Recently, residents' community center is trying to combine with various program and facilities as the residents self-government program's development. This is due to the reduction of administrative tasks, the computerization of programs, the importance of community participation activities, the activation of community, and the increase of welfare projects. Therefore, previous studies on program complexity have been actively carried out. Nevertheless, spaces and programs studies of considering regional characteristics are lacking. Therefore, the community centers' program and spaces need to change. Therefore, this study propose an improvement direction through analyzing the situation of the residents' community center. For this study, the precedent research and institutional limitations are examined. In addition, this study selected and analyzed the 15 local community center. Thirdly, interviews were conducted with users and officials of the 5 residents' community centers on major changes. Finally, This study suggests direction of program improvement and architectural design direction. As a result of this study, integrated management measures with overlapping agencies should be sought. Surplus space will have to be rearranged into a new program through prior examination. The result are as follows; 1. The total degree of satisfaction of adult is more higher than the children's. 2. The result of regression analysis shows the ecological interpretator variable turns out the most influential factor of satisfaction degree of program. 3. The most of visitor prefer the program which can experience diverse sense on the flora and fauna in cheonggyecheon. Therefore, it is needed to develop the program which can take children's fancy and experience diverse sense on the fauna and flora as well as improve the level of ecological interpretation.

In the context of lifelong education program for an aging society and information age, elementary school facilities are expected to accommodate various people in diverse age group and diverse physical abilities. Introduction of the 'Universal Design' concept seems inevitable in school environment in terms of public infra structure for community. However, in architectural point of view, unlike foreign examples, simply applied barrier-free and safety standards of domestic guidelines based on dimensional data does not function enough to achieve universal design in authentic manner. This study is focused on this issue and suggests the direction of improvement for architectural design guidelines. Through the comparative analysis of foreign and domestic design guidelines, two principles of universal design-'Flexibility in Use', 'Perceptile Information'- are found to be lacking in the domestic design guidelines for elementary school facilities. It is expected for government authority to develop more concrete guidelines to achieve universal design for school as a basic public space in the community.
As sewerage works has become one of the major public works in Korea, the employment of advanced and more appropriate sewerage technology has become essential to improve the efficiency of sewerage works. During last 10 years, the Korean Government has made tremendous amount of investment on sewerage works so that treatment plants in 58 cities have treatment capacity which is equivalent to 52.8% of total daily sewage generation in Korea. This remarkable development, however, has heavily depended on one technology, the conventional activated sludge process as more than 95% of the existing plants employ this process, Recently, the Korean Government and local authorities have plans to introduce more appropriate sewage treatment technologies and research and development in this area has become very active. To encourage employing new and appropriate technologies, however, the proper technology evaluation and verification program for new process is needed. The public sector should play a key role in this program since the sewerage works is one of the major public works. In this paper, the technology evaluation and verification programs related with sewerage facilities in the US and Japan are briefly reviewed. The Innovatived and Alternative Technology programs which was operated by US EPA until recently and Environmental Technology Verification(ETV) program which was commenced in 1995 are introduced. The technology verification programs operated in Japan and also in Korea are also reviewed in this paper to propose a future direction for development of the appropriate evaluation and verification system.

The purpose of this research is to grasp the present state of marine lifelong education and to provide direction for maritime industry. In this research, we first saw our country present ocean industry and the ocean lifelong education concept and definition besides formal school education to secure ocean human capital. Second, we researched about the ocean lifelong education that has been progressing by the organization, and by this, we inferred what to improve from our country ocean lifelong education. As a result, the improvement point for present ocean lifelong education of our country was first, the reflect of variety of marine related information in our country lifelong education is low, second, the learners were mostly children and teenagers, third, most of the were event education. Forth, it is good that there are a lot of experimenting programs, but most of them were experiment of ocean leisure sports and visiting the facilities, and because these are one-time thing so it was hard to secure marine citizenship or help them set their career in marine. Fifth, all facilities had similar contents for the experimenting program, and sixth, education period was concentrated on May and November.
Purpose - The Korean government has devised intermodal transportation policies and granted subsidies to shippers and logistics companies that made a conversion of transportation means through the policies. This provides support by expanding the complex uniform railroad transportation and overhauling the deteriorated railroad facilities. As for 2013, however, the freight transportation percentage of railroad was 4.5% in tons and 8.5% in ton kilometers. Meanwhile, since the 1990s, developed countries such as the U.S. and Europe have been trying to expand intermodal freight transport with a legal and institutional support to build a logistics system corresponding with social and economic environmental changes. In this study, I set out to examine the effects of the intermodal freight transport policies in the EU and the U.S., and to explore the direction of setting up a rail intermodal transport system in South Korea. Research design, data, and methodology - The paper used a qualitative research methodology through the literature review. First, was an overview of Intermodal transportation in the EU, U.S. and UN. Second, it describes the development of transport in Europe and the U.S. with particular emphasis on intermodal freight transport. Third, it explores the direction of setting up a intermodal freight transport in South Korea. The last section contains concluding remarks. Results - As for the EU, it has been promoting integration between transport and intermodal logistics network designs while utilizing ITS or ICT and supports for rail freight intermodal by giving reduction to a facilities fee or subsidizing for rail freight in order to minimize the cost of external due to freight transport. On the other hand, as for the U.S., it has been made up of an industrial-led operating project and has been promoting it to improve accessibility between intermodal hubs and cargo terminals through intermodal corridor program, and an intermodal cargo hub access corridor projects, etc. Moreover, it has tried to construct intermodal transport system using ITS or ICT and to remove Barrier. As a result, in these countries, the proportion of intermodal freight transport is going to be the second significant transport compared with rail and maritime transport. An Effective rail intermodal transport system is needed in South Korea, as seen in the case of these countries. In order to achieve this object, the following points are required to establish radical infrastructure policy; diversify investment financing measures taken under public-private partnerships, legal responsibilities, improvement of utilization of existing facilities to connect the railway terminal and truck terminal, and enhancement service competitiveness through providing cargo tracking and security information that combines the ITS and ICT. Conclusions - This study will be used as a basis for policy and support for intermodal freight transport in South Korea. In the future, it is also necessary to examine from the perspective of the shipper companies using the rail intermodal transport, ie, recognition of shipper, needed institutional supports, and transportation demand forecasting and cost-effective analysis of the railway infrastructure systems improvement.
