우리 나라 공공도서관 평가의 적실성 제고를 위한 연구 - 봉사대상인구 적용문제를 중심으로 - (A Study on Using 'Population of Legal Service Area' as a Criterion for Evaluating Public Libraries in Korea)

  • 이 연구는 1999년도 전국 공공도서관 평가 자료를 분석하여 봉사대상인구 기준적용 상의 문제점을 찾아 내고 개선책을 마련하고자 하였다. 265개 공공도서관의 조사분석 결과, 법령의 규정에 근거한 봉사대상인구의 기준적용 지침은 우리 나라의 현행 지방자치 행정구조와 모순될 뿐만 아니라, 일선 도서관 현장의 행정관례와도 차이를 보이고 있음을 발견하였다. 따라서 공공도서관 평가의 적실성을 높이기 위해, 봉사대상인구 기준적용 지침의 근거가 되는 관련 법령의 개정 방안을 제시하였다.

공공도서관 관장의 사서직과 비사서직간 직무성과 비교연구 (A Comparative Study on the Job Performance Between Librarian Director and Non-librarian Director in Public Libraries.)

  • 본고는 문화관광부의 공공도서관 관리운영 평가결과를 이용하여, 사서직 관장과 비사서직 관장의 직무성과를 비교하였다. 사서직 관장의 직무성과는 비사서직 관장의 그것에 비교하여 우수한 것으로 나타났다. 또한 도서관장의 사서 직급이 높을수록 관리운영 평가실적이 높게 나타났으며, 사서직급 수준과 평가점수 수준간에는 뚜렷한 상관관계가 확인되었다. 따라서 공공도서관 관장을 사서직으로 요구하는 도서관 및 독서진흥법의 규정은 정당한 것으로 평가된다.

  • At this present, the world is in the era of digital and culture.Tourist resources through cultural infrastructure have been a crucial factor of a country's competitiveness. A Museum is tourism resource facility like one of core cultural infrastructures which provides experiential culture, history and tradition. The field of a planning and a design for a museum should be recognized like professional design industry.n Korea, the government has various laws and systems to support the design promotion policy but it is not sufficient. If you plan to extend the scope of the maintenance of law and institutions As today 'Exhibition Industry Development Act, which is responsible for maintenance, including a permanent exhibition area in the exhibition industry facilities will be efficient alternative. And also, it would like to analyze states of the orders in the exhibition design industry for past five years (2010 ~ 2014) and show the problems and alternatives. Exhibition business-related orders investigation into the recent five years to analyze and suggest improvements. In the delivery method it was found three types of goods, the services, the delivery method through the analysis of the enforcement order to the Corporation and that are mixed.If these alternatives has been reviewed and used for basic data to promote professional companies and designers for museums, it must be expected to be well worth a careful study.

게임물 등급분류제도의 개선방안에 관한 연구 (A Study on Improvement Way of Game Rating System)

  • 국내 등급분류 제도는 '검열성' 및 '모호성' 등 많은 한계를 보이며 산업의 발전을 저해하는 요소로 지적되고 있다. 문화체육관광부를 비롯한 관련 기구에서는 여러 자구적인 노력을 추진하고 있으나 여전히 많은 부분에서 학술적 논의가 필요한 것으로 보인다. 따라서 본 연구에서는 게임물 등급분류제도의 내용과 그 한계점을 검토하고, 국외의 유사 제도를 분석하여 우리 제도가 개선되어야 할 방향을 제시하고자 한다. 본 연구결과는 건강한 게임문화 정착과 게임산업 발달에 부분적으로 기여할 수 있을 것으로 기대된다.

