야영장 화재 안전대책에 관한 연구 (A Study on the Safety Measures of Camping Ground Fire)

  • The leisure life pattern of people is changing to a familial and enthusiastic way that eventually develops the camping culture. Thus, the number of campers and the size of camping market have been dramatically increased due to significant expansion of camping people. However, many camp grounds and facilities are operating without a proper registration by government rules and regulations. In addition, many of electronic and gas equipment and tools are not used in a safe way and in a safety regulatory boundary. Therefore, campers at the camping ground is situated in a fire and safety hazard. In addition, there is limitation in rules and regulations associated with camping ground safety and fire. This study analyzed the fire and hazard guidelines and rules regulations of developed countries of campground and compared them to the current situation in South Korea. Therefore, this study is to develop a safety and fire hazard guidelines and rules and regulations related to camp ground operation, gas and electronic equipment operation and management. The study will eventually reduce the future fire and safety incidents in a campground in South Korea.

GSIS에 의한 지적 불부합지의 해석 (Analysis of Cadastral Non-Coincidence Area by GSIS)

  • 지형공간정보시스템(GSIS)을 지적 전산화작업에 적용하기 위해 지적정보를 수치 전산화하여 토지대장의 On-Line시스템화에 운용할 수 있도록 시도하는데 의의가 있다. 그리고 지적정보의 D/B 구축을 위해 연구대상 지를 일부 선정하여 지적측량 시 D/B 화할 수 없는 지적 불부합지를 일반측량에 의한 현황도와 항공사진측량에 의해 제작된 GSIS 도면을 이용하여 실지 지적기초점을 내려 현황 측량한 성과에 의해 비교 분석하고 그 상관성을 해석함으로써 장래 지적 정보 D/B 구축 시 측량기법의 정확도 향상을 도모하고자 하는데 그 목적이 있다.

한국의 인구현황과 정책방향 (Population Change and Future Direction of Population Policy in Korea)

  • The Korean Population Control Program has been implementing under the jurisdiction of the Ministry of Health and Social Affairs through an existing network of health centers. This arrangement was successful in bringing population growth down to targeted level by the end of the Fourth Five Year Economic Planning, 1981. It is expected, however, that future goal will be harder to reach due to difficulty of reducing traditional family size norms further and to the projected increasing the number of eligible couples as the past Korean war baby boom generation enters the reproductive activity in the next few years. The recognition of the need for modification of population policy is increasing. The 1980 census shows that the total number of population reached approximately 38.5 million with 1.57 per cent of the growth rate. It was projected that the size of Korean Population will reach around 42 million and 51 million in 1986 and 2000 respectively. Furthermore, there is some argument as to whether decline in the birth rate in Korea is too slow to meet government target. Hence, a new development of population policy and greatly increased amount of effort will be needed in order to achieve Zero Population Growth Rate before the year 2050. The development of future national population policy and its related area are recommended as follow: 1. It is highly recommended that the population planning law governing both vital events of birth and death and population migration should be legislated. 2. The National Population Policy Council, Chaired by Deputy Prime Minister should be activated to implement and coordinate population program within ministries. 3. Responsible organization of population and family planning program should be established as a Bureau unit at central government level. 4. For the improvement of national vital registration, an existing system should be studied and developed.

포스트 코로나 시대 간호대학생의 수업 경험 (Class Experience of Nursing Students in the Post COVID-19 Age)

  • 본 연구는 포스트 코로나 시대 간호대학생의 수업 경험에 대한 의미와 본질을 이해하기 위해 시도되었다. 연구 참여자는 코로나 펜데믹 이후 4학기 동안 대면 수업과 비대면 수업을 모두 경험한 1-4학년 재학생 10명이었으며, 자료수집 기간은 2021년 12월 9일부터 12월 30일까지였다. 수집된 자료는 Colaizzi의 방법을 적용하여 분석하였으며, 연구결과 6개의 범주, 13개의 주제모음, 25개의 주제가 도출되었다. 6개의 범주는 '미래에 대한 막연함', '간호 실무에 대한 자신감 결여', '수업 시스템의 안정화', '상황에 대한 수용과 적응', '예비간호사로서 직업적 소명의식을 가짐', '비대면 수업의 개선 방향을 찾음'이었다. COVID-19 발발 이후 만 2년이 지난 현시점에서 간호대학생의 수업 경험에 대한 이해는 향후 교육 방향에 대한 전략을 모색하고 미래 교육의 질을 제고하는데 있어 기초자료로 활용될 수 있을 것이다.

