해상화학사고 대응을 위한 국내 교육훈련체계 개선에 관한 연구 - 국내 체계와 외국 체계의 비교를 기반으로 - (A Study on the Improvement of the Education and Training System for Response to Marine Chemical Incidents in Korea - Based on the Comparison of Systems between Korea and Foreign Countries -)

  • 해상 HNS 유출사고 대응 교육훈련체계의 국내 및 외국(미국, 캐나다, 호주, 영국) 현황을 살펴보고, 국내 체계와 외국 체계 간의 비교를 통하여 국내의 교육훈련체계 개선방안에 대한 연구를 수행하였다. 그 결과, 국내의 민간 교육훈련기관이 거의 전무한 상태에서 외국의 기관들에 비하여 활성화되지 못하였고, 국내의 해상 HNS 관련 교육훈련이 정부 주도 하에 획일적으로 이루어지고 있는 실정이었다. 또한 국내의 교육훈련기관인 해양경찰교육원과 해양환경교육원 간에는 교육대상자, 교육기간 등에서 차이가 있었다. 국내의 해상 HNS 관련 교육과정이 외국의 교육과정에 비하여 단순한 편이었고, 교육기간도 상대적으로 짧았으며, 국제해사기구 HNS 모델코스의 2가지 과정(운영 수준 및 관리자 수준)을 수용하지 않고 있었다. 국내 해상화학사고 대응 교육훈련체계를 개선하기 위한 방안을 단기적 측면과 중 장기적 측면으로 나누어 제시하였다. 단기적 측면에서, 해양경찰교육원과 해양환경교육원은 각자 독립적으로 운영하는 현행의 이원적 체계를 유지하면서 두 기관이 공동으로 참여하는 HNS교육훈련운영협의체(가칭)를 설립하는 방안을 제시하였고, 중 장기적 측면에서는, 해양경찰교육원 HNS 담당부서와 해양환경교육원 HNS 담당부서를 통합하여 국제경쟁력을 갖춘 일원적 체계인 국가해상HNS방제교육훈련기관(가칭)으로 변경 확대하는 방안을 제시하였다.

  • 본 연구에서는 사서교육훈련의 중장기적 발전방안을 마련하기 위해 도서관 대내외적 환경변화와 인적자원개발(HRD) 트렌드를 반영한 사서교육훈련의 비전 및 목표를 설계하고자 하였다. 사서교육훈련의 비전 및 목표 설계를 위해 사서교육훈련 필요성, 목표, 사명, 역할 등의 재정립, 사서교육훈련의 비전과 목표 실현을 위한 추진전략 모색 도서관 미래 인재 양성을 위한 핵심역량 및 국가직무능력표준(NCS) 기반 교육운영 가이드라인 개발을 위한 세부추진계획 등을 마련하였다. 먼저, 국내외 선행연구 및 문헌을 분석하였을 때, 미래 사서는 첫째, 창의융합형 인재, 둘째, 소통협력형 인재, 셋째, 선도전문형 인재, 넷째, 공감포용형 인재 등이 포괄된 역량을 갖춘 인재상을 기반으로 교육훈련을 수립해야 할 것으로 파악되었다. 도서관 미래 인재상 및 핵심역량에 따른 교육과정은 다음과 같은 프로세스 모형으로 제시하여야 하며, 창의융합형 인재, 소통협력형 인재, 선도전문형 인재, 공감포용형 인재상별 사서역량을 도출하고, 사서역량에 따른 직무능력을 설정하여 직무능력 향상을 위한 교육과정을 설계하는 방향으로 교육 방향을 설정해야 할 것으로 파악하였다.

교류협력국 교원 초청 교육정보화 연수의 성과 분석 (Analysis of ICT in Education Training for Teachers from Partner Countries)

  • 각 시 도교육청은 "이러닝 세계화 사업"의 일환으로 교류협력국의 교원을 초청하여 교육정보화 연수를 진행하고 있다. 이 초청 연수의 목적은 이러닝 국가경쟁력 유지와 영향력 강화에 따른 국가 브랜드 제고, 우리의 선진교육정보화 사례를 공유하여 국가 간 지식정보 격차 해소, 교육정보화 분야 교류협력을 통한 동반자적 관계 구축, 교류협력국 선도 교원들이 자국의 교육정보화를 발전 및 확산할 수 있는 역량 강화 등이다. 2005년에 시작된 교류협력국의 교원 초청 교육정보화 연수가 10주년이 되는 시점을 맞이하여, 그간 진행된 연수 프로그램의 성과를 반추하고 지속적인 발전 방안을 모색할 필요가 있다. 이를 위해 상황, 투입, 과정, 산출에 따른 현황을 분석하기 위해 질적 연구를 수행하였다. 각 시 도교육청의 초청 연수 담당 장학사, 주무관, 그리고 해외 교원 등을 대상으로 심층면담을 실시하였고, 그 면담 결과를 주제별로 구분하여 분석하였다.

