Influence Appraisal for Labor Statistics after Introducing a New Survey Method (노동부 통계자료에 대한 새로운 조사방법의 영향 평가)

  • Based upon the Labor Demand Survey and the Survey on Wage Structure being conducted annually by the Ministry of Labor, we suggest a convenient statistical tool which can analyze and appraise the effect of introducing a new survey method. Since both surveys have in common very similar sampling frames and sampling schemes in structure, one can measure the variability of one survey on the basis of the other. The influence appraisal method adopted here is applied to ratio data between two independent estimates belonging to the identical category by year and has a statistical form of comparing ratio data before introducing a new survey with those after introducing a new survey.

Feasibility Survey on the Introduction of Forest Land Bank System focusing on Forest Owners, Non-forest Owners, and People Who Return to the Farm (산주와 비산주 및 귀농·귀촌인을 대상으로 한 산지은행제도 도입 타당성 설문조사)

  • Forestry management problems in South Korea have been caused by small and scattered forest lands, aging forest owners, and the increase of absentee forest owners. To solve these problems, it is a time to consider the introduction of forest land bank system for the expansion of forestry management scale, the effective management of neglected forest lands, and the stable livelihood support for aged forest owners. Therefore, this research implemented the questionnaire survey of necessity, expectation, willingness to use, and introduction plans for the forest land bank system in order to examine the feasibility and demand of the system focused on forest owners, non-forest owners, and people who return to the farm. The questionnaire survey was conducted for 262 of resident forest owners, 152 of absentee forest owners, 427 of non-forest owners, and 101 of people who return to the farm. 77.5% of forest owners and 63.8% of non-forest owners agreed with the necessity of the introduction for the forest land bank system. Both forest owners and non-forest owners would prefer to use forest land reverse mortgage and leasing among projects of the forest land bank. In addition, 75% of people who return to the farm also expected that forest land bank would be helpful to their rural and mountain life, and they would have higher preference to participate in leasing and buying forest lands than other projects. Based on the outputs of the feasibility and demand survey in this research, this study can play a key role in determining basic direction, major functions, types and range of projects as well as providing information for establishing policies of the forest land bank system.

Change in Road Traffic Demand after the Operation of Exclusive Median Bus Lane in Seoul (서울시 중앙버스전용차로 시행에 따른 도로교통 수요 변화)

  • 8 Exclusive Median Bus Lanes(EMBL) are operated in Seoul metropolitan city after the opening of Chon-ho section in 1996. But the changes in the road traffic demand on the direct and indirect influence area have not reported. In this paper, before and after survey and analysis of road traffic demand on 3 EMBLs opened in 2004 are conducted. In summary, the traffic demand of 3 EMBL road section decreased dramatically to 24.7% after the opening and then increased 1.4% after a year. The traffic demand of detour road decreased to 2.9% after the opening and then increased 0.3% after a year. Considering measurement error as ${\pm}5%$, Road traffic demands on the influence area of EMBL section are a stable state after one year. So it is presumed that the trip demand on EMBL section using vehicle does not make a detour around the influence area but divert into another transport modal.

  • Recently not even government polices but small town decisions are based on the survey data/information, so the most of government agencies/organizations demand various sample surveys in each fields for more detail information. However in conducting the sample survey, nonresponse problem rises very often and it becomes a major issue on judging the accuracy of survey. For that matters, one solution ran be using the administration data. However unfortunately most of administration data are restricted to the common users. The other solution can be the imputation. Therefore several method, of imputation are studied in various fields. In this study, in stead of the simple regression imputation method which is commonly used, factor score regression method is applied specially to the incomplete data which have the unit and item misting values in survey data. Here for simulation study, Consumer Expenditure Surveys in Korea are used.

The Characteristics and Perspectives of Industrial Technology Labor-force by Technology Intensities in Korean Manufacturing (기술집약도별 산업기술인력 수급구조의 특징과 정책적 시사점)

  • This paper studies the supply and demand of Industrial Technology Labor-force(ITL) and analyzes the determinate of ITL shortage in Korean manufacturing. We classified the industry into four categories-high technology industries, medium-high technology industries, medium-low technology industries and low technology industries-based on its R&D intensity like OECD. For the empirical analyses we use a survey data collected from 5,703 enterprises. The key findings are as follows: Firstly, a large majority of ITL is engaged in more technology-intensive industries but the categories that are exposed to more serious labor-force shortage problem are medium-high technology industries and low technology industries. Secondly, in the terms of supply factor, the ITL shortage problems are mainly due to the avoidance of ITL jobs. And the demand point, the reason is that the most of ITL are not researchers but production managers. Thirdly, the cause of imbalance between supply and demand of ITL are different by the technological categories. For example, in the high technology industries, the supply factors, such as average wage and turnover rate played more important role in the imbalance. But in the low technology industries the demand factors, such as per capita sales and the ratio of ITL in all employees were relatively much more important. Based on the findings, we discovered some political meanings such as the necessity to plan various policies to resolve the shortage problem of ITL according to the technological categories, etc.