행정구역에 기초한 어촌지역의 유형구분과 지역개발방향 (The Classification and Regional Development's Direction of Rural Fishing Area Based on Administrative District)

  • The selection of land for fishing village development project, and the standard used to classify fishing villages has been determined based on the guidelines developed by fishing village cooperatives. The approach fishing village cooperatives follows is likely to classify fishing villages without first reflecting on the overall development environment of the region, such as other industries and workers in the area. It also acts as a barrier for business promotion or evaluation, because the cooperatives do not match the administrative districts, which are the units of administration, and the main policy enforcement agent in regional development. Against this background, this study aimed to identify categories to situate the development direction, as well as the size and distribution of fishing villages based on eup, myeon, and dong administrative units as defined by the Fishing Villages and Fishery Harbors Act. This study was based on the Census of Agriculture, Forestry, and Fisheries of 2010, and analyzed 826 eups, myeon, and dongs with fishery households using the principal component analysis, and 2-Step cluster analysis methods. Therefore, 95% of the variance was explained using the covariance matrix for types of fishing villages, but it was analyzed as one component focusing on the number and ratio of fishery households, and used the cluster-type analysis, which focused on the sizes of fishing villages. The clusters were categorized into three types: (1) the development type based on the number of fishermen in the eups, myeons and dongs was analyzed as village size (682); (2) administrative district size (121); and (3) total eups, myeons and dongs (23), which revealed that the size of most fishing villages was small. We could explain 73% of the variance using the correlation coefficient matrix, which was divided into three types according to the three principal component scores, namely fishery household power, fishery industry power, and fishing village tourism power. Most fishing villages did not have a clear development direction because all business areas within the region were diversified, and 552 regions could be categorized under the harmonious development type, which is in need of balanced development. The fishery industry type typified by industrial strength included 159 regions in need of an approach based on industrialization of fishery product processing. Specialized production areas, which specialized in producing fishery products, were 115 regions with a high percentage of fishermen. The analysis results indicated that various situations in terms of size and development of fishing villages existed. However, because several regions exist in the form of small village units, it was necessary to approach the project in a manner that directed the diversification of regional development projects, such as places for local residents to relax or enjoy tourism experiences within the region, while considering the overall conditions of the relevant eups, myeons, and dongs. Reinforcement of individual support for fishermen based on the Fisheries Act must take precedence over providing support for fishermen through regional development. In addition, it is necessary to approach the development of fishing villages by focusing on industrializing the processing techniques of fishery products. Areas specialized in the production of fishery products are required to consider the facilities for fisheries production, and must make efforts to increase fishery resources, such as releasing fry.

정체·쇠퇴원인에 따른 국내 관광지 재생 활성화 요소의 중요도 설정 연구 (A Study on Importance Setting of Activation Elements in Domestic Tourist Destinations Regeneration Consequent on the Cause of Stagnation or Decline)

  • 국내 관광지는 현재 230개소가 관광진흥법에 따라 지정, 조성, 운영되고 있으며, 선행연구 결과에 따르면 이중 30% 이상이 정체 쇠퇴단계에 이르고 있는 것으로 분석되었다. 이는 관광지를 운영, 관리하고 있는 지방자치단체에 부담으로 작용하고 있으며, 이에 대한 해결방안 모색이 필요한 실정이다. 이에 본 연구에서는 국내 정체 쇠퇴하고 있는 관광지에 대한 문제를 해결하고 합리적이고 지속가능한 관광지 재생을 위해 정체 쇠퇴 관광지 재생 활성화 요소에 대한 연구를 진행하였다. 본 연구는 선행연구에서 제시하고 있는 국내 정체 쇠퇴 관광지의 정체 쇠퇴 원인을 기준으로 전문가 설문조사를 실시하였으며, 설문 결과를 토대로 델파이 조사 분석 기법과 계층적 의사결정기법을 통해 정체 쇠퇴 관광지 재생 활성화 요소를 도출하였다. 관광지 재생의 합리적 사업 진행을 위해 도출된 정체 쇠퇴 관광지 재생 활성화 요소의 우선순위와 가중치를 분석하였다. 분석 결과, 정체 쇠퇴 관광지 재생 활성화 요소로 상위 속성 7개와 하위 속성 23개, 세부요소 66개가 도출되었다. 도출된 활성화 요소를 활용하여 향후 관광지 재생사업을 시행할 때 합리적 의사결정과 사업의 효율성을 높일 수 있을 것으로 판단된다. 또한, 본 연구 결과가 정체 쇠퇴하고 있는 국내 관광지가 지속가능성을 가지며 지역경제 활성화에 기여하고, 국내 관광 사업에 대한 무분별한 관광개발을 막고 관광자원의 효율적 활용을 위한 방안으로서 역할을 기대해 본다.

