Method of remodeling builder selection for remodeling is competitive bidding. also metropolitan city, megalopolis city, city more than 50million have to do basic plan for remodeling before establishment of a housing cooperative. Purpose of basic plan is improvement of living conditions & the Quality of Life for resident. Renovation of existing sports facilities or construction of temporary ones for international complex games requires a wide variety of hundreds of sub construction projects to be awarded at the same time but there are few precedents required regarding the study of tendering process required in such cases. As award of construction contracts to build sports facilities for various international complex games is a critical determinant of fate of international complex games in the initial phase, it is very critical that adequate construction tendering process bedetermined. This research is aimed to study tendering cases for renovation or construction of critical international sports facilities to enhance efficiency of facility construction and define most reasonable tendering approach to satisfy schedule constraints often associated with international complex games and contribute to improvement of international competitiveness of their host cities and propose a direction for further development. This study also provides inputs to subsequent sports events of comparable scale to minimize trial and error.

최근 행정중심복합도시와 혁신도시, 미군기지 이전사업을 중심으로 건설공사에서의 비용절감 및 품질향상, 기술개발 및 가치구현을 목적으로 기술제안입찰방식 적용이 확대되고 있다. 이로 인하여 기술제안입찰에서 중요 평가항목 중의 하나인 '생애주기비용 개선방안'에 대한 관심이 높아지고 있으며, 특히 건축물 생애주기비용에 대한 신뢰성 확보 및 객관적인 평가를 수행할 수 있는 방안을 마련하기 위해 노력하고 있다. 하지만 기술제안입찰에서의 생애주기비용 개선방안에 대한 적용사례의 부족, 원안에 대한 초기공사비의 왜곡, 불변가와 현재가의 혼재, 입찰업체간 산정기준의 모호성, 용어의 불명확성, 작성양식의 미흡 등의 문제점이 지적되고 있는 실정이다. 따라서 본 연구에서는 기술제안입찰에서의 평가항목 중 생애주기비용 개선방안에 대한 참여업체별 변별력을 확보하고 체계적인 생애주기비용 평가를 수행하기 위하여 작성지침 및 분석기준, 작성양식에 대한 개선방안을 제시하였다.

최근 정부는 기술 위주의 경쟁을 강화하는 차원에서 기술제안입찰방식을 점차 확대시켜 나가고 있다. 기술제안입찰방식은 다방면의 복잡한 기술이 적용되고 이러한 기술들을 설계도서에 반영할 시 비용, 공기, 시공성 등의 측면에서 원안에 대한 변수가 발생될 수 있기 때문에, 참여자간의 협업이 중요함에도 불구하고 이에 대한 관리는 미흡하였다. 따라서 본 연구에서는 기술제안입찰에서 참여자간의 협업지원을 위해 협업저해요인을 도출하여 이를 중점적으로 관리하는 방향을 도출하고자 하였다. 이를 위해 첫째로 요인분석을 실시하여 협업저해요인을 5가지 유형으로 분류하였고 두 번째로 분류된 5가지 요인들과 기술제안입찰 각 업무별 참여자간의 상관분석을 통해 변수간의 상관도를 분석하였다. 변수간의 상관도가 높은 협업저해요인을 중점협업관리요소로 정의하고 끝으로 각 업무별로 이를 관리할 수 있는 방향을 제시하였다.

사업특성을 고려한 발주방식의 선정은 해당 사업의 성공적 수행을 위한 중요한 의사결정이며, 발주방식 선정의 가장 핵심은 입찰방식의 결정이다. 국내 공공건설공사의 입찰방식을 보다 다양화하려는 취지에서 재정경제부는 2007년 10월 국가계약법시행령 개정을 통해 "기술제안입찰", "설계공모 기술제안입"을 새로이 도입하였다. 이에 본 연구는 다양한 입찰방식 중 사업특성에 적합한 대안을 선택하는 발주자의 의사결정을 위한 입찰방식 선정모델을 제시하였다. 국내외 선행연구 분석 및 면담조사를 통해 우선 모델의 framework을 구축하였으며, 다음으로 건축 및 토목 분야의 전문가 265인을 대상으로 수행한 설문조사 결과를 분석하여 입찰방식 선정기준의 상대적 가중치와 입찰방식 대안별 효용을 정량적인 평가기준으로 제시하였다. 마지막으로 발주예정인 3개의 공공건설공사에 대한 사례 적용을 통해 본 연구에서 개발한 모델의 실무 적용을 위한 구체적 방안을 제시하였다. 사례프로젝트에 모델을 적용한 결과, 입찰방식 선정기준의 선별 과정을 논리화하는 연구와 사업유형별로 표준 가중치 및 효용을 제시하는 후속적인 연구가 필요하다는 결론을 도출할 수 있었다.

