  • The present research evaluates the public engagement approach in various project stages. Hong Kong had long been criticized as top-down and executive-led jurisdiction by overlooking the importance of cultural heritage and public concerns on public projects. It was suggested to the government to engage public and provide sufficient public consultation. Thereby, the government announced a series of revitalization and conversion measures in Policy Address in 2008. To carry out the measures, there were voices, because of diverse and sometimes conflicting interests, over the effect of revitalization project. On the other hand, studies reveal that there are benefits of revitalization and enhancement of public engagement approach. In pursuit of the subject, the present research aims at studying the Central Market as a case study pilot project. In October 2009, the Policy Address announced that the Central Market be revitalized. Tasked to implement the project, Urban Renewal Authority (URA) continued to adopt the people-oriented approach as the guiding principle in its core business and in heritage preservation and revitalization so as to create a sustainable development. Between government and the public, URA acts as a bridge for communication. As between URA and the public, URA conducted public consultation, set up an ad-hoc committee in January 2016 to be in charge of the project and will continuously inform the government and public with the updates and project progress. The main objectives of the present research are to assess the advantages and challenges in different stages of public engagement approach, to evaluate the engagement system, to give a comprehensive view for participation of stakeholders, and to find out effective strategies to enhance civil engagement. Research was achieved through interviews to key persons in the project, questionnaire that was distributed to community and experts in the field. Case Study of the Central Market was studied and investigated using different sources, such as newspapers, journals, etc, to evaluate the degree of public engagement in the project. Both detailed qualitative methodological approaches of interview, questionnaire, and case study, act as a synergy to demonstrate the research objectives and provide the comprehensive perceptions on the revitalization project. The results show that public participants in revitalized project have generated considerable value enhancements to social-cultural, environmental, political and economic aspect. This study provides valuable insights that the public participation can make positive contribution to sustainability in the city. The findings indicate that no any single system is flawless therefore seeking both public opinions and professional advices are also important as a comprehensive approach to achieve higher sustainability of the building.

  • The cloud has already become the core infrastructure of information systems, and government institutions are rapidly migrating information systems to the cloud. Government institutions in several countries use private clouds in their closed networks. However, because of the advantages of public clouds over private clouds, the demand for public clouds is increasing, and government institutions are expected to gradually switch to public clouds. When all data from government institutions are managed in the public cloud, the biggest concern for government institutions is the leakage of confidential data. The public-private-partnership (PPP) cloud provides a solution to this problem. PPP cloud is a form participation in a public cloud infrastructure and the building of a closed network data center. The PPP cloud prevents confidential data leakage and leverages the benefits of the public cloud to build a cloud quickly and easily maintain the cloud. In this paper, based on the case of the PPP cloud applied to the Korean government, the concept, architecture, operation model, and contract method of the PPP cloud are presented.

  • The government has offered incentives to encourage private companies that are to meet the Green Building Certification Criteria. Despite offering these incentives, the Green Building Certification Criteria record share of newly-built building in 2010 is 0.35%, very low. Effectiveness of Green Building Incentive applied by the Green Building Certification Criteria is questioned. So we attempts to analysis about effectiveness of Green Building by using Cost-Benefit Analysis. But if we want to use CBA, we need to draw cost, benefit factors that compose the incentive. So in this study, for applying CBA, we analysis cost, benefit factors.

  • This study is basically about the changing appearance of the big pavilion, Yeongnamnu in Miryang city belonging to the government guesthouse of Joseon dynasty. And the purpose of this study confirms that even if the appearance of the building has not changed, the function of the building changes because the reason why people think about the building is also different. First, looked at the appearance of architecture and the function of architecture that changes with the times. In the course of the research, the changes of pavilion were traced by dividing it into five from Kory? dynasty which was first established to the present. Then, tried to find out the change patterns by analyzing important events related to buildings or places in each period. As a result, the following facts were confirmed. 1. Because of the Buddhist repression policy in Joseon Dynasty, the Yeongnamnu changed from the temple pavilion to the government pavilion. 2. Throughout the Joseon Dynasty, Yeongnamnu was the representative scenic of Miryang City. 3. In the late Joseon Dynasty, Yeongnamnu was famous as a place where a woman named Arang devoted her life in order to preserve his fidelity. 4. Since 1910, Yeongnamnu has become an important cultural asset, and space has been widely used as a venue for various public events. 5. From 1945 to 1999, Yeongnamnu was used mainly for the events of Arang Remembrance and Miryang Culture Festival. • The purpose of this study is provide appropriate arms control measures between South and North Koreas by comparing and analyzing the former proposals and agreements in the past and the current Moon Government's approach representing the 9.19 military agreement. For this, I established the most appropriate framework for analysis through comparing and analyzing the arms control theories. The policies of the past governments and of the current Moon Jae-in government are analyzed. The most highlighted characteristic was that the arms control policies were projected by not from the military confidence, but political confidence building measures or both concurrently. In conclusion, I suggested the strategies of projecting confidence building measures and arms control or disarmament in the process of projecting the peace settlement. Nonetheless, the most important point is that the policies of arms control and unification should be pushed ahead complementally.

  • Recently the Korean government also has strictly restricted a law such as GBCC(Green Building Certification Criteria)and RPS(Renewable Portfolio Standard) on the construction. Especially the government announced a obligation of renewable energy consumption over 12% for all the public buildings of total area over 1,000㎡ since 2014. Regarding to the policy, this study presented the economics of energy analysis of the public office buildings that supplies 12% renewable energy output in the early stage of construction project. This paper calculated on CO2 emission by the geothermal, solar heat, and solar photovoltaic system and estimated the saving cost. Reduced cost through the energy saving are predicted to influence on the total construction cost. As a result air pollution and energy saving cost are expected that renewable energy system would be saving total initial cost of construction on planning phase.

The aim of this study is to investigate tenant characteristics of the Australian green office building sector. The specific objectives are to; (1) compare and contrast the increment trend of green buildings within the green office building sector; (2) identify the tenancy profile of green buildings; (3) ascertain the possible industry concentrations within the current green building sector; and (4) explore the relationship between green building occupants' characteristics and their tenancy. Descriptive statistics shows that Finance, Insurance and Real Estate (FIRE) industries along with government owned companies are the major tenants of green office buildings in the NSW State of Australia. In particular, real estate companies occupy more than half of the NSW based green office buildings whilst one third of them are the tenants of the 6-star rated buildings - the highest rated building in the current form of Australian Green Star accreditation scheme.

  • Because energy consumption of the construction part is very high, there is a growing need to introduce environment-friendly buildings. Therefore Green Building Rating System is enacted in Korea. Though environment-friendly factors such as green area affect the apartment housing price, there's no saying whether Green Building Rating System directly affect the apartment housing price. The purpose of this paper is to estimate the impact of Green Building Rating System on an apartment housing price. The analysis result demonstrated that Green Building Rating System don't affect the apartment housing price. This result means that there is a problem with the effectiveness of Green Building Rating System. The government ought to institute incentive program to ctivate the market of environment-friendly building.