옥상텃밭의 공공성 평가에 따른 이용 활성화 방안 연구 (A Study on Revitalization of Rooftop Garden by Assessing the Publicness : a Case of Mullae Roof Garden, Mullae-dong, Seoul)

  • Urban agriculture, which can be defined as agriculture performed in a city, is suggested as an alternative solution to restore deserted community and expand green land in city area through cultivation activities. In Korea, 'Urban Agriculture Promotion and Support Act' was enforced from May 2012. In addition, in the same year, Seoul Metropolitan Government declared 'the beginning of urban agriculture era,' established municipal ordinance, and increased budget to actively support urban agriculture. As a result, urban agriculture practices have been increasing every year. Yet, the way of developing urban agriculture in a uniform way of expanding green land has led to difficulties of securing proper spaces. Accordingly, 'roof top' spaces have gained attention. This study analyzes rooftop garden, one of the spaces of carrying out urban agriculture, from the publicness perspective. The study selected a case study of a public rooftop garden in Mullae-dong, Yeongdeungpo-gu, investigated present conditions and usage features of the garden, and explored the conditions to be a 'public' roof top garden. Through theoretical analysis, both physical and non-physical indicators were derived for analysis framework; physical aspects- accessibility, locality, openness, comfortness, and non-physical aspects- subjectivity, cooperativeness, and a sense of community. The results of this study are as follows. First, openness and locality scores were the highest, and comfortness scored the lowest, in ensuring the publicness of Mullae roof top garden. Second, non-physical indicators had stronger effect than physical indicators on rooftop garden users' awareness on publicness and building a garden community. In conclusion, in order to vitalize roof top garden, users should be engaged from the very first planning stage of building a garden, opening hours should not be limited, and more importance should be put on users to subjectively manage the operation of rooftop garden than merely creating a physical environment.

문화영향평가제도 개선 방안에 관한 연구 (Study on the Ways to Improve Cultural Impact Assessment System)

  • 문화영향평가는 중앙정부나 지방자치 단체가 각종 정책이나 계획 또는 사업을 수행할 때 국민의 문화환경에 영향을 미치는 부정적인 요소는 최소화 시키고 긍정적 요소는 극대화 시켜 국민의 삶의 질을 향상시키기 위한 제도로 2013년 문화기본법에 의해 도입되었다. 따라서 문화체육관광부에서는 시행착오를 줄이고 성공적인 제도로 안착시키기 위해 문화영향평가 시범사업을 추진하고 있다. 본 논문에서는 문화영향평가 제도의 성공적 안착을 위하여 선행연구, 해외 사례조사, 기타 영향평가제도 분석 등을 통해 시사점을 도출하고 도출된 시사점을 중심으로 전문가 조사를 통해 평가대상, 평가지표, 평가절차, 평가기관에 대한 개선 방안을 제시하였다. 향후 완벽한 제도로 운영되기 위해서는 평가대상의 규모, 세부 평가지표의 설정, 평가 위원회 구성 및 운영방법, 문화영향평가사 제도 도입 등에 관한 추가적인 보완 연구가 필요하다.