Assessing the Demand for Hanbok Education and Public Support Using the Characteristics of Hanbok Brand Entrepreneurs and Workers (한복브랜드 창업가 및 종사자 특성에 따른 한복 교육, 공공지원 수요 연구)

  • The growth of the fashionable hanbok market has led to a significant increase in the number of entrepreneurs or prospective entrepreneurs with small hanbok businesses. To develop the hanbok industry, the public sector is developing and providing education and support programs to enhance the competencies of individual hanbok brand entrepreneurs. This study conducted a survey of 213 subjects such as business operators, workers, and prospective workers in the changing hanbok industry. This study investigated their hanbok education experiences as well as future demands for education and public support programs. To explore differences based on individual characteristics, this study measured such characteristics using entrepreneurial orientation as well as the artistic and entrepreneurial competencies important in running a hanbok brand and analyzed the relationship demand for education and public support. Hanbok brand worker characteristics were classified into four groups based on individual characteristics: "traditionalist," "entrepreneur," "opportunist," and "businessman." Differences existed in terms of detailed education experience and demand as well as demand for public support, depending on the group. The results of this study contribute to development of hanbok curriculums that consider individual characteristics, the effective incubation of new and prospective hanbok brand entrepreneurs, as well as the research on founding small-scale fashion businesses.

The Effect of Job Stress on Employees' Job and Organizational Commitment (직무스트레스가 작업자의 직무와 조직 헌신도에 미치는 영향)

  • To decrease employees' job stress in the viewpoint of occupational health is very important to improve the productivity and quality of labor. In this study, the job stress, and it's influence on job commitment and organizational commitment were investigated by the questionnaire survey of 259 industrial workers. As results, the majority of workers were under job stress resulted from job demand, job control, and coworker's support. The work times per a week and night work had significant relationships with job demand, and the maximum negative relationship between the work times per a week and job continuous commitment was found. Job demand had the significant relationship with job affective and normative commitment, and job control had the significant relationship with job normative commitment and organizational affective commitment. Moreover, job affective and normative commitment had the significant relationship with organizational continuous commitment. Finally, it was found that cyclic organic chain was composed of work times per a week, night work, salary, job demand, job control, job affective and normative commitment, and organizational affective and continuous commitment. The results of this study indicates that reducing cyclic organic chain is urgently necessary to increase employees' job satisfaction and company commitment.

Comparative Study on the Users' Awareness and Choice Patterns on the Healthcare Environment Color Index, Focused on Koreans and Romanians

  • In contemporary times, there is an increasing demand for a dedicated healthcare environment, all over the world. The main motivation for this demand is the level of awareness manifested by the users and reflected on their expectations. Therefore new research strategies and design actions are investigated in order to answer to the users' needs and to provide objective design tools for the specialist. This study continues a series of previous developments of the Healthcare Environment Color Index that should be used for public facilities in Korea and abroad. The cross-cultural approach is a new opportunity for exchanging know-how and for testing and calibrating the perception of the users on the color index. The gathering of results was made based on the online survey provided in this phase in English version for the Romanian users. The survey was intended as an objective mean of research and an efficient way of disseminating information on the subject thus contributing to increasing the level of awareness of the users. A total of 86 Romanian and 89 Koreans with valid answers took part in the survey. Comparative visualizations of the results showed significant similarities concerning the patterns of color preferences but also cultural and emotional differences. As a result both categories of users proved to be aware of the relation between healthcare environment color and its effects on health. They also showed a common understanding on the potential of the color index. As a result the most appealing colors to be applied to the healthcare environment were the series G and B, and the most effective ones were proved to be the ranges of high lightness and low saturation but also the medium high lightness and medium saturation. Both the similarities and the differences of choice between Romanians and Koreans show that cultural and emotional differences of color recognition are important and that should be taken into consideration in design, in order to generate an inclusive and efficient healthcare environment.

  • In this paper, we draws tendency of the electricity consumption in residential buildings according to inhabitants Composition types and the level of incomes. it is necessary to reduce energy cost and keep energy security through the electricity demand forecasting and management technology. Progressive social change such as increases of single household, the aging of society, increases in the income level will replace the existing residential electricity demand pattern. However, Only with conventional methods that using only the energy consumption per-unit area are based on Energy final consumption data can not respond to those social and environmental change. To develop electricity demand estimation model that can cope flexibly to changes in the social and environmental, In this paper researches propensity of electricity consumption according to the type of residents configuration, the level of income. First, we typed form of inhabitants in residential that existed in Korea. after that we calculated hourly electricity consumption for each type through National Time-Use Survey performed at the National Statistical Office with considering overlapping behavior. Household appliances and retention standards according to income level is also considered.

Analysis of users of agricultural outlook information

  • Since the supply and demand of agricultural products are unstable, which causes instability in farm income and consumer prices, the government has sought to mitigate the problems caused by unstable supply and demand by generating and providing agricultural outlook information. However, research should be carried out to increase the quality and utilization of agricultural observation information, because the value of agricultural observation information increases only when more users use this information and apply it to their decisions. In this study, a survey was conducted targeting producers and experts who are users or potential users of agricultural outlook information, and the results were analyzed through quantitative model, specifically importance-performance analysis (IPA) and analytic hierarchy process (AHP). The results show that improvement of promptness was required among the seven items evaluated with regard to agricultural outlook. Also, measures for dissemination of agricultural outlook information and the contents of outlook information should be improved to increase its use. If the quality level and use of agricultural observation information are increased by reflecting the results of the above analysis, decision-making on the supply and demand of agricultural products in Korea will be improved, and it is thought that it will be possible to increase farm household income and stabilize consumer prices through stabilization of supply and demand of agricultural products.
