The accelerated pace of change in the business environment and the advent of new information and communication technologies since the onset of the pandemic have had a profound impact on the way in which work is conducted. These developments are also affecting the nature of secretarial roles, with the adoption of digital workplaces rendering online-based work that transcends physical time and space the norm. The role of the secretary is also undergoing a transformation, with the capacity to utilize digital technology and communicate in person emerging as crucial competencies. The objective of this study is to provide an exploratory account of the evolving work environment and the newly required competencies of secretaries in the digital workplace. The research methodology comprised in-depth interviews with current assistants, the objective of which was to explore the cultural, spatial, technological, and workplace changes and the new competencies required. The study revealed that the role of secretaries in the digital workplace is undergoing a significant transformation. This is characterised by a decline in traditional face-to-face work, an increased reliance on digital platforms, and the digitisation of information management. The competencies deemed essential for success in this evolving environment include digital literacy, proficiency in text-based communication, the ability to maintain a consistent attitude towards online and offline work, and the capacity to adapt to new situations. The findings of this study contribute to the academic understanding of the digital workplace for secretaries and provide a useful basis for the development of practical secretarial education and career development programs. Furthermore, this study aims to provide a more comprehensive examination of secretarial work in the digital workplace and to identify areas where secretaries may require additional support.
The study introduced an actual American university program student's learning outcomes in instructional technology integration knowledge in order to acknowledge implication considering the current status of relevant Korean teacher training programs. With utilizing complete sampling (students enrolled in a master's program in Instructional Systems Technology at the N University in Fall 2015), the survey was conducted on knowledge, strategies and performance in instructional technology integration, and interview assessed deeper understanding of students' relevant competencies in their specific professional setting. The results and findings based on triangulation of the data confirmed that the students gained sufficient knowledge, and applied the relevant knowledge and competencies into their work setting. For future research, the implications were offered on reviewing Korean teacher training programs in professional competency development related to technology integration in teaching and learning.

The core of the university policy pursued by the Moon Jae-in administration is to strengthen university competencies through the diagnosis of universities. To this end, the word structural reform evaluation is changed to strengthening the basic competencies of universities, and is trying to escape from the past reduction of pro-class capacity. Deputy Prime Minister Kim Sang-gon insisted, "We will improve the university structure evaluation, which is biased toward quantitative quota adjustment, with a diagnosis of basic university competency to support the autonomous development of the university." The Ministry of Education expressed its intention to strengthen the capacity of local universities by saying that it would also consider regional conditions in reducing the university quota due to the decrease in the school-age population so far. In the meantime, as the school-age population declined, the Ministry of Education promoted the reform of the university structure by dividing it into three cycles from 2014. This paper focuses on the problems of diagnosis of education reform and improvement measures, and tries to find out what is the desirable direction for education innovation. This paper studied the structural reform of universities following the decline of local universities. The policy alternatives in this paper are as follows. First, the contents of the government's push for university structural reform were analyzed. Second, we considered the problems of university structural reform. Third, they sought ways to develop local universities and enhance their competitiveness.
With the rapid development of technology and societal change, a shift from traditional classroom instruction to more diverse educational methods in medical education is necessary. As an effective approach to providing flexibility and accessibility while maintaining the benefits of face-to-face interactions, blended learning, which integrates online and offline learning, has gained attention. This study examines the current status and best practices of the aforementioned blended learning, analyzes its application in domestic and international contexts, and derives effective instructional design strategies. A comprehensive review of previous research and empirical cases reveals a conceptual framework and core principles for designing such blended learning. Key considerations include strategic integration of online and offline activities, facilitation of self-directed learning and interaction, effective use of technology, and continuous quality improvement. Furthermore, we suggest contextually relevant strategies, such as designing curricula focused on clinical reasoning, providing iterative practice opportunities, enhancing reflection, and fostering future competencies. The case analysis establishes that blended learning is implemented in various forms across different medical schools and curricula. Common features include the linkage of online and offline learning, incorporation of learner-centered methods, and emphasis on practical competencies. However, the limited number of cases suggests that generalizations may be premature. Successful implementation requires multifaceted efforts, including gradual introduction, faculty support, flexible curricula, safety measures, and institutional support. Accumulating empirical research and evidence of their effectiveness can facilitate their wider dissemination. This study provides implications and future directions for innovative medical education using hybrid learning.

