Although jobs in the employment service sector have been continuously expanding over the past 20 years, many in the labor market point out that the signaling and selection functions of job counselor qualifications are deteriorating because job counseling and psychology were developed mainly in the early 2000s. Therefore, in this study, a survey was conducted on current employment service workers on the establishment and improvement of employment service professional qualifications. According to the data analysis, employment service workers lack the current level of competence compared to their importance in all their jobs, and there is a limit to taking charge of all the expanded employment service jobs such as corporate support, administrative management, and labor market program planning and execution as a single job counselor. As for the direction of reorganization of employment service-related qualifications in the future, more than half agreed to establish new qualifications. Similarly, more than half of the respondents wanted to strengthen the qualifications of existing job counselors related to employment services.
As the COVID-19 pandemic confirmed the culture of non-face-to-face consumption. In retail commerce, the 'live commerce' market, where sales are made by communicating with customers in the form of live streaming broadcasts, has grown rapidly. Although previous studies have consistently confirmed the phenomenon of "influencers" in society and culture, there is a lack of research on the "sales expertise" of live commerce broadcasters such as Wang Hong in China. In China, "Wang Hong" is short for "Wang Luo Hong Ren", a combination of "Wang Luo", which means the Internet, and "Hong Ren", which means star, and refers to a person who is popular through social platforms and is gaining popularity from many fans. Therefore, this study focuses on Wang Hong's developing "selling expertise" and examines it from the perspective of a shopping curator. In particular, we applied Harold Jarche(2011)'s "Seek-Sense-Share" model to influencers to verify their influence on trust and purchase intention in live commerce. Furthermore, we analyzed the differences between Korea and China.A survey was conducted among live commerce users in Korea and China, and a total of 228 questionnaires were used in the final analysis. Basic statistical analysis was conducted using SPSS and hypotheses were tested using PLS 3.0. The results of the hypothesis testing showed that influencers' curatorial competence "Seek-Sense-Share" had a significant effect on trust, and trust had a positive effect on purchase intention. In addition, there is a significant difference between Korean and Chinese consumers in this relationship.

This article identifies the problems and substantiates the directions for the development of distance learning technologies in the training of personnel. An example of using digital media to create a remote access laboratory is given. The article is devoted to the definition of the main aspects of the organization of distance education. Rapid digitization, economic, political and social changes taking place in Ukraine necessitate the reform of the education system. First of all, it concerns meeting the educational needs of citizens throughout their lives, providing access to educational and professional training for all who have the necessary abilities and adequate training. The most effective solution to the above-mentioned problems is facilitated by distance learning. The article analyzes the essence and methods of distance learning organization, reveals the features of the use of electronic platforms for the organization of this form of education in different countries of the world. The positive characteristics of distance learning are identified, namely: extraterritoriality; savings on transport costs; the interest of modern youth in the use of information tools in everyday life; increase in the number of students; simplicity and accessibility of training; convenient consultation system; democratic relations between the student and the teacher; convenience for organizations in training their employees without interrupting their regular work; low level of payment for distance education compared to traditional education; individual learning pace; new teacher status. Among the negative features of online education, the author refers to the following problems: authentication of users during knowledge verification, calculation of the teacher's methodological load and copyright of educational materials; the high labor intensity of developing high-quality educational content and the high cost of distance learning equipment; the need to provide users with a personal computer and access to the Internet; the need to find and use effective motivation mechanisms for education seekers.
This paper investigates the effects of public R&D support on medium-sized firms' R&D investment. The paper collects a panel dataset of Korean manufacturing firms' R&D investment and public support, and employs the DID (difference-in-differences) regression for the test of stimulating or crowding-out effect. Empirical analysis examines how the effect of public R&D support differs between small and medium-sized firms and whether firm size and technological capability moderate the effect in the sample of medium-sized firms. Empirical results show that public R&D support tends to generally stimulate private pure R&D investment for both small and medium-sized firms. Comparing the results for small and medium-sized firms, this paper finds that the stimulating effect is relatively larger and more significant for medium-sized firms, while the effect is not significant for small ones. Furthermore, the paper shows that the stimulating effect of public R&D subsidy on private R&D investment is relatively stronger for medium-sized firms with superior technological competence and the effect of tax support is greater for incompetent firms. These results suggest that public R&D policies and R&D programs, differentiated from those for existing small firms, are necessary for medium-sized firms to stimulate private R&D continuously and formulated carefully by considering firm size, technological capability and growth potential.