유네스코 세계유산 제도의 우리나라 문화재 정책에의 수용과 발전방안에 대한 시론적 연구 (A Preliminary Study on Domestic Embracement and Development Plan Regarding UNESCO World Heritage Programme)

  • 유네스코 세계유산(World Heritage) 보호 제도는 인류 공동의 탁월한 보편적 가치를 지닌 문화유산 및 자연유산을 보호하기 위하여 1972년 유네스코 세계유산보호협약 채택에 따라 도입된 제도이다. 40여 년이 채 안된 짧은 역사에도 불구하고 전 세계적으로 890건의 세계유산이 등재된 가장 성공적인 유네스코 문화 분야 사업 중의 하나이다. 유네스코는 세계유산의 체계적 보호관리를 위하여 등재기준의 체계화, 보존관리계획의 중요성 강조, 모니터링의 제도화, 세계유산기금의 운영 등을 통하여 세계유산을 단순히 뛰어난 문화재의 목록화 작업의 수단이 아니라 보존계획 도구(preservation planning tool)로 활용함으로써 유산 보호관리 시스템의 체계화, 선진화에 기여하였고, 이러한 세계유산 정책은 각국의 문화재 보호제도에 상당한 영향을 주었다. 우리나라도 2009년 조선 왕릉이 등재됨으로써 총 9건의 세계유산을 보유하게 되었다. 세계유산 등재가 우리 문화재의 독창성과 우수성의 홍보, 문화국가로서의 위상 증진 등에 기여하였지만 이제는 세계유산의 등재전략을 다시 점검하고 체계적인 보존관리 시스템의 확립을 위한 다양한 법적, 제도적 개선방안을 강구해야 할 시점이 되었다. 그동안 문화재보호법을 개정하여 세계유산의 등재 및 보호에 관한 근거규정을 마련하고, 일부 지방자치단체는 세계유산 관리 전담기구를 설립하는 등 노력을 하였으나, 보다 근본적이고 거시적인 세계유산 정책 개선방향을 모색해야 할 것이다. 1) 세계유산 보존관리 특별법 제정, 2) 각 지자체별로 세계유산 보호를 위한 조례 제정, 3) 문화재청과 지방자치단체의 세계유산 정책 및 관리기능 강화, 4) 세계유산 보호재원의 획기적 증대, 5) 세계유산 보존관리 계획 수립 의무화, 6) 세계유산 활용을 위한 지원 확대, 7) 세계유산 등재 내실화, 다양화, 8) 지자체 간 세계유산 관리정보 및 경험의 공유, 9) 세계유산 종합 아카이브 설치, 10) 시민협력과 주민참여 활성화, 11) 세계유산 보호를 위한 전문인력 배출 12) 지속가능한 세계유산 관광 활성화 등 세계유산 정책역량 강화를 위한 분야별 사업과 프로그램을 선정하고 이를 위한 체계적인 추진이 필요하다. 세계유산 정책이 국내적으로 어떻게 수용되고 앞으로의 변화와 발전방향에 대하여 분야별로 유형화하여 세계유산 정책이 보다 체계화, 과학화, 전문화할 수 있는 방안들을 제안하였다. 앞으로 세부 분야별로 보다 심도 있고, 전문적인 조사와 연구가 진전되어야 할 것이다.

1930년대 중국 문서당안 행정개혁론의 이해 (The Records and Archives Administrative Reform in China in 1930s)