The government budget for promoting startup have been skyrocketed as catching up with increasing demands for high-tech startup by disruptive innovation resulted from rapid technology change. However, major trend of startup have still fallen on self-employed type of startup due to the lack of expertise and fund in spite of desperate government policy efforts. In reality, the access to high-tech startup has been very limited and too high huddle to would-be entrepreneur. This paper implement empirical analysis on the effects of entrepreneur competency and satisfaction level to government support, considering these as the KSF for the growth and success of high-tech startup, to the performance of the company. In particular, it focus on defining unique characteristics of high-tech startup through differential proving by the backgrounds of entrepreneur such as major, R&D experience, patent possession, CTO possession. This research carry out survey to 217 entrepreneurs in high-tech company in Daejon and Daegue at R&D Special Innopolis Zone. Research results are as follow. First, entrepreneurial achievement competencies, conceptualization competencies, network competencies and market recognition competencies positively affect the financial and non-financial performance and organizational and technical competencies, while organizational and technological competencies only positively impact on non-financial performance. Second, the satisfaction level of government support showed a positive moderating effect on entrepreneurial achievement competencies and financial performance, while no significant effect in other competencies. Third, positive differential effect by the technological background of entrepreneur such as Major, R&D experience, patent possession, CTO possession) have been confirmed. This paper deliver several significant implications and contributions, First, it propose classified and systematized entrepreneur competency through the domestic and foreign literature reviews. Second, it proves the need for the wider spread of team based startup culture rather then sole startup. Third, it also proves the important role of technological background of entrepreneur among the characteristics of high-tech startup.
Nowadays, digital forensic experts are not only computer experts who restore and find deleted files, but also general experts who posses various capabilities including knowledge about processes/laws, communication skills, and ethics. However, there have been few studies about qualifications or competencies required for digital forensic experts comparing with their importance. Therefore, in this study, AHP questionnaires were distributed to digital forensic experts and analyzed to derive priorities of competencies; the first-tier questions which consisted of knowledge, technology, and attitude, and the second-tier ones which have 20 items. Research findings showed that the most important competency was knowledge, followed by technology and attitude but no significant difference was found. Among 20 items of the second-tier competencies, the most important competency was "digital forensics equipment/tool program utilization skill" and it was followed by "data extraction and imaging skill from storage devices." Attitude such as "judgment," "morality," "communication skill," "concentration" were subsequently followed. The least critical one was "substantial law related to actual cases." Previous studies on training/education for digital forensics experts focused on law, IT knowledge, and usage of analytic tools while attitude-related competencies have not given proper attention. We hope this study can provide helpful implications to design curriculum and qualifying exam to foster digital forensic experts.

The purpose of this study is to suggest the integrated entrepreneurial competency models that reflect critical entrepreneurial competencies that entrepreneurs should have at different stages, thereby enhancing the success rate of ventures. To accomplish the purpose, this study developed the hypotheses about the positive effects of entrepreneurial competencies on business performance, and the moderating effect of learning competency to strengthen the relationship between entrepreneurial competencies and business performance. The results of this study are as follows. First, the technological functional competency of entrepreneurial teams, the resource utilization and business planning competency of entrepreneurs in the early stage of business development were found to significantly affect both non-financial and technological performance. The opportunity recognition competency has a significantly positive effect on non-financial performance. In addition, it is analyzed that learning competency significantly moderated the relationship between entrepreneurial competencies(technological functional, resource utilization) and non-financial performance. The moderating effect of learning competency between business planning competency and technological performance was also found to be significant. Second, leadership and resource acquisition competency of entrepreneurs in the late stage of ventures have significantly positive effects on both non-financial and technological performance. The strategic competency has a significantly positive effect on non-financial performance. It was also found that the moderating effect of learning competency between strategic competency and non-financial performance was significant. Finally, the results show that both non-financial and technical performance of NTBVs are significant determinants of financial performance.
This paper aims to explore the relationship between organizational competencies and performance by analysing perception survey data of R&D management agencies in Korea. The regression analysis results show the perceived performance measured by policy contribution and R&D management efficiency may be enhanced by organizational competencies such as professionalism and efficiency of R&D management specialized agencies. The paper suggests several improvement measures for strengthening professionalism of R&D management agencies in Korea. First, expertise competencies for strategic planning, management, evaluation need to be empowered in the whole process of R&D cycles. Second, in order to stabilize financial resources of R&D management specialized agencies, the existing R&D budget for Planing, Evaluation and Management should be reformed. Third, R&D management specialized agencies need setting up special organizations for managing inter-organizational collaboration with other R&D organizations. And the agencies should employ special experts in each position for strategic planning, management, evaluation, performance and commercialization. Finally, different R&D management procedures of each R&D management specialized agency need to be standardized in order to promote innovative R&D culture.
The objective of this study was to prepare the baseline data for vocational key competence of radiologists by analyzing the communication skills, problem-solving skills, self-development capability, interpersonal skills, and vocational ethics, which are required by NCS job descriptions for radiologists, of college students majoring in radiology. This study surveyed 79 sophomore and junior college students majoring in radiology at S University from Nov 19 to Nov 30, 2018, using questionnaires and analyzed the levels of vocational key competencies. The analysis results of vocational key competences levels showed that the level of interpersonal skills was the highest (71.2 points for juniors and 74.9 points for seniors). The levels of problem-solving skills and self-development capability were low. Conflict management capability, which is a sub-domain of interpersonal skills, was 77.5 and 80.5 points for juniors and seniors, respectively, which were the highest, while leadership ability was the lowest. When the sub-domains of self-development capability were analyzed, self-recognition capability was the highest (70.0 points for juniors and 74.8 points for seniors) and the career development capability was the lowest. Colleges are required to develop a customized regular curriculum that is well-linked to the clinic in order to improve the vocational key competencies required by the NCS job description to prepare for the blind hiring process. Colleges also put efforts to educate radiologists who can actively cope with rapidly changing medical environment by running various non-regular programs.

Maritime accidents are always accompanied by human/property damages. If management level ship's of icers properly respond to emergency situation in a correct manner based on knowledge required by international conventions, when maritime accidents occur, it will be possible to minimize such human/property damages. To improve the ability to deal with maritime accidents, this study analyze maritime accident cases to identify which competencies ships' officers' were lacking, compared the emergency response competencies required by international conventions, analyzed various emergency management manuals of shipping companies and carried out questionnaire surveys to suggest improvements of emergency response capability for ship's master. Through the analysis of maritime accidents, it was identified that management level ship's officers lacked competencies regarding damage stability and intact stability, and that the training for emergency response required by international conventions had been insuf iciently carried out. In addition, even though emergency management manuals of ships were generally adequate, it has been identified that there were limitations in terms of practical use of emergency response manual. Therefore, based on the questionnaire, this study proposed the expansion of emergency response training required by international conventions based on use of simulators, and the development of guidelines or manuals for effective and efficient response in emergency situations.
