  • The importance of a science park as an instrument of economic development has been realized by developed economies for past three decades. To comprehend the same, developing economies are also planning and implementing science park ventures. However, in terms of planning, science parks are not objects of global consensus because unlike hotel and restaurant chains, which could be planned with similar standards in different regions or countries, there is no single global standard that can be best-fit for science parks. To meet the need for a better understanding of planning, this research studied science parks in developed and developing economies to identify factors that are globally used in this context. This research also extends our knowledge of best practices for growth, governance and sustainability in science parks, and highlights future trends and external factors that may contribute significantly during planning.

  • This paper presents the concept of the National Science and Technology Park (NSTP) in Islamabad, Pakistan. Keeping in line with Karl Popper's Piecemeal Social Engineering theory, a critical-pragmatic approach is adopted in shedding light on the strategic thrusts and expected outcomes of this knowledge-driven, entrepreneurially-spirited, multi-industry project. Based on Triple-Helix perspectives, we investigate the role of the National University of Sciences and Technology, Islamabad in efforts aimed at developing NSTP as an intermediary hybrid organization that enhances industry-academia-government linkages, with the potential to serve as an engine for regional and national economic growth and competitiveness.

The environmental conditions such as water temperature, Salinity, Do and pH were continued constantly during the experimental periods. The 100% of survival rate showed in two experiments groups such as 0.1% and 0.4% of concentration of yellow soil and the other groups as 0.05% and 0.2% of concentration of yellow soil was appeared one dead scallop at each group for 8 days of the experiment periods. the gills of scallop in high concentration of yellow soil (0.2% and 0.4% groups) were covered by yellow soil particles so that this group's scallop should be got a high stress from yellow soil. I think this situation will be more continued for long time the scallop will become to dead. The results of bacteriological analysis did not isolated from haemolymph of scallops and no Perkinsus infectious disease in scallops and the scallops showed necrosis and degeneration on digestive grand and gills of scallop.

  • This study analyzed research output in dominant research areas of 19 national research institutions. Policy knowledge produced by the institutions during the past 5 years mainly concerned 10 policies dealing with economy and society issues. Similarities between the research subjects of the institutions were displayed by MDS mapping. The study also identified issue attention cycles of the 5 chosen policies and examined the correlation between the issue attention cycles and the yields of policy knowledge. The knowledge structure of each policy was mapped using co-word analysis and Ward's clustering. It was also found that the institutions performing research on similar subjects demonstrated citation preferences for each other.

  • An exclusive monopoly on public sector information has been faced with dramatic changes. The movement of Government 2.0, which is described as meeting of Web 2.0 technologies and public services, provides a new paradigm for public information services, and spreads rapidly into many western countries. However, due to the absence of domestic Government 2.0 cases, our academic discussion on Government 2.0 ends up in the introduction of oversea cases and in a theoretical diagnosis. In the context, this study focuses on the first two cases of Government 2.0 in South Korea; Gwacheon Parliament's 'Local Parliament 2.0' and Seoul Metropolitan Office of Education's 'Seoul Education 2.0' along with theoretical debates on concepts of public sector information and Government 2.0. The case study reveals the role of Freedom of Information Center not only as a think tank, but also a policy coordinator for implementing Government 2.0 movements. As a conclusion, the study presents elements for public sector information services and proposes a planning model of Government 2.0.

  • Water reuse plays significant role in water saving and water environmental protection, and it helps alleviate the shortage of water resources. China's water reuse was put into practice since 1980s by means of pilot and promotion in National Fifth-year Plan and other strategies. The effects of water reuse is beneficial in both economic, social and environmental aspects. But some shortcomings still undermine future development of water reuse in China. To overcome and boost water reuse, Ministry of Water Resources conducted a successive survey across China. The aim of this study is to demonstrate the current condition of water reuse in China in construction, funds, legislation, planning, policy aspects, to summarize problems and its reasons underneath, to make suggestions for further development. Basically, in 2010, China's water reuse is 2.83 billion cubic meters and the utilization rate is 10.35%. Water reuse in China has four major characteristics: the first one is water reuse differences in amount occur national-widely and North of China has the main percentage as 47.3%; the second one is water reuse is mainly in environment maintenance (42.1%) and industry cooling (29.8%); the third one is funds for water reuse station and pipe construction is main in non-fiscal budget which take percentage as 56.8%; the fourth one is progresses of administrative system, political system, price management, standard system and technologies go rapidly recently. The problems of water reuse such as lack in water reuse station, delay in pipe constriction and limits on water reuse amount still exist due to some reasons. As a think tank of Ministry of Water Resources, we give some suggestions: firstly, water reuse needs to be integrated with traditional water resources allocation; secondly, public budgets need to be strengthened and income mechanism should also be constructed; thirdly, water resources integrated administrative of city and county should be boosted and roles as water reuse need to be clear and precise; fourthly, national, provincial and regional water reuse planning should be made in time; fifthly, regulations on water reuse should be programmed as soon as possible.