신임환경공무원을 위한 환경소양 사이버 연수 콘텐츠 개발 (Cyber In-Service Training Contents Development Regarding Environmental Literacy for Entry-Level Environmental Public Servants)

  • The purpose of the study was to develop cyber in-service training contents regarding environmental literacy for entry-level environmental public servants. The blended type of contents were developed, through literature review, contents analysis of other programs, and expert conferences. The validity of the contents developed was ensured experts in environment. Major research findings were as followings: First, there is a lack of time for entry-level environmental public servants to participate in the environmental in-service training programs. Therefore, cyber training can be a good solution to the problems with environmental training courses. It improves access to educational opportunities as it overcomes the limitations of time and space and provides hands-on experiences through multimedia materials that reflect the real world. Second, directions for developing cyber environmental education contents were represented in three parts; 1) strategies for developing cyber environmental education contents, 2) Models for developing cyber environmental education contents, 3) Contents selection for developing cyber environmental education contents Third, the developed contents for entry-level environmental officers consist of 4 domains: (1) the introduction to environment; (2) the natural scientific understanding of environment; (3) the humanistic understanding of environment; and (4) the social scientific understanding of environment. Fourth, the program developed was evaluated by 7 environmental education experts according to 10 evaluation items of total contents and contents development structure. In result, the validity of the program was ensured. Based on the results, some recommendations were suggested.

보육시설 아동에 대한 교사의 안전교육 요구도 (The Degree of Safety Education Requirement for Younger Children in Child Daycare Center Teachers)

  • Purpose: The purpose of this study was to identify the degree of safety education requirement in child daycare center teachers. Method: The data using questionnaire were collected from eight child daycare centers located in Seoul, Gyounggi-Do, and Kwangwon-Do. Final participants were 133 child daycare center teachers. Results: The degree of safety education requirement were as follows: education need of safety knowledge ($4.26{\pm}.50$), safety education need of daycare center ($3.29{\pm}.60$), recognition about safety education training ($3.94{\pm}.58$), and confidence of safety care practice ($2.75{\pm}.43$). There is significant correlation between education need of safety knowledge and safety education need of daycare center (r=.495, p<.001), education need of safety knowledge and recognition about safety education training (r=.555, p<.001), education need of safety knowledge and confidence of safety care practice (r=.201, p=.020), safety education need of daycare center and recognition about safety education training (r=.464, p<.001), and recognition about safety education training and confidence of safety care practice (r=.187, p=.032). Conclusion: On this study, child daycare center teachers' safety education requirement was relatively high. It is recommended that safety education for them should be done for children's healthy life.

하루 중 다른 시간대에 실시한 복합 트레이닝이 신체조성, 혈중지질, 스트레스 호르몬 및 영양소 섭취량에 미치는 영향 (The Effect of Combined Training at Different Times of Day on Body Composition, Plasma Lipids, Stress Hormones and Nutrient Intakes)

  • Regular exercise training improves body composition, blood lipid profiles and exercise adaptation. This study was conducted to investigate the effect of exercise training at different times of day on body composition, blood lipids, stress hormones and nutrient intakes. Twenty four male graduate students carried out this experiment. The subjects were divided into three groups; morning exercise group, evening exercise group and control group. Two exercise groups performed running and muscular resistance training at mid intensity for 12 week periods. Body composition, blood lipid profiles, blood cortisol, ACTH and nutrient intakes were analyzed prior to, midway and after training. There were significant differences about interaction between different exercise times and training periods in plasma TG and HDL-C of the evening exercise training (p < 0.05). Also the evening exercise group was showed the decreasing of TC after training (p < 0.05). No significant differences about interaction between different exercise times and training periods were shown in body composition, stress hormones and nutrient intakes in the three groups. But evening exercise training decreased body fat ($\%$) and blood ACTH (p < 0.05). Also the increasing of carbohydrate intakes was shown by the evening exercise training (p < 0.05). In contrast, morning exercise group indicated a decrease of body fat ($\%$) after 6 week training (p < 0.05), but this effect was not maintained after 12 weeks of training. These results suggested that regular evening exercise is more effect than morning exercise from the viewpoint of improving body composition, blood lipids, nutrient intakes and exercise adaptation.

