  • This thesis presents the 'Information and the Library' curriculum and the roles of teacher-librarians. Related to 'The School Library Promotion Law', this thesis presents the effects teacher-librarians instruct 'Information and the Library' curriculum to the school libraries, and the challenges related to this curriculum. This thesis contains the role and work of three kinds of staff in the school library. implementation of primary and secondary 'Information and the Library' curriculum for information literacy instruction in the school libraries, the effects by 'Information and the Library' curriculum. and challenges of 'Information and the Library' curriculum. Conclusively, teacher-librarians should accomplish their own instructional activities with 'Information and the Library' curriculum in the school curricula as differentiated work from librarians.

  • School library is the place of educational meeting and cultural communication. School Libraries Promotion Act legislated in 2007 bring about library law's unity absence, the subject of works, arrangement standard of professional personnel, establishment of contents and scope, and matter of qualification and so on. This study investigated the process established of School Libraries Promotion Act, a proposal bill, a purpose bill, and the main contents. As a result it is to propose revision of bill after analysis of the question enacted School Libraries Promotion Act.

A Comparative Analysis on the School Library Law of Korea and Japan (한국과 일본의 학교도서관법 비교 분석)

  • This study aims to analyze and compare the components of school library laws of Korea and Japan. The laws of two nations were legislated by the members of the National Assembly, and NGO contributed significantly to the legislative process. The common parts of the two laws are objectives, definitions, responsibilities of nations, establishments, tasks, human resources, collaborative networks, and education, etc. For the task of school libraries, Korean law emphasizes the function of education, while the Japan law focuses on the basic duties of school libraries. In terms of human resources, school libraries in Korea can have a teacher librarian, a practice teacher, or a librarian, but in Japan, they can have either a teacher librarian or a school librarian. The Korea law specifies the aspects of facilities and materials, but the Japan law does not. Finally, for the educational role, the Korean libraries have reading and information literacy training that are parts of school curriculum, while the Japan libraries have only a library use guidance program and does not include reading education.

  • The purpose of this study is to establish the legal or institutional bases of academic libraries as the core facility which helps strengthen the capabilities of education and research by collecting, managing and providing knowledge resources for universities in Korea. The present 'Library Law' largely focuses on public libraries and the National Central Library, and deals with academic libraries, special libraries and school libraries in a very limited sense. Therefore, in this research the changes in the laws and regulations related to academic libraries are examined, and the process of proposing and legislating 'The Academic Library Promotion Act' is analyzed. Finally, how to proceed to actually legislate 'The Academic Library Promotion Act' is suggested.

A Study on the New Evaluation Index of School Library (학교도서관의 새로운 평가지표 개발에 관한 연구)

  • The purpose of this study is to develop evaluation index for school library in order to find ways to continue the improvement of school library by examining deficient areas and developing necessary areas, in which almost every school have libraries as a result of school library promotion project for last five years. To fulfill this, the research analyzed 2009 evaluation of the Ministry of Culture, Sports, and Tourism(MCST), policy research evaluation index of the Ministry of Education, Science, and Technology(MEST), BSC product index of school library from preceding research, school library evaluation standard of Korean Library Association (KLA), two-phased base plan and school library promotion law of school library promotion of the MEST and evaluation index of municipal/province education agency of MEST, and thereby developed 54 evaluation index from 8 areas. The research ultimately presents 48 evaluation index from 8 areas. Also, analysis result was first verified by school library experts to increase credibility of the evaluation standard of the research. Based on the result, second evaluation was done by school library faculty staff, and thus went through two-phased verification process.

A Study on the Strategic Plan of Korea School Library Association (한국학교도서관협의회의 전략계획 수립에 관한 연구)

  • KSLA(Korea School Library Association) is a representative professional association related to school libraries and teacher librarians in Korea. This study tried to propose the strategic plan of KSLA. To do this, major works of KSLA are defined after analyzing current issues of school libraries and the internal environment. Among them, 12 works are selected as strategic works. The survey was carried out to decide which works are regarded as more important or less. After all, this study proposed the strategic plan for 4 works, which are the revision of school libraries promotion law, the revision of elementary and secondary education law, the investigation of teacher librarians' grievance cases and the collection of outstanding educational cases in school libraries.

