Value Chain Optimization in Timber Supply Chain: Case Study in Gangwon-do

  • This study investigates to identify the impact factors of timber production cost on the relationship between production cost components and revenues generated by evaluating the entire timber supply chain. In this research, selected 13 logging zones as target areas and classified 14 forest production cost factors, six groups. Additionally, established 13 externalenvironmental factors with related stakeholders and forestry experts. And the BCR (Benefit Cost Ratio) method was then used to analyze the economics of each zone. Filled up a checklist and rated using 5 point scale for each target region, and extracted major cost factors for the production economy of the item. The analysis of major cost factors in the timber production revealed that wood grab equipment usage fee was the first ranked and forest trees purchase cost was ranked in the $2^{nd}$Also, the $3^{rd}$ranking was logging expenses, and transport cost, which accounted for 84% of the total cost, was ranked in the $4^{th}$. In addition, the rock land ratio, slope, timber payment (forest trees purchase cost), special timber, ratio of timber, DBH (Diameter at Breast Height), and mixed forest ratio were the factors that most affected the timber supply chain cost.

암 질환 대상 산정특례제도가 의료이용 및 의료비 부담 형평성에 미친 영향 (Effect of Expanding Benefit Coverage for Cancer Patients on Equity in Health Care Utilization and Catastrophic Expenditure)

  • Background: The purpose of this study is to evaluate the effect of health insurance coverage expansion for cancer patients on equity in health care utilization and catastrophic expenditure. Methods: To analyze the causal relationship between the policy to expand benefit coverage and the change in health care utilization and out-of-pocket payments of cancer patients, this study employed a difference-in-differences (DID) method. In the DID model, the change in health care utilization, such as health care expenditure, visit days and length of stay, of cancer patients was compared with that of liver disease patients, using Korea Health Panel Data in 2009 and 2010. Results: The policy of reducing cost sharing from 10% to 5% for cancer patients did not have significant effects on equity in health care utilization. The results of this study were different from those of the previous study that showed that the reduction of cost sharing from 20% to 10% significantly improved the equity in health care utilization of cancer patients. In addition, the result of catastrophic expenditures analysis showed the policy did not change the probability of catastrophic expenditures. Conclusion: The results of this study imply that payment for non-covered services account for high out-of-pocket payments, and the reduction in cost sharing for covered services alone may have a limited effect on total financial burden on patients.

한국형 재활환자분류체계 버전 1.0 개발 (The Development of Korean Rehabilitation Patient Group Version 1.0)

  • Background: Rehabilitations in subacute phase are different from acute treatments regarding the characteristics and required resource consumption of the treatments. Lack of accuracy and validity of the Korean Diagnosis Related Group and Korean Out-Patient Group for the acute patients as the case-mix and payment tool for rehabilitation inpatients have been problematic issues. The objective of the study was to develop the Korean Rehabilitation Patient Group (KRPG) reflecting the characteristics of rehabilitation inpatients. Methods: As a retrospective medical record survey regarding rehabilitation inpatients, 4,207 episodes were collected through 42 hospitals. Considering the opinions of clinical experts and the decision-tree analysis, the variables for the KRPG system demonstrating the characteristics of rehabilitation inpatients were derived, and the splitting standards of the relevant variables were also set. Using the derived variables, we have drawn the rehabilitation inpatient classification model reflecting the clinical situation of Korea. The performance evaluation was conducted on the KRPG system. Results: The KRPG was targeted at the inpatients with brain or spinal cord injury. The etiologic disease, functional status (cognitive function, activity of daily living, muscle strength, spasticity, level and grade of spinal cord injury), and the patient's age were the variables in the rehabilitation patients. The algorithm of KRPG system after applying the derived variables and total 204 rehabilitation patient groups were developed. The KRPG explained 11.8% of variance in charge for rehabilitation inpatients. It also explained 13.8% of variance in length of stay for them. Conclusion: The KRPG version 1.0 reflecting the clinical characteristics of rehabilitation inpatients was classified as 204 groups.