ADR을 통한 저작권분쟁 해결에 관한 검토 (The Role of ADR in the Resolution of the Copyright Disputes)

  • These days utilization of copyright in daily life and economic activities is becoming more important than ever, and IT technology is developing day by day. Along with those fact, copyright infringement and dispute is naturally increasing. This thesis dealt with the 3 different issues of ADR on copyright. The First part, introduce ADR system that was performed by Korea Copyright Committee according to Copyright law. This paper evaluate the committee's efforts to provide resolution of copyright disputes via conciliation was effective. So it needs to be look over several countries' ADR, beside conventional judicial remedy. And Korea's copyright conciliation system which is successfully operating also introduced. Second, In many countries, including South Korea are take advantage of conciliation as the way to settle down the dispute over copyright. Furthermore, looked over if we can use arbitration as tool to settle dispute or not. Currently in Korea, patent dispute is handled by Industrial Property Dispute Conciliation Committee(The Invention Promotion Act Ch.5) and Layout-design Review and Mediation Committee(The Act on the Layout-designs of Semiconductor Integrated Circuits Art.29-34), but using performance of those two committee is still too low. In comparison, the copyright committee, a affiliation organization of the ministry of culture, sports and tourism has much more result in conciliation compare with patent dispute. Copyright disputes has arbitrability of it's subject-matter and many regulating organs are interested in it. (especially, binding of arbitral award and final resolution). Take advantage of both conciliation and arbitration could be good way to resolve copyright disputes. Third, the writer look at the proposal on the creation of Northeast Regional Center for Intellectual Property ADR. Because of the nature of copyright and rapid development of internet technology, international use of work become more frequent and accordingly infringement cases are increasing. The role of commercial arbitration regimes and institutions which has progressed significantly worldwide level, but which has only just begun in the intellectual property ADR area, leads also to a clash of often very different legal cultures and protection in a market economy. International cooperation in regional area with conflict interests becomes an important alternative. But it will depend on the building of regional institutions and mechanisms. The feasibility of this proposal and preconditions were examined. Establishment of new international organization requires a lot of time, cost and efforts. And risk of failure is much too high. Therefore factual, statistical review should be preceded. In addition, technical measures, such as on-line arbitration is necessary to review also. Furthermore in order to establish new organization, the relative law, legal environment, public sentiment and international compliance must be carefully considered with factual review about the needs and economic benefits of each country Yet on complex regulatory matters such as IP and ADR, a great deal of the potential benefits from international standards arises not from the international legal framework nor even the formal content of national legislation, but from the informed and effective use made of the possibilities within the system, including by policymakers and regulators.

지역 공공극장 운영 활성화를 위한 드라마투르그 제도 도입 연구 (A Study on the Introduction of a Dramaturg System for the Active Management of Local Public Theaters)

  • 본 연구는 공연장 전문인력으로서 드라마투르그라는 직무 도입의 필요를 주장하기 위한 목적으로 수행되었다. 드라마투르그란 연극, 무용 등 공연예술 작품 제작 과정에서 예술적 지향을 제시해주는 전문 스태프를 의미하는 것으로 개별 작품에 참여하는 프로덕션 드라마투르그와 극장 내 상주하는 상임 드라마투르그로 구분된다. 본고에서는 상임 드라마투르그를 지역 공공극장에 활용하기 위한 방안 모색을 중심으로 논의를 진행하였다. 특히 지역에서 공공극장의 역할을 수행하는 문화예술회관에 드라마투르그 직무 도입 통한 이점과 이를 위한 제도적 개선 방안을 제시하였다. 문화예술회관 내 드라마투르그는 지역주민 대상의 문화예술서비스 확대, 지역 예술가의 창작기회 확대, 지역문화 활성화에 기여, 중앙과 지방 간의 문화격차 해소에 기여하는 역할을 수행한다. 이러한 상임 드라마투르그 제도 도입을 위해서는 기존 문화예술진흥법 또는 공연법 개정, 문예회관 운영 시스템 개선, 공연장 성과평가 방식 변화, 공공부문의 양성과정 신설 등 다방면의 노력이 함께 추진되어야 한다.
