IT산업의 경제적 파급효과 (Analysis on Economic Impact of IT Industries)

  • 본고에서는 IT산업이 우리 경제에 미친 효과를 산업연관표를 중심으로 분석하고자 한다. 1980년부터 2003년 기간의 산업연관표를 활용해 IT 산업의 국민경제에 미치는 파급효과를 분석하였다. IT 산업은 국민경제에서 차지하는 비중이 지속적으로 증대함에도 불구하고 생산파급효과는 대체로 감소하지만 가격효과는 증가하는 것으로 나타났다. IT 산업의 산업연관 관계를 보다 면밀히 살펴보기 위해 9개 산업분야를 대상으로 IT 산업이 미치는 효과를 추정하였다. 그 결과 대부분 산업에서의 IT산업 영향력은 지속적으로 감소하는 것으로 나타났다.

상온감지 가능한 탄소나노튜브 방적사 기반의 수소 감지 센서 (Room Temperature Hydrogen Gas Sensor Based on Carbon Nanotube Yarn)

  • We report the development of a room-temperature hydrogen ($H_2$) gas sensor based on carbon nanotubes (CNT) yarn. To detect $H_2$ gas in room temperature, a highly ordered CNT yarn was placed on a substrate from a spin-capable CNT forest, followed by the deposition of a platinum (Pt) layer on surface of the CNT yarn. To examine the effect of the Pt-layer on the response of the CNT sensor, a comparative sensing performance was characterized on both the Pt deposited and non-deposited CNT yarn at room temperature. The Pt-CNT yarn yielded high response, whereas the non-deposited CNT yarn showed negligible response for $H_2$ detection at room temperature. Pt is a reliable and efficient catalyst that can substantially improve the detection of $H_2$ gas by chemical sensitization via a "spillover" effect. It can be efficiently utilized to increase the sensitivity and selectivity as well as to obtain fast response and recovery times.

한국 진출 외국 R&D 센터의 상호작용 특성 분석 (An Analysis of Interactive Activities of Foreign R&D Centers Operating in Korea)

  • This paper analyzes interactive activities of foreign R&D centers operating in Korea. Interactive activities refer to collaborative R&D activities, R&D outsourcing, and formation of communities between foreign R&D centers and Korean firms and institutions. Active interactions between foreign R&D centers and their Korean partners (Korean firms and universities, research institutes etc.) are essential in promoting spillover effects from foreign R&D centers. Using the survey of 76 foreign R&D centers operating in Korea, this paper found the intensity of interplay between foreign R&D centers and the Korean firms and institutions was not so high. And the partners of foreign R&D centers with the mission of finding new technologies in Korea are mainly customers rather than universities and research institutes. This result is markedly different from previous studies focused on the cases of western countries, where the partners of foreign R&D centers that have the mission of finding new technologies were mainly local universities and research institutes.

Synthesis and Sensing Properties of Pd Nanoparticle-Functionalized SnO2 Nanowires

  • Networked $SnO_2$ nanowires were uniformly functionalized with Pd nanoparticles via ${\gamma}$-ray radiolysis. The Networked $SnO_2$ nanowires were fabricated through a selective growth method. The sensing properties of the Pd-functionalized $SnO_2$ nanowires were analyzed in terms of their response to $NO_2$ and CO gases. The response time and sensitivity of the sensors were significantly improved for $NO_2$ at lower temperatures by the Pd functionalization. The enhancement in the sensing properties is likely to be due to the spillover effect of the Pd nanoparticles.

  • Since the early 1990s, cluster-based policies have been celebrated as the basis of successful regional industrial and technological development strategy by encouraging regional innovation and technological spillover. Most recently, the Korean government has also begun to seek to initiate some strategies for promoting industry clusters. However, it is problematic that the cluster policies still focus on attracting related firms and establishing supporting agencies and physical infrastructures rather than improving social and institutional dimensions for cluster development such as social capital, networks, social learning capabilities, the governance of regional innovation. In this paper we attempt to elucidate social and institutional dimensions for cluster development and suggest some policy agenda to promote innovative cluster.

