  • As one of the major activities of the International Atomic Energy Agency (IAEA), a Coordinated Research Program (CRP) has been implemented with the aim of solving many of the problems facing the Member States by integrating various different levels of each country's technical capabilities in the areas which the Agency needs further technology development. To establish the strategy for an active participation In the CRP and its effective implementation, general features of the current IAEA programs and a prospect of the future program for 2006-2007 are described.(omitted)

  • With the advent of new order of international competition, the technology Policy of Korea has been changed from vertical one which focuses on specific technologies or selective industries to a horizontal one which supports R&D activities on a neutral basis. TIP(Technology Infrastructure Policy) is WTO free in the sense that it is Indirect method of supporting technology development and properly defined as a part of government role by OECD. Technology infrastructure is embodied in human capital, and includes also elements of physical capital and knowledge. Hence it is more differentiated than, and distinguished from conventional infrastructure. It implies a need for carefully designed strategy with the recognition of those differences. As a fundamental element of innovation and technological development, technology infrastructure should become the main focus of industrial technology Policy.

Analysis of the Technology Gap and Identification of R&D Priorities of Sports Industry in Korea (우리나라 스포츠산업의 기술수준 격차 분석 및 R&D 투자 우선순위 도출)

  • This paper aims to research the technology level of sports industry, through analyzing the technology gap between Korea and other major countries (USA, Europe, Japan, and China), and provide a list of technologies to be prioritized for R&D investment by conducting an analysis of the strategic importance of various element technologies. The results of the analysis showed that the technology level of Korean sports industry currently stands at 70.5% of the country with the most advanced technology (the USA), and that the technology gap amounts to 4.8 years. It was also found that the USA is the country with the most advanced technology (100%) at present, followed by Europe (91.1%), Japan (88.3%), Korea (70.5%), and China (61.2%). To reduce the technology gap, we established a Strategic Zone (SZ) and derived three element technologies including 'design and production technologies for sports and game equipment' in the $1^{st}$ tier, nine element technologies including '3D motion analysis and simulation technology' in the $2^{nd}$ tier, and four element technologies including 'fitness/health promotion and management technology' in the $3^{rd}$ tier. The significance of this research is that it included five major technology categories of the sports industry in its analysis, selected an expert on sports industry technologies using the delphi method. Therefore, the results of this study may be suitable for use as basic data in establishing the R&D strategy for the future development of the sports industry.

  • In this study, various characteristics of R&D related economic variables were studied to analyze complexity of science and technology activities in Korea, as reliance of R&D activities of the private sector is growing by the day. In comparison to other countries, this means that it is likely to be fluctuated by economic conditions. This complexity characteristic signifies that the result of science and technology activities can be greatly different from the anticipated results - depending on the influences from economic conditions and the results of science and technology activities which may be unpredictable. After reviewing the results of 17 variables related to science and technology characteristics of complex systems intended for time-series data - in the total R&D expenditure, and private R&D expenditure, numbers of SCI papers, the existence of chaotic characteristics were. using Lyapunov Exponent, Hurst Exponent, BDS test. This result reveals science and technology activity of the three most important components in Korea which are; heavy dependence on initial condition, the long term memory of time series, and non-linear structure. As stable R&D investment and result are needed in order to maintain steady development of Korea economy, the R&D structure should be less influenced by business cycles and more effective technology development policy for improving human resource development must be set in motion. And to minimize the risk of new technology, the construction of sophisticated technology forecasting system should take into account, for development of R&D system.

Are Traditional Motivation Theories Used in Face-to-Face Classes Valid in an E-learning Environment?: Focusing on the Self-Determination Theory

  • This research aims to develop an elementary school English e-learning system based on the 'Self-determination theory (SDT)', which is widely applied to traditional face-to-face foreign language classes. The study also attempts to verify whether SDT-a traditional motivational theory that has been applied to face-to-face classes- is effective in an e-Learning environment with students who use this newly developed system. For the purposes of this project, the following three actions were carried out. First, a motivational strategy based on SDT was deduced. In SDT, the needs for autonomy, competence, and relatedness were introduced as basic psychological needs, and assumed that these three needs provided the natural motivation for learning, growth, and development. Second, an e-Learning system was created based on the deduced motivational strategy. Third, the system was implemented in 115 private tuition academies, and education was provided to 1,400 users for one year across the country. Afterwards, by surveying users, correlation between the role of the three psychological needs in learning English, and also the correlation between each need and motivation were investigated. Research results showed that traditional motivational theories used in face-to-face classes so far were effective in an e-Learning environment.

