  • This paper is to investigate the method of reducing the number of fuzzy rules with the help of LVQ. a large number of training patterns usually leads to a large set of fuzzy rules that require a large computer memory and take a long time to perform classification. so, in order to solve these problems, it is necessary to study to minimize the number of fuzzy rules. However, so as to minimize the performance degradation resulting from the reduction of fuzzy rules, fuzzy rules are generated after training the high-quality initial reference pattern. Through the simulation, we confirm that the proposed method is very effective.

  • Scoring the constructed responses in large-scale assessments needs great efforts and time to reduce the various types of error in Paper-based training and scoring. For the purpose of eliminating the complexities and problems in Paper and pencil based training and scoring, many of countries including U.S.A and England already have applied online scoring system. There, however, has been few studies to develop the scoring system for the constructed responses items in Korea. The purpose of this study is to develop the basic design of the Internet-based scoring system for the constructed responses. This study suggested the algorithms for assigning scorers to constructed responses, employing methods for monitoring reliability, etc. This system can ensure reliable, quick scoring such as monitor scorer consistency through ongoing reliability checks and assess the quality of scorer decision making through frequent various checking procedures.

  • To improve the educational system of Korea Maritime Police Agency(KMPA), the authors investigate and evaluate the present course and curricula in details comparing with the systems of US Coast Guard and Japanese Coast Guard As a result, it is suggested that KMPA try to recruit good-quality officers through the diverse route, develop the future-oriented educational, system, adjust the course and curricula to meet KMPA's role and mission for 21st century. Besides, it requires that KMPA establishes its own institute to carry out the recruit training and re-freshening courses for both the officers and enlisted person.

  • The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. Now frequency of cargo handling accidents in port is highest for the second time among all industries. The purpose of this study is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 45 accidents happened at Incheon Port during the period from 2007 to 2009. And the result of analysis, we proposed the new safety management system and safety education to reduce cargo handling accidents and to promote the quality of cargo handling in Incheon Port. Within the framework of effective safety management of cargo handling in port, this study will help to revise and establish system, education, and standard working manual with respect to the port loading and unloading system.

Understanding recurrent neural network for texts using English-Korean corpora

  • Deep Learning is the most important key to the development of Artificial Intelligence (AI). There are several distinguishable architectures of neural networks such as MLP, CNN, and RNN. Among them, we try to understand one of the main architectures called Recurrent Neural Network (RNN) that differs from other networks in handling sequential data, including time series and texts. As one of the main tasks recently in Natural Language Processing (NLP), we consider Neural Machine Translation (NMT) using RNNs. We also summarize fundamental structures of the recurrent networks, and some topics of representing natural words to reasonable numeric vectors. We organize topics to understand estimation procedures from representing input source sequences to predict target translated sequences. In addition, we apply multiple translation models with Gated Recurrent Unites (GRUs) in Keras on English-Korean sentences that contain about 26,000 pairwise sequences in total from two different corpora, colloquialism and news. We verified some crucial factors that influence the quality of training. We found that loss decreases with more recurrent dimensions and using bidirectional RNN in the encoder when dealing with short sequences. We also computed BLEU scores which are the main measures of the translation performance, and compared them with the score from Google Translate using the same test sentences. We sum up some difficulties when training a proper translation model as well as dealing with Korean language. The use of Keras in Python for overall tasks from processing raw texts to evaluating the translation model also allows us to include some useful functions and vocabulary libraries as well.

Problems and Suggestions for the IT Workforce Training Programs (정부의 IT인력양성정책 대한 문제점과 개선안)

  • To meet the needs of the information age, the Korean government has placed a high priority in building the IT -capable workforce. Though a sizable financial resource was committed in implementing the policy, its effectiveness was not examined yet. The policy for the workforce development should be assessed continuously so that any misdirections are detected and redressed. The present study addresses four potential problems that would not allow the government to switch from a quantity-based policy to a quality-based policy. These are ① Korean universities' labor supply chain. ② moral hazard problems. ③ financial capacity of students, ④ horizontal policy orientation. The paper also proposes solutions to the mentioned problems. The government should foster an environment in which provide the concerned parties(universities. private institutions. students. etc,) with incentives to participate actively and promote the market principle of labor supply and demand. Such an ex-ante approach is believed to improve the system's efficiency compared to the extant approach based on ex-post KPI figures. If the four issues are not redressed. the market failure is likely to occur. The government should not make direct involvement in developing manpower, but rather be a linchpin to pull all concerned parties together. By doing so. the government should be able to fill the gap among parties in the system. One government role would be like defining workforce categories and promoting their career paths. Such role will also trigger universities and private institutions to pursue differential strategies along the supply chain of a particular workforce type.

