Noise and Vibration Solutions Considering Stability Effects for High-Speed Rail ChonAn Station in Korea (한국고속철도 천안역사에 대한 소음 및 진동영향 연구)

  • The objective of this paper is to address to the providing an adequate noise and vibration solution, required for High Speed Rail while maintaining the stability criteria of the ChonAn station structure, the first constructed in Korean High Speed Railway. The significant acoustic pressure level will be induced by the high speed trains passing-by. Therefore, the high level study of this case is necessary. The acoustic pressure level of 85 dB(A) inside the ChonAn station is expected, and the spaces below concrete slab are not suitable for commercial purpose, thus installation of filtering systems (spring boxes containing viscous dampers, ballast mats and acoustic shield) are provided to reduce the effect of the noise and vibration to acceptable level of 55 dB(A). But, a major drawback of application of the previously conducted experimental results was that the actual effect of installation of filtering system was never been validated. Therefore, the acquisition of noise and vibration on the present structure were obtained and compared to the computer simulations. These predicted the behavior of the station reasonably well. Also, the installation of filtering systems gave the superior reduction on noise and vibration. This application is successfully adapted without scarifying stability criteria related to the structural stability including excessive deformations or displacements. Three traffic operation safety limits: deck vertical acceleration, deflection of the structure, and longitudinal displacement of the slab were satisfactory.

  • The aim of this paper is to calculation benefit cost for development of Hwawon leisure & tourism complex. To calculation benefit cost, this paper propose a advanced travel cost method(ATCM) which is to consider Improved travel cost method(ITCM) and variable traffic units with confidence degree cf decision-maker. At the result of calculation, total benefit costs are 292805 million won at 52% of confidence degrees and 10% discount rates.. Also total benefit cost is 304517 million won at 4% of GDP growth rate is 4%.

  • Along with the remarkable advances in GNSS technology, SBAS further enhances the accuracy and integrity of GNSS location information and derives improvement in the safety and efficiency of air traffic management from reducing GNSS location errors, induced by passing through the ionosphere and atmosphere, to less than three meters. In this regard, ICAO specifies the standards of SBAS signals and recommends every party to phase in by 2025; and it is foreseeable that SBAS APV-I and CAT-I will be provided in South Korea by its undertaking the development of KASS, a Korean SBAS. The purpose of the study is to design SBAS APV-I procedure on the basis of the runway 15L of Incheon International Airport and conduct obstacle assessment according to PAN-OPS Doc. 8168, focusing on the usability and usefulness of SBAS APV-I. The results show that SBAS APV-I will provide better decision height compared to other PBN RNP approach procedures such as LNAV and Baro-VNAV at the Incheon International Airport.

  • The vehicular ad hoc network (VANET) is currently an important approach to improve personal safety and driving comfort. ANEL is a MAC-based authentication scheme that offers all the advantages of MAC-based authentication schemes and overcomes all their limitations at the same time. In addition, the given scheme, ANEL, can achieve the security objectives such as authentication, privacy preservation, non-repudiation, etc. In addition, our scheme provides effective bio-password login, system key update, bio-password update, and other security services. Additionally, in the proposed scheme, the Trusted Authority (TA) can disclose the source driver and vehicle of each malicious message. The heavy traffic congestion increases the number of messages transmitted, some of which need to be secretly transmitted between vehicles. Therefore, ANEL requires lightweight mechanisms to overcome security challenges. To ensure security in our ANEL scheme we can use cryptographic techniques such as elliptic curve technique, session key technique, shared key technique and message authentication code technique. This article proposes a new efficient and light authentication scheme (ANEL) which consists in the protection of texts transmitted between vehicles in order not to allow a third party to know the context of the information. A detail of the mapping from text passing to elliptic curve cryptography (ECC) to the inverse mapping operation is covered in detail.   • Given the unpredictability of the occurrence of the earthquake and other potential disasters into consideration, the nuclear power plant may be confronted with beyond design-basis earthquake load in the future. The containment structure may be severely damaged under such severe earthquake loading, increasing the risk of containment concrete cracking and potential radioactive materials leaking. Moreover, initial damage caused by the earthquake may significantly alter the pressure performance of the containment under follow-up internal pressure. To compromise the dangers of beyond design-basis earthquake to the containment, an alternative of replacing the conventional concrete with fiber-reinforced concrete (FRC) to upgrade the seismic resistance capacity of the containment is attempted and thoroughly researched. In this study, the influence of various fiber types such as rigid fiber and mixed fiber is regarded to constitute fiber-reinforced PCCVs. The physical properties of traditional and fiber-reinforced PCCVs under earthquake ground motions are scientifically compared and identified by using traditional and proposed evaluation indices. The results indicate that both the traditional evaluation index (i.e. top displacement, stress, strain) and the proposed damage index are greatly reduced by the practice of fiber strengthening under earthquake ground motions.

