This paper analyses how technological capabilities and entrepreneurship of technology-based start-ups affect their performance. In this paper, a multiple regression analysis was conducted on 248 technology-based start-ups. The effects of indicators of technological capacity like R&D intensity, R&D organization, technology competitiveness, patents, and certification were analyzed. Factors affecting sales were R&D intensity and technological competitiveness. Technology competitiveness and patents were the significant factors influencing product competitiveness. The factor that positively influenced organizational performance, customer performance, and achievement of start-up goals was technological competitiveness. The results of such an analysis should be designed to discover and foster long-term innovation potential, rather than relying on short-term financial performance.

이 글에서는 최근 새로운 관심의 대상이 되고 있는 사회문제 해결형 과학기술혁신을 바라보는 관점들을 검토한다. 현재 사회문제 해결형 과학기술혁신에 대한 논의가 초기 단계에 있기 때문에 여러 관점들이 병존하고 있다. 이 글에서는 과학기술을 다루는 전문가와 시민사회가 사회문제 해결형 혁신 과정에서 형성하는 관계에 따라 1) 전문가 중심 관점, 2) 시민 중심의 관점, 3) 전문가-시민의 협업 관점으로 나누어서 논의를 전개한다. 이 3개의 관점을 정리한 후 사회문제 해결형 과학기술혁신정책의 발전방향을 논의한다. 사회문제 해결형 혁신정책을 혁신정책 전환을 위한 전략적 니치로 파악하고 향후 전개 방향을 1) 협업적 관점의 심화, 2) 시스템 전환론의 도입, 3) 사회문제 해결형 혁신론에 입각한 혁신정책의 재구성으로 제시한다.

The rise of latecomer countries across the world directs academic attention to their catching-up and innovation processof seizing technological opportunities and combining internal and external knowledge. Different from the developed economies as well as the newly industrialized economies, China presents a special innovation environment, wherein its technology regime, market opportunities, and institutions are complex and the globalization trend affects competition in a broader way. In thiscontext, we clarify and extend the framework of "secondary innovation". This framework describes the dynamics of those with relatively poor resources and capabilities in their efforts to capture the values of mature/emerging technology or business models by acquiringthem from across borders and then adapting to catching-up contexts. Such processes, differentiated from original innovation that involves the whole process from R&D to commercialization, has become a prevailing regime during paradigm shifts. In particular, unlike the traditional catch-up literature that focuses more on technology, the secondary innovation framework inclusively contains both technology and business model innovation, and puts forward the co-evolution between the two elements, which is more applicable to China's context. In accordance, we also provide implications towards fulfilling the goal of building an innovation-driven nation.

본 연구는 새로운 지역혁신정책의 프레임인 전환적 지역혁신정책에 대한 리뷰 논문이다. 전환적 지역혁신정책은 지역주민의 입장에 서서, 시스템 전환의 비전을 가지고 기후위기, 고령화, 양극화에 대한 대응책을 발전시켜 나가는 정책이다. 이를 위해 포스트 클러스터론을 중심으로 한 지역혁신정책론의 연구 성과들을 검토하면서 전환적 지역혁신정책의 특성을 정리한다. 연구의 구성은 다음과 같다. 우선 클러스터론을 필두로 한 기존 지역혁신 정책과 구분되는 전환적 지역혁신정책론의 특성을 다룬다. 다음으로 전환적 지역혁신정책의 주요 요소, 시스템 전환의 유형, 산업형성과 관련된 연구들을 리뷰한다. 전환적 지역혁신정책이 기존 정책과 차별화되는 요소들을 정리하고 향후 논의가 발전하기 위해 다루어야 할 과제들을 도출한다. 임무지향적 프로그램을 통한 전환적 혁신과 기존 혁신의 연계, 전환의 구체적인 메커니즘의 탐색, 산업혁신과 사회혁신을 통합하는 시각의 도입, 산업융합과 사회혁신 융합을 위한 초학제적 연구·혁신 방식의 도입 등이 다루어질 것이다.

The United States National Innovation system has many distinctive aspects and its government research institutes (GRI's) play a variety of important roles within the overall system. This paper reviews issues pertaining to U.S. GRI's but within the broader concept of US science and technology policy. After presenting an overview of the GRI's in this broader context, the paper presents a brief historical analysis of changes in the roles and deployment of U.S. GRI's. After identifying unique features of GRI's (ones that separate the U.S. GRI's from other nations) the paper concludes by identifying the ways in which the U.S. experience may be relevant to other nations such as Korea. The lessons include the competition-cooperation with large-scale and multidisciplinary university research centers, the use of GRI's to promote sharing and efficiencies in fundamental scientific equipment and resources, and the ability of GRI's to accelerate the development of science and technology.

This paper analyzes the factors that determine technology innovation in Korean manufacturing firms, focusing on the role of intra-firm knowledge diffusion and market strategy in patent production. For empirical analysis, zero-inflated negative binomial (ZINB) regression is applied to the 2009 Human Capital Corporate Panel data. The empirical findings confirm the critical role of intra-firm knowledge-sharing processes in technology innovation; firms with a market-leading strategy oriented to new product development also tend to be prolific in patent production.

본 연구는 과학기술정책 연구의 정체성 파악과 개념 정립을 위해 과학기술정책 연구가 무엇을 연구하는 학문인가에 대한 해답을 구하고자 하였다. 따라서, 그 동안의 과학기술정책 연구가 어떻게 이루어졌는가에 대한 내용분석을 통한 연구현황과 네트워크 분석을 통한 과학기술정책 연구의 지식구조 및 지식흐름을 파악하고자 하였다. 이를 위해 1993년부터 2016년까지의 기술혁신학회지 및 기술혁신연구에 게재된 논문들의 데이터셋을 구축하고 실증분석하였다. 분석결과, 지금까지의 과학기술정책 연구는 서울 대전 지역, 대학 출연(연)에서 대부분의 연구가 수행되어, 특정 지역이나 연구수행 주체에 편중되기보다는 다양화된 형태로 수행되어야 할 것이다. 연구범위별로는 연구관리 및 기술혁신 분야에서 70% 이상을 차지하고 있어, 향후 '과학기술 공공관리' 및 '과학기술 정책과정' 등에서 더 많은 연구가 수행되어 균형 있는 학문 분야로 성장해 나아가야 할 것이다. 한편 과학기술정책 연구의 지식구조를 파악하기 위해 주제어를 활용한 네트워크 분석결과, 연구관리, 기술혁신, 과학기술 공공관리 및 정책과정 등으로 군집화되어 이찬구 김은미 오현정(2016)이 제시한 지식구조와 크게 다르지 않았음을 재확인할 수 있었다. 지식흐름을 파악하기 위해 정권별로 구분하여 시기별 분석을 수행한 결과, 초기 과학기술정책 연구는 연구자, 연구개발투자 등 일반적인 주제로부터 시작하여 최근 기술혁신체제, 연구성과 활용 등 다양화되고 세분화된 연구가 진행되고 있는 것으로 분석되었다. 따라서 향후 과학기술정책연구는 과학기술 정책과정, 과학기술 공공관리, 연구관리, 기술혁신 측면에서 더욱 확대되어야 하며 체계적인 지식구조를 형성해 나아가야 할 것으로 판단된다.