2010년부터 2013년까지 낙찰자 선정방식이 설계적합 최저가방식, 종합평가방식(입찰가격 조정, 설계점수조정, 가중치기준), 확정금액 최상 설계방식으로 변경되었다. 따라서 이 연구는 국내에서 시행된 변경된 방식에 의한 토목부분 턴키 대안입찰공사의 발주현황, 건수, 수주실적, 낙찰률 범위, 공종별 발주기관별 수주실적, 가중치 낙찰자 수주실적 등의 분석을 통해 국내 낙찰자 결정방식이 건설산업에 미치는 영향, 심의 발주방식 및 운영상의 문제점을 분석하여 제시하였다.

The construction industry has maintained a strong level of development in China in recent years. And with the steady development of the national economy, the construction industry will continue its momentum of growth in the coming years, which indicates a great tendering market in China. To gain a comprehensive understanding of Chinese tender market, a research based on construction laws and tendering laws was carried out. This research focused on differences of the tender environment between China and Korea, such as construction company certificate, bidding procedure and so on.

This paper collected 132 schools reconstruction projects in central Taiwan, which received the most serious damage from the Chi-Chi Earthquake. Regression analysis was implemented to build the prediction model of the cost and the duration for the collected projects. It is found that the cubic regression models are capable for predicting the cost and the duration of the projects contracted by the central agency of which the contracting awarding approach was based on the most advantageous tendering (MAT) approach. On the other hand, power regression models are capable for predicting the cost and the duration of the projects contracted through the low bid tendering (LBT) approach. It is also found that the performance of the regression prediction model differs in accordance with organizations that contracted the reconstruction projects.

과거에 시행한 심사제도는 입찰참가자격사전심사 및 기본설계평가와 가격평가로 구분하여 최종 낙찰자를 선정하였으나, 2010년 1월 1일부터 현재까지 턴키 대안입찰공사는 설계 적합 최적가 방식, 종합 평가 방식(입찰가격조정, 설계점수조정, 가중치기준), 확정금액 최상 설계 방식의 낙찰자 결정방식을 선택하고 있다. 이러한 제도적인 문제로 발주기관은 동일 유사한 공사에 대해 서로 다른 낙찰자 결정방식을 적용하고 있는 사례가 종종 있어 왔다. 그러므로 이 연구는 국내에서 시행된 토목부분 턴키 대안입찰공사 발주현황, 건수 및 수주실적, 공종별 발주기관별 수주실적, 세부방식 가중치 낙찰자 수주실적 등의 분석을 통해 국내 턴키 대안입찰공사 실정에 적합한 낙찰자 선정기준을 제시하였다.

Past theories on construction price formation have been shown to be inadequate in terms of their ability to represent real-life industry practice and price formation predictability. In this paper, we develop a theoretical framework on construction price formation that integrates four theories within the domains of marketing, learning, resource management and economics. These are: (i) marketing pricing theory; (ii) experiential and organisational learning theory; (iii) resourced based theory and (iv) microeconomic theory. Utilising pricing theory from marketing, a foundation is able to be created for the procedure of construction price formation, namely: (i) identifying the objectives; (ii) assessing the tendering environment; and (iii) formation of the price. However, understanding contractors' decision making process in tender pricing as such can be attributed to theories of experiential learning and consequently organisational learning. It is argued that contractors do learn from past experience and history and are able to adapt to different market conditions. In formation of the price, neoclassical microeconomics is able to provide additional insight in terms of the supply and demand model and consideration of the market conditions. Interrelated with the microeconomic concept of scarcity, we appreciate that contractors do have limited resources that affect their tender pricing decisions and resource based theory is used to substantiate this. Integrating the various theories as a unity allows the broader reality to be visualised and add to our theoretical understanding of construction price formation.