A Study on the Reality and Improvement of Autonomous Police System in Jeju Special Self-Government Province (제주자치경찰 시스템의 실태와 발전모델에 관한 연구)

  • Jeju Special Self-Government Province adopted an autonomous police system for the first time since 60 years in Korean police. The purpose of autonomous police system is to offer a police service to be suitable in regional conditions. But Jeju autonomous police system for nearly one year after adoption is criticized to be established on the ground of political reason but not local decentralization. Actually Jeju autonomous police has not a clear cut jurisdiction and operation scope because of the jurisdiction duplication between national and autonomous police. The original task is confined on environment and sightseeing so on given to administration police for local self-government. So criminal investigation authority on general crimes is not to Jeuju autonomous police on account of special judicial police. First, it is the structural rationalization of Jeju autonomous police system. It speaks that Jeju provincial police bureau and police station have to be as national police institution, on the other hand, patrol district station and police box have to be as autonomous police institution. Of course, functional division has to be followed. National police performs managing all the assembly and demonstration by the management law on assembly and demonstration including the suppression against any large scale demonstration and disturbance, also the investigation on serious crimes just as international crimes and broaden area crimes including all the felony. Together national police performs the duty concerned to all the foreign affairs and national securities in along with the investigation on traffic accidents. On the other hand, autonomous police performs the function for citizen's life safety as crime prevention and the enforcement on the violation against police operation law, together the traffic management and the regulation on traffic violations. and the investigation on minor crime as simple violence or petty larceny including the management on local big events. Second, the budgetary of autonomous police is rationalized by the share of budgeting between Korean government and Jeju special self-government province. Third, urgent arrest authority on general crime and the rights of claims for the summary trial on minor crimes are given to autonomous police. Of course, this problem is resolved naturally in case of giving the investigation rights to autonomous police on minor crimes.

  • This study aimed at suggesting Willingness To Pay (WTP) for introduction of the Traffic Accident emergency Call (TAC) system by using Contingent Valuation Method (CVM) which is a general valuation method. As the method, this study suggested a WTP estimation method of the TAC system with the double-bound dichotomous choice model. In previous studies, the data are processed differently according to the type of questions and analysis models used for the calculation of willingness to pay. Therefore, we re-organized the model by the cases using the truncated data sets, and showed the difference in WTPs. The dataset was developed by more than 500 questionnaire obtained from online and offline survey with the consideration of composition ratio by age group referring housing census in 2010 to mitigate regional bias of samples. At last, this study applied various statistical methods, survival analysis, multiple regression, and Tobit model for better interpretation of the questionnaires.

  • Domestic urban areas are experiencing serious traffic congestion problems due to continuous population growth and increased traffic volume. In order to solve the problem of traffic congestion, the study of great depth underground double deck tunnels using underground space is being actively carried out in the urban areas. The characteristics of great depth underground double deck tunnels are low in cross section, so the spread of fire smoke is expected to spread faster than the road tunnel in case of fire. Therefore, it is necessary to provide a fire smoke delay device which delays the spread of fire smoke when a fire occurs in a tunnels. In the previous study, the diffusion effect was analyzed according to the blocking area when the fire smoke spread delay device was operated through the 3D CFD in the study of preventing the smoke spread in the case of the tunnel fire. A study on fire smoke diffusion delay device using spring elasticity which is excellent in applicability to a tunnel and economical value is studied. In this study, fire smoke spread delay system was developed to fire smoke delay was experimentally analyzed. Fire smoke delay effect of fire smoke delay device appeared. Therefore, it is considered that the can minimize the damage of the victims when installed in the great depth underground double deck tunnels.

A Study on Algorithm and Operation Technique for Dynamic Hard Shoulder Running System on Freeway (고속도로 동적 갓길차로제 알고리즘과 운영기법 연구)

  • This study, developed a dynamic hard shoulder running(HSR) algorithm that includes ending speed and minimum operation time in addition to the starting speed for HSR, and presented an operation plan. The first stage of the algorithm was red, which means vehicles are prohibited from HSR. The second stage is red/amber, in which drivers are notified of HSR, and operators are given time to check whether there is any obstacle to HSR. Stage 3 is green, which vehicles are permitted for HSR. Stage 4 is amber, in which a signal is given to drivers that the end of HSR is imminent. In addition, a minimum time is applied to green and red, but if congestion is severe, red is terminated early to prevent congestion from worsening. The upstream and downstream traffic flow is managed stably through main line ramp metering and lane number matching. The operating standard speed reflects the characteristics of vehicles and drivers, and based on simulation results, 7090 was selected as the optimal operating standard speed considering traffic flow and safety aspects. Therefore it is desirable to apply the travel time divided by the minimum speed of the HSR link as the minimum operating time in order to ensure continuity of traffic flow

  • Fishing boats more than 5 tons is obliged to VHF DSC by Fishing Vessels Act and Vessel Safety Act. The owner of the fishing vessel is equipped to the automatic position reporting device in accordance with the Notice of the Minister of Land, Transport and Maritime Affairs to regulations, shall be ensure to navigations safety and in order to respond quickly in the event of maritime accidents on fishing vessels. East sea set up to start in 2012, which is now underway the annual install plain to the yellow sea and the south sea for VHF coast stations. It is web-based remote operation of DSC on the remote control and monitoring in Fishery Information Communication Station for the coastal VMS construction project. All fishing vessels is VHF DSC in conjunction with the GPS that location information transmitted to the coast station. automatically by the DSC call. This paper has been studied on the communications coverage set up and traffic operation for realization a roaming service by navigation route tracking and RSSI techniques in parallel algorithm refer to VHF DSC coast stations in east sea.