  • This study researched the domestic School Library Standards(SLS), and analyzed specificities and differences by criteria. The Ministry of Education, Science & Technology have enacted the School Library Promotion Law(SLPL) supporting school library. SLPL and SLS could not reflect a change of school library environments in recent years. In particular, these standards have the problems with budget assignment, educational services, information resources, and human resources. Therefore, this study suggested a new model of SLS and set up some definite criteria for school library management.

  • The school library in Korea, with its short history, has not been fully awared of its importance yet. As a result, most of school libraries in Korea have not been fundtioning as the center of educational activity which is closely connected with learning process and as the place of the extension of classroom, but as the place of storing books. Besides the importance of materials and facilities, the educational function of school libraries can be fully achieved only when each school librarian clearly understands his work and duties, and accomplishes them successfully. This study, which are based on analysis of literature investigations and precedent studies, are summarized as follow: 1. There is an absolute lack of the number of school librarians (or alternative teachers) in comparison to the number which is specified in the regulations of Library Law. 2. There is no a n.0, ppropriate legal foundation for employment of school librarians and library assistants, and of their o n.0, pportunities for promotion. 3. The school library in korea has been stayed so far on its infantile, namely 'the period of material arrangement', in the aspect of the function. 4. The administrative organization of the school library has not gained much recognition of its professional character. And even more the position of the school library today is not enough clear to be stable in the total school system. By solving these factors step, the newly reformed school library in Korea will play a great role in improving her education by the hand of school librarians whose spirits are re-filled with willingness and creativity.

  • School Libraries are facilities which support teachers and students in their teaching and learning activities and help to fulfil the school curriculum. Recently the Ministry of Education & Human Resources and Development is emphasizing ‘self learning’and it means that the problem solving ability of students can be improved through resource based learning & self learning. The resource based learning is closely connected with school libraries. School libraries are basic organization among all kind of libraries in all parts of th country and they can not develop without the systematic support of the government. The school libraries are just nominal because education in schools is centered on entrance examination and the government is indifferent to them. Therefore, it is urgent to constitute the related regulations and systems to rescue school libraries. The present school libraries laws should be revised toward the direction of effectiveness and it is possible to revise them after School Library Promotion Acts are constituted in public. All kinds of system and organization can develop only when they attach great importance to people Even though we constitute good laws and have good systems, they can not develop without the support of administrative organizations. They can develop when the administrative organizations have the strong will to develop them and are affectionately interested with them. The development of school libraries are under the control of strong interest and will of the people who are in charge of the systems and apply the related regulations.

A Study on Identity and Development Direction of Korean Library and Information Science: to Cope with the Fourth Industrial Revolution and Decline in School Age Population (4차 산업혁명 시대 및 학령인구 급감에 대응하기 위한 국내 문헌정보학과의 정체성과 발전 방향 모색)

  • This study recognizes the need for Korean university society to have to prepare for the coming of the Fourth industrial revolution era and for rapid decline in the school-age population, and presents a diagnosis of the current situation of the department of domestic library and information science. To respond to such issues, it explores the identity of the department of library and information science, and the future development direction thereof. The findings of this study reveal as of February 2020 that 36 universities offer the department of library and information science, while 18 universities abolished the department. Further, compared to 2013, 2019 saw the number of the students enrolled and full-time faculty decline by 38.5% and 13.4%, respectively. Thus, the identity and future development direction of Korea's department of library and information science were examined by dividing the issue into 5 parts. Five proposals thus were presented: First, convergence education is required at the level of academic identity. Second, at the level of law and state, the department of library and information science, it should be guaranteed that the library and information science should be promoted and that the employment should be stabilized. Third, at the level of association, the social image of the department of library and information science should be enhanced. Fourth, at the level of universities, the support for and promotion of the department of library and information science should be boosted. Fifth, at the level of the department, student-oriented education should be bolstered and the employment rate should be enhanced.