  • Understanding the fact that more spending for R&D is merely a necessity, not a factor of success, managing technological development efforts effectively and efficiently for higher R&D productivity and sustainable growth has become an important issue for contemporary firms. Based on a survey on small- and medium-sized manufacturing firms, this paper explores the relationships of leadership positions, technological contents and acquisition methods of korean firms. This paper has identified several findings from Korean manufacturing firms: (1) five different patterns are identified in the technology strategy of medium-sized companies; (2) a significantly positive relationship exists between a firm's leadership position and the aggressiveness in technological contents of their acquisition methods; (3) a significantly positive relationship of some technology acquisition methods to the firms' leadership position exists,

Business Model Framework for IoT: Case Studies and Strategic Implications for IoT Businesses

  • To realize the vision of internet of things (IoT), where it is expected to bring significant impact to the global economy in the future, consideration of business models in the IoT context is necessary. This research attempts to build an enhanced artifact business model framework based on the definitions of IoT and literature on business models for analysis of IoT businesses. The framework is used to analyze four different types of players: the owner of things, vendors of devices, providers of connectivity and providers of IoT application services. The findings suggest that the owners of things tend to partner with ICT players to complement their weakness, and it tends to be connectivity providers. The device vendors leverage their strength of devices and device platforms to attract and enable 3rd party sensor/devices to interconnect, while the service providers are aiming to penetrate into customer premise. These lead to the following recommendations for non-IT players to consider in expanding into IoT business: 1) take into account differences in product development process between IT and non-IT businesses in expanding into IoT market; 2) collaborate with ICT players that acknowledge and understand the differences.

  • This paper adopts an embeddedness perspective and discusses rationales for government intervention in relation to economic development. Looking at East Asian experiences with industrial and technology policy the paper examines the general requirements, specific areas of focus and appropriate techniques for industrial and technology policy. Eight generic policy requirements are identified, viz. government capacity; monitoring and adjustment; policy sequencing; incremental upgrading; progressive market reliance; performance-orientation; selectivity; and flexibility.

  • Mobile RFID technology as a typical Convergence technology combines RFID communication, mobile communication and network infrastructure, and information processing technology. As it enables users to communicate with the surroundings, Mobile RFID technology is now recognized to serve as the basis technology for the Ubiquitous Information Society where users can get the needed information anytime and anywhere. Through lots of efforts for the early technology development and standardization activities on Mobile RFID technology, Korea has been leading technology standardization as well as technology initiatives. Thus, this research paper describes the domestic and the international standardization activities on Mobile RFID technology as well as the latest standardization status. Further this paper summarizes the major standardization issues, and then proposes the standardization strategy of Mobile RFID technology by analyzing the relevant and influential factors.

  • The importance of "personalization technology" has recently been highlighted due to the Covid-19 and the development of IT technology such as AI and big data, which is soon coming beyond personalization into the "super-personalization era." Therefore, in terms of the music streaming service market, it has formed a service supply trend in which individual tastes are respected and companies are seeking to establish a realistic analysis and development direction considering the external market environment. From this perspective, this paper sought to analyze the strengths and weaknesses of the Genie Music's and provide a direction for development based on Genie Music's customer interactive strategy. In particular, it was intended to analyze the advantages and disadvantages of customer interactive strategies with the 'live music service platform' that moves with customers and to provide directions for future corporate development. As an analysis method, we looked at strengths and weaknesses, opportunities and threat requirements based on SWOT analysis. Afterwards, the company attempted to present specific corporate development strategies through TOWS analysis.
