Developments of Evaluation System for Qualitative Performance Measurement in Government-Supported Research Institute by Article Citation Method (피인용 특성 분석을 통한 출연(연) 임무중심형 기관평가의 질적 성과평가 개선 방향)

  • This study started from the awareness of the issue if the citation index newly introduced to evaluate the quality of papers satisfies the proper timing matter, which is a component of performance indicators for the evaluation of government-funded R&D institutes. Accordingly, the study will propose improvement ways to shift the previous evaluation system to quality evaluation for mission-oriented R&D institutes by analysing and using the periodical characteristics such as citation half-life and immediacy index of papers. As a result, it turned out that the speed of academic change is getting faster in proportion to the dependency on the technological development but that the citation speed in the field of public technology is relatively slower and the speed of knowledge transfer in the fields related to industry is faster. In addition, the citation index among the R&D fields showed no differences, and the minimum period for citation index measurement with validity should be over 6 years. The problems of evaluation for mission-oriented R&D institutes were deducted based on the technical and statistical analysis results of the temporal characteristic of citation necessary for quality evaluation of performance among R&D fields. To solve the problems, policy alternatives for object and valid quality evaluation were proposed from the points of evaluation period and evaluation criteria.

  • This Paper examines analytic studies of the evaluation system used for evaluating government-supported R&D Institutes (GSRIs), and designs a new model for analyzing the evaluation system's effectiveness. The analytic models in existing studies use the meta evaluation and balanced scorecard (BSC) models. However, theses studies focused on the structure and elements of the evaluation system for examples, the appropriateness of the elements within the evaluation system and the balance of the evaluation index. Accordingly, the effectiveness of the GSRI evaluation system, that is, the evaluation's influence on GSRI performance improvement was not analyzed. This study uses the institution theory and contingency theory perspectives as related to government organization management to develop an analytical model of GSRI evaluation system effectiveness. The new model proposes an analytical approach for improving the effectiveness of the GSRI evaluation system in an institutionalized environment.

Evaluation of university research using RCAI and RCI based on R&D activity (연구개발 활동의 상대적 비교우위지수 개발을 통한 우리나라 대학의 과학기술 분야 특성화 분석)

  • This paper introduces a relative comparative advantage index and a composite concentration index of university research activity in science and technology. Three hypotheses were tested regarding differences of degree of concentration based on the size of government R&D fund, location of university, and source of foundation, respectively. T-test results imply that there are significant differences of concentration based on the size of R&D fund and source of foundation, while location of university does not show a significant difference. The paper generally suggests that the lesser size of government R&D fund would lead higher level of concentration, and public funded universities tend to maintain far higher concentration ratio. The paper contributes by introducing relevant indexes for analyzing university research competence, concentration and competitiveness, and hence by proposing policy direction and implication for university competitiveness policy.

  • This study uses MATLAB as a programming tool and applies the bootstrap method to process capability analysis. The advantage of using MATLAB in bootstrap method is to make the bootstrap method much easier to implement and apply particularly in process capability analysis. An example is provided to further illustrate the easy use of MATLAB in bootstrap method.

  • Digital services improve existing ways of purchasing contracts. In this study, we empirically analyzed the effects of individual technology readiness (optimism, innovation, inconvenience, anxiety) on the acceptance intention of cloud computing technology for users with relatively high understanding of cloud service. Also, the effect of technology readiness on acceptance intention was verified by the mediating effect of digital conversion. As a result, optimism and innovation had a positive effect on digital conversion, and discomfort and anxiety had a negative effect on digital conversion. And although the partial mediating effect of digital conversion was verified in the relationship between optimism, anxiety and acceptance intention, it was verified that there was no mediating effect of digital conversion in the relationship between innovation, discomfort and acceptance intention. Through these results, the practical implications and future research directions of cloud services were presented to companies.

  • The fact that innovation activities of venture firms and start-ups play crucial role in driving industrial development and economic growth has significantly increased the importance of business incubator and techno-park which promote new businesses creations. This review paper aims at not only generating performance measurement index of business incubators but also categorizing performance determinants in accordance with three different theoretical perspectives of resource-based view, strategy patterns, and social networks. Futhermore, as future direction of research, this paper emphasizes structured research efforts on the critical effects of incubator's governance patterns, external and regional contexts, and analysis of government incubator policy.

  • In the midst of dynamic industrial changes, companies need data analysis considering the effects of integration of various technologies in order to establish innovative R & D strategies. However, the existing technology forecasting model evaluates individual technologies without considering relationship among them. To improve this problem, this study suggests a new methodology reflecting the integration of technologies. In the study, a technology forecasting indicator was developed using the technology integration index based on social network analysis. In order to verify the validity of the proposed methodology, 'drone task performance technology' based on patent data was applied to the research model. This study aimed to establish a theoretical basis to design a research model that reflects the degree of integration of technologies when conducting technology forecasting research. In addition, this study is meaningful in that it quantitatively verified the proposed methodology using actual patent data.

  • The purpose of this study was to identify a causal relationship among commitment to change, needs of technology education innovation, communication and self-efficacy of technology teachers. A total of 300 copies of questionnaires were used for data analysis except for 117 copies like the one where insincerely responds to any question was found. To ensure the reliability and validity of questions, I performed technical statistics like average, standard deviation, skewness, and kurtosis via PASW 18.0, item-total correlation and the totality, and reliability analysis. I undertook a confirmatory factor analysis via AMOS 7.0 to ensure the validity of items together with a structural analysis to perform a path analysis among variables and assess the suitability of model. The major finding of this study were as follows: First, because fit index of hypothetical model generally met standards in this study, a hypothetical model was judged appropriately. Second, needs of technology education innovation had a positive effect on communication and commitment to change of technology teachers. And, communication among technology teachers had a positive effect on commitment to change of technology teachers. This result means that communication among technology teachers is important to activation of technology education. Third, self-efficacy had a positive effect on commitment to change of technology teachers. This result means that it needs to raise self-efficacy level through teacher education.

Melt Grafting of EPDM and Itaconic Acid: Effect of Reaction Conditions and Initiator Type/Concentration (Ethylene-propylene-diene terpolymer (EPDM)와 itaconic acid의 melt grafting: 반응조건과 개시제 종류 및 농도의 영향)

  • Melt grafting of itaconic acid (IA) onto an ethylene-propylene-diene terpolymer (EPDM) with various organic peroxide initiators was performed. Finding the optimum mixing conditions and concentration of ingredients is critical for effective grafting and optimum properties of grafted materials. This study focused on the effects of mixing conditions (temperature and time), initiator type/concentration and monomer concentration on the grafting degree and efficiency, melt flow index, and gel content of EPDM-g-IA. The initiator, 2,5-dimethyl-2,5-di(tert-butyl peroxy)-hexane (T-101), appeared to meet for the best grafting degree (1.91%). The grafting degree increased markedly by increasing the amounts of monomer IA and initiator T-101. The grafting degree also increased by increasing mixing temperature and time. The optimum monomer and initiator concentrations and reaction temperature and time were found to be about 5wt%/0.05wt% and $160^{\circ}C$/15min, respectively. It was found that the physical properties of EPDM-g-IA were higher than those of the pristine EPDM.