  • Historical interest in China in 1930s has been mostly focused on political characteristic of the National Government(國民政府) which was established by the KMT(中國國民黨) as a result of national unification. It is certain that China had a chance to construct a modern country by the establishment of the very unified revolutionary government. But, it was the time of expanding national crises that threatened the existence of the country such as the Manchurian Incident and the Chinese-Japanese War as well as the chaos of the domestic situation, too. So it has a good reason to examine the characteristic and pattern of the response of the political powers of those days. But, as shown in the recent studies, the manifestation method of political power by the revolutionary regime catches our attention through the understanding of internal operating system. Though this writing started from the fact that the Nationalist Government executed the administrative reform which aimed at "administrative efficiency" in the middle of 1930s, but it put stress on the seriousness of the problem and its solution rather than political background or results. "Committee on Administrative Efficiency(行政效率委員會)", the center of administrative reform movement which was established in 1934, examined the plan to execute the reform through legislation by the Executive Council(行政院) on the basis of the results of relevant studies. They claimed that the construction of a modern country should be performed by not political revolution anymore but by gradual improvement and daily reform, and that the operation of the government should become modern, scientific and efficient. There were many fields of administrative reform subjects, but especially, the field of records and archives adminstration(文書檔案行政) was studied intensively from the initial stage because that subject had already been discussed intensively. They recognized that records and archives were the basic tool of work performance and general activity but an inefficient field in spite of many input staff members, and most of all, archival reform bring about less conflicts than the fields of finance, organization and personnel. When it comes to the field of records adminstration, the key subjects that records should be written simply, the process of record treatment should be clear and the delay of that should be prevented were already presented in a records administrative meeting in 1922. That is, the unified law about record management was not established, so each government organization followed a conventional custom or performed independent improvement. It was through the other records administrative workshop of the Nationalist Government in 1933 when the new trend was appeared as the unified system improvement. They decided to unify the format of official records, to use marker and section, to unify the registration of receipt records and dispatch records and to strengthen the examination of records treatment. But, the method of records treatment was not unified yet, so the key point of records administrative reform was to establish a unified and standard record management system for preventing repetition by simplifying the treatment procedure and for intensive treatment by exclusive organizations. From the foundation of the Republic of China to 1930s, there was not big change in the field of archives administration, and archives management methods were prescribed differently even in the same section as well as same department. Therefore, the point at issue was to centralize scattered management systems that were performed in each section, to establish unified standard about filing and retention period allowance and to improve searching system through classification and proper number allowance. Especially, the problem was that each number system and classification system bring about different result due to dual operation of record registration and archives registration, and that strict management through mutual contrast, searching and application are impossible. Besides, various problems such as filing tools, arrangement method, preservation facilities & equipment, lending service and use method were raised also. In the process this study for the system improvement of records and archives management, they recognized that records and archives are the identical thing and reached to create a successive management method of records and archives called "Records and Archives Chain Management Method(文書檔案連鎖法)" as a potential alternative. Several principles that records and archives management should be performed unitedly in each organization by the general record recipient section and the general archives section under the principle of task centralization, a consistent classification system should be used by classification method decided in advance according to organizational constitution and work functions and an identical number system should be used in the process of record management stage and archive management stage by using a card-type register were established. Though, this "Records and Archives Chain Management Method" was developed to the stage of test application in several organizations, but it was not adopted as a regular system and discontinued. That was because the administrative reform of the Nationalist Government was discontinued by the outbreak of the Chinese-Japanese War. Even though the administrative reform in the middle of 1930s didn't produce practical results but merely an experimentation, it was verified that the reform against tradition and custom conducted by the Nationalist Government that aimed for the construction of a modern country was not only a field of politics, but on the other hand, the weak basis of the government operation became the obstacle to the realization of the political power of the revolutionary regime. Though the subject of records and archives administrative reform was postponed to the future, it should be understood that the consciousness of modern records and archives administration and overall studies began through this examination of administrative reform.

방통융합시대에 TV 홈쇼핑 정책에 관한 연구 (Study on TV Home Shopping in the Age of broadcast-Communication Fusion)

