A Study on the Utilization of Biotope Map in Urban Planning - Focusing on the land use designation and planned urbanized area - (도시계획 수립에 있어 도시생태현황지도 활용방안 연구 - 용도지역과 시가화예정용지를 중심으로 -)

  • In South Korea, there is a growing domestic need for a biotope map which contains ecological and environmental geographic information of a city. After the production of a Urban Ecological Maps(biotope map) by the Seoul metropolitan government in 2000, Natural Environment Conservation Act was revised in 2017 to make it mandatory for a local government to draw up its own urban ecological map. The aim of the present study was to find out ways to utilize an urban ecological map as a mean of communication between natural environment planning and urban planning sectors in a preliminary stage before introducing a big framework of 'environmental and ecological planning.' The northern area of Incheon metropolitan city was selected as the target area for this study. The major research content includes a comparative analysis of special-purpose zones, urban planning zones, restricted development zones, and conservation forests with focus on biotope types and Grades 1 of 'Biotope Type Assessment.' Farmland biotopes and forest biotopes within an area designated as an urban zone (residential, commercial and industrial zones) need to be redesignated as a zone which can conserve them. Especially considering a high possibility of damage to a large scale of natural green areas, these areas need to be readjusted immediately. If the entire area designated as an urban planning zone is to be developed, it is likely to cause serious damage to natural biotopes in the area (56.2%), including farmland biotope (30.4%), forest biotope (15.0%) and grassland biotope (10.8%), and thus, readjustment is needed. In case of a conservation forest, as it can possibly be damaged by the designation of special-purpose zones, it is necessary to match the designation of conservation forests or a special-purpose zones with their biotope types. In conclusion, we present a variety of thematic maps for utilization of an urban ecological map and propose a phase-specific environmental and ecological plan. Phase 1 is the establishment of a urban plan in consideration of ecological status; Phase 2 is the independent establishment of an environmental and ecological plan by an environment department; Phase 3 is an integrated management of ecological planning system and urban planning system.

Developing Forecast Technique of Landslide Hazard Area by Integrating Meteorological Observation Data and Topographical Data -A Case Study of Uljin Area- (기상과 지형자료를 통합한 산사태 위험지 예측 기법 개발 -울진지역을 대상으로-)

  • Recently the large scale of forest disaster such as landslide and forest fire gives a very bad impact on not only forest ecosystem but also farm business so that it has became the main issue of environmental problems. In this study, the landslide hazard area forecast method was developed by considering not only the topographic thematic maps based on GIS and satellite images but also amount of rainfall data, which are very important factors of landslide. Uljin-gun was selected as the study area and the GIS weight score and overlay analysis were applied to topographical map and meteorological observation map. Finally the landslide area distribution map was constructed by considering the evaluation criteria. Also, the accuracy could be acquired by comparing the landslide hazard area forecast map and real damaged area extracted from satellite image.

Constructing Spatial Data Warehouse for Forest Information Standardization Service of Municipal Governments (지자체 산림정보 표준화 서비스를 위한 공간 데이터웨어하우스 구축)

  • Recently the integration and development of ST(Spatial Technology) and forest geographic information have been used very efficiently for the forest administration. However, even though many application system related to forest information have been developed and improved, there are still paper based inventories management and hand work for data construction and upgrade. In this study the forest information warehouse, which is mapped and managed at work-site operations, was constructed based GIS technology so that the standardization and consistency of current data could be acquired in real time. In addition, these thematic maps were conducted on high resolution satellite images and managed in web based forest information data warehouse form and finally shared through Internet for the very first-line administration officials. This study shows that the forest information standardization service of municipal governments very first time in the Korea and provides the unified decision making support and enterprise formed forest database so that is expected to be the very successful sample to suggest the prototype of national forest spatial data infrastructure.

Prediction of Landslide Probability around Railway using Decision Tree Model (Decision Tree model을 이용한 철도 주변 산사태 발생가능성 예측)

  • In this study, the prediction of landslide probability was performed to the study area located in ${\bigcirc}{\bigcirc}$ area of Muan-gun, Jeonnam Province around Honam railway using the computer program SHAPP ver 1.0 developed by a decision tree model. The soil samples were collected at total 8 points, and soil tests were performed to measure soil properties. The thematic maps of soil properties such as coefficient of permeability and void ratio were made on the basis of soil test results. The slope angle analysis of topography was performed using a digital map. As the prediction result of landslide probability, 435 cells among total 15,552 cells were predicted to be in the event of landslides. Therefore, the predicted area of occurring landslides may be $43,500m^2$ because the analyzed cell size was $10m{\times}10m$.