The Promotion of Startups in Tainan Technopolis

  • Taiwan's economy has been characterized by the strong existence and continuous creation of small and medium-sized enterprises. This phenomenon is commonly regarded to be the result of a culturally embedded strong entrepreneurial spirit. In the process of developing a high-technology industry in southern Taiwan, linking a newly established science park with existing local industries was one of the major challenges. This article reviewed the development history of Tainan Technopolis. Following a concise review of Southern Taiwan Science Park's struggle against becoming an assembly of spillover establishments from Hsinchu Science Park, the authors focused on the efforts of incubating startups. Although only an initial study, the authors demonstrated the roles of National Cheng Kung University and Southern Taiwan Science Park Administration in introducing a two-track incubation system based on collaboration between the two institutions and startups.

Methodological Improvement for the Economic Assessment of Public R&D Programs

  • Korea has rapidly increased R&D investment over the last few decades and the intensity of R&D investment is among the highest in the world; however, there are serious concerns about R&D performance and R&D efficiency. This study is to improve the economic assessment methodology regarding a feasibility study for national R&D programs that are thought to be one of the most prominent ways to enhance R&D efficiency. In order to improve the methodology of economic assessment, a few of important factors such as technical or market uncertainty, spillover effect, and R&D contribution ratio should be covered in the model. The focus of this article is technological and market uncertainty that has a close relation with strategic flexibility and utilization potential to increase the value of R&D programs. To improve the current linear and definitive R&D process, a new framework with strategic flexibility is suggested, in which the result of economic assessment that considers technological and market uncertainty is reflected in planning. That kind of feedback process is expected to enhance the value of the program/project as well as R&D efficiency.

공공연구기관 산학연 협력의 공간적 특성 분석 (Spatial Analysis on the Cooperation Patterns of Public Research Institutes)

  • This paper examines the intra-and inter-regional linkages of public research institutes (PRIs) with various innovation actors in Korea. In spite of the general consensus on the role of PRIs as innovation facilitators as well as creators, the attributes of regional spillover effect of knowledge created by PRIs have not been understood completely. Some argue that PRIs play pivotal role in encouraging intra-regional innovation networks through collective learning process. Others argue that PRIs are not necessarily related to intra-regional knowledge transfer, but play more important role in establishing national and international innovation linkages. This study attempts to figure out the current status of innovation linkages of Korean PRIs and to prove how the internal and external attributes of PRIs influence the development of spatial innovation linkages. Furthermore, it also tries to draw policy implication from empirical analysis results.

  • This paper reports the recent trends in active vibration control in Japan, especially, based on papers selected in the Proceedings of First International Conference on Motion and Vibration Control (1st MOVIC) held at Yokohama, Japan on Sept.7-11, 1992. Firstly, it classifiers vibration control methods and vibration controllers, especially active dynamic absorbers which are widely used in mechanical and civil engineering. Secondly, it covers basic problems in the control of vibration of flexible structures such as formulating a reduced-order model required for designing vibration controller, proper arranging of sensors and actuators, and preventing of spillover instability. Finally, the practical use of control theories such as LQ control theory, $H^{\infty}$ control theory, neural network theory, and other topics are discussed..

  • In this paper, we report the sensing performance of H2 gas sensors composed of Pd/carbon nanotube (CNT) buckypaper at room temperature. The CNT buckypaper was made using a simple filtration process and subsequently deposited with Pd as the sensing material. The sensitivity of the sensor increased with respect to the gas concentration. To investigate the effect of Pd thickness, Pd layers of different thickness were deposited on the buckypaper, and the response of the sensor was evaluated. The proposed sensor exhibits excellent sensing properties with optimized Pd thickness at room temperature (25℃). Pd nanoparticles significantly impact the sensitivity and selectivity of the sensor because of the spillover effect. In addition, the sensor is highly suitable for bendable and wearable devices owing to its structural flexibility.