  • 홈쇼핑은 미래 유통의 꽃으로 불린다. 그중 TV홈쇼핑은 IT기술의 강국인 한국이 산업을 리더 해나가야 한다. 하지만 중소기업은 어렵다. 이는 방통위의 정책 실패에 기인한다고 본다. 이러한 정책실패를 보완하기 위해 국내 선행 연구와 해외 현황을 분석하고 정책에 반영 하고 자한다. 특히 해외 홈쇼핑 현황과 정책 사례를 통해 국내 사업을 전망하고 중소기업을 활성화 되기 위해서 정부 정책으로 보완해야할 사항은 무엇인지 분석하였고 정부가 적극적으로 반영 해야한다고 본다. 일반 PP의 경우 이미 등록제로 되었으며 홈쇼핑 채널도 등록제로 시장에게 맡겨야한다. 채널이 많아짐으로서 공급자인 중소기업은 보다 더 많은 기회를 얻어갈것이며 소비자 입장에서는 적정한 가격으로 상품가격이 안정될것이고 고품질과 다양한 품목을 홈쇼핑을 통해 얻어감으로서 소비자 후생을 증대시킬 수 있을 것이다. 만약 홈쇼핑을 등록제로 당장 하기 힘든 상황이라면 차선책으로 허가제를 더욱 강하게 만 들어 가야한다. 홈쇼핑은 3년마다 재승인 을 받아야 하기에 재승인 조건을 강화 한다면 일부의 문제를 해결 할 것이다.

해양건축물의 재산권 공시제도 정비방안 연구 (A Study on Public Announcement System for Property Right of Marine Architectural Building)

  • 이 연구는 수상에 건설되는 해양건축물의 재산권 공시제도의 문제점을 파악하고 개선안을 제시하기 위한 연구이다. 먼저 해양건축물을 둘러싼 현황을 파악하고 미래를 전망하며 다음으로 해양건축물의 개념과 관련된 법제도를 검토한다. 해양건축물의 재산권 공시제도와 관련하여 현황과 문제점을 파악하며 각종 물건의 공시제도를 검토한다. 마지막으로 해양건축물의 재산권 공시제도 정비방안을 제시한다. 연구 결론으로서 해양건축물 공시제도는 고정식과 부유식 구조물로 나누어 적합한 공시제도를 제안한다. 고정식 구조물은 현행 건축법을 보완 수정하여 부동산등기제도를 활용하며 부유식 구조물은 새로운 법을 제정하여 등록원부와 같은 공적장부를 통한 등록제도를 도입하는 것이 필요하다. 해양건축물이 활성화되고 이를 기반으로 해양산업이 발달하기 위해서는 해양건축물에 관한 소유권 취득과 담보물권 설정 등 재산권 행사를 용이하게 하기 위해 해양건축물의 재산권 공시제도가 속히 마련되어야 한다.

The Current Status and Acceptance of Traditional Medicine of East Asia in the UK

  • Objectives : Traditional medicine(TM) of East Asia has been taking its status as part of complementary and alternative medicine(CAM) in the UK. However, the efficacy and safety issues make it hard to be accepted in the healthcare system. The aim of the research is to find out the current status of TM of East Asia in the UK and to discuss some issues around its acceptance as formal healthcare method. Methods : Articles, books and regulations related to the acceptance of TM of East Asia were analysed and the internet websites were visited such as Westlaw UK for legal materials, government websites for formal documents, and some UK-based associations. Keyword searches were followed and the essential parts from the articles and documents were generalised for the analysis and discussion. Results : Issues over TM of East Asia include identity as medicine, efficacy and safety, and the statutory regulation can be a measure for the acceptance. Osteopathy and chiropractic therapies came under statutory regulation among the CAM in the UK. Conclusions : TM of East Asia could be under the statutory regulation in the near future. Efficacy and safety issues are the challenging barrier. However, the approach from the viewpoint of TM of East Asia is necessary for development and good practice. The simplified registration procedure for traditional herbal medicinal product in EU can be the model. Education, evaluation, assessment and managing quality of practice are essential for the standard care and formal regulation.

건설 통합DB 구축을 위한 시공현장등록번호 체계 개발 (Development of Unique Registration Number System for Construction Site Integrated DB)

  • Kiscon, Seumteo, KONEPS and CSI are representative construction-related DBs. All four DBs are operated by the public. However, the characteristics of data are different depending on the purpose. Therefore, it is difficult to utilize integrated data and it is only used sparingly. Creating and sharing a unique key that can identify a construction site will enable integrated accumulation and management of construction-related data for various purposes. At this point, it is most efficient to assign a unique key based on KISCON. KISCOn data conforms to the construction site definition and covers most of the public, private, architectural and civil works. In addition, there is an advantage in that DB construction is performed in the construction situation, which is a relatively preceding process. In the future, it is necessary to create a practical construction site integrated DB through the production of an integrated key table containing linkage information of unique keys for site management, performance indicators, and statistics production.