직업능력개발훈련과정의 시간당 수강료 영향 요인 분석 (Analysis of Influencing Factors on Hourly Course Fee in Vocational Competency Development Course)

  • 현재 직업능력개발훈련에 대한 재정 지원은 NCS 직종 분류에 따라 설정된 NCS 기준 단가에 따라 집행되고 있다. 이러한 기준단가 제도는 훈련분담금-지원금 제도가 운영되는 경우 그에 필요한 행정 부담을 경감시켜주는 장점을 갖고 있다. 본 논문에서는 현재 NCS 기준단가가 훈련과정별 수강료를 기준으로 함에 따라 직업훈련 정책의 사회통합적 기능을 왜곡시킬 수 있음을 지적하였다. 앞으로 합리적 개선 방안 모색을 위한 기초로서, 훈련기관에서 책정하는 훈련과정별 수강료에 어떤 요인들이 영향을 미치는지 분석하였다. 그 결과 실제로 훈련기관의 독점적 성격이나 훈련참여자의 높은 지불의사가 수강료에 영향을 미침을 확인할 수 있었다. 따라서 향후 정부의 직업능력개발훈련에 대한 재정지원에서 이러한 영향을 제거하고 실제 훈련공급비용에 가까운 지원이 이뤄지도록 함으로써 훈련정책이 사회적 통합성 제고에 기여하도록 해야 할 것이다. 더 나아가 근본적으로 모든 훈련과정의 정확한 훈련공급비용을 보전해 줄 수 없다면 정부의 정책적 판단을 중심으로 하는 지원 기준 마련이 필요하다.

8주간의 체중을 이용한 저항운동 시 전신진동 유·무에 따른 노인 여성하지의 발바닥쪽굽힘근의 생체역학적 특성 변화 (Changes in the Biomechanical Properties of Ankle Plantarflexors Following 8-week Resistance Training with or without Whole-Body Vibration in Older Women)

  • The aim of this study was to investigate the effect of resistance training with and without whole-body vibration(WBV) on the biomechanical properties of the plantarflexor in the elderly women (>60 yrs., n=35). Thirty-five volunteers were randomly assigned to a resistance training with WBV group (RVT, n=14), a resistance training without WBV (RT, n=11), and a non-training control group (CON, n=10). The RVT and the RT groups participated in the training sessions three times a week for 8 weeks, followed by a 4-week detraining period. The CON group was instructed to refrain from any type of resistance training. To assess strength and activation of the plantarflexor muscles, maximum isometric ankle plantarflexion torque and muscle activation of the triceps surae muscles were measured using dynamometry, twitch interpolation technique and electromyography at four different ankle joint angles. Also, the lower extremity function was assessed by vertical jumping. The measurements were performed prior to, 2 and 8 weeks after the training and after a 4-week detraining period. Following the 8-week training sessions, an increase in the isometric plantarflexion strength was found to be greater for the RVT compared with the RT group (p<.05). Muscle inhibition was significantly decreased after training than before training only for the RVT (p<.05). Following the detraining period, a decrease in isometric plantarflexors strength and a increases in muscle inhibition were significantly less in the RVT compared with the RT group. In conclusion, the exercise with WBV is a feasible training modality for the elderly and seems to have a boosting effect when used with conventional resistance training.

A survey on the impact of a pharmacovigilance practice training course for future doctors of Korean medicine on their knowledge, attitudes, and perception

  • Objectives: This study aimed to evaluate the impact of a training course on pharmacovigilance for future doctors of Korean medicine (DKM). Methods: In 2020, a pharmacovigilance training course was conducted for 57 senior students of a Korean medicine (KM) college, and its impact to the students were assessed in terms of the knowledge, attitudes, and perceptions of these students at three-time points: pre-training, post-training, and 4-6 months after the end of the training. Results: A total of 38 students completed the survey. The average score from the knowledge test increased significantly after training compared to prior to the training (5.47±2.140, 6.61±1.001, respectively, p<0.001) and was maintained until the final survey (6.61±1.220). The rate of correct answers to most of the knowledge test questions increased after the training but decreased in the final survey. In terms of attitudes, self-confidence in causality assessment (2.63±1.025, 4.58±0.826, p<0.001) and spontaneous reporting (2.08±1.050, 4.74±0.446, p<0.001) significantly increased after the training and then slightly decreased (3.92±1.171, 4.40±0.755). The perception level was high prior to the training, and this pattern was maintained throughout the study period. Students responded that pharmacovigilance education was necessary for DKM after training, and for the undergraduates of KM colleges. Conclusions: This study shows that this pharmacovigilance training course is effective for students majoring in KM but that retraining is required at least 6 months after the initial training. Further follow-up studies are needed to ensure that students actively participate in spontaneous reporting after graduation, and continuous education should be provided to graduates.

건설현장에서의 산업안전교육이 재해 및 사고방지에 미치는 효과 연구 (A Study on the Effect of Safety Education to prevent the Disasters and Accidents in Construction Field)

  • Construction companies economic to lighten the restrictions on safety education and training due to the domestic recession as long as the global downturn. With this, the Korean government restrictions, but the incidents are being sharply increased nowadays. The construction industry hazardous than any others, so, they insist to reinforce the training for incidents prevention, to be disregarded at the subcontractors of the bigger construction companies problems. According to these matters, this study hereby surveyed regarding their suggestions for the improvements of the training concepts through questionnaires below.
