredible rate, there is a need to review the existing law to cope with growing industrial demand and increasing numbers of international data transfer. The transfer of personal data overseas not only allow businesses providing IT services including finance, internet, e-commerce to thrive, but also impact every aspect of our lives which are increasingly depended on these technology. Transmitting personal data across borders raises serious questions of privacy protection and restriction of business operation. In ordrer to promote interoperability of personal data in international environment, a considerable amount of research and debate needs to be taken before implementing a sound policy. This paper presents a need for a sound TBDF policy in Korea by examine the main policy challenges associated with TBDF. Finally, the paper identify policy suggestions based on European Union's approach as they have successfully implemented TBDF policy that balanced data privacy and economic agenda.

  • Authors tried to classify landforms of civilian-restricted trans-border coastal region of the East Sea by using both field survey and remote sensing data including IKONOS images and digital maps. As a result, authors can draw the boundaries of landform units on satellite images and classify landforms effectively. Typical landforms of undisturbed depositional coastal area such as coastal sand dune, sand bar, lagoons, and tombolo are found within the study area. Also, riverine wetlands and estuarine wetlands are readily discernable on both satellite image and field survey. Even though landforms within the study area are relatively small, they are so dynamically connected that their preservation value is very high.

  • The 2010 PCRD(Presidential Committee on Regional Development) International Conference aims at designing regional policies to enhance regional growth potential and inter-regional cooperation. Increasing economic interdependence in Northeast Asia in particular among the 3 countries of China, japan and Korea, requires enlightened territorial development policies of each country to accommodate the need for close cooperation and networking across the border. The security problem in the Korean peninsula requires the importance for earnest dialogue and discussion between neighbors about the common future of Northeast Asia. Cross-border cooperation and networking will contribute to enhancing regional stability and development in this era of borderless globalization.

  • This study collected and analyzed case studies related with the use of spatial information in North Korea to prioritize construction and required supporting processes in order to propose a short-term and long-term road map for the establishment of spatial information in North Korea. Recent research cases related to the prioritization of spatial information development were analyzed, and priority for the construction of infrastructure was derived based on the interconnectedness and relationship of national infrastructure. Due to the inaccessibility and remoteness of North Korea, all of the five studies determined priorities according to questionnaires and consulting of refugees and knowledgeable figures by expert groups. In summary, priority was given to unarmed and transborder areas, major cities, special zones, and development zones, while in terms of facilities, priority was given to power communication, railroads, water and sewage architectural buildings, roads, and dams. In the case of prioritizing the establishment of national infrastructure for the unified Korean Peninsula, the development of major areas, ports, and the related city-level spots to develop a line that promotes the sharing of routes such as transportation networks, water, and energy, thus leading to a scenario involving the development of cotton at an urban and national level.

A Study of Information Services in the Perspective of Transborder Data Flow (국제데이터유통(TDF)에서의 정보서비스 이해)

  • Problems encountered under the (TDF) transdorder data flow and the current insights of overseas information services which have considerable influences to the domenstic information market are discussed. The various organizations which provide the oversears database services and do bridge role to the domestic users are investigated. The current Internet connectivities by non-profit members as well as commercial sectors for the overseras information services are also discussed. Attention is given to that the overseas information services must be understood and proceeded in the perspective of TDF and of the considerable problems implicated, and that the researchers having interests about information services must have an idea to the information sovereignty.

  • European Union and United States have introduced new Privacy Shield agreement after decision of Court of Justice of the European Union which invalidated Safe Harbor agreement. Privacy Shield agreement contains several clauses to raise the level of personal data protection such as enhanced commitments, stronger enforcement, clear safeguards and transparency obligations, and effective protection of EU citizens' rights with several redress possibilities. This agreement has received positive response as an enhanced measure for personal data protection. This paper examines EU and US discussion history and current situation regarding Privacy Shield and suggests national policy direction such as measures for personal data transborder flow system improvement and international cooperation.

Network Technology-based Aesthetic Practices: Focused on the Digital Activism of Electronic Disturbance Theater (네트워크 테크놀로지 기반의 미적 실천: 전자교란극단의 디지털 행동주의를 중심으로)

  • Network technology used as a physical interface to retrieve, store, and exchange data is leading the era of data capitalism in the 21st century. The capacity of network technology dominates almost all communication in everyday life, and makes social understanding and experiences in the physical world visible in cyberspace. The movements of human bodies and objects in cyberspace are placed in a social context. This paper paid attention to these phenomena and examined the cases of activism that raised real problems through cyberspace. In particular, the focus of the study is the digital activism of the Electronic Disturbance Theater, which combines critical art and thinking for democracy with the realm of information and demonstrates aesthetic imagination. The first chapter of the main body briefly outlines the meaning activism as a social movement in cyberspace. The second chapter looks back on the alternatives of <FloodNet>, which represents the early activism performance of EDT. And then in the last chapter, the poetic significance of the <Transborder Immigrant Tool> is analyzed. Through this process, this paper demonstrates that the activism performance of the EDT is a critical aesthetics that encourages imagination for alternatives. It also argues that Electronic Disturbance Theater has contemporary value as an avant-garde art that actively utilizes the medium of network technology and integrates performance art and politics.
