A Study on the Satisfaction Level of Local Government Public Service

  • Assessing local government performance has become a crucial issue in recent years. This paper addresses the satisfaction level of local government public service, which is defined as a degree of the results or the impacts of the local government public service delivery on the citizen's needs, demands and expectations. The satisfaction level of local government public service can improve decisions made by local government managers, and enhance accountability of local government to the citizens they serve. This study focuses especially on the various aspects of administrative systems in a local government and developed a systematic survey for their performance. Explanations for the evaluation items and the analysis of survey are discussed throughout the paper.

Public Perception on Transparency and Trust in Government Information Released During the COVID-19 Pandemic

  • A low level of transparency and trust in the release of government information during the COVID-19 pandemic could decrease the chance of success in handling the coronavirus outbreak. This worldwide pandemic has damaged not only human health but also created an economic and social crisis. Indonesia is no exception. Unfortunately, an analysis of a mixed-method survey of 500 participants found that public perception of transparency in the government's release of COVID-19 information is still at a low level. This perceived low level of transparency generates minimum trust in the information. Only 8% of participants trust the government's information regarding the virus. Even though the Indonesian government launched an official website, www.covid19.go.id, which is intended as a primary source of valid information about COVID-19 in Indonesia, most survey participants had never used the website. However, contrary to the low levels of perceived transparency and trust, most participants said that the messages from the government are clear and easy to understand. This contradiction resulted from skepticism toward the government. Therefore, this research presents a better understanding of how the level of transparency and trust is also related to the level of skepticism of the government.

지자체별 간선철도 수송에 따른 온실가스 배출량 산정 (Greenhouse gas emission of rail transportation at a local government level)

  • The previous researches on railway sector have focused on the total greenhouse gas(GHG) emission through national approaches. The aim of this study was to calculate GHG emission at a local government level to measure each city's GHG intensity on rail transportation. This study followed 'the guidelines for local government greenhouse gas inventory(issued by Korea Environment Corporation)' including VKT(Vehicle kilometers Travelled) methodology for railway inventory at a metropolitan area. As a result, the gyeongsangbuk-do emitted the highest GHG emissions at a local government level, followed by chungcheongnam-do and chungcheongbuk-do in 2006. Among several cities, Gimcheon-city emitted the highest GHG at basic government level in 2006. In future, the calculation of GHG emissions at local government level can be applied to establish various policies for GHG reduction.

Expansion of the Government Procurement Agreement: Time to Concentrate on Depth as well as Width

  • WTO Government Procurement Agreement (GPA) was designed to liberalize and expand trade in government procurement. Revised GPA was implemented in 1996 and the latest revision was completed (but not yet implemented) in 2012, but as a plurilateral agreement. Since the end of the UR, there has been attempts by various WTO members to liberalize trade in the government procurement market - through an expansion of Parties who are signatories to GPA, and through a negotiated agreement on transparency in government procurement. The attempt to expand the Parties who are signatories to the GPA - attempt to increase the width of the coverage of the agreement - has been somewhat successful, but I argue that the goal should be to further liberate the government procurement markets of the current Party members - to reduce thresholds and other barriers which limit market access even to other GPA members, in other words, to increase the depth of coverage. Taking cue from Korea's FTA, I propose a two-level liberalization of the government procurement market under the GPA: A "light" level which would be the same as the current level of liberalization; and a "deep" level with lower thresholds and less exemptions. I argue that, as seen in Korea, with FTAs, many GPA Parties already have multiple levels of liberalization (i.e, spaghetti-bowl effect of FTAs), but by limiting the levels of liberalization to two, we can seek the best of deep liberalization but reduce the spaghetti-bowl effect.

Trade of ICT Products, Government, and Economic Growth: Evidence from East Asia-Pacific Region

  • This study explores the effect of trade of Information Communications Technology (ICT) products and government's role, measured by three factors: Control of corruption, Government effectiveness, and Administrative tax level, on raising the economy across the East Asia-Pacific region. Secondary data were collected from the World Bank database of 21 countries over 12 years from 2006 to 2017. Applying the Panel corrected standard error model and running a robustness check based on the Dynamic panel data method, this research found that the exported ICT products, control of corruption, and government effectiveness could increase the economic income of a country in the region. The paper also provided the evidence indicating that the imported ICT products and the Administrative tax level are two harmful factors for economic growth. The major finding confirmed the useful contribution on improving government quality and its economy. First, improving the economy of a country always poses various challenges to its government. During the past decades, although much of the literature confirmed that exporting ICT products could promote an economy, very few studies investigated the role of Administrative tax level and the Government effectiveness. Second, there are only a few studies exploring the capability of government and the economic growth in the Asia-Pacific region.

Environmental Governance Practices of Local Government Units on Waste Policy Implementation

  • Purpose: The purpose of the study is to determine the level of environmental governance practices of Local Government Units (LGUs) on the implementation of waste policies. It determines the level of compliance with the waste policies implemented by LGUs particularly on waste resource conservation and waste reduction; the degree of the implementation of the environmental governance on education, values, health, and economic sufficiency. Also, it determines the initiatives done by the local government units to decentralize the leadership on waste sustainability. Research Methodology: The survey method was employed to gather information from municipalities and cities on waste programs implemented by the local government units. The data were gathered from households, schools, businesses and industries; and local government units. Results and Conclusions: The findings revealed that the level of environmental governance on waste reduction and waste resource conservation was fairly implemented by the local government units. The LGUs used the four areas of governance to keep the municipality self-sufficient, well-managed, and free from waste issues. The research can be used by the academe as a good teaching material for social responsibility, public administration, strategic management, and environmental-related courses.