Z세대의 모바일 핀테크 서비스 사용자 경험 연구 -카카오페이와 토스를 중심으로- (A study on the user experience of mobile Fintech service in Z generation -Focused on KakaoPay and Toss-)

  • 본 연구는 Z세대의 모바일 핀테크 서비스 사용자 경험 연구이다. 과거 금융은 사용자가 어렵다고 느껴지는 산업 중 하나였다. 하지만, 디지털 환경에서 자란 Z세대들은 모바일 결제를 편안하게 느낀다. 본 연구에서는 대표적인 국내 핀테크 서비스인 카카오페이와 토스로 국한하고 연구하여 향후 국내 핀테크 서비스의 지향점을 제시하는 것에 목적을 둔다. 총 8명의 Z세대 피실험자들에게 FGI(표적집단면접법)을 하였고, 부가적으로 설문지 조사를 진행하였다. 연구 결과 Z세대들은 경제적인 측면 이외에도 기업 브랜드나 이미지, 캐릭터, 이벤트와 같은 다양한 요인에 큰 영향을 받고 있었다. 또한, 신뢰성과 가치성 분야를 가장 고려하는 것으로 나타나 보안을 유지하기 위한 전략이 필요하다. 향후, 앞으로의 소비 주도를 이끌 Z세대들의 니즈를 반영한 핀테크 서비스의 발전을 기대한다.

Active Distribution System Planning for Low-carbon Objective using Cuckoo Search Algorithm

  • In this study, a method for the low-carbon active distribution system (ADS) planning is proposed. It takes into account the impacts of both network capacity and demand correlation to the renewable energy accommodation, and incorporates demand response (DR) as an available resource in the ADS planning. The problem is formulated as a mixed integer nonlinear programming model, whereby the optimal allocation of renewable energy sources and the design of DR contract (i.e. payment incentives and default penalties) are determined simultaneously, in order to achieve the minimization of total cost and $CO_2$ emissions subjected to the system constraints. The uncertainties that involved are also considered by using the scenario synthesis method with the improved Taguchi's orthogonal array testing for reducing information redundancy. A novel cuckoo search (CS) is applied for the planning optimization. The case study results confirm the effectiveness and superiority of the proposed method.

가계직접부담 비용의 현황과 추이 (Household Out-of-Pocket Payments and Trend in Korea)

  • After the announcement of Moon Jae-in Government's plan (Moon's Care) for Benefit Expansion in National Health Insurance in August 2017, it is necessary to monitor the effects of the policy, especially household out-of-pocket payments (OOP). This paper aims to observe the current status and trend of OOP in Korea. Current health expenditure (CHE) was 144.4 trillion won in 2018, which accounts for 8.1% of gross domestic product (GDP) increased 9.7% from the previous year. Although GDP's share of CHE has been close to the average of the Organization for Economic Cooperation and Development (OECD) countries, the public fund's share was 59.8% of the total in 2018, which was lower than the OECD average of 73.5%. OOP's share was 32.9% in 2018, which decreased from 37.4% in 2008. The share of OOP of non-covered services was 20.0% in 2018, which decreased from 22.9% in 2008. The share of cost-sharing with third-party payers was 12.9% in 2018, which decreased from 14.5% in 2008. The OOP of non-covered services was significantly decreased in hospital and inpatient curative care, but the OOP of non-covered services was significantly increased in the medical clinic. The effect of Moon's Care was not showed in OOP through the results of 2017 and 2018, but further monitoring is needed because the Moon's Care is progressing and the observational period is short.

건강보험 약국 급여비 분석과 약국 유형화 연구 (Variations in Pharmacy Payment of Korea National Health Insurance and a New Taxonomy of Community Pharmacies)

  • The objectives of the study are to investigate pharmacy remuneration levels stratified by the number of prescriptions dispensing and the type of nearby medical facilities using the Korean National Health Insurance (NHI) database, and to classify community pharmacies based on the characteristics. Claims data of all community pharmacies were extracted from the Korean NHI database from January 1 to June 30, 2010. A total of 14,985 pharmacies were included for the analysis. The remuneration amounts per pharmacist were directly associated with the number of prescription dispensing, and varied by the type of nearby medical facilities where more than 90% of prescriptions dispensed at the pharmacy are issued from. We classified pharmacies to six groups according to the number of prescription dispensing and the type of nearby medical facilities; (1) pharmacies with equal to or less than 200 prescriptions per month per pharmacist, (2) pharmacies near a general hospital, (3) pharmacies near a regular hospital, (4) pharmacies near a clinic, (5) pharmacies near multi clinics, and (6) pharmacies that do not belong to the above types. Compared to pharmacies near a clinic or multi clinics, pharmacies near a general hospital showed a lower number of prescription dispensing per pharmacist, but the income from dispensing fees was higher (p<0.05). The new taxonomy of community pharmacies can be a useful basis for further policy development in pharmacy remuneration system.

