  • Some researcher started studies of natural capital from 1980's. But many researches are going along with the theme lately. Most assessment of ecosystem services are approaching a general assessment using a land-cover map. Therefore they have some problems such as overestimate, underestimate, and double counting, and so on. This study suggested a detailed typology for quantitative assessment about ecosystem services. It compared land-cover map and forest type map to select a based map and made criteria with reference to the literature and field survey. It subdivided a forest typology using ecological feature (natural forest, artifical forest), forest type (coniferous forest, mixed forest, hardwood forest) and age of stand in forest type map. Each forest type is widely distributed 21~40 ages of forests and biggest area is 21~40 ages of mixed forest in all forest typology. Further researches have to progress consistently assessment using detailed typology and function of forest ecosystem services.

  • The high seas, covering the majority of the world's oceans, hold invaluable marine resources crucial for the growth of the marine bio-industry. The High seas bioresources program of South Korea is at the forefront of these global efforts. This study aims to gauge public awareness and quantify the project benefits, offering insights for future policy decisions. The results revealed that the estimated annual average willingness to pay (WTP) was 3,778.8 KRW, equating to approximately 81.54 billion KRW when extrapolated to the entire national population. The implications of the study are twofold: The project benefits, based on WTP, are substantial, amounting to approximately 81.5 billion KRW annually. This provides critical reference material for future policy formulation, given the considerable WTP in comparison to the current investment. Although interest in international sea marine biological resources is growing, public awareness remains relatively low. However, the project plays a crucial role in building essential databases for the marine bio-industry and securing international sea marine biological resources. Public interest and sustained support are pivotal, not only for this project but also for future policy implementation. Strategies to enhance public awareness are essential, and the study results offer valuable input for future policy decisions.

  • This study quantitatively evaluates the economic value of an intelligent crime-zero testbed by using the contingent valuation method (CVM), which is the most effective for non-market valuations in fields like crime prevention. To minimize hypothetical convenience and increase respondents' awareness regarding the actual situation, an analysis was conducted for Indukwon District, Anyang City, Gyeonggi-do, by using the intelligent crime prevention technologies and solutions being developed by the KICT Research Center. This analysis was aimed at providing a systematic basis for determining the feasibility of crime prevention-related public projects. As a result, the WTP of Anyang citizens in the intelligent crime prevention demonstration district was estimated to be 7,160 won. The analysis shows that the area of Gwanyang 2, where the test bed belongs, has a high economic value of KRW 660 million per year, and KRW 51.4 billion per year when expanded to Anyang City. This study is significant in that it provides the first domestic evaluation of the crime-zero testbed. In addition, it has academic and practical value for a future-oriented service model by using intelligent crime prevention technologies and solutions that can be applied in real life and to the crime-zero testbed.

  • Almost base-loaded power plants such as flaming coal and nuclear energy require large-scale transmission facilities (LTFs) in order to send electricity to remote consumption areas. As well known, LTFs incur various social costs. However, a decentralized generation source such as integrated energy business (IEB)-based combined heat and power (CHP) plant is located in nearby electricity-consuming area, and thus it does not demand LTFs, providing the benefits from avoiding the damages caused by them. This study attempts to measure the benefits of avoiding the damages from the LTFs by the use of the contingent valuation (CV) method. To this end, a national survey of randomly chosen 1,000 households was implemented and the public's willingness to pay (WTP) for substituting consumption of electricity generated from flaming coal-fired power plant, currently a dominant generation source in Korea, with that produced from IEB-based CHP plant. The results show that the WTP for the substitution is estimated to be about 41.4 won per kWh. Considering that this value amounts to 33% of the average price of residential electricity in 2014, the external benefit of the IEB-based CHP as a decentralized generation appears to be large.

  • This paper attempts to quantitatively assess the conservation value of Ellobium chinense (EC), which belongs to the endangered marine species designated by Ministry of Oceans and Fisheries. To this end, we apply the contingent valuation (CV) method, an economic technique of valuing a non-market goods such as EC. A national survey of randomly selected 1,000 households was administered in order to derive the public's willingness to pay (WTP) for conserving EC. One-and-one-half-bound model was adopted to elicit the WTP responses and a spike model was employed to deal with the zero WTP responses. The results show that the conservation value of EC is estimated to be 2,346 won per household per year that is statistically significant at the 1% level. Expanding the value to the national population gives us an annual value of 43.8 billion won. We can judge that the Korean people are willing to pay a significant amount to conserve EC.

  • The Korean government has been trying to conserve a marine ecosystem that has been shifting due to climate change. As part of this effort, the government designated seventy-seven marine species that have been disappearing and deserve to be protected as endangered managing them specially. To generate basic data to guide policy for these endangered species, their value must be measured. OOf the species declared endangered, coral is particularly threatened by climate change, and its management is important. Accordingly, understanding the potential value of reefs, can be an effective way of proving the benefits of continuous management to decision makers and the general public alike. To this end, we have applied the contingent valuation method (CVM), an economic technique of for valuing a environmental and non-market goods such as a coral reef. A national face-to-face survey of 1,000 randomly selected households was conducted in order to determine the public's willingness to pay (WTP) for conserving coral reefs. A one-and-one-half-bound (OOHB) model was adopted to interpret WTP responses, and a spike model was employed to deal with zero WTP responses. The results show that the conservation value of a coral reef can be estimated at 3,016 won per household per year, statistically significant at the 1 % level. Expanding values to the national population gives an annual value of 58.9 billion won. We can conclude that the public is willing to pay a significant amount to conserve coral reefs.

  • Integrated gasification combined cycle (IGCC) power plants not only emit less greenhouse gases and air pollutants than conventional coal-fired power plants, but also use low-price, low-quality, and internationally easily procurable coal. Thus we can benefit from safeguarding energy security through building the IGCC power plant. This paper attempts to value the benefits of energy security enhanced by IGCC power plant. To this end, we report here the results from a contingent valuation survey of randomly selected 600 households. A combination of a double-bounded model and a spike model is applied for the purpose of increasing statistical efficiency and dealing with zero(0) willingness to pay data, respectively. The results show that the respondents are additionally willing to pay 6.05 won for 1kWh of electricity generated from IGCC power plant. In other words, the benefits from safeguarding energy security through building the IGCC power plant are 6.05 won per kWh. Given that the expected amount of generation from the Taean IGCC power plant that is scheduled to be built in late 2015 is 2.27 TWh per year, the benefits are estimated to be 13.74 billion won per year.