서울시내 어린이 놀이터 토양오염도 평가 (The Evaluation on the Pollution Level of Playgrounds for Children in Seoul Metropolitan)

  • This survey study was performed to evaluate the pollution level of playgrounds for children at 49 different sampling sites in Seoul metropolitan. Results were as follows. 1. Soil pH ranged from 6.0 to 9.2. 2. Average concentrations of heavy metals were 0.101 mg/kg of Cd, 4.470 mg/kg of Cu, 0.10 mg/kg of As, 5.35 mg/kg of Pb, 0.017 mg/kg of $Cr^{6+}$ 0.0051 mg/kg of Hg, which were lower than Korean soil precaution level. 3. The SPCs of all areas were below 100, which is 1st grade. In conclusion, the pollution level of playgrounds for children was safe.

한국의사의 정부신뢰 관련 요인 분석: 의사단체들의 일부 임원의사들을 중심으로 (A Study of Factors Related to Korean Physicians' Trust in the Government: On the Target for Board Members of Physicians' Associations)

  • Objectives: This study aims to investigate the factors related to Korean physicians' trust in the government. Methods: We used structured questionnaires that were composed of multidimensional scales for each of the various categories. Results: The recognition levels of trust of the government by Korean physicians were not high, and they ranged from 3.6 to 4.8 for ten scales. The factors related to trust in the government were categorized into seven factors on the basis of a factor analysis. On the regression analysis, a positive relationship was found between "the individual propensity to trust" and trust in the government, while a negative relationship was found between "the recognition level regarding the government as an authoritarian power" and trust in the government. "Confidence about participation in the policy process" as internal efficacy and "belief in governmental ability and motivation toward public demand" as external efficacy also showed a strong positive relationship with trust in the government. Conclusions: From these results, we can draw the conclusion that making efforts to improve the recognition level of trust in the government among physicians is an important policy task. To increase the trust level, participation of physicians in the policy process in various ways and open communication between the physicians' associations and the government should be facilitated.

복지태도의 결정요인 분석: 복지수준과 '정부의 질'에 대한 인식의 효과를 중심으로 (The Determinants of Public Attitudes toward Welfare Spending in Korea: Focusing on Welfare Perceptions and the Quality of Government)

  • 이 연구의 목적은 복지수준에 대한 인식과의 관계에서 '정부의 질'을 비롯한 다른 경쟁변인들이 어떻게 복지태도와 연관되는지를 파악하는데 있으며, 복지수준 인식을 연계한 복지태도의 다면적인 성격을 체계적으로 이해할 수 있는 지식과 정보를 제공하는 데 의의가 있다. 분석 결과, 복지수준을 낮다고 인식하는 집단과 높다고 인식하는 집단 모두 복지태도의 공통적인 결정요인은 국가 부패로, 국가 주요기관과 공무원이 청렴하다고 인식할수록 복지확대에 찬성하는 경향을 보였다. 그러나 복지수준을 낮다고 인식하는 사람들 사이에서는 정의에 대한 인식이 복지태도에 중요한 영향을 미치는 반면, 높다고 인식하는 집단에서는 국가경제와 정부능력에 대한 인식에 따라 복지태도가 달라지는 차이를 보였다. 이 연구의 부가적 발견은 복지수준이 낮다고 인식하는 집단에서 학력과 도시규모, 자산과 같은 개인의 인구사회적 배경이 복지태도에 많은 영향을 미친다는 것인데, 학력이 높을수록, 도시화된 곳에 거주할수록, 자산이 적을수록 복지확대에 찬성할 가능성이 높았다. 고학력층에서는 복지수준이 낮으면 복지를 확대해야 한다는 합리적인 인식을 하지만 저학력층에서는 복지수준이 낮아도 복지확대를 해서는 안 된다는 모순된 태도를 취한다는 것이다. 또 복지수준을 낮게 인식해도 농촌에 거주하거나, 자산이 많을수록 복지확대에 반대하는 태도를 보인 것은 각각 기존의 공동체 가설과 자기이해 가설을 지지해 준다.

전자정부 웹사이트 평가 결과 데이터 기반 지능형(AI) 정부 웹서비스 관리 방안 연구 (A Study on Government Service Innovation with Intelligent(AI): Based on e-Government Website Assessment Data)

  • As a key of access to public participation and information, e-government is taking the active role of public service by relevant laws and policy measures for universal use of e-government websites. To improve the accessibility of web contents, the level of deriving the results for each detailed evaluation item according to the Korean web contents accessibility guideline is carried out, which is an important factor according to the detailed evaluation items for each website property and requires data-based management. In this paper, detailed indicators are analyzed based on the quality control level diagnosis results of existing domestic e-government websites, and the results are classified according to high and low to propose new improvement directions and induce detailed improvement. Depending on the necessity of management according to the detailed indicators for each website attribute, not only results but also level diagnosis to strengthen web service quality suggests directions for future improvement through accurate detailed analysis and research for policy feedback. This study ultimately makes it possible to expect government system management based on predicted data through deduction history management based on evaluation score data on public websites. And it provides several theoretical and practical implications through correlation and synergy. The characteristics of each score for the quality management of public sector websites were identified, and the accuracy of evaluation, the possibility of sophisticated analysis, such as analysis of characteristics of each institution, were expanded. With creating an environment for improving the quality of public websites and it is expected that the possibility of evaluation accuracy and elaborate analysis can be expanded in the e-government performance and the post-introduction stage of government website service.