Analysis of Korean Patent Information for Air Extraction Cupping Devices

  • Background: The purpose of this study was to collate inventors' improvements of air extraction cupping technology by reviewing patent applications in Korea. The cost of procurement and use of air extraction cupping devices are covered by health insurance. Methods: Patents registered in Korea for air extraction cupping devices from August 1992 to January 2018 (registration, expiration, rejection, abandonment, and disclosure) were analyzed to determine technology trends. The Korean patent search engine used was Kipris (www.kipris.or.kr). Results: Sixty-seven Korean patents for air extraction cupping devices were retrieved. Most patents focused on design of the top valve of the device, the device at the bottom, an internal device, and the disposable cupping glass. In total 17.9% of patents were registered and 64.2% were abolished [either from non-payment of registration fees (93%) or expiration of the patent after 10 years (7%)]. The average registration period was 3.7 years. Conclusion: The patents retrieved for this study focused on the development of the air exhaust valve, disposable cups, and skin adhesion maintenance technology in cupping devices that use air extraction. The average registration period was 3.7 years, meaning the patents that were not commercialized, expired without additional registration renewals. It is important to acquire a New Excellent Technology certificate for a cupping device to promote commercialization.

The Complex Interrelationship of Work-Related Factors Underlying Risky Driving Behavior of Food Delivery Riders in Athens, Greece

  • Background: In this study, the association of work and demographic characteristics with different traffic offenses committed by food delivery riders in Greece was examined. Previous research has identified various factors related to risky driving however, there is a need for exploring the complex interrelationship of work-related factors underlying risky driving behavior. Materials and Methods: A 2-items uestionnaire was used exploring delivery riders demographic characteristics, terms of employment, issues of concern during work and type of traffic offenses committed. In total, uestionnaires were analyzed using logistic regression in order to identify characteristics independently associated with serious traffic offenses, namely, red-light running and helmet non-use. Results: The analysis showed that: (i) typical health and safety measures had no effect on serious traffic offenses, (ii) young age was related to both offenses however (iii) different sets of work conditions were associated with reports of red-light running (i.e. low work experience, use of personal vehicle for work, and payment by hour) and helmet non-use respectively (i.e. intense work pace, high tip income per day and low concern about vehicle condition). Conclusion: The above findings provide evidence that serious traffic offenses are manifestations of underlying conflict experienced by the riders between safety and various performance criteria. Each one of the two offenses is related to different rider profiles aiming to satisfy different goals, namely, those mainly trying to maximize profit non-helmet users and those, mostly inexperienced ones, trying to cope with work pressure red light runners. Potential regulatory measures to alleviate risky practices are discussed.

Agrifood consumer competency and organic food purchase intentions according to food-related lifestyle: based on data the 2019 Consumer Behavior Survey for Food

  • BACKGROUND/OBJECTIVES: The increased consumers' interests in health and food safety have increased the demand for organic foods. Many studies have been performed on consumers' purchase intentions for organic foods and their influencing factors, and various studies have shown that the prices of organic foods and the consumers' willingness to pay are important influencing factors. This study examined the payment value of organic foods and agrifood consumer competency index according to the food-related lifestyles in South Korean consumers. SUBJECTS/METHODS: A cross-sectional analysis was performed using the 2019 Consumer Behavior Survey for Food. A total of 6,176 participants aged 19 to 74 years (male: 2,783, female: 3,393) were included in the analysis. RESULTS: Three factors were extracted by factor analysis (rational consumption-seeking type, convenience-seeking type, and health, and safety-seeking type) to explain the consumers' food-related lifestyles. The results of cluster analysis suggested that consumers were classified into 3 food-related lifestyles as the 'exploratory consumers' (n = 2,485), 'safety-seeking consumers' (n = 1,544), and 'passive consumers' (n = 2,147). Exploratory consumers showed a significantly higher willingness to pay for imported organic foods (P < 0.05). Safety-seeking consumers had a significantly higher willingness to pay for domestic organic foods (P < 0.05). For the agrifood consumer competency index, exploratory consumers had the highest score, followed in order by safety-seeking consumers and passive consumers. CONCLUSIONS: These results provide basic data in understanding consumption tendency for organic foods and agrifoods based on food-related lifestyles of South Korean consumers.