KNOWLEDGE-BASED BOUNDARY EXTRACTION OF MULTI-CLASSES OBJECTS

  • We propose a knowledge-based algorithm for extracting an object boundary from low-quality image like the forward looking infrared image. With the multi-classes training data set, the global shape is modeled by multispace KL(MKL)[1] and curvature model. And the objective function for fitting the deformable boundary template represented by the shape model to true boundary in an input image is formulated by Bales rule. Simulation results show that our method has more accurateness in case of multi-classes training set and performs better in the sense of computation cost than point distribution model(PDM)[2]. It works well in distortion under the noise, pose variation and some kinds of occlusions.

Effect of Oral Health Education on Oral Health Knowledge, Oral Health Behavior and Oral Hygiene Status in Children from North Korea (북한이탈 학령기 아동에 대한 구강건강교육 효과)

  • Purpose: The purpose of this study was to investigate the effects of oral health education on oral health knowledge, oral health behavior, and oral hygiene status of children from North Korea. Methods: Participants were 32 North Korean children defectors (15 in the education group, 17 in the control group). The oral health education program, including theoretical training and toothbrush training, was done once a week for 4 weeks. Effects of the education program were assessed for oral health knowledge, oral health behavior, and oral hygiene status at pretest, 0, and 4 weeks after the intervention. Data were analyzed using repeated measures ANCOVA with the SAS program. Results: Children in the education group showed increased oral health knowledge and behavior over time compared to the control group and an improvement in oral hygiene status including significantly decreased S-PHP and Snyder test for oral micro-organism. Conclusion: Results indicate that oral health education is effective in improving oral health knowledge, oral health behavior and oral hygiene status. These improvements could lead to a better quality of life for North Korean children defectors.

Importance of Annual Report to the Shareholders: Empirical Evidence from Bangladesh

  • Shareholders solely depend on annual reports to make investment, credit and other decisions. Investors expect that information should be reliable, relevant, comparable, consistent and thus easy to use for decision making. But whether the importance of annual reports to all shareholders is equally significant is a question of research. Thus, this research study tries to find out the importance of reading annual reports to the investors. A questionnaire survey is conducted on investors considering thirty one general shareholders and six brokers. This research based survey finds that most of the shareholders have no knowledge about accounting or finance and they have little knowledge about capital markets due to lack of training. This study also finds that general shareholders read an annual report at least moderately except value added statement, chairman's review, director's report and rumor. This study recommends human resource should be developed through adequate training, and annual reports should provide transparent and quality information which will ultimately increase the confidence of investors.

Franchisors' Support Services and Their Consequences: Resource-Based View and Expectation-Confirmation Perspectives

  • Purpose - This study explores the influence of franchisors' supports on franchisees financial performance, overall satisfaction and intention to remain. Research design, data, and methodology - Given the exploratory design of the investigation, purposive sampling technique was used to select twenty-six (26) franchisees as key informants for this study. In-depth face-to-face interviews were conducted leading to generation of rich qualitative data on the phenomenon of support services in the Nigeria franchise system. Results - Results indicate that at both the initial and growing stages, training and management service supports have marked influence on franchisees business outcomes. However, findings revealed that at the initial stage, the impact of training is greatest but this impact subsequently declines as franchisees master the nuances of the business. Management services on the other hand maintains a constant relevance through all stages of franchisees business. Conclusions - Three key conclusions were drawn from the findings of this study. First, the quality of initial and ongoing supports have consequences for the long-term health of franchisees and franchisors' businesses. Second, poor management of franchisees' expectations and perception of supports could damage franchise partnerships. Third, franchisees form their expectation of supports largely from the nature of initial supports provided by the franchisors.