The interest in the evaluation of government-sponsored research institutes (GRIs) has increased markedly in Korea in 1990s; this is mainly because of the increasing needs 1) to improve the quality of R&D at GRIs, and 2) to reorient the GRIs' strategic position in Korean national innovation systems due to the enhancement of R&D capabilities of private companies and universities during last decade. As a first attempt to diagnose the managerial and strategic issues of GRIs, a Multi-Ministerial Evaluation Committee was established as an ad hoc task force under the Prime Minister's Office in 1991. According to the recommendations of the committee, the Ministry of Science and Technology (MOST) to which most of GRIs were affiliated, made it a rule to evaluate the annual performance of GRIs since 1992. This paper examines the recent experience of MOST's evaluation of Government-sponsored Research Institute in Korea. After several years'efforts of Science & Technology Policy Institute(STEPI) to build prospective evaluation systenL MOST decided to apply two supplementary approaches for the evaluation of GRIs; one is summative annual evaluation and the other is formative 3-year evaluation. The annual evaluation system that is designed as a temporary measure is to monitor and to guide the self-evaluation activities of GRIs. In the process of annual evaluation, MOST tries to minimize its direct involvement, and allows each GRI to develop self-evaluation system that is most appropriate for the unique characteristics of the institute. If there exist urgent issues under scrutiny, however, it can be incorporated and examined by a group of external experts as special issues in the annual evaluation system. The aim of 3-year evaluation is both to examine the past performance of each GRI and to investigate whether the strategic role of each GRI is viable in the future. Its major focus, however, lies not on auditing past performance but on strengthening future strategic position of each GRI. The MOST designates a group of evaluation experts with appropriate knowledge and competence as members of the General Evaluation Committee for one year. With the help of STEPI, a specialized research institute for R&D evaluation, the General Evaluation Committee develops methodology and procedures for the actual evaluation of GRIs. Based on the evaluation reports and recommendations from the General Evaluation Committee, the MOST develops various policy measures for strengthening GRIs.

In response to difficult employment conditions in the maritime industry and a desire to expand their career options, domestic mates are persuing DP operator training at institutions both domestically and abroad based on their shipboard experience. However, since the offshore plant service industry has not yet been established in Korea, those seeking to enter this field have difficulty acquiring qualifications and most seek work overseas for offshore shipping companies. Individuals wishing to work as DP operators are likely to face more conservative recruitment processes with overseas offshore shipping companies, focusing on career language restrictions as they will be non-native speakers relative to the foreign company, difficulty living in a multi-cultural environment, and lack of systematic information on essential job requirements. For these reasons, domestic mates have difficulty seeking jobs. Therefore, this study analyzes the capabilities and qualification required to be a DP operator to provide basic data for developing NCS standards representing a minimum level of competency. These standards can be applied by the government to develop plans for professional training for DP operators. In study, job classifications, competency standards and career development paths for DP operators have been proposed along with joint use of DP training vessels, to train specialized DP instructors. An NCS export model led by the government to activate professional training for DP operators is also presented.
The purpose of this study is to analyze the level of competitiveness of semiconductor design firms of Korea. The categories of competitiveness are divided into product development, accumulated technology, market-related competencies, human resources, and management system. The sample of 73 semiconductor design companies were used, and the analysis data were gathered by parallel with the questionnaire and the surveyor visited. For respondents, importance of competitiveness factor was prioritized using nominal scale and the competitiveness of each item is expressed based on 100 points. It was confirmed that there was a difference between the order of importance and the actual level of core competence. The ranking of the importance of core competencies is in the order of product development, technical capability, market-related competencies, human resources, and management system. However, in terms of actual competitiveness in each category, human resources were the best, followed by the management level. The product development and technology competencies were in order. The market-related competitiveness was found to be the most urgently raised. In order to increase the market related competitiveness, a new customer base must be developed and the information acquisition capability of the customer, and the ability to analyze their data needs to be improved.