  • 현재 국가에서는 하천지도전산화사업 등의 성과물인 하천관련 DB의 활용 극대화를 위해 하천주제도구축사업을 시행중에 있다. 그 결과 요구도 높은 하천주제도의 항목이 결정되었으며, 이를 활용하기 위하여 GIS를 이용한 효율적인 하천주제도 관리 방법의 필요성이 증대되고 있다. 따라서 본 연구에서는 2002년 한국수자원공사의 '하천주제도사업계획수립'에서 정립한 하천주제도 데이터 모델을 활용하여 하천주제도의 효율적인 관리를 위하여 GIS를 활용한 시범 시스템을 개발하였다. 개발방법으로는 설계한 데이터모델을 적용하고, 하천관리지리정보시스템(RIMGIS) 및 향후 유통측면을 고려하였다. 이에 앞서 연구대상지역을 선정하였고, 모델을 기반으로 한 DB의 위하여 기 구축된 DB의 효과적 활용 방안을 제시하였다. 개발된 하천주제도 관리시스템은 하천주제도에 관련된 도형자료를 구축하고, 그에 대한 속성자료를 연계한 시스템 제작을 의미한다. 이를 위해 세부적으로 정의된 주제도를 기 구축된 RIMGIS 도형자료 및 속성자료, 하천정비기본계획, 수자원공사자료, 환경부자료, 건교부 자료, 문화관광부자료 등을 활용하여 하천주제도 관리시스템을 제작하였다. 아울러 하천주제도 구축에 앞서 설계한 하천주제도의 보델을 통하여 하천과 관련된 데이터와 수리 수문 입력변수를 산정하기 위한 전처리 및 후처리 과정이 동일 시스템 내에서 통합처리가 가능할 것이며, 하천에 대한 동적 모델링을 위한 기초 자료의 제공도 가능하리라 본다. 나아가 하천주제도 구축시 간단한 연산기능에서부터 다양한 응용정보를 요구하는 주제도에 대한 효율적인 구축 방안을 제공할 수 있을 것으로 사료된다. 또한 관리시스템을 활용하여 하천주제도의 관리 및 사용이 보다 효율적이며, 하천업무 담당자뿐만 아니라 일반인들의 이해를 돕고, 연구의 성과를 향상시킬 수 있다. 더욱이 이러한 하천주제도 관리시스템의 개발은 타 분야에 구축된 방대한양의 하천 관련 GIS데이터 등의 자료를 연계하여 기 구축데이터의 활용도를 제고할 수 있다.

  • Until now, most of the Web GIS system has been developed with one-sided service type that provides pre-built spatial information to users. Recently, however, interactive web system is getting attention because users can create directly spatial information contents that meet their needs. In line with this trend, this study had a aim to develop a UGC(User Generated Contents) support system for marine science researchers who can generate spatial data by themselves on the web. The main advantage of this system is that it provides marine survey data and marine spatial information that needed to work for marine science research. Furthermore, it provides the functions of extracting of coastline as point data for their marine study area, and making of the spatial planning map for marine field survey work and marine science thematic maps for exploratory analysis after research survey. Such kinds of interactive UGC support system gives researchers a chance for utilizing marine spatial information more easily. Therefore, it is expected that the improving of the efficiency of research works, as well as increasing of the utilization of marine spatial data.

Development of a Web GIS-based Marine Healing Portal for Building and Utilizing Marine Healing Resource DB (해양치유자원 DB 구축 및 활용을 위한 웹 GIS 기반 해양치유포털 구축)

  • This study, as a pilot study to implement and extend the marine healing which has been rapidly extending oversea areas into the domestic market, has collected seven major marine healing resources such as ocean water, sand, salt, mud, seaweeds, forest, and weather targeting selected four pilot municipalities and established a GIS DB. Furthermore, web GIS based marine healing portal has been established to support the easier utilization of the GIS DB and various marine healing related contents, thereby facilitating expansion of related industry. The portal includes marine thematic maps as well as research papers, related therapy manuals, and various activities and programs of the pilot municipalities. It is expected that the portal would contribute to the expansion of the domestic marine healing industry significantly through the pilot operation of the portal, not to mention of the needs of subsequent studies for expansion of the marine GIS DB and securing more various contents.

Suitability Site Selection by Meteorological Factors for the Protected Horticulture Complex in Saemanguem (기상환경 분석을 통한 새만금 시설원예단지 적지분석 연구)

  • This study was conducted to find the suitability site for the construction of Saemangeum horticulture complex taking into account cost-effective environmental management by analyzing and comparing meteorological conditions. By overlapping the thematic maps, we extracted the regions that scored 50-59 points as suitable sites for the development project. Of these pre-selected sites, we selected the final candidate region for the protected horticulture by overlapping the sites selected for agricultural and living environment construction. The results of this study will contribute to generating added values by minimizing the environmental management costs for horticulture and landscaping. The operation of a large-scale protected horticulture and landscaping in the Saemangeum Complex will enhance the agricultural competitiveness of our country in the global market.

Creating Mosaic Image of the Korean Peninsula from CORONA Imagery (CORONA 영상을 이용한 한반도 지역 모자이크 영상 제작)

  • The urbanization of Korea has been rapidly progressed since 1960, but satellite imagery have provided the information only after 1975. Recently released CORONA imagery is one of the few source of satellite image which can provide 1960's topographic information of the Korean Peninsular. It can be applied to change detection in various fields such as urban, forest, and environmental planning. In this research mosaic image of past Korean Peninsular using CORONA imagery in the 1960s were generated. A polynomial equation and a modified collinearity equation were applied for geo-referencing and a comparative analysis was conducted. In this research the 2nd polynomial equations were used for geo-referencing of CORONA imagery. After carrying out geo-referencing, mosaic image was generated using Erdas Imagine. It is assumed that this result image is very useful for various fields such as generation of thematic maps, urban planning, and change detection.

  • For the effective management of urban forest, a variety of informations on urban forest needs to be accurately measured and effectively used in decision-making processes. This study aims at developing an urban forest management system with reference to GIS and making it possible to effectively manage urban forests. A detailed forest type map were constructed with the help of aerial photograph and terrestrial inventory. A geographical map in terms of slope, aspect and altitude were also prepared by Digital Elevation Model(DEM). A soil type map containing chemical characteristics were also made through soil analysis. These thematic maps which contain informations on forest type, geography and soil were digitalized with reference to GIS, and an urban forest management system of user interface were developed. With the help of this urban forest management system, various spatial and attribute informations which need for urban forest management could be easily used in decision-making processes in relation to urban forest.