The fourth Industrial Revolution is transforming the industrial structure of the region, and it is necessary to develop new industries and technologies that reflect regional characteristics. The purpose of this study is to measure the knowledge relatedness and technological complexity in Busan, Ulsan, and Gyeongnam, and to identify technologies with potential for regional industrial differentiation strategies. Using patent data from 2015 to 2019, co-occurrence matrices were derived from 652 IPC codes, and the knowledge relatedness density and technology complexity index were calculated. Network analysis was performed using the knowledge relatedness density. As a result of analysis, it was found that mechanical engineering occupied a large proportion, followed by chemistry and electrical engineering. As a result of applying the risk-benefit framework to derive technologies with the potential to differentiate local industries, the technological capabilities of low-risk-high-benefit were different. Among mechanical engineering, technologies such as engine, machine operation, and transportation were included in Busan. In Ulsan, environmental technology in chemical and materials, and heat treatment technology in mechanical engineering were technologies with low-risk and high-benefit capabilities. Gyeongnam showed competence in mechanical engineering, chemistry, and electrical engineering in some areas such as Gimhae, Yangsan, and Changwon. The results of this study are meaningful in that they identified technologies with potential for selecting and deriving strategic industries for regional growth based on latent knowledge in the region.
The Fourth Industrial Revolution brought the quantitative value of data across the industry and entered the era of 'Big Data'. This is due to both the rapid development of information & communication technology and the diversity & complexity of customer purchasing tendencies. An enterprise's core competence in the Big Data Era is to analyze and utilize the data to make strategic decisions for enterprise. However, most of traditional studies on Big Data have focused on technical issues and future potential values. In addition, these studies lacked interest in managing the quality and utilization levels of internal & external customer Big Data held by the entity. To overcome these shortages, this study attempted to derive influential factors by recognizing the quality management information systems and quality management of the internal & external Big Data. First of all, we conducted a survey of 204 executives & employees to determine whether Big Data quality management, Big Data utilization, and level management have a significant impact on corporate work efficiency & corporate management performance. For the study for this purpose, hypotheses were established, and their verifications were carried out. As a result of these studies, we found that the reasons that significantly affect corporate management performance are support from the management class, individual innovation, changes in the management environment, Big Data quality utilization metrics, and Big Data governance system.

The global process of transition from industrial to information society, as well as socio-economic changes taking place in Ukraine, require significant changes in many areas of state activity. It is especially connected with the reforms in the sphere of education. Today, national programs provide for the development of education on the basis of new progressive concepts, the introduction of the educational process of new pedagogical technologies and scientific achievements, the creation of a new system of information education, entrance of Ukaine into the transcontinental computer information system. Information technologies are qualitatively changing the key resources of development: this is no longer a space with fixed production, but primarily mobile finance and intelligence. They have a direct impact on the formation of personal growth, professional content and self-organization, emotional and psychological maturity and consciousness, and so on. One of the main factors in ensuring the stability and social education of the country's citizens is the culture of security, the formation and development of which is an urgent problem today. Comprehensive and systematic development of security culture will significantly increase the readiness of the population, the level of environmental, labor and patriotic education, reduce human losses, material damage from emergencies. Ecological education can be carried out more successfully only gradually and in accordance with the socio-psychological periods of one's development: kindergarten - school - college - university. The creation of such a system of environmental education should be enshrined as the basis of state environmental policy as a constitutional norm with the usage of information technology. Graduates of universities, who are the future of our country, after mastering the skills of basic environmental education must have a high level of environmental culture, which is, in turn, part of general human culture, and investigate environmental issues from the standpoint of their profession. It is known that with the help of environmental education the collective intelligence of society is formed, which can predict human activities and processes occurring in nature, and in some way to help with the elimination of crises. It is through environmental education that another system of human values is being formed, which places great emphasis on intangible wealth and solidarity, and great responsibility of humanity for the ecological state of the native country; provides a higher standard of living as a result of sustainable development, through the introduction of information technology in this system. To improve the quality of life, we need better knowledge, which must be implemented through information technology at the international level.
